A indústria aeronáutica no Brasil tem se desenvolvido de modo acelerado em termos de desenvolvimento tecnológico e dos processos de fabricação aplicados. Com isso, tem se buscado melhores resultados durante o desenvolvimento do projeto e fabricação de aeronaves, visando uma melhor avaliação dos processos de fabricação, montagem, manutenção, confiabilidade e fatores humanos (ergonômicos). O intuito é aperfeiçoar a fabricação e simplificação da montagem dos conjuntos, de modo a facilitar a manufatura dos componentes que formarão o produto depois de acabado e tornar a montagem dos produtos aeronáuticos com o menor custo e da forma mais otimizada possível. Sendo assim, este trabalho visa o desenvolvimento de uma ferramenta que utiliza os conceitos de DFMA para aplicação específica no projeto e fabricação de aeronaves. O objetivo da ferramenta é auxiliar os engenheiros que atuam nas fases de desenvolvimento do avião, para que benefícios de facilidade de montagem possam ser alcançados com a utilização dos quadros de verificações. O trabalho inicia-se com a história da aviação, da indústria aeronáutica no mundo e no Brasil, e uma revisão teórica dos conceitos e princípios da metodologia DFMA. Em seguida é apresentado o ambiente da indústria aeronáutica, incluindo o processo de desenvolvimento integrado do produto, a implementação de projetos nestes segmentos e as fases de fabricação de uma aeronave. Na seqüência é apresentada a ferramenta de auxílio que foi desenvolvida em forma de quadros de análises, elaboradas com as regras e verificações a serem seguidas durante a criação do projeto, com o objetivo de consolidar os conhecimentos de manufatura e prevenir problemas futuros de montagem. Um estudo de caso é apresentado para evidenciar e comparar os resultados obtidos pela não aplicação efetiva dos conceitos da metodologia DFMA no desenvolvimento do projeto inicial, com os benefícios alcançados após a modificação do projeto baseado na aplicação dos conceitos de projeto para manufatura e utilização das tabelas. Por fim, os resultados são discutidos e a conclusão estabelecida. / Brazilian aeronautical industry has been developed faster and faster in terms of technology development and manufacturing processes. Thus, it has been planning to reach better results during the aircraft development and manufacturing phases, aiming to better evaluation of manufacturing processes, assembly, maintenance, capability and human factors (ergonomics). It is expected to improve the manufacturing and simplify the assembly to become easier the manufacturing of parts that will make the aircraft final assembly with low costs, high quality and the best optimized condition. So, the main objective of this study is to develop a guideline which uses the DFMA concepts for specific application on aircrafts design and manufacturing. The main goal of the guideline is to drive the engineers who work on aircraft development phases, about the manufacturing benefits that can be achieved when using the check list table of the guideline. This study starts with the aviation history and world and brazilian aeronautical industries and a theoretical review of the principles and concepts of the Design for Manufacturing and Assembly (DFMA) methodology. Next, the study describes the aeronautical industry environment, including the process of product integrated development, the implementation of projects in this sector and the airplane manufacturing phases. Subsequently, it has shown the guideline routine, which was developed in form of check list tables that contain rules and steps to be followed during the design creation and attempts to consolidate manufacturing knowledge and to prevent possible assemblies discrepancies. A case study is also presented to evident and makes the comparison between the results of aeronautical design that had been developed without DFMA concepts and post benefits reached after the project revision using the design for assembly concept and guideline tables. Finally, the results are discussed and the conclusion established.

Rethinking public participation at the local level: a comparative analysis of Elias Motswaledi and Steve Tshwete local municipalities

This study has assessed the role of public participation in effective and efficient local governance at two local municipalities of Elias Motswaledi and Steve Tshwete in South Africa. Public participation is a pillar of development and therefore important to assess the successes and failures thereof. Government invest huge resources to deliver public service to their citizens and it is through public participation that the beneficiaries of these services can be guaranteed public service’ quality and responsiveness. Interviews with key informants in local government and focus groups provided a better understanding of the situation in the two case study areas. Elias Motswaledi has provided a classical challenge of public participation with the reluctance of the community to participate in the development processes and also with projects that do not benefit the majority of the residents; whereas at Steve Tshwete the community is actively engaged in major decision making processes and have also assisted the council in delivering relevant projects and programmes that are responsive to the community needs. The study found that the government has to relook: 1. the relationship between ward committees and community development workers as this was found to be the major contributing factor to poor levels of public participation. 2. There is an urgent need for building capacity for both local communities and ward communities to enable them to effectively participate in developmental processes that affect them. The study also showed how poor public participation initiatives have negatively affected service delivery and development initiatives at local levels in South Africa. This comparative case study maybe useful in shedding some insight in addressing public participation in local government to overcome the relatively weak or low municipal capacity across South Africa.

This thesis describes the Drag language. Drag is a general purpose, gradually typed, lexically scoped, and multi-paradigm pro- gramming language. The essence of Drag is to build the abstract syntax trees of the programs directly and interactively. Our work includes the language specification and a prototype program. The language specification focuses on the syntax, the semantic model, and the type system. The prototype consists of an interactive editor and a compiler that targets several plat- forms, among which we focus on the LLVM platform in this thesis.

The role and effectiveness of integrated development planning (IDP) on service delivery in Vhembe District Municipality

Thesis (M.Dev.) --University of Limpopo / In this study the researcher wanted to disclose the problems undermining the role and effectiveness of IDP for service delivery in the Vhembe District Municipality. The study succeeded in investigating the role and effectiveness of IDP on service delivery in Vhembe District Municipality. The research questions: “is there a role and effectiveness of the Integrated Development Planning in Vhembe District Municipality on service delivery?” and “is there a significant improvement of municipal services since the introduction of the IDP process in the year 2000?” and finally, “Is the IDP of Vhembe District Municipality Linked to the Budget?” were interrogated. The specific objectives of the study which include “investigating how the IDP impacts on service delivery” were outlined. The study also endeavoured to satisfy the second objective by suggesting possible solutions as to how the IDPs could be strengthened to address service delivery constraints and challenges. The research also looked at the historical background of Integrated Development Planning. In doing so, the research looked at the development planning evolution in South Africa. Policy and Legislative Framework governing the formulation and implementation of the IDP in South Africa were also considered. The study strove to outline the problems and other dynamics associated with linkage of the IDP to the budgeting process. Public participation and the role of provincial and national government departments in the IDP were also looked into. Three methods of data collection were identified for use in this study, namely: unstructured interviews, participant observation and documentation. The population for the study comprised the stakeholders for IDP. This was divided into government officials and members of community. Purposive sampling was conducted to each group of the population. The researcher presented data in an explanatory way. The main problem identified on the role and effectiveness of the IDP is its lack of alignment with the budget of the municipality. Recommendations were made at the end of the study.

The government has taken constructive steps to address the issue of poverty in South Africa. The principal strategy on the government, and for that matter municipalities for poverty alleviation is to promote sustainable development (better quality of life for all) through the process of integrated development planning (IDP). Municipalities are, by virtue of legislation, required by the Government to use Integrated Development Planning as the vehicle to improve and fast-track service delivery and development. One of the main objectives of the IDP is to promote sustainable development. The objective of this study is to determine the extent to which the IDP is used to promote sustainable development at Emfuleni Local Municipality (ELM). For the purpose of the study, the hypothesis was formulated that the implementation of IDP as a tool for promoting sustainable development within ELM is significant for improving service delivery and the living standard of local communities. To test the validity or otherwise of the hypothesis use was made of theoretical review of literature in promoting sustainable development at ELM. Further there was an empirical research method of open-ended questionnaires that was used to test attitudes and perceptions of municipal officials, IDP representatives and the community of ELM on the effectiveness of IDP. It was found among others that:The council and management of ELM consider the IDP as effective management tool in promoting sustainable development; ELM has elaborate plans and mechanisms for initiating programmes on the IDP; Public participation in the process needs to be intensified. While the municipality has achieved much success with the use of the IDP, the rural residents of ELM are largely ignorant of the process and its benefits. Infrastructure policy reforms and rural poverty reduction in Ghana : the case of the Keta Sea Defence Project

<p>This minithesis seeks to understand why infrastructure projects fail to contribute effectively to poverty (rural) reduction. The thesis assumes that though infrastructure provision can impact positively on rural poverty reduction, the same infrastructure provision has worsened or put people in worse conditions of poverty. Therefore it is not automatic that infrastructure provision would reduce rural poverty as often held. The thesis goes on to postulate that a positive relationship between infrastructure and rural poverty reduction is best achieved within a broad or generic policy which provides the framework for providing such infrastructure. The thesis assesses these assertions empirically by first, testing the relationships between infrastructure and rural poverty reduction. Here a large scale infrastructure project in Ghana known as the Keta sea defence project serves as the case study. Secondly the thesis assesses Ghana&rsquo / s infrastructure provision policy environment and its implications on rural poverty reduction in the affected communities of the Keta sea defence project.</p>

Post apartheid planning practice aims to resolve the inequality that resulted from the hyperrational comprehensive model of planning executed during apartheid via a participatory, integrated approach. The Integrated Development Planning model was created to manifest the goals of social and spatial equality while taking into account principles set forth in Agenda 21. This thesis attempted to determine the relevance of the present planning model in achieving the stated goals of social equity and environmental sustainability, within the Dwars River Valley, Stellenbosch Municipality, Western Cape, South Africa. Utilizing 54 qualitative-based interviews with key stakeholders, results indicate that historically based realities on the ground and ideals of more equitable and sustainable spatial architecture is profoundly challenging. Despite this, the organic emergence of unique coalitions provides evidence that positive change occurs daily and outcomes can only be measured with time.
