Der Europäische Fonds für Regionale Entwicklung (EFRE) ist ein seit 1975 bestehendes, zentrales Förderinstrument der Europäischen Union. Ziel des EFRE ist die Stärkung des wirtschaftlichen und sozialen Zusammenhalts innerhalb der Union durch Abbau von Ungleichheiten zwischen den einzelnen Regionen. Der größte Teil Sachsens zählt wie auch die anderen neuen Länder der Bundesrepublik Deutschland gegenwärtig noch zum besonders begünstigten Fördergebiet von EFRE. Insgesamt stehen in der EFRE-Periode 2007-2013 im Freistaat Sachsen rund 3 Milliarden Euro zur Verfügung.

The aim of this thesis is to analyze debates and discourses about the public library in Swedish media from the 1970s up to and including 2006. The empirical material is derived from TV, radio and the daily press and by using discourse theory and methodology a number of debates are problematized. The result of the analysis showed similarities but also differences between dominant discourses during different decades. One discourse, termed the book discourse, recurs during all the decades of the study. The book discourse is primarily associated with concepts such as printed books, good quality fiction and popular education. The 1970s is dominated by a discourse called the community centre discourse. It called for public libraries to become community centers for various kinds of cultural and political activities. The information mediation discourse appeared first in the 1980s and was present during the 1990s and the following decade. This discourse argues that public libraries should prioritize new technology and engage primarily in mediating information, irrespective of the format in which it is presented. The analysis as a whole also revealed that authors often had a prominent position in and exerted substantial influence over the content of the debates. Librarians, however, did not participate to any great extent in the debates. In the conclusion I argue that there are important aspects of the public library that does not appear in the material. The role of the library as a meeting place is one such absent theme. Another is the importance of the library to ensure integration. I argue that this invisibility is a result of the book discourse dominating the debate. If the public image of the library is defined from the viewpoint of the book discourse, the result can well be that the institution is equated with a specific media format - printed books. Because of significant changes in media consumption and the ongoing digitization of information, this focus could in the long run mean that the library risks loss of legitimacy. Describing the library as a cultural institution, as a community centre or as an information centre depends on different discourses that aim to further different wills and interests. By highlighting the political, professional and institutional interests articulated in dominant discourses on the public library in Swedish media during a period of almost 40 years, this study suggests that the media debates must be widened and opened up for more actors.

In Fachkreisen entwickelt sich die Idee service- und erlebnisorientierter Lernräume anstelle des klassischen Medienspeichers zu einem gängigen Leitbild. Doch wie aussichtsreich ist diese neue Schwerpunktbildung? Und wie wird dieser Anspruch tatsächlich erfüllt und nachhaltig gesichert? Ausgehend von den Umbrüchen in der gesamten Informations- und Medienbranche beschreibt der Beitrag wesentliche Rahmenbedingungen für das Innovationsmanagement in Bibliotheken und die Schlussfolgerungen, die daraus zu ziehen sind. Anschließend werden einige konkrete Entwicklungschancen für physische Bibliotheksorte vorgestellt. / Up to now, the general image of a “library” has remained alarmingly unchanged. But the advancing digitization of media and the mobilization of media use require new meaning and content. Among experts the idea of service- and experience-oriented learning spaces evolves as a common concept, replacing the classical media storehouses. But how promising is this new concept? And how is this claim met and sustainably ensured? Based on changes in the information and media sector, the article describes the general framework for innovation management in libraries and the related conclusions. Subsequently, some concrete development opportunities for physical libraries are presented.

Regional biblioteksverksamhet som fortbildningsanordnare : en undersökning av strategier för utvecklingsarbete på svenska folkbibliotek 2024 / Regional Libraries as Providers of Continued Learning : A Study of Strategies for Development Work in Swedish Public Libraries 2024

This master thesis investigates how the Swedish regional libraries are perceived as support for public libraries in their work with competence development and the libraries' ability to utilise this support. It focuses on the strate­gies, and obstacles involved in implementing new knowledge following the activities. The thesis uses mixed methods, including both a quantitative questionnaire and qualitative interviews con­ducted. The questionnaire was aimed towards workers in public libraries while the interviews were conducted primarily with public library managers. Quantitative and qualitative analyses were carried out on the data, which related to 537 questionnaire respondents and five interviews. The theory used in the analysis covers organizational theory and Jay Hall’s model of the competence process. The study reveals that the organisation around competence development varies depending on the type of activity and library. Follow-up is commonly conducted through meeting structures or written reports. Successful implementation strategies include fostering a positive work environment and thorough pre-planning, while major obstacles are primarily resource constraints and a lack of clear alignment with the organisation's goal. Continued education provided by the regional libraries are generally viewed positively, examples that they do not always meet local needs. The regional libraries are described as organising a substantial number of activities, which do not always align proportionately with the worker's capacity to participate. This thesis provides a deeper understanding of the competence development efforts in public libraries and the role of regional libraries as a support function. This is a two years master’s thesis in Library and Information Science.

The academic information service enterprise should continuously react to the rapidly changing environment in which it functions. The theoretical research pertaining to the study has shown that such enterprises which embark on re-engineering because radical change is required, should be knowledgeable in terms of what the change entails, why it is important to change and how the change takes place through re-engineering, organisational design and an innovative leadership framework. In order to ensure efficiency within its operations while focusing on its own sustainability, the enterprise should establish leadership roles which involve all staff in leadership on a daily basis. The empirical research focused on the attitudes of staff towards such a leadership driven enterprise. Results revealed that factors such as whether staff participated in re-engineering, their engagement with re-engineering proposals, their work experience and their language have a significant impact on the attitudes of staff towards an innovative leadership framework. / Information Science / M.
