The thesis focuses on freely available digital libraries in the field of science, research and education in the countries of former Yugoslavia. The work is divided into theoretical and practical part. The theoretical part introduces the basic terminology and the issue of freely available digital libraries. The main part of the thesis is based on the findings of freely available digital libraries in the countries of former Yugoslavia. Their structured overview is an annex to this thesis and a commentary on them is given in the practical part. The core of the thesis constitutes the results of analyzes of three digital libraries from the selected region. It aims to analyse, describe,compare and assess selected systems. The practical part presents the descriptions and analysys of the selected systems. Next chapter includes the comparison of their qualitative and quantitative parameters. The conclusion of the work brings final assessment of the knowledge.

Limity přístupu politické kondicionality EU na západním Balkáně / The Limits of the EU's Political Conditionality Approach in the Western Balkans

The thesis aims to unravel the relationship between the EU's enlargement strategies and democratization in the Western Balkan countries by looking on the impact of the strategies on changing democracy levels in two empirical cases: the former Yugoslav Republic of Macedonia and Serbia. Over more than a decade, the effect of the conditionality tool on democratization has been curbed by an insufficient emphasis placed on pro-democratic reforms and by the role of security concerns which were often prioritized over aims directly linked to democracy promotion. Grounded in the conflicting objectives theory, the thesis demonstrates that the recently employed strategy appropriately sequencing goals while prioritizing democratic transition over security concerns is more effective in inflicting domestic democratic change. Subsequently, the following necessary and sufficient conditions for a successful sequencing strategy were defined: strong emphasis on democracy-related goals combined with clearly outlined temporal perspective, and corresponding action of international actors.

Sustainable Urban Energy Transition for the City of Bitola, North Macedonia : A City-Scale Urban Building Energy Model

Cities play a crucial role in sustainable energy system transformation. Urban energy systems account for 75% of global primary energy use, and 70% of global greenhouse gas (GHG) emissions (IEA, 2021). There is currently a large, untapped potential for reducing both energy demand and emissions by focusing measures on one of the largest consumers of energy: buildings. In North Macedonia, there is an estimated energy savings potential of 57% in the residential sector, and 29% in the public service sector (Apostolska et al., 2020). In the midst of the country’s ambitious targets of decreasing energy demand and GHG reductions, the city of Bitola is in the process of developing an action plan for a sustainable transition of the city. For this purpose, there is a need to investigate the current challenges in the energy system of the city and to evaluate potential future pathways to address these challenges, with a focus on the built environment. In this thesis, a city-scale urban building energy model (UBEM) of the city of Bitola was developed using the software City Energy Analyst (CEA). This involved modeling a total of 14 024 buildings in the city ranging from residential buildings to commercial and industrial facilities. Out of these 14 024 buildings, 10 792 were included in the analysis after excluding abandoned buildings which account for an estimated 25% of the total residential building stock. One Baseline scenario based on the current energy use in the built environment in the city, and four scenarios investigating building retrofit measures and alternative heating solutions were developed for the time period 2023-2040 which were then assessed based on three key performance indicators (KPIs). A 2% implementation rate was used for the measures included in the scenarios, resulting in a total of 34% of the buildings being included in the scenario assessment. The scenarios included in the analysis are Business-as-Usual (BAU), decentralized natural gas boilers (NGB), district heating (DH) and decentralized heat pumps (HP). The KPIs include the total primary energy demand, the total operational CO2 emissions, and the economic performance of the system, measured as a net present value (NPV). All scenarios were also evaluated with and without solar photovoltaic (PV). The results showed the BAU scenario to be the lowest performing scenario for all three KPIs, while the HP scenario showed to be the best-performing scenario regarding the reduction of energy demand and CO2 emissions, with a 99% reduction of CO2 emissions and a 65% lower energy demand than in the baseline year. However, this comes at a relatively high cost compared to the other scenarios. The DH and NGB scenarios performed moderately regarding demand and CO2 emission savings while performing better from an economic standpoint. All scenarios showed a low share of buildings on an individual level having a positive NPV, thus failing to reach a positive total NPV for the entire system. On the other hand, the sensitivity analysis demonstrated how a reduction of the capital expenditure (CAPEX) led to a positive NPV for all scenarios with PV, and for all scenarios except BAU without PV. This indicates that subsidies provided by local or national stakeholders could result in a profitable investment. Two important conclusions can be drawn from the results: firstly, taking any action and implementing either of the HP, NGB and DH scenarios will be more beneficial than taking no action, and secondly, the sustainable development of the city needs to be led by the local municipality, as well as national stakeholders to enable a long-lasting transition. / Städer spelar en avgörande roll för omställningen till hållbara energisystem. För närvarande finns det en stor, outnyttjad potential för minskning av både energibehov och utsläpp genom att fokusera på åtgärder för en av de största energikonsumenterna: byggnader. I Nordmakedonien uppskattas det finnas potential för energibesparingar på 57% i bostadssektorn och 29% i offentlig sektor (Apostolska et al., 2020). I samband med landets ambitiösa mål om att minska energianvändning och växthusgasutsläpp genomgår staden Bitola för närvarande en process för att utveckla en handlingsplan för en hållbar omställning av staden. För detta ändamål krävs en undersökning av de aktuella utmaningarna i stadens energisystem och utvärdering av potentiella framtida riktningar för att möta dessa utmaningar, med fokus på den bebyggda miljön. I detta examensarbete utvecklades en modell i stadsskala av energianvändningen i byggnader för staden Bitola i Nordmakedonien med hjälp av programvaran City Energy Analyst (CEA). Modellen omfattade totalt 14 024 byggnader, från bostadshus till kommersiella och industriella fastigheter. Då 25% av stadens bostadsbyggnader uppskattas vara övergivna ingick totalt 10 792 byggnader i den slutgiltiga analysen. Ett basscenario som beskriver dagens energianvändning i byggnaderna, och fyra framtida scenarier, som omfattar energieffektiviseringsåtgärder och alternativa värmesystem, utvecklades för tidsperioden 2023-2040. En implementeringstakt om 2% av byggnadsbeståndet, vilket resulterade i att totalt 34% av byggnadsbeståndet inkluderades i scenarioanalysen. De fyra framtida scenarierna som ingick i analysen är Business-as-Usual (BAU), decentraliserade gasvärmepannor (NGB), fjärrvärme (DH) och decentraliserade värmepumpar (HP). Scenarierna bedömdes med hjälp av tre nyckeltal (KPI:er): den totala primärenergianvändningen, de totala operativa CO2 utsläppen och den ekonomiska prestandan, mätt som investeringens nu värde (NPV). Samtliga scenarier utvärderades med och utan implementering av solceller. Resultaten visade att scenariot BAU presterade sämst för alla tre KPI:er, medanHP-scenariot visade sig vara det bäst presterande scenariot för minskning avenergibehovet och CO2-utsläppen, med 99% minskning av CO2-utsläpp och 65%lägre energianvändning jämfört med basscenariot. Dock är detta förknippat medrelativt höga kostnader jämfört med de andra scenarierna. DH- och NGB-scenariotpresterade måttligt gällande besparing av energibehov och CO2-utsläpp, samtidigt somde presterade bättre ur ett ekonomiskt perspektiv. Alla scenarier resulterade i en lågandel av byggnader på individuell nivå med ett positivt NPV, vilket innebär att demisslyckas med att nå ett positivt totalt NPV för hela systemet. Å andra sidan visadekänslighetsanalysen att en minskning av investerings kostnaderna (CAPEX) ledde tillett positivt NPV för alla scenarier med solceller, och för alla scenarier utom BAU utan solceller. Detta indikerar att subventioner från lokala och nationella aktörer kan leda till en lönsam investering. Två viktiga slutsatser kan dras från dessa resultat: för det första, att vidta åtgärder och implementera något av HP-, NGB- eller DH-scenariot är mer fördelaktigt än att inte vidta några åtgärder, och för det andra, behöver den hållbara utvecklingen av staden ledas av den lokala kommunen samt nationella aktörer för att möjliggöra en långvarig omställning.

L’islamisation est une des questions les plus intéressantes de l’histoire ottomane. La longue durée de la domination des Ottomans dans les Balkans a modifié le profil culturel et démographique de la région et l’islamisation a joué un rôle capital. Le changement de foi ne s’accompagnait pas d’un changement de langue, impossible à réaliser et qui n’intéressait pas les sociétés pré modernes comme la société ottomane. Un des groupes les plus connus à avoir été islamisé sur le territoire grec est celui des musulmans hellénophones de Macédoine occidentale, connus sous le surnom ironique de « Vallahades ». Leur langue d’origine grecque et leur maintien de nombreuses croyances chrétiennes et préchrétiennes dans leur comportement religieux les a fait paraître comme des musulmans étranges aux yeux de leurs voisins chrétiens, autant que de ceux des voyageurs et chercheurs qui se sont rendus en Macédoine occidentale au cours des deux derniers siècles de l’empire ottoman. On a ainsi formulé de nombreuses affirmations contradictoires sur leur origine, leur conversion à l’islam, leurs us et coutumes. L’objectif de la présente étude est d’analyser le processus de l’islamisation, en examinant pas à pas à travers les sources de chaque époque les conditions politiques, économiques et sociales qui ont favorisé en tant que motifs fondamentaux le changement de foi ainsi que les facteurs qui ont aidé à l’expansion de l’islam (ordres mystiques et bektachisme). Un autre objectif fondamental est de distinguer la vérité historique de la riche mythologie historique qui s’est inévitablement développée à propos des Vallahades sous l’influence de l’idéologie des États nations à partir du 18e siècle. / Islamization is one of the most interesting issues in Ottoman history. It has played a major role in the change of the cultural and demographic character of the Balkans during the long Ottoman rule of the region. Conversion in religion did not mean change in language as well. The latter was impossible to happen and it did not concern pre-modern societies like the Ottoman one. One of the best known islamized groups in Greece is the case of the Greek-speaking Muslims of western Macedonia, commonly labelled with the pejorative term “Vallahades”. Speaking Greek and maintaining numerous Christian and pre-Christian customs in their religious culture, they seemed like awkward Muslims in the eyes of their Christian neighbours, as well as in the eyes of travellers and researchers visiting the region in the last two centuries of the Ottoman empire. This led a number of contradictory theories regarding their origin, their conversion to Islam, and their culture. The aim of the present thesis is to analyse the process of Islamization and to examine step by step through the sources those political, economic and social circumstances of each period that encouraged the conversion and the general spread of Islam (mainly mystical orders and bektashism). Another important aim is to distinguish the historical truth from the legends regarding the Vallahades that inevitably flourished under the influence of the Nation-states ideology of the eighteenth century.

La tesi riguarda la Seconda Lega ateniese, di cui si studia il periodo, solitamente trascurato, compreso tra la fine della Guerra Sociale (355/4 a.C.) e la sconfitta di Atene a Cheronea (338 a.C.). Fonti principali, come del resto per il periodo precedente, sono le iscrizioni. Vengono quindi analizzate, in ordine geografico e cronologico, diciassette epigrafi di interesse storico (per lo più iscrizioni onorarie e trattati), considerate utili nella ricostruzione delle modalità di intervento ateniese all’interno della Lega. Area geografica privilegiata è la Grecia settentrionale, più immediatamente a contatto con l’espansionismo macedone. Obiettivo della tesi è infatti chiarire se la storia della Lega navale, più che una progressiva perdita di significato, non metta in evidenza un costante e coerente riorientamento degli obiettivi, stimolata dal confronto con Filippo II di Macedonia. / The topic of this thesis is the Second Athenian League during its final, usually underrated period, namely between the end of the Social War (355/4 B.C.) and the Athenian defeat at Chaeronea (338 B.C.). The sources for the history of the League both before and after the Social War are mainly epigraphical. Accordingly, seventeen historical inscriptions are carefully examined and thoroughly commented on: these are mostly honorific decrees and treaties, all of which proved to be useful to investigate how Athens acted within its League. The study, focusing on Northern Greece as the latter became more and more endangered by the growing power of Macedon, tries to ascertain whether the history of the Second Athenian League, far from becoming meaningless, might show a steady and consistent reorientation of its tasks, in and because of the military confrontation with Philip II.

La production et la diffusion des céramiques utilitaires de style à bandes à Argilos et dans le nord de l'Égée aux périodes archaïque et classique.

Cette étude porte sur l’analyse des céramiques de style à bandes – mieux connues dans la littérature anglo-saxonne sous le nom de waveline pottery – produites dans le nord de l’Égée aux périodes archaïque et classique. Cette catégorie de récipients, dont les formes et l’ornementation s’inspirent principalement des productions issues des ateliers micrasiatiques des VIIe et VIe siècles av. J.-C., jouit d’une vaste distribution en Thrace et en Macédoine orientale. Elle regroupe une importante variété de vaisselles d’usage courant utilisées pour le service et le stockage des denrées. Cette recherche propose de dresser le portrait de la production et de la diffusion de ces céramiques en Égée du Nord par le biais de l’étude de céramiques recueillis sur sept colonies grecques établies entre le Strymon et le golfe de Maronée et six sites de l’arrière-pays thrace. Elle vise à rassembler, au moyen de données archéologiques et archéométriques, des informations sur les milieux de production, les réseaux d’échanges et les habitudes de consommation de la clientèle à l’égard de ces céramiques. Le volet archéologique vise d’abord à définir le répertoire des formes, des décors et des pâtes argileuses, puis à déterminer l’étendue et le cadre chronologique de la production. Le volet archéométrique porte sur des analyses physico-chimiques en laboratoire (spectrométrie de fluorescence par rayons X) visant à caractériser et à déterminer l’origine de 200 des 540 céramiques recensées. Le corpus est principalement constitué d’échantillons mis au jour sur les sites d’Argilos, de Thasos, de Bergè et de Phagrès, en Macédoine orientale. L’inédit de la recherche réside dans l’opportunité qu’elle offre aux archéologues de dater et d’identifier l’origine des céramiques à bandes, entraînant des répercussions directes sur les discussions portant sur les milieux de production, les réseaux de circulation, les relations interrégionales et les habitudes de consommation à l’égard de ces céramiques. dans le nord de l’Égée entre les VIIe et IVe siècles av. J.-C. / This research aims to shed light on the production and diffusion of the Waveline pottery made in the Northern Aegean during the Archaic and Classical periods. It is based on the study of unpublished finds recovered from seven Greek colonies established between the Strymon River and the Gulf of Maronea, and six sites of the Thracian hinterland. More specifically, it seeks to gather information regarding workshops, trading networks, and consumption habits through typo-stylistical, distribution, and archaeometric analyses. The primary goal of this study is the detailed analysis of the finds according to their stratigraphic contexts in order to define the range of shapes, stylistic patterns, and clay fabrics of the ceramic series, and to establish diffusion patterns and chronology. A second objective, based on laboratory analysis, is to characterize the geochemical composition of 200 of the 540 identified vessels in order to determine their provenance (using X-ray fluorescence spectrometry). The corpus contains samples from Argilos, Thasos, Berge, and Phagres, four of the main sites covered by this study. The novelty of this research lies in the opportunity it provides for archaeologists to date and identify more precisely the origin of the North-Aegean waveline pottery, leading to direct impact on discussions related to workshops, trading networks, and inter-relationships between the studied sites. This dissertation thesis is focused on the analysis of changing relations between the Western Balkan countries (WB) and the European Union (EU) against background of actual transformation processes in these countries. The Western Balkans represents a group of countries which were not part of so-called Eastern Enlargement of the EU, but are also slowly heading towards the EU. The EU distinguishes three groups of countries within the WB: Croatia has become an acceding country; then here is a group of candidate countries (Former Yugoslav Republic of Macedonia (FYROM), Montenegro, Serbia), and the last group is formed by so-called potential candidate countries (Albania, Bosnia and Herzegovina, Kosovo). All of these above mentioned countries are part of the Stabilisation and Association Process (SAP) which nowadays represents the core of the Enlargement Policy of the EU and stands for the main research topic of this thesis. The thesis also comprehends the history of the enlargement process of the EU and the basic theoretical concepts of the (EU) enlargement. The "transformation" chapter includes a theoretical grounding too. Three hypotheses were verified (mainly) by results of transformation, evaluation of Copenhagen criteria by the European Commission, and by the statistical methods (Principal Components Analysis and Cluster Analysis) based on a number of economic and demographic indicators.
