Dissertation thesis deals with the management of intellectual capital in a company, its level and the current state of the environment of our companies, with the help of modern methods of management and especially management skills. It is a very current topic. The current development of the society and its transformation into the information society can be characterized as a transition from the era of competitive advantage based on information to the era of competitive advantage based on the creation, storage and use of knowledge. Knowledge is today becoming a critical strategic resource for business activities and other economic development of organizations. The aim of this dissertation thesis is to access the level of awareness of knowledge management in the environment of companies operating in the Czech Republic and try to propose a set of recommendations, on which companies will be able to proceed with implementation, respectively improving the level of knowledge management in their practice. Dissertation thesis is based on the theoretical background obtained during the secondary research, focuses on the general concept of knowledge management, its most important parts such as definition of data, information and knowledge, knowledge worker, the internal culture of organization and implementation options. It also focuses on current situation and obstacles, that hinder the implementation of knowledge management into our societies. Another part is devoted to primary research, whereby are set conclusions and recommendations to address issues, leading into the last part with its own set of proposals. The last part is also devoted to its own contributions to science, practice and educational process.

Relations that unite and divide : a study of Freedom of Information legislation and transparency in Scotland

This research (the first long-term ethnographic study of FOI in Britain) investigates concepts at the heart of FOI - transparency, trust, secrecy, truth, private, public, power and agency. Eighteen months participant observation fieldwork, alongside policy-makers, practitioners, and end-users facilitated in depth, study of the radical subject-object transformations that FOI requires, and the aesthetics that underpin it. The introduction of FOI entailed a 'culture change' - from a culture of secrecy to one of disclosure - driven, in Scotland, by the Scottish Information Commissioner through conferences. These were an opportunity for practitioners to come into new knowledge about the Act, their shared knowledge dissolving the divisions between them. But new divisions then opened between practitioners and colleagues; culture change being in the replication of a form of a relationship that previously lay between government and citizens. In their replicated form, individual practitioners disappeared - were made 'transparent' - only to reappear on being differentiated, leaving them acutely aware of the personal relations this fissure disclosed, and throwing into sharp question a theory of people's division as indicative of their 'secrecy'. Transparency, here, depended on whether people were divided or combined - acting in their own capacity, or that of the organization. While making personal relations absent from new disclosures was necessary for FOI compliance, this concealment hid a complex network of relations, and turned knowledge into 'information'. Yet the division between information and knowledge was not crisp: end-users continued to read practitioners' personal relations in disclosed information, thus relations were both absent from and implied in the information released. Whether information was public (and accessible) depended on the undifferentiated status of those who created, handled, or were the subjects of, information. As people came into new knowledge, invoking their divided or common footing, they alternated between appearing 'private' or 'public' - person or thing - a division between individuals reflecting a division within each of them.

Este conteúdo pode ser de vários tipos: textos, sons, imagens, animações, vídeos, entre outros. De modo geral, espera-se que professores desenvolvam e publiquem tal conteúdo por conta própria. Diante da necessidade de reutilização e compartilhamento de informação na forma de arquivos de diversos tipos por alunos e professores, torna-se relevante investigar novas formas de se aumentar a produtividade durante a autoria ao mesmo tempo em que se busca o favorecimento da aprendizagem. Desenvolveu-se, nessa perspectiva, um aplicativo de autoria de módulos educacionais em hipertexto com modelagem e posterior navegação auxiliada por mapas conceituais. Entre os objetivos pedagógicos do aplicativo desenvolvido, destaca-se o fato deste permitir o trabalho com mapas conceituais, diagramas que buscam favorecer a aprendizagem significativa, a qual guarda forte relação com criatividade e inovação, temas de importância na Educação em Engenharia atual. Contudo, tal aplicativo permite não apenas o trabalho com mapas conceituais, mas também a confecção de hipertexto na forma de páginas HTML, deste modo tornando-se útil no processo de autoria de tutoriais, trabalhos escolares, aulas virtuais ou até mesmo na indexação de arquivos de vários formatos sobre um dado tema. No caso de aulas virtuais, o aplicativo seria utilizado por um especialista em conteúdo, o qual pode ser um professor, para preparar uma primeira versão de um módulo educacional que, posteriormente, poderia ser desenvolvido com mais detalhes por uma equipe, se necessário. O aplicativo de autoria desenvolvido se denomina COMA (Conceitos e Mapas) e seu uso potencial vai além da área de Educação em Engenharia dada a sua facilidade de uso, a sua distribuição gratuita e a sua interface multilingüe / Abstract: One of the main activities in e-learning is content authoring. This content may be of several types: texts, sounds, animations, videos, etc. In general, it is expected from teachers to develop and publish this content by themselves. Due to the necessity of reusing and sharing information formatted as files of several kinds by students and teachers, it is relevant to investigate new ways of increasing productivity during the authoring process while trying to empower learning. In this perspective, it has been developed an application to author educational modules in hypertext with modeling and later navigation aided by concept mapping. Among the pedagogical objectives of the application developed, it can be mentioned that it allows working with concept maps, which are diagrams that favor meaningful learning. This learning theory is strongly related to creativity and innovation, themes of major importance in Engineering Education nowadays. But this application not only allows working with concept maps, it also develops hypertext as HTML pages. This makes it useful in the authoring process of tutorials, school work and virtual classes or in the indexation of files from several formats about a certain subject. In the case of virtual classes, the application would be used by a content expert, which may be a teacher; the purpose would be to prepare the first version of an educational module, which could be improved later on by a group of specialists, if needed. This research proposed to investigate how to develop and implant a corporate portal to assist in knowledge management in a Private Institution of Higher Education, based on people, information and organizational strategy. Considering the peculiarities of the context and academic knowledge, more specifically, it referred to a proposal to build a conceptual model of corporate portal for knowledge management in the academic context, based on organizational knowledge of a Private Institution of Higher Education. The research of this dissertation, of qualitative and quantitative nature, is characterized as a case study. The goals were achieved through a combination of two lines of action: the first related to the theoretical construction based on literature, and the second consists of a questionnaire applied to the technical-administrative employees of private institution of higher education (IESP). Based on the methods employed, it was possible to: a. collect the informational and knowledge needs of the IESP employees; b. verify how information and knowledge are treated in the institution in order to be linked to the organizational strategy; c. study the types of existing portals; and d. study the information and knowledge management in private institutions of higher education . From these results it was possible to delineate a conceptual model of portal for the management of knowledge in its tacit and explicit part in the academic context. / Esta pesquisa se propôs a investigar como desenvolver e implantar um portal corporativo para auxiliar na gestão do conhecimento em uma Instituição de Ensino Superior Privada, com base em pessoas, informação e estratégia organizacional. Tendo em vista as peculiaridades do contexto e do conhecimento acadêmico, mais especificamente, referiu-se a uma proposta de construção de um modelo conceitual de portal corporativo para a gestão do conhecimento no contexto acadêmico, tendo por base o conhecimento organizacional de uma instituição de ensino superior privada. De natureza quali-quantitativa, a pesquisa desta dissertação caracteriza-se como estudo de caso. Os objetivos foram alcançados por meio da combinação de duas linhas de ação: a primeira relacionada à construção teórica realizada com base na literatura, e a segunda constituída de questionário, aplicado aos colaboradores técnico administrativos da instituição de ensino superior privada (IESP). Com base nos métodos empregados, foi possível: a. levantar as necessidades informacionais e de conhecimento dos colaboradores da IESP; b. verificar como a informação e conhecimento são tratados na instituição de forma a estar articulado à estratégia organizacional; c. estudar os tipos de portais existentes; e d. estudar a informação e a gestão do conhecimento em instituições de ensino superior privadas. A partir desses resultados, foi possível delinear um modelo conceitual de portal para a gestão do conhecimento em sua vertente tácita e explícita no contexto acadêmico.

The thesis defines the basic concepts of data, information and knowledge for which monitors the mutual ties. It uses them to define the dynamic process of knowledge that will further clarify the use of cognitive aspects of work with knowledge of the individual, group or organization. It follows the knowledge management processes that attach to the creation and knowledge transfer opportunities. An important part of this work is to assess the role of knowledge in information systems. In particular, it deals with the role tacit knowledge in decision support systems. For each types of systems observes their ability to work with knowledge and information, the suitability of the type of solved problems and their flexibility. Finally, considering the possibilities of further developments in relation to solving complex dynamic problems.

To improve of senior lifelihood and lifestyle I am introducing the use of ICT. It can be helpful for senior citizens to inter-connect again in the social community. The contemporary trends of ICT are presented here which they are suitable for retired citizens and can be accessibled in the trade. I reclined my opinion during my own work experience as an assistant in project: ``Click by the right button, grandad!``
