RETIREMENT PLANNING VERSUS FAMILY SUPPORT: WHAT DRIVES PEOPLES` DECISIONS?

A slight majority of American households headed by 55–64-year-olds do not have any savings for retirement, and those who have retirement savings have a median of around $109,000 saved, which is equivalent to an inflation-protected annuity of $405 per month (i.e., well below the official poverty level). Among the main reasons cited for the lack of retirement savings among parents is a desire to provide financial support to their young adult children. Indeed, on the whole, parents spend twice as much on financial support of their adult children as they save for retirement (Merryl Lynch, 2018). Understanding the precursors and predictors of this spending behavior may provide insight into decisions that lead to a lack of self-sufficiency in retirement, and hint at opportunities for prevention and intervention efforts aimed at bolstering retirement savings. To that end, this project was designed to examine the extent to which these financial decisions vary by context and belief systems. Specifically, three studies were developed to investigate motivation for providing support to young adult children in lieu of retirement savings. A sample of 496 respondents who were 40 years of age or older was recruited using the online Amazon Mechanical Turk (MTurk) platform. Respondents were presented three factorial vignettes in which hypothetical parents were deciding whether to provide support to their adult child with a major expense—a car (Study 1, Chapter 2), college tuition (Study 2, Chapter 3), and a house (Study 3, Chapter 4)—and respondents were asked on a four-point Likert-type response scale whether parents should (definitely yes, probably yes, probably no, definitely no) provide financial support to their adult children in the given context, and to provide a rationale for their response. In each study, key contextual variables were randomly manipulated within the vignette across respondents (e.g., adult child’s gender [female vs. male], parents’ age [early 60s vs. late 40s], source of money [withdrawal from vs. under-contributing to retirement savings], college major [social sciences vs. business degree], and number of siblings [one vs. three]). Ordinal regression models were used to estimate the effects of the randomly manipulated variables on endorsement of parental provision of financial support to adult children, and content analysis was used to identify the most common rationales respondents provided for the beliefs they espoused in the closed-ended items. Endorsement of parental use of retirement saving for financial support varied depending on whether the stated purpose of the money was for purchasing a car (67% endorsed), paying for college tuition (34% endorsed), or paying the down payment on a house (31% endorsed). Across the three studies, only older parents (in their early 60s [Study 1]) and withdrawing money from a retirement account (Studies 2 and 3) had negative effects on endorsement of parental support; responses according to the other randomly manipulated variables did not statistically vary in these data, suggesting norms that supersede the other manipulated variables. Among respondent sociodemographic characteristics—gender, socioeconomic status, clarity of retirement goals, having adult children, and helping them with large purchases similar to situations described in the vignette—only ownership of a retirement savings account or a pension plan had a consistent negative association with endorsement of parental support across all three studies, indicating that people with retirement plans were more conservative in their attitudes about financially supporting young-adult children than were those without retirement plans. Major rationales for the provision of parental financial support included (a) responsibility for the child (i.e., a solidarity belief system), (b) a belief that children pay back their parents (i.e., a reciprocity belief system), and (c) a belief that parents should make sacrifices for their children (i.e., an altruistic belief system). Given that the majority of studies investigate retirement planning from an individual perspective, as if workers were making their decisions rationally in isolation from their family context, future studies may benefit from a more inclusive approach that takes into account the complexity of family relationships and also social perception of parental financial obligations toward their children.

Integrated Senior Housing

It is difficult to have an integrated population throughout all age strata in a society. Especially if one considers the growing percentage of the aged population and their feeling alienated in their current physical surroundings. In order to solve imminent problems with the growing elderly population, a primary task should be considering how to improve the housing of senior citizens. Furthermore, bringing the youth and elderly together would produce a functioning self-help system. It engenders interaction strategies by employing the strengths of one generation to serve another generation’s needs. This idea was introduced by the systemic family therapist Gerhard Schiele. He indicates that current care facilities, nursing homes and assisted living facilities are not socially sustainable over the long term. This system also fosters a symbiotic relationship within a living complex, where residents and local communities interact in a mutually beneficial living arrangement. An improvement in the design of senior living community, combined with programs that promote a multi-generational interaction, can provide a holistic solution for the entire population. This cross generational solution will focus on the best practice of intergenerational living as it aims to allow all age groups to commingle. The ultimate goal of this study is to show an optimal type of residence within a mixed use building complex that accommodates the aging process with a full life perspective. A focus on age-related issues not only provides great promise for those as they mature, but also greatly improves the quality of life for everyone, regardless of age.

Procurou-se conhecer o modo como cada uma das gerações profissionais em questão percebia o trabalho docente e que significados lhe atribuíam. A pesquisa foi realizada sob uma perspectiva qualitativa e a coleta de dados por meio de observação (com recurso de videogravação) e entrevistas semiestruturadas realizadas por meio de videoconfrontação. Os dados assim reunidos foram analisados no que se refere ao seu conteúdo. Os resultados desta investigação reafirmam os achados de pesquisas da área que enfatizam a importância da experiência docente para o estabelecimento de relações mais contextualizadas e estratégicas com o ensino e das relações intergeracionais docentes para a formação de novos professores. Por outro lado, os dados reunidos apontam para limitações impostas pelo modelo atual de formação de professores, que não confere aos professores da escola espaços mais sistemáticos na formação, como formadores de campo. / This research has aimed to identify the processes ongoing in the settle interactions between two different teaching generations, which is represented by a senior teacher and an academic student of pedagogy course, who is in the early education teaching. It was aimed to understand the aspects related to generations (MANNHEIN, 1982) and vital cycles of the teachers (MARCELO,1999) interrelated to the settling of the intergenerationrelationships (SARTI, 2009) between a senior teacher and a future teacher, throughout the supervised practice teaching. And to this purpose, the research tried to identify and analyze the representations of the teaching, which showed up in the settle interactions moments between the senior teacher and the future teacher, where it took place over the supervised teacher education and the daily interactions set between them. It was sought to know the way each generation into the matter notice the teaching work and its assigned meaning. The research was carried out under a quality perspective and a gathering data by the noticing (such as videotaping) and interviews semi structured also carried out by videotaping. The data was gathered and analyzed concerning to its content. The outcomes of this investigation restate the findings of the research which highlight the importance of the experience in teaching as a result to set relationships more contextualized and strategies of teaching and the intergeneration teaching as a result of a formation of new teachers. On the other hand, the gathered data pointed out to place restrictions to the current standard teacher education, which is not compatible to a more systematical teacher educationin the school environment.

A tese apresenta o desenvolvimento teórico do princípio da justiça intra e intergeracional (PJI&IG) como elemento na definição da destinação das rendas de hidrocarbonetos. O tema é tratado como aspecto fundamental nas áreas energética e institucional de países produtores de hidrocarbonetos. O PJI&IG incorpora o conceito de equidade intergeracional. Também, assume-se que uso de rendas derivadas da exploração de recursos naturais exauríveis envolve dimensões associadas ao conceito de sustentabilidade. Admite-se a ideia de unicidade e de completude da espécie humana, que corresponde à cumulatividade da experiência humana sobre a Terra. A efetivação de direitos fundamentais é o mecanismo de concretização dessa ideia. Desenvolve-se metodologia empírica e qualitativa baseada na perspectiva institucionalista. Demonstra-se que a temática aqui tratada é elemento essencial para solucionar problemáticas referentes à hipótese da maldição dos recursos naturais. A metodologia abarca o uso do referencial teórico para construção do PJI&IG e de métodos qualitativos para a avaliação institucional tendo esse princípio como referência. A tese foca na experiência do Estado do Rio Grande do Norte, do Governo Federal, do Poder Legislativo e do Poder Judiciário como casos que permitem verificar a aplicação do PJI&IG no processo de destinação das rendas de hidrocarbonetos. Os resultados demonstram que o princípio em questão é factível do ponto de vista constitucional e que o seu conteúdo possibilita a destinação das rendas de hidrocarbonetos dentro dos direitos fundamentais e da sustentabilidade integral, que assume a responsabilidade, a solidariedade e o comprometimento social como caminhos para destinação dessas rendas. Na análise institucional específica, os resultados apontam para uma tendência no Brasil de não se respeitar o PJI&IG nas práticas administrativas que gerenciam a destinação das rendas de hidrocarbonetos. Por exemplo, existem evidências de que os gastos com pessoal predominam na esfera municipal. No exame do Poder Executivo Federal, verificou-se evidências de que já existe uma espécie de fundo, quando as rendas de hidrocarbonetos destinadas aos Ministérios são contingenciadas para fins de gerar superávit primário. Em relação ao Poder Legislativo, especificamente, à Câmara dos Deputados, constatou-se referência ao PJI&IG nos textos dos Projetos de Lei, porém nenhuma proposição tornou-se lei. Na análise do Poder Judiciário, averiguou-se que o STF e o STJ inovam na ordem jurídica quando decidem que municípios não podem destinar rendas de hidrocarbonetos para gastos correntes. Nas conclusões foi possível apontar que apesar de o PJI&IG ter em sua base conceitual características que o direcionam como importante elemento de avaliação institucional, as instituições estudadas não o aplicam usualmente em suas decisões, seja no âmbito de políticas ou programas públicos, na confecção de leis ou em julgamentos. Por tal motivo, a tese recomenda, ao final, utilização de instrumentos e caminhos para a incorporação do PJI&IG dentro da prática institucional. / The thesis presents the theoretical development of the principle of intrageneration and intergeneration justice (PJI&IG) as an element in the definition of the destination of government takes. The subject is treated as a fundamental aspect in the energetic and institutional areas of the countries which produce oil and gas. The PJI&IG incorporates the intergenerational justice concept. It is also assumed hereby that the use of revenues derived from the exploitation of exhaustible natural resources involves dimensions associated to the concept of sustainability. The thesis creates the idea of the humankind as one, which is the sum of the human experience on Earth. The fundamental rights enforcement is a mechanism for achieving this idea. It develops an empirical and qualitative methodology based on an institutionalist perspective. It shows that theme being herein treated is an essential element to solve problems related to the hypothesis of natural resource curse. The methodology includes the use of the theoretical construction of the PJI&IG and qualitative methods in institutional assessment having this principle as a parameter. The thesis focuses on the experience of municipalities in Rio Grande do Norte State, Federal Government, Legislative Branch, and Judiciary as cases which allow us to verify the use of PJI&IG in the process of the destination of government takes. The results show that the principle in question is feasible from the standpoint of the Brazilian constitution and that its contents enable the allocation of government takes within both the fundamental rights and integral sustainability, which assume responsibility, solidarity and social commitment as ethical values for the allocation of government takes. In the institutional analysis herein, the results show that Brazil tends not to respect the PJI&IG in the administrative practices which run the destination of the government takes, there are evidences which show that the personal spending dominates in the municipal government, for instance. In the Federal Executive Branch scanning, there were evidences that show fund currently exists, when revenues are not sending to the Ministries in order to generate a primary surplus. Regarding to the Legislature, specifically the Chamber, there was reference to the PJI&IG in the bills, however none of them was approved. In the analysis of the judiciary, it was found that the STF (Federal Supreme Court) and STJ (Superior Court of Justice) create new law when they decided that municipalities cannot allocate the government takes to current expenditure. In the conclusions it was possible to stress that although the PJI&IG has in its conceptual basis features that show as important indicator of institutional assessment, the institutions studied do not apply it in their decisions, neither through policies nor through public programs, not even by making of laws or judgments. Therefore, this thesis recommends that PJI&IG should be incorporated in the institutional practice.

This would ensure that politicians, bureaucrats, and other state authorities could implement policy decisions that guarantee protection of minority languages and enhance their vitality. One policy strategy that could ensure revitalization of minority languages would be to include them in the school curriculum as supplementary approach to the effort of the home and the community, as McCarty (2002, quoted in Recento, 2006) observes that schools / [&hellip / ] can be constructed as a place where children can be free to be indigenous in the indigenous language &ndash / in all of its multiple and everchanging meanings and forms.</p>

Inoltre, deve sostenere le persone nell'acquisizione di conoscenze e fornire loro nuovi strumenti. Questa ricerca vuole porre in evidenza le potenzialità del metodo creato da Matthew Lipman per l'educazione degli adulti. In particolare vuole mostrare il suo possibile uso per il dialogo intergenerazionale tra adulti e adolescenti. / In the present scenario, characterized by a widespread complexity and an increasing hostility, an efficient adult education should connote itself as a constant opportunity of renewing the existential meaning of life, both on an individual and on a community level. Moreover, it should support people in acquiring knowledge and new technical devices. This research is s aimed at highlighting the potentialities of the method created by Matthew Lipman for adult education. In particular I will explain its use in intergenerational dialogue paths between adults and adolescents.
