Are municipal bath built next to Voronez Hotel able to compete with other such facilities? The key is to create a specific atmosphere. The bath steeps from the ground to offer views over city. Another part of the strategy is a presence of relative functions in the building – you can meet many activities, which you would not expect in public bath. But what is the most important: you can enjoy these activities in intimate environment or in the public space as well. For example: you can take a tea in a bar situated in the sixth floor with exclusive view over opposite hill or you can take different tea in a small informal teahouse hidden in the middle of the disposition. An all-embracing structure of differently juxtaposed reinforced concrete boxes creates a frame for this different human experience.

The subject of this thesis is the design and analysis of five-span bridge construction across the railway on the route Zábřeh - Šumperk and the Morava river. There will be made separated bridge for each direction, only right bridge is considered in the thesis. Object is located to 1st class road I/44 on the route between Mohelnice and Jeseník. Three variants were designed - two prestressed chamber girders, one prestressed chamber girder with prefabricated consoles and construction of concrete slab mixed with two steel girders. After these variants were weigh up and the first one, with the length of cantilevered construction 235,6 m and maximum lenght of span 60 m, was chosen for analysis. Calculation of load effects was made by software Scia Engineering 2013 and the analysis was made according to current standards by manual calculation depending on limit states and their influence on the design as well. Drawing documentation and visualization are also part of the thesis.

The subject of this master thesis is the design and analysis of bridge construction on the crossing of relocated road III/11812 over the future extension of the motorway D4. The geometrical road design of the sugested relocation is predetermined. 4 variant solutions are designed, one of which is selected for subsequent detailed solution. The selected variant is designed as a slab-girder continuous 3-span beam bridge with span lenghts 20.00, 34.50, 20.00m. The load-carrying structure is connected to pillars by notched joint and to abutment by pot bearing. Calculation of load effects was made with software Scia Engineer 18.0 and the analysis was done in cmpliance with current service and ultimate limit states standards.

最有利標是參酌先進國家所訂定的一種決標機制,亦是政府採購法重大特色之一。惟最有利標施行以來,不斷發生一些重大的採購弊案,導致政府由原先積極鼓勵推行最有利標,轉變為「應以最低標為決標原則,最有利標決標為例外」,且須經嚴謹認定後方得採行最有利標。 本研究以研究者本身已從事十多年政府採購業務之專業及藉擔任評選委員身分參與其他政府機關標案之經驗,研析相關論文、申訴案例、法令沿革及採購弊案,再以參與觀察及深度訪談之研究方法,發掘最有利標作業程序中所發生之原因及錯誤型態並加以探討。 最後本研究研定最有利標各項作業程序之表格及注意事項,並提出研究發現及研究建議,期能建立機關正確採購程序、提升採購效率與功能,且確保採購品質。 / The“most advantageous tender”is a type of bidding mechanism developed after considering the pragmatic practices implemented by some of the most advanced countries in the world economy. It is one of the specialties in the procurement act of our government. However, the mechanism has frequently been abused by some of the unscrupulous government employees. The negative impact of such fraudulent abuse has prompted the government to change its policy of promoting the most advantageous tender. The government’s new policy is to sign contracts with those who offer the lowest, but not necessarily the most appropriate, tender. Regulations still permit the use of the most advantageous tender, but only when implemented under the closest scrutiny. The author of this research paper has for decades been involved in government procurement missions as a member of the procurement evaluation committee. He has studied and is familiar with many relevant theses on bidding systems. He has analyzed numerous cases of appeal, the evolution of pertinent decrees and defective purchasing cases. Additionally, the author has examined the advantages and disadvantages of the most advantageous tender by observing pragmatic practices and conducting in-depth interviews with officials associated with procurement missions. This research paper proposes a series of appropriate procedures and implementation forms necessary to insure that most advantageous tender can be used successfully for government procurement duty. The author also respectfully submits suggestions to government officials to help establish a new set of procurement regulations and procedures. In so doing, the author hopes to increase the efficiency of the government’s procurement work and improve the quality of all items thus purchased.

The end of the multifibre agreement : a case study of South Africa and China / Melissa Chantel Kruger

The Multifibre Agreement ("MFA") regulated textile trade until 1 January 2005. It was predominantly focused on curtailing textile exports from developing countries, like South Africa and China. With the end of the MFA, a textile crisis occurred in South Africa due to the domination of the domestic market by more affordable Chinese textile products. This case study is applied to illustrate the inadequacy of domestic legislation to provide for the resolution of an international trade dispute that affects an industry. No legislation refers to the resolution of the trade dispute by entering into a Memorandum of Understanding ("MOU"), or recourse to the neutral dispute settlement body of the World Trade Organisation ("WTO"). Due to the absence of legislation that directly addresses either forum, all the power is vested• in the government to determine the appropriate course of action. Applications brought by textile industry representative bodies like TEXFED, CLOTRADE and SACTWU were inadequately investigated due to the limited powers of the independent investigative body, ITAC, and were ultimately abandoned. The government entered into a MOU with the Chinese government and in doing so violated international agreements, rights and obligations. An analysis of the inadequacy of the MOU that was entered into and the suitability of the WTO as dispute settlement body is conducted. It is concluded that the current legislation is inadequate in that it doesn't provide for recourse to the WTO and in that it doesn't clearly set out the obligations on government and the independent powers of an independent body. / LLM (Import and Export Law), North-West University, Potchefstroom Campus, 2012

This thesis is aimed at tabacism problems encountered by 9th grade elementary school pupils in the area of Most (Czech Republic). Comparison of gender aspect is accented. The primary target was to figure out the age of first experience with tobacco smoking and to investigate the subjective reasons leading to this act. The other domain of investigation was the attitude of adolescents to tobacco attractiveness and their tolerance to smoking of their future life partners. The thesis also compares my investigation results to studies related to the influence of smoking parents on their children's early experience with tobacco, and related to the manner in which are the elementary school children informed about tabacism issues. Some results of investigation are compared with existing research in the comments. The following facts were discovered - Adolescent girls smoke more than boys, and smoking parents have substantial influence on their children. The majority of children with smoking parents has more experience with tabacism than the children of non-smokers. The primary prevention in schools is performed as part of health education lessons, or similar subjects' lessons. The purpose of this diploma thesis is to analyze social-spatial structure of the town Most from the point of view of human ecology. The period under consideration is from 1991 to 2011. There is attempt to define local typology of the city, i.e. areas with similarities in the socioeconomic characteristic, its changes and also describe a transformation processes behind it. Trends in spatial differentiation of people are analyzed according to factor ecology. It means that there are used methods of multidimensional statistics like factor analysis and cluster analysis, because of defining the type and strength of certain factors which are specific to the urban areas.

An application of Bayesian Hidden Markov Models to explore traffic flow conditions in an urban area

This study employs Bayesian Hidden Markov Models as method to explore vehicle traffic flow conditions in an urban area in Stockholm, based on sensor data from separate road positions. Inter-arrival times are used as the observed sequences. These sequences of inter-arrival times are assumed to be generated from the distributions of four different (and hidden) traffic flow states; nightly free flow, free flow, mixture and congestion. The filtered and smoothed probability distributions of the hidden states and the most probable state sequences are obtained by using the forward, forward-backward and Viterbi algorithms. The No-U-Turn sampler is used to sample from the posterior distributions of all unknown parameters. The obtained results show in a satisfactory way that the Hidden Markov Models can detect different traffic flow conditions. Some of the models have problems with divergence, but the obtained results from those models still show satisfactory results. In fact, two of the models that converged seemed to overestimate the presence of congested traffic and all the models that not converged seem to do adequate estimations of the probability of being in a congested state. Since the interest of this study lies in estimating the current traffic flow condition, and not in doing parameter inference, the model choice of Bayesian Hidden Markov Models is satisfactory. Due to the unsupervised nature of the problematization of this study, it is difficult to evaluate the accuracy of the results. However, a model with simulated data and known states was also implemented, which resulted in a high classification accuracy. This indicates that the choice of Hidden Markov Models is a good model choice for estimating traffic flow conditions.
