O presente trabalho é resultado de uma pesquisa de mestrado a qual se propôs investigar os processos, em curso no país, de institucionalização da metodologia do apoio no Sistema Único de Saúde – SUS. Uma ferramenta que vem ganhando centralidade principalmente no âmbito da gestão da saúde, compondo textos legais e normativos, sendo discutida e demandada em diferentes espaços. Em busca dos desdobramentos desses processos, do que eles têm produzido e também reproduzido nas práticas sanitárias, essa pesquisa cartográfica colocou em análise os modos como o apoio tem se apresentado nos espaços de gestão, atenção, pesquisa e formação em saúde habitados pela pesquisadora, a partir da análise de suas implicações com o plano de forças constitutivos do apoio. Para subsidiar teórica e metodologicamente o processo investigativo, com base no referencial da Análise Institucional e da Esquizoanálise, situou e discutiu conceitualmente o Estado, o SUS, as políticas públicas e seus modos de operar, bem como o que tem se entendido por apoio no âmbito da Saúde Coletiva, problematizando o processo de institucionalização como caminho inevitável das forças instituintes que encontram lugar em coletivos desejantes produtores de territórios existenciais. Como dispositivos colocados em funcionamento para dar a ver as experiências de apoio e alguns indicativos de sua institucionalização na máquina estatal brasileira, utilizou análise documental, entrevistas com atores interessados no tema e registros em diário de pesquisa. As análises teórico-críticas viabilizadas pelos processos acompanhados permitiram apreender que mesmo adquirindo diferentes formatos pré-concebidos, instituídos, há no apoio uma dimensão de inacabamento e de transitoriedade que o situa no paradoxo de fazer do devir um modelo. / The present paper is a result of a master’s research which proposed to investigate the processes of the institutionalization of the supporting methodology of the Brazilian National Health System (SUS), currently in progress in the country. A tool which is playing a main role especially concerning health management, composing legal and normative texts and being discussed and demanded in diferent spaces. In search of the outcomes of these processes, of what they have been producing and also reproduced in the sanitary practices, this cartographic research analysed the ways of how the support has been presented in the management spaces, attention, research and health educated areas by the researcher, from the analysis of its implications with the plan forces constituting the support. To provide the investigative process with theory and methodology, based on the reference of the Institutional Analysis and Schizoanalysis, placed and conceptually discussed the State, the Brazilian National Health System, the public policies and their operating modes, as well as what has been perceived as support in the Public Health scope, problematizing the institutionalization process as an inevitable way of the instituting forces, which find place in collective desirable producers of existential territories. As devices put in place to make visible the experiences of support and some indications of its institutionalization in the Brazilian state machine, the researcher used documental analysis, interviews with people interested on the theme and records in research diaries. The theoretical and critical reviews, which were made possible by the followed processes, allowed to learn that even when acquiring different pre-designed and established formats, there is a dimension of unfinishness and transitoriness in the support, which puts it in the paradox of turning the duty into a model.

The new experience based on the creation of “regulatory agencies” in Brazil evidences the deficiencies of its logic. This work, from revisions of the institutional and regulation theories, examines the sprouting and functioning of the current brazilian regulatory framework, especially the mechanisms of social control, and constructs a model that considers the interrelation enters the institucional dynamic of the spheres social and politics and, consequently, in one real public participation in the regulation process. / Mudanças recentes no ambiente regulatório brasileiro demandam a criação de um novo contexto institucional que permita uma melhor articulação na relação entre Estado e sociedade, em especial no que se refere aos mecanismos de controle social. A nova experiência baseada na criação de “agências reguladoras” no Brasil evidencia as deficiências de sua lógica. O trabalho apresentado, a partir de revisões da teoria institucional e da regulação, examina o surgimento e funcionamento do atual quadro regulatório brasileiro, e constrói um modelo que considera a inter-relação entre as dinâmicas institucionais das esferas social e política e, conseqüentemente, em uma real participação pública no processo de regulação.

Dans cette thèse de doctorat, j’explore l’établissement des approches constitutives de la communication (approches CCO) dans le champ d’étude de la communication organisationnelle et d’autres champs d’études. Pour ce faire, je mobilise un cadre théorique tiré des approches néo-institutionnelles. Dans un premier temps, je retrace différents marqueurs discursifs d’institutionnalisation, et ce, afin de comprendre le degré d’établissement du domaine de recherche depuis l’an 2000. Dans un deuxième temps, j’analyse les discours publics de chercheurs pendant une conférence internationale afin de démontrer comment cette institutionnalisation se fait, entre autres, à travers le concept d’ambiguïté pragmatique. De par son approche discursive, cette recherche met donc en évidence le rôle central de la communication dans un processus d’institutionnalisation d’un domaine de recherche. / In this dissertation, I explore the institutionalization of CCO scholarship. Through an analysis of scholars’ published and public discourse, I demonstrate to what extent CCO scholarship, as an area of research, is becoming established within organizational communication studies and related fields. Through an analysis of scholars’ published discourse and via the application of a neo-institutional perspective, I assess the trajectory and establishment of CCO research from 2000 to 2015. By analyzing scholars’ public discourse at one specific international conference, I then explore how pragmatic ambiguity plays into this institutionalization. This research thus shows how communication is at the center of an area of research’s institutionalization processes.
