Analysis of Institutional Capacity in Cajamarca Region / Análisis de la capacidad institucional en el departamento de Cajamarca

Through this study, the Regional Government of Cajamarca has identified its actual capacities andinstitutional conditions on the basis of the national, intersectorial, sectorial, and territorial policies; of its role and competences in order to determine the positive and negative aspects, as well as the needs to ameliorate, to adapt and to adequate its organizational and functional scheme to the land management process. This study covers the general characterization of the context and the organizational, functional and resources level within the government, to establish its real institutional capacities, determining strategies and programs to adequately assume the territorial management. It was elaborated on the basis of the corresponding matrix which follows the indications given by the Resolución Ministerial 135-2013-MINAM that approves the Guía Metodológica para la Elaboración de los Instrumentos Técnicos Sustentatorios para el Ordenamiento Territorial. Here we incorporate global and individual evaluation models proposed by the Minam to establish an Institutional Capacity of the Regional Government Index.It was determined that the institutional capacity gap reaches 15 points that represent 75%, that is, enough institutional capacity to elaborate the land management program. The main contribution of this study is to establish strategies and programs to bettering the institutional capacity of the regional government in order to optimize the function of land management. / El Gobierno Regional Cajamarca a través de este estudio, ha identificado la capacidad y condiciones institucionales que actualmente posee. Basándose en su situación actual, en las políticas nacionales, intersectoriales, sectoriales y territoriales, y de su rol y competencias, determinará los aspectos positivos y negativos, así como las necesidades de mejorar, adaptar o adecuar su esquema organizacional y funcional al proceso de ordenamiento territorial. Este estudio comprende la caracterización general del contexto y del nivel organizacional, fun- cional y de recursos del ámbito de gobierno, para a partir de ello establecer sus capacidades institucionales reales, determinando estrategias y programas que conduzcan a poder asumir adecuadamente la gestión del territorio. Fue elaborado sobre la base de la matriz propuesta en la Guía Metodológica para la Elaboración de los Instrumentos Técnicos Sustentatorios para el Ordenamiento Territorial (Minam, 2013).Aquí se incorporan modelos de evaluación global e individual propuestos por el Minam para establecer un Índice de Capacidad Institucional del Gobierno Regional. Se ha determinado como resultado que la brecha de capacidad institucional alcanza el puntaje de 15 representando un 75%, que significa suficiente capacidad institucional para el Ordenamiento Territorial.El principal aporte de este estudio es establecer estrategias y programas para la mejora de la capacidad institucional del Gobierno Regional Cajamarca a fin de optimizar la función de ordenamiento territorial.

For this reason the presented work proposes to study the factors of institutional capacity of municipalities, influence the adoption of more sustainable technologies in the treatment of municipal solid waste. The theoretical and political references are divided into subject areas that contribute to the study and support the National Solid Waste Policy, which was approved in 2010, after two decades of conduct between the executive and legislative powers. As this is a policy to address the problem of urban waste in Brazil is necessary to understand the discussions related to sustainable development, public policy environment, institutional capacity and economic viability of solid waste management in the country. The results reflect regional differences in factors such as Brazil and show the formation of municipal councils to adopt supportive environments landfill, plus adds this result to the private sector as the main manager of landfills in the country. The databases used were the SNIS 2010, PNSB 2009, IBGE- PNAD 2009, all available by federal agencies. The statistical model used is the logistic regression that best adapted to estimate the factors that contribute to the municipalities or not adopt the technology of landfills in municipal solid waste, as federal entities as municipalities are responsible for collecting and disposal of urban waste. It is noted that waste management in Brazil has evolved over the past six decades mainly in the treatment and collection of waste, but the adequacy of the requirements PNRS is subject to further investment in the sector and possible extension of time. / Diante do momento em que a sociedade atual vive, onde a preocupação com o crescimento econômico é tema das nações, é importante que façamos reflexões sobre a sustentabilidade ambiental. Por este motivo o trabalho apresentado propõe estudar quais fatores de capacidade institucional dos municípios brasileiros, condicionam a adoção de tecnologias mais sustentáveis no tratamento de resíduos sólidos urbanos. As referências teóricas-políticas estão divididas em áreas temáticas que contribuem com o estudo realizado e apoiam a Política Nacional de Resíduos Sólidos, que fora aprovada em 2010, após duas décadas de tramitação entre os poderes executivos e legislativos. Como trata-se de uma política destinada a solucionar o problema do lixo urbano no Brasil é necessário entender as discussões referentes ao desenvolvimento sustentável, políticas publicas ambientais, capacidade institucional e viabilidade econômica da gestão de resíduos sólidos no país. Os resultados obtidos refletem as diferenças regionais do Brasil e apresentam fatores como a formação de conselhos municipais de meio ambientes favoráveis a adoção de aterros sanitários, somado a este resultado acrescenta-se a iniciativa privada como principal gestor dos aterros no país. As bases de dados utilizadas foram o SNIS 2010, PNSB, PIB-IBGE 2009 e PNAD 2009, todas disponíveis por órgãos federais. O modelo estatístico utilizado é a regressão logística, que melhor se adequou para estimar os fatores que contribuem para que os municípios adotem ou não a tecnologia de aterros sanitários na gestão municipal de resíduos sólidos, já que como entes federativos os municípios são responsáveis pela coleta e destinação final do lixo urbano. Salienta-se que a gestão de resíduos no Brasil evoluiu nas últimas seis décadas principalmente no tratamento e coleta dos resíduos, porém a adequação as exigências da PNRS está condicionada a maiores investimentos no setor e possível extensão de prazo.

The Organizational-Cybernetic Approach to International Institutions Michal Parízek Abstract of the dissertation One of the key tasks of the institutionalist research in international relations should be to explore how the functioning of international institutions can be enhanced through alterations of their design, where design is understood as the only factor that can have a direct causal effect on the institutions' functioning and that, at the same time, is at least in principle amenable to conscious manipulation. The task of this dissertation is to elaborate on whether this can be at all done and, if yes, how exactly and under what conditions. To deal with these problems, I present what is best labelled as the organizational-cybernetic approach, a theoretical and conceptual framework based on insights from the field of organizational cybernetics. Building on the organizational-cybernetic framework, I outline the concept of information transmission capacity as the right dependent variable for the study of how design impacts on functioning of institutions. External control systems in the enhancement of accountability in local government : the case of Uganda

This study investigated the role of two cardinal external control agencies, the Office of the Auditor-General (OAG) and the Inspectorate of Government (IG) in the enhancement of accountability in Uganda’s local government (LG). In Uganda, local governments’ accountability failures are relentlessly blamed on the weak internal systems of control, despite the existence of external controls. This study departs from the premise that, the institutional predicaments of LGs do not only represent poor internal systems, but also signify deficits in the external control mechanisms. The evaluation of external control agencies was based on four main fronts: their institutional capacity to enhance accountability; how they have promoted the operationalisation of legislation and regulatory framework pertaining to accountability; how they have enhanced LG systems and processes towards accountability; and, how far they have helped to strengthen the potential of civil society in fostering accountability in LGs. A largely qualitative research approach was employed, but with some elements quantitative data. Interviews, documents review and direct observation were used as instruments of data collection. The study established that the IG and the OAG exhibit mixed fortunes of institutional capacity, punctuated by financial and human resources limitations; deficiencies in the enabling legislation; and poor support from various stakeholders. The study revealed a stupendous effort by the IG and the OAG in operationalising legislation, but they perform dismally in enhancing local government systems and processes; and in strengthening civil society capacity towards accountability. There is lack of a harmonised policy and coordinated mechanisms to support supervision, mentoring and inspection of LGs by the external control framework. The thesis argues that, reforming local government requires changes in the approach of individual and organisational culture. The mere crackdown and reprimands meted out on those that abuse public trust do not necessarily improve accountability. Thus, commitment should be put on identifying the organisational-structural deficiencies and possible system reforms, rather than mere inspections and monitoring exercises that encourage mediocrity. Hence, those who inspect, audit and review local governments should be able to recognise the inherent system challenges, but also appreciate the constraints under which the public servants operate, or where they have little or no control. Understanding Institutional Capacity of Local Government Agencies in Indonesia

This thesis is about the capacity of local government agencies in Makassar (Indonesia) to provide services to the public. Besides aiming to understand the institutional capacity of local government agencies, the research also examines the role internal and external factors play in determining the service delivery capacity of public organisations. Internal factors refer to the organisational structure, managerial practices and the management of human resources in public organisations. External factors refer to the degree of bureaucratic and political accountability as well as the level of competition experienced by government agencies. ¶ This research will enrich the existing development literature by strengthening our understanding of the ways in which internal and external factors strengthen or weaken the capacity of public sector institutions. ¶ Institutional capacity is measured by the quality of services provided by the local government agencies as assessed by their clients through both questionnaires and interviews, whereas the data regarding the role internal and external factors play in determining the institutional capacity of local government agencies were collected by in-depth interviews and focus group discussions. In-depth interviews and focus group discussions were conducted with the management and staff in a number of agencies, with high-level bureaucrats, with non-government organisations and business associations, and members of the Makassar parliament. ¶ This study concludes that the institutional capacity of local government agencies in the case studies varies, although overall institutional capacity is relatively low or unsatisfactory. Of the four agencies in the case studies, only one agency was able to deliver quality services higher than the level expected by its clients. ¶ In general, this research reveals that the degree of accountability of the local government agencies in the case studies is relatively weak. The study infers that the degree of accountability does not have a significant impact on the agencies' performance. ¶ It was found that the competitive or monopolistic environment in which the local government agencies operate does affect the capacity of the agencies to serve their clients. This capacity is also affected by a number of aspects within the organisation and human resource dimensions of the agencies. ¶ This study shows that, in the case of Indonesia, attempts to improve the capacity of government agencies to deliver quality public services by improving the capacity of parliament to politically oversee the executive, as recommended by a number of international agencies and commentators, may not be the best and most effective alternative. Rather than focusing the resources to improve the degree of political accountability, the study suggests that a more effective strategy to develop the capacity of government agencies is to enhance the organisational structure, managerial practices and the management of human resources in the public organizations, and to introduce competition into the delivery of public services.

Linköping - där klimatneutralitet blir verklighet? : En kvalitativ studie om governance och kapacitetsbyggande i Linköping

Klimatförändringar är resultatet av decenniers handlande som saknat konsekvenstänk. Behovet av en klimatomställning har länge varit känt, men vidtagna åtgärder och traditionella arbetssätt har hittills inte ansenligt bidragit till att förbättra klimatet. I klimatkontraktet 2030, en förstärkning av befintliga styrdokument, framhålls governance som det rätta verktyget för att uppnå klimatneutralitet. Studien syftar till att undersöka hur implementeringen av klimatkontraktet har påverkat Linköping kommuns förmåga att genomföra klimatomställningen och uppnå klimatmål i en snabbare takt. Syftet har uppfyllts genom en dokumentstudie av Linköping kommuns styrdokument och deras klimatkontrakt, kompletterat med en kvalitativ intervju. Studien visar hur Linköping kommuns förmåga att hantera klimatomställningen har förbättrats, men att det samtidigt finns ett behov att ytterligare utveckla governancestrukturen om klimatneutralitet inte ska vara en allt för avlägsen framtid. / Climate change is the result of decades of actions lacking foresight. The need for climate transition has long been recognized, but our efforts and traditional approaches have so far been insufficient to secure a sustainable future. As a response to this inadequacy, klimatkontraktet 2030, a reinforcement of Linköpings current policy documents, puts forward a new way of looking at climate governance. This essay aims to investigate how the implementation of the contract has affected Linköping municipality’s ability to carry through the transition and reach climate goals at a faster pace. The aim has been achieved through a document study and a supplementary qualitative interview. The study demonstrates how Linköping municipality has enhanced its capacity and ability to undergo a climate transition. Furthermore, we have identified certain aspects of the governance structure that could and should be developed to ensure climate neutrality is achieved in the near future.

EXAMINING AN ADULT EDUCATION PARTNERSHIP THROUGH A POSITIVE ORGANIZATIONAL LENS

This companion dissertation reports the findings of applied case study research on four community college organizational units that consistently meet or exceed standard performance measures. In addition, prior ample evidence confirms that performance extended significantly beyond what might be explained by available tangible resources alone. The case study contexts are common in higher education in general: a) an external partnership, (b) an ad hoc team, (c) a traditional, cross-divisional service unit, and (d) a grant-funded student service unit. Emerging positive organizational theory and research show promise for revealing performance-influencing phenomena and behaviors that are not adequately represented in standard measures. Therefore, this collaborative case study research was designed to explore positive influences on the success of the four community college units. This companion dissertation contains four manuscripts. Chapter 1 presents an introduction to the study. Chapter 2 contains a collectively written synthesis of the findings from the four individual case studies. Chapter 3 reflects individual research on a partnership that serves as a national model for adult education. Chapter four offers an alternative perspective to developing authentic leaders in community colleges. Key findings across the units suggest the influence on performance of: (a) a people-first culture, (b) authentic, trusting, inclusive leadership, and (c) resource richness beyond constrained tangible resources. Practical recommendations for scholars and practitioners are offered.

Denna studie är en kandidatuppsats i Samhällsbyggnadsteknik vid Högskolan Dalarna. Forskning har visat på att det finns behov av att arbeta tvärsektoriellt för att uppnå en hållbar stadsutveckling. Ett sätt att göra detta är genom dialogprocesser. Denna studie ämnar undersöka vilka effekter dialogprocesser, baserade på SymbioCity Approach, har på kommunal planering efter det att processen genomförts.  Studien har genomförts genom litteraturstudier i ämnet, deltagande observationer under en dialogprocess samt 11 semistrukturerade intervjuer av deltagare från två olika dialogprocesser.  Studien har visat på att dialogprocesser baserade på SymbioCity Approach är ett användbart verktyg för en hållbar stadsutveckling. Processen kan utmynna i resultat som ökad institutionell kapacitet, ökad tvärsektoriell inblick och förståelse samt ökat socialt kapital.   Studien har också visat att viktiga faktorer som kan påverka resultatet av dialogprocessen bland annat är: huruvida man har en lämplig syftesformulering, att rätt resurser medverkar samt att man håller en nivå på dialogen som överensstämmer med dess syfte. Vidare har det framkommit att processen behöver planeras noga för att kunna utmynna i önskat resultat och att olika aktörer kan ha olika förväntningar på och bild av resultaten. / This study is a bachelor thesis in Civil Planning and Construction at Högskolan Dalarna. Studies has shown that there’s a need for a multisectoral working process to achieve a sustainable urban development. One way to do so is through collaborative planning processes. This study examines the use of collaborative processes, based on SymbioCity Approach, in civil planning projects in two Swedish municipalities. It tries to examine what effects the process has on the municipalities planning.  The study has been conveyed through literature studies on the subject, participating observations of a collaborative planning process and 11 semi-structured interviews with participants from two planning processes.  The study has shown that collaborative planning processes based on SymbioCity Approach is a useful tool for sustainable urban development. A process like this may result in increased institutional capacity, increased multisectoral knowledge and understanding, and increased social capital.   The study also shows that important factors that may influence the results of the process are: whether a purpose has been properly articulated, if the right resources are participating and whether the level of the content of the process coincides with the purpose of the process. Furthermore, the study shows that the process needs to be properly planned to reach its full potential. It also found that different stakeholders might have different expectations and idea of what the results of the process might look like.

Municipalities are faced with the major task of providing water services to their local residents. Dissatisfaction regarding water services in South Africa has been manifested in protests staged by communities. However, service delivery is still reflecting a backlog. This study aims to describe the current situation and challenges facing Greater Tubatse Local Municipality and the roles of the major players regarding water services. The study indicated that the residents of Praktiseer have no sustainable potable water. The critical part of this inquiry is to establish whether the local municipality has strategies in place to deal with the identified problems. Access to clean water and sanitation is essential to health. The Constitution of the Republic of South Africa mandates the local governments to ensure the provision of water services to their communities in a sustainable manner. This study also defined the roles of the local municipality within the context of the existing legislative framework. / Thesis (M.
