The aim of conducting this research was to obtain a critical understanding of how the South African Police Service (SAPS), law enforcement (LE) and Non-Governmental Organisations (NGOs) understand the concept, policing of Trafficking in Persons (TIP). The study indicates different role players in the policing of TIP. The researcher explored the present and possible future cooperation between SAPS and NGOs in the Cape Town area. The development of policing and legal aspects concerning TIP was explored globally.
Research indicates the necessity of a professional partnership approach between SAPS, LE and NGOs, in the policing of TIP. The researcher identified factors that inhibit the effectiveness of policing of TIP. These factors include among others the lack of training in the identification of TIP and lack of trust between role players. Recommendations to this effect and the implementation of the policing of TIP are made to all concerned, especially SAPS management. / Police Practice / M. Tech. (Policing)

In Ethiopia people are highly dependent on natural resources which often lead to
environmental degradation. The perception is that environmental degradation is
partly due to lack of environmental awareness. The level of environmental
awareness and the role of the media in creating awareness in Kembata
Tembaro Administrative zone were investigated. Quantitative and qualitative
methodologies were used to identify sources of environmental knowledge,
content, spatial extent, volume and priority of media coverage, impact of media,
and expectation of audiences and producers. Experience, rather than outside
sources, such as provided by the media, is the main source of environmental
information, but awareness is key to reduce further environmental degradation.
Environmental media programs should be transmitted at suitable times and the
experiences of successful farmers in natural resources conservation and
development should be shared. Attention should also be given to identification of
awareness obstacles and training and sensitizing of journalists on environment issues

Thesis (MA)--Stellenbosch University, 2000. / ENGLISH ABSTRACT: In 1993, international food aid reached a record high level, but by 1997 food aid had
fallen to its lowest level in more than two decades. Though the post-1993 decline of
food aid has been the dominant trend in food aid, there has also been a significant
growth in food aid during the period in question. This thesis aims to understand the
paradoxical, but parallel, growth and decline of food aid since 1993 from a neo-
Gramscian perspective. The neo-Gramscian approach to international relations is a
historically sensitive, non-deterministic Marxist perspective, normatively committed
to transformation towards a more just world order. This perspective assists us in
understanding the relative freedom enjoyed by the hegemon from the structural and
institutional constraints faced by other states. The neo-Gramscian approach is unique
in indicating the role of middle powers and international organisations in perpetuating
and legitimising the hegemonic order, whereby middle powers strongly support
international organisations. The decline of food aid occurred because agricultural
surplus availability has remained the most important factor determining food aid
levels, with food aid consequently declining as cereal prices increased after 1993.
Furthermore, the food aid regime has proved too weak to enforce a severing of the
link between food aid and agricultural surplus for most states, particularly the largest
food aid donor and hegemon, the United States. The growth of food aid has been the
result of the support given to relevant international organisations and agreements by
middle powers, despite middle powers initially having been manipulated into
participating in the food aid regime by the hegemonic United States. The possible
implications of the trends identified in this study for the future of food aid to Sub-
Saharan Africa, also enjoy consideration. / AFRIKAANSE OPSOMMING: In 1993 het internasional voedselhulp 'n rekord hoogtepunt bereik, maar teen 1997
het voedselhulp geval tot die laagste vlak in meer as twee dekades. Alhoewel die post-
1993 afname van voedselhulp die uitstaande tendens in voedselhulp was tydens die
betrokke periode, het voedselhulp ook gegroei gedurende hierdie tydperk. Hierdie
tesis beoog om die teenstrydige, maar parallelle, groei en afname van voedselhulp
sedert 1993 te verstaan vanuit 'n neo-Gramsciaanse perspektief. Die neo-
Gramsciaanse benadering tot internasionale betrekkinge is 'n histories sensitiewe, niedeterministiese
Marxistiese perspektief, normatief verbind tot transformasie na 'n
meer regverdige wêreldorde. Hierdie perspektief help ons om die hegemoon se
relatiewe vryheid van die strukturele en institusionele beperkinge en struikelblokke
wat deur ander state in die gesig gestaar word, te verstaan. Die neo-Gramsciaanse
benadering is uniek in die klem wat dit plaas op die rol van middelslag-moondhede en
internasionale organisasies in die stabilisering en legitimering van die hegemoniese
orde. Die afname in voedselhulp het plaasgevind omdat die beskikbaarheid van
landbousurplus nog steeds die belangrikste bepalende faktor van voedselhulpvlakke
is, met 'n gevolglike afname in voedselhulp toe graanpryse gestyg het na 1993. Wat
meer is, die voedselhulpregime was te swak om 'n verbreking van die verband tussen
voedselhulp en landbousurplus af te dwing met betrekking tot die meeste
donateurstate, maar veral ten opsigte van die hegemoon en grootste donateur van
voedselhulp, die Verenigde State. Die groei van voedselhulp is te danke aan die
ondersteuning van die betrokke internasionale organisasies en ooreenkomste deur
middelslag-moondhede, alhoewel die hegemoniese Verenigde State middelslagmoondhede
aanvanklik moes manipuleer tot deelname aan die voedselhulpregime.
Die moontlike implikasies van die tendense geïdentifiseer in hierdie studie vir die
toekoms van voedselhulp na Sub-Sahara Afrika, geniet ook oorweging.

Thesis (LLM)--Stellenbosch University,2004. / ENGLISH ABSTRACT: This study exammes, m stages of development, the existing law regarding
humanitarian intervention, problems in respect of this law and cases of intervention.
More specifically, intervention in human rights abuses not breaching international
peace and security but rather posing a so-called threat to peace is examined. This
information is used to consider whether more adequate provision can be made
regarding circumstances of intervention to stop situations of grave human rights
abuses sooner. From the law regarding humanitarian intervention, it is evident that
the institution of intervention is illegal under the present UN legal system. Yet, in a
time when the human rights culture has become so important that it forms part of
the basis of international law, effective intervention is not being authorised by the
Security Council. As a result, other actors have been intervening in cases of grave
human rights abuses. These interventions need to be appropriate and well managed.
Since the protection of human rights is as valid in non-democracies, as in any
democratic state form, the study finds that human rights will benefit from
dependence on legitimate authority. Attributing more importance to the Uniting for
Peace Resolution could expand the role of the General Assembly. Humanitarian
intervention also needs to be coupled with a commitment to address the causes of
human rights abuses through conflict resolution and social reconstruction. The
study concludes with some criteria/guidelines for the establishment of the
legitimacy of intervention. / AFRIKAANSE OPSOMMING: Hierdie studie is - binne 'n raamwerk van ontwikkelingstydperke - 'n ondersoek na
die bestaande reg aangaande humanitêre ingryping, probleme tenopsigte daarvan en
gevalle van ingryping. Veral ingrypings in menseregte-skendings wat nie
internasionale vrede en sekuriteit skend nie, maar eerder 'n sogenaamde bedreiging
vir vrede is, word ondersoek. Die inligting wat so bekom is, word gebruik om te
oordeel of meer gepaste voorsiening gemaak kan word waarvolgens situasies van
growwe menseregte-skendings deur ingryping gouer beëindig kan word. Die reg
aangaande humanitêre ingryping toon dat ingryping onwettig is in die bestaande
regsisteem van die Verenigde Nasies. In 'n tyd waarin menseregte so belangrik
geword het dat dit ten grondslag lê van internasionale reg, word effektiewe
ingrypings nogtans nie gemagtig deur die Veiligheidsraad nie. Gevolglik gryp
ander partye in om teen situasies van growwe menseregte-skendings op te tree.
Hierdie ingrypings moet daarom gepas wees en goed bestuur word.
Aangesien die beskerming van menseregte net so geldig is in ander staatsvorms as
in demokrasieë, bevind die studie dat menseregte sal baat daarby indien dit
afhanklik is van legitieme gesag. Voorts kan die rol van die Algemene Vergadering
aangaande die beskerming van menseregte uitgebrei word deur groter waarde te
heg aan die "Uniting for Peace"-resolusie. Dit is verder nodig dat humanitêre
ingryping gekoppel word aan 'n verbintenis om die oorsake van menseregteskendings

An exploration into managerial perception and its influence on performance in cross cultural setting : the case of Japan International Cooperation Agency's support for developmentInamori, Takao January 2010 (has links)
There is a wealth of studies which suggest that manager's positive perceptions/expectations can considerably influence organisational performance; unfortunately, little empirical evidence has been obtained from development studies. This first time research explores how Japanese aid workers' perceptions towards the local staff affects their behaviour and performance in cross-cultural project settings. Moreover, this research focuses on the perceptual and behavioural trait differences of successful and unsuccessful aid workers. With cooperation from Japan International Cooperation Agency (JICA), 244 valid responses were obtained from the aid workers (managers) through a webbased survey. As a result of statistical analysis, positive causal relationships were confirmed between perception related factors and behaviour related factors and the organisational performance variable. These results strongly suggest that aid worker's positive perceptions result in positive behaviour in local colleagues and subsequently higher organisational performance. In addition, it was discovered that the aid workers' positive perception/expectation about work and their local colleagues was related to higher organisational performance, whilst conversely, the negative perception on their part was generally associated with negative behaviour and lower organisational performance.Although the differences in perceptual tendencies suggested by that these findings apply to Japanese aid managers; however, as human nature is universal, positive perception and behaviour should bring out positive output in most organisations. It is recommended that there is a need for people-related and cross-cultural management skills to ensure successful future activities, and stress management competencies to maintain positive managerial perception on the part of aid workers.

The aim of this research is to highlight both the conceptual and practical factors that constrain attempts to link humanitarian assistance and development aid in political emergencies in Southern Africa by using the case study of Mozambique in the period between 1975-1995. Extensive use and reference to Norwegian relief and development aid during the above-mentioned period is made. Although cross-reference is made to other donor countries such as the Like-minded Group (comprising of Canada, Sweden, Denmark, Finland, the Netherlands, Norway and Switzerland) and UN agencies that supported Mozambique's transition from war to peace, the major focus is on Norway as she has traditionally been the sixth largest bilateral donor by the early 1990's and incorporated long-term development priorities in her programs.

Chaque année, quelques milliers de jeunes Québécois découvrent la coopération internationale, par le biais de stages dans des pays dits « en développement ». Si les retombées de ces stages sur les populations partenaires du Sud sont connues et régulièrement évaluées, il existe en revanche peu d'études de suivi des stagiaires à leur retour au Québec. Quel impact cette expérience a-t-elle eu sur ces jeunes? Quelles étaient leurs motivations au départ? Et comment leur engagement vis-à-vis des problématiques de développement a-t-il évolué ou s’est-il même maintenu suite à leur séjour? Comment leur expérience a-t-elle façonné leurs projets professionnels et leurs perceptions de l’avenir? Ce mémoire a pour objet de dresser un portrait de l’impact d’un stage de coopération internationale sur les jeunes stagiaires de retour au Québec. Pour ce faire, notre recherche s’appuie sur des données quantitatives et qualitatives recueillies auprès d’anciens stagiaires de l’ONG Mer et Monde. Les données quantitatives ont été collectées à l’aide d’un sondage effectué auprès de 367 anciens stagiaires et un entretien de groupe a fourni les bases qualitatives de la recherche. Les résultats de l’analyse suggèrent que le stage a très certainement une forte influence sur l’engagement et le mode de vie des jeunes à leur retour au Québec. À la suite de l’expérience à l’étranger, l’identité des enquêtés est notamment affectée par rapport à six aspects : l’ouverture sur le monde, la conscience écologique, la conscience sociale, le développement personnel, le rapport à l’« Autre », et les représentations de l’« Ailleurs ». Il apparait que ce sont tout autant les habitudes de vie, que le regard que les stagiaires portent sur le monde, qui se sont trouvés affectés. Et la spécificité d’une telle expérience et les processus à l’œuvre nous permettent d’assimiler ce type de stage à une expérience de développement du cosmopolitisme et de la conscientisation des jeunes Québécois. / Each year, several thousand young Quebecers discover International Cooperation, through internships in countries known as "developing." Although the impact of these internships on southern populations are known and regularly assessed, there are few studies following up the youth on their return to Quebec. What impact did this experience have on these people? What were their motivations to start? And how has their commitment toward development issues changed? Did it even continue after their stay overseas? How has the experience shaped their professional projects and their perceptions of the future? This thesis main object is to picture the impact of international cooperation internships on young people when they return home. Our research is based on quantitative and qualitative data collected from alumni of the NGO Mer et Monde. Quantitative data were collected using a survey of 367 alumni, and a group interview provided the basis for the qualitative investigation. The results of the analysis suggest that the experience overseas has definitely a strong influence on the commitment and lifestyle of young people on their return to Quebec. Following the experience abroad, the identity of the respondents is particularly affected over six aspects: their openness to the world, their environmental awareness, their social consciousness, their personal development, their relationships to the "Others" and their representations of the "Elsewhere". It appears that it is as much the lifestyle, as the relationships and the ways of thinking that evolve through the internship. And the specificity of such an experience and the processes at work allow us to assimilate this type of internship with an experience of cosmopolitanism and awareness-raising of young Quebecers.

Resume in English Name of the thesis: "FATCA" and its projection into the Czech legal system Foreign Account Tax Compliance Act (alias FATCA), the law of the United States, is currently being much discussed topic not even in the Czech Republic, but within the European Union and also globally, as many developed countries are forced to implement its ideas due to their fear of possible sanctions from the USA. The purpose of this act is more efficient fight against the tax evasion of American taxpayers. Along with the adoption of this law the expert community has started to deal with possible issues related to its obeying by foreign entities. Czech Republic has decided to respond to this situation by concluding an intergovernmental agreement with the US government and by adoption of implementing statute to this agreement to avoid any conflicts. This diploma thesis tries to describe the actual status of the fight against tax evasion in the Czech Republic and the United States of America, but also at the international level, as well as to point out the most important definitions of FATCA and to analyze the associated issues.
