A gestão dos resíduos sólidos ultrapassa os limites municipais, ocasionando a necessidade de cooperação federativa, em especial, entre os Municípios limítrofes. A cooperação intermunicipal possibilita a organização regional, mas atendendo as peculiaridades locais. O consórcio intermunicipal é o instrumento escolhido por este trabalho, como melhor resposta na busca em solucionar os entraves e dificuldades na implementação da prestação dos serviços públicos de saneamento básico - limpeza urbana e manejos dos resíduos sólidos - por Municípios de pequeno porte. Por meio do consórcio intermunicipal é possível obter ganhos em escala na prestação dos referidos serviços, tornando o gerenciamento dos resíduos sólidos mais eficiente, considerando as dificuldades encontradas para prestação dos serviços de saneamento básico no Brasil. O objetivo deste trabalho é demonstrar através da análise da legislação brasileira, de dados institucionais e de estudo de casos, a alternativa de gestão integrada dos serviços de saneamento básico relacionado aos resíduos sólidos domésticos. Diante do cenário encontrado, conclui-se que a instituição de consórcios intermunicipais é a opção mais viável para a implementação da prestação dos serviços públicos de limpeza urbana e manejo dos resíduos sólidos. / The solid waste management surpass the municipal boundaries, causing the need for federal cooperation, in particular between neighboring municipalities. The inter-municipal cooperation enables regional organization, while taking into account local peculiarities. The inter-municipal consortium is the instrument chosen by the present study as best response in the search to resolve obstacles and difficulties in the implementation of public sanitation services - urban sanitation and solid waste management systems - for small municipalities. Through the inter-municipal consortium it is possible to obtain scale gains in the provision of these services, making solid waste management more efficient, considering the difficulties encountered in the provision of sanitation services in Brazil. The objective of this study is to demonstrate by analyzing the Brazilian legislation, institutional data and case studies, the alternative of integrated management of basic sanitation services related to domestic solid waste. Before the scenario found, it is concluded that the foundation of consortiums is the most viable option for the implementation of the provision of public services of urban sanitation and solid waste management.

Diante das afinidades históricas, culturais e geográficas desses municípios e de suas dificuldades em se organizarem para o turismo, o presente trabalho pretende destacar a importância de se estabelecer um planejamento turístico integrado. A parceria políticoadministrativa entre os poderes públicos locais contribui para a construção de um território turístico através de um planejamento local vinculado ao regional. O turismo requer uma série de estruturas básicas e turísticas e é na escala local onde acontecem as maiores transformações espaciais em função da prática turística. Sendo assim, a tarefa de organizar e planejar o turismo fica, principalmente, sob a responsabilidade das municipalidades. Nesse contexto, esta pesquisa avalia o consórcio intermunicipal como principal instrumento de articulação entre municípios pertencentes a uma região que pretende ordenar o seu território para o desenvolvimento do turismo. / Abstract: This dissertation approaches the planning of the touristic activity under the regional focus and has, as a case study, the micro-region of Bananal, which is formed by the municipalities of Silveiras, Areias, São José do Barreiro, Arapeí and Bananal, all of them situated in the Paraíba Valley, in the state of São Paulo. In face of the historical, cultural and geographic affinities of these cities and their difficulties in organizing themselves for the tourism, it is intended to stress the importance of establishing an integrated tourism planning. The politicaladministrative partnership among all the local public powers contribute for the construction of a touristic territory as a result of a local planning attached to the regional one. Tourism requires a series of basic and touristic structures and it is in the local scale that the biggest spatial transformations take place due to the touristic practice. Therefore, the task of organizing and planning the touristic activity is, principally, under the responsibility of the municipalities. In this context, this research evaluates the inter-municipal consortium as the main articulation instrument among municipalities that belong to a region that intends to arrange its territory for the development of the tourism. / Mestre
