Paradigm Shift : effective implementation and enforcement of laws to radically accelerate the delivery of quality elementary and further education in South Africa : lessons from China, Finland and Singapore

Thesis (LLD.) -- University of Limpopo, 2021 / The delivery of substandard education to the leaners in South African schools has become a pressing concern and needs special attention. This is so despite the advent of democracy in 1994, which brought legislative frameworks and other measures promoting access to quality education. This study seeks to highlight the importance of a radical paradigm shift in educational approach, from a single (access) to a dual system (access and delivery) in South Africa. The study examines adequacy of access to education, by evaluating the effectiveness of delivery. The study emphasizes that delivery should be strengthened in order to develop skills and capacity. The study also accentuates the need to strengthen legislative measures and compliance, in order to improve the delivery of quality education to the leaners. The domestic laws such as the Constitution of the Republic of South Africa, Skills Development Act, the South African Schools Act, Further Education and Training Act and the Continuing Education and Training Act, which all cover access and full delivery of quality education, will be examined. It is pertinent to point out that the delivery of quality education and skills development, can improve the employability of leaners and graduates, wherever they find themselves. Consequently, it is fundamentally important to increase interest in strengthening the implementation of the skills development legislation and policies, to drive the necessary change from access to delivery, in order to meet the developmental needs of the country. Lessons are drawn from China, Finland and Singapore, where policies and laws are utilized for the purpose of comparative studies. The influence of teacher unions on integrated quality management system policy formulation and implementation in a primary school in the Johannesburg central region

This study explores the influence of teacher unions on the formulation and implementation of the Integrated Quality Management System (IQMS) in the Johannesburg Central District. The involvement of unions in the signing of Collective Agreement Number 8 of 2003 and the failure of unions to fully support implementation at school level is a challenge. Unions are part of the bargaining council in the Education and Labour Relations Council as they are also part of the policy formulation process. The constitutional duty that teachers need to align themselves with is to provide quality education that will allow learners fair and better opportunities of succeeding. The use of IQMS as a quality measurement system is of outmost importance to stabilise the education environment and to benefit the nation. Unions therefore have a statutory obligation not only to their constituencies but also to their clients, the teachers. The study was qualitative and exploratory in nature, based on grounded and social constructivism theory. It was conducted in the Johannesburg Central region that forms part of the Gauteng Education Department. The sample consisted of groups of five union representatives, two Gauteng Department of Education officials and 35 school-based unionised teachers. The researcher used observation, one on one interview as well as focus group interviews to collect data. The unions involved in the study were the Suid Afrikaanse Onderwyseris Unie the National Professional Teachers’ Organisation of South Africa and the South African Democratic Teachers’ Organisation .Findings showed a deficiency in processes such as advocacy, training and funding which are the main determinants of policy implementation. The unions were of the opinion that regardless of their role in the ELRC which some viewed as rubberstamping; their influence was not of much significance during the formulation of policies. They suggested a more rigorous and intense route that could give them the mandate to be hands on during the formulation of policies. They also reported that they needed qualified and competent people to spearhead training so as to ensure a better understanding by all stakeholders during the effective implementation of IQMS. / Educational Leadership and Management / D. An examination of the southern association of colleges and schools commission on colleges’ quality enhancement plans at two institutions through the lens of quality improvement

The purpose of this case study was to explore the quality enhancement plan (QEP) process and its influence on student learning of critical thinking and the institutional environment from the perspective of key stakeholders at two community colleges accredited by the Southern Association of Colleges and Schools Commission on Colleges (the Commission). Key stakeholders were defined as faculty, staff, and administrators who had direct and continuous involvement with the development and/or implementation of the QEP. This was accomplished through document reviews and analysis of interviews. The study was guided by intertwined quality assurance systems accountability, accreditation, and assessment, and six of Deming’s (1986) total quality management principles. Recursos financeiros descentralizados para a escola pública: uma política necessária / Decentralizing financial resources to public schools: a necessary policy

O estudo buscou realizar pesquisas teórica, legal-financeira e empírica sobre os recursos financeiros descentralizados que são transferidos diretamente às escolas públicas municipais de São Paulo, pelos governos federal (Programa Dinheiro Direto na Escola, PDDE) e municipal (Programa de Transferência de Recursos Financeiros, PTRF, e Verba de Adiantamento), investigando sobre os procedimentos legais, administrativos e participativos que envolvem a gestão destes recursos, de forma a apresentar dados quantitativos e qualitativos sobre eles, tendo como amostra de pesquisa cinco escolas de diferentes modalidades de ensino: um Centro de Educação Infantil (CEI), uma Escola Municipal de Educação Infantil (EMEI), uma Escola Municipal de Ensino Fundamental (EMEF), um Centro Integrado de Educação de Jovens e Adultos (CIEJA) e uma Escola Municipal de Educação Básica para Surdos (EMEBS). A dimensão empírica da pesquisa se dividiu em duas subdimensões: macro e micro. A dimensão empírica macro se deu numa perspectiva legal-financeira, pesquisando sobre as origens e os procedimentos legais dos programas que transferem recursos financeiros descentralizados às escolas públicas, suas normas de utilização, movimentação e prestação de contas. Essa dimensão também buscou desenvolver uma série histórica, contemplando o período de 2007 a 2013, a qual compara os montantes dos recursos financeiros descentralizados transferidos anualmente às escolas municipais de São Paulo com o orçamento total anual da educação do município, objetivando demonstrar o quanto estes programas representam em termos percentuais para o planejamento orçamentário municipal. A dimensão empírica micro da pesquisa se deu a partir da verificação em campo, no âmbito das escolas pesquisadas, levantando suas dificuldades e avanços em lidar com os recursos financeiros transferidos, trazendo dados sobre seus montantes e aplicações anuais (2007 a 2013), a partir da verificação dos documentos de prestação de contas das Associações de Pais e Mestres (APMs), de instrumentos de entrevista e de levantamento de dados, especificamente elaborados pelos métodos da pesquisa. Os dados e as informações apresentados abordam questões importantes sobre financiamento e gestão financeira escolar, tendo o intuito de contribuir para o debate sobre políticas públicas de gestão financeira escolar e fornecer subsídios que possam compor estudos cujo objetivo seja uma abordagem sobre a realidade financeira das escolas públicas e a gestão democrática de seus recursos financeiros, com vistas à melhoria da qualidade de ensino. / The study sought to carry out theoretical, legal-financial and empirical research on the decentralized financial resources that are transferred directly to public schools in São Paulo, by the federal government (\"Direct Money to School Program\", PDDE) and by the municipal government (\"Financial Resources Transfer Program\", PTRF, and \"Verba de Adiantamento\"), investigating on the legal, administrative and participatory procedures that involve the management of these resources in order to provide quantitative and qualitative data about them. As a research sample there were five schools of different types of education modalities: one Early Childhood Center (CEI), a Municipal School of Early Childhood Education (EMEI), a Municipal Elementary School (EMEF), an Integrated Centre for Youth and Adult Education (CIEJA) and a Municipal Basic Education School for the Deaf ( EMEBS). The empirical dimension of the research is divided into two sub-dimensions: macro and micro scales. The macro empirical dimension was given a legal and financial perspective, researching the origins and legal procedures of the programs that transfer decentralized financial resources to public schools, their rules of use, handling and accountability. This dimension also sought to develop a historical series, covering the period 2007 to 2013, which compares the amounts of decentralized resources transferred annually to public schools in São Paulo with the total annual budget of the municipality\'s education, aiming to show how much (in percentage) these programs represent in terms of the municipal budget planning. The micro scale empirical research took place from the field verification, along with the surveyed schools, raising their difficulties and advances in dealing with the financial resources transferred to them, bringing data on their amounts and annual applications (2007 - 2013), from verification of the accounting documents of the Parent Teacher Associations (APMs), interview and data collection tools, specifically designed by the methods of the research. The data and information presented address important matters about funding and school financial management, with the aim of contributing to the debate on public policies to school financial management and provide subsidies that can compose studies whose aim is the approach to the financial reality of public schools and democratic management of its financial resources, looking forward to improving the quality of education.

O objeto deste estudo é a formação profissional em Administração, a inseri-la como unidade de análise no bojo da Educação Superior no Brasil, com o objetivo de colocá-las e à profissão sob escrutínio para identificar suas dificuldades e potencialidades. Pesquisa de abordagem qualitativa em vertente interdisciplinar, na área temática de Cultura, Organização e Educação, é, ao mesmo tempo, bibliográfica, ao recorrer à produção intelectual das disciplinas de História, Antropologia, Sociologia, Política, Economia, Educação, Administração, e documental, pela utilização de dados de fontes de variada procedência, mas a privilegiar aqueles de organismos internacionais e nacionais que mereçam credibilidade. O modelo analítico-propositivo é sistêmico, para configurar a formação em Administração como sistema e inseri-la no âmbito maior da educação superior do país e este no concerto da educação superior mundial, enquanto, reversamente, ao assumir a centralidade da ordem econômica internacional, abordá-la como sistema-mundo conformador do sistema de desenvolvimento social, que em si abarca o de educação e seu subsistema de educação superior. Ao valer-se da prospectiva, o estudo busca discutir tanto a formação profissional do administrador como seu papel social e importância política, independentemente das áreas de atuação em que possa militar, a ter como horizonte temporal este quarto de século, já que a dinâmica do capitalismo avançado, ao engendrar modos de vida e alternativas de organização da produção, responsivas, acomodatícias e confrontadoras dessa dinâmica, está a instituir novos contextos, exigentes de outro tipo de formação. A identificação de fatores que contribuam à compreensão das características desejáveis de projetos formativos na área de graduação em Administração pode levar à diversificação ou ao aprofundamento dos conhecimentos sobre o tema e contribuir à evolução do campo, além de servir de ponto de reflexão sobre o papel da Educação Superior na formação econômico-social do Brasil. / Focusing the professional formation in the business administration field, this study aims to scrutinize the undergraduated courses in order to identify its barriers, potentialities and role among the Brazilian Higher Education. The research, under a qualitative approach, recurs to multiple bibliographic sources, once it is based on several disciplines - History, Anthropology, Sociology, Politic, Economy, Education, Administration - and documental pieces, using data from varied provenance, but relaying on those from international and brazilian bodies that deserve credibility. The analytical-propositive model is systemic, in order to shape a formation in management as a system and insert it in the wider higher education system, in the country and worldwide. In a reverse way, relying on the international economic order, taking it as a world-system, within him and under its aegis, refer to the social development system, which covers the education system and its subsystem of higher education. Based on prospective, the study aims to discuss both the professional role of the manager, as its social role and political relevance, regardless of the areas of action that can act, to have as their horizon this quarter of the century, once the dynamics of capitalism, engendering ways of life and alternatives for organization of production, responsive, adaptable and critics of such dynamics, introduces new contexts, possibly demanding of another type of formation. The identification of factors that contribute to the understanding of desirable characteristics of projects for formation in the area of Administration may lead to diversification or the deepening of knowledge about the theme and to contribute to professional formation in the field, besides serving as a point of reflection on the role of Higher Education in the brazilian economic-social formation.

A gestão do trabalho no âmbito do Sistema Único de Assistência Social (SUAS) no município de Varginha, Minas Gerais

A Lei n˚. 12.435, de 6 de julho de 2011, instituiu o Sistema Único de Assistência Social (SUAS) no Brasil e é considerada um marco na Política de Assistência Social visto incluir, dentre os objetivos de gestão, a implementação da Gestão do Trabalho e a Educação Permanente. O interesse em realizar estudo de caso sobre a Gestão do Trabalho no âmbito do SUAS no município de Varginha, MG surgiu a fim de avaliar se os seus princípios se faziam presentes na operacionalização desta política em âmbito local. Para tanto, foi realizada revisão bibliográfica, visitas aos campos de pesquisa, que se constituíram nos cinco Centros de Referência de Assistência Social e ao Centro de Referência Especializado de Assistência Social e realização de entrevistas semi-estruturadas com os gestores e executores desta política. Foram levantados dados sobre a composição das equipes de referência; Analisadas a percepção, o discurso e a prática do Poder Público municipal em relação à Gestão do Trabalho e avaliada, junto ao Plano Municipal de Assistência Social (PMAS), a existência de planejamento de ações e mecanismos que visassem o fortalecimento da sua execução. Quanto à caracterização da política, os dados colhidos apontaram que o número de CRAS, CREAS e profissionais é insuficiente. Também ficou constatada a inexistência de concurso público específico, a ocorrência de readaptações de profissionais, a falta de experiência e conhecimentos necessários à área, além da predominância da terceirização dos profissionais de nível superior. Tudo isso contribui para o enfraquecimento da categoria “Trabalhadores do SUAS” e demonstra a necessidade de investimento na Gestão do Trabalho. Com relação à percepção e ao discurso, verificou-se que existe consciência sobre a incompletude das equipes e, assim, da impossibilidade do atendimento total da população. Enquanto os gestores apontaram a escassez de recursos para completá-las, os profissionais de nível superior elencaram falta de interesse ou vontade política, aliada ao não reconhecimento da Assistência Social como Política Pública. Adequação de espaços, contratação de pessoal e implantação do processo de capacitação foram indicadas. A prática revela que não são destinados recursos financeiros específicos à Gestão do Trabalho, inexiste setor responsável por sua operacionalização e nunca se realizou diagnóstico sobre essa questão; Os profissionais não contam com Plano Municipal de Capacitação, tampouco com Plano de Carreira, Cargos e Salários. Evidenciou-se carência de planejamento em relação à inserção de profissionais nos equipamentos públicos. A elaboração do PMAS ocorreu em processo participativo entre gestores e trabalhadores e utilizou informações oriundas do Diagnóstico Social (2013). A elaboração da Política Municipal de Capacitação e complementação das equipes, através da realização de concurso específico, foram apontadas, mas importantes ações não foram contempladas. Diante do exposto, verifica-se que a Gestão do Trabalho no âmbito do SUAS em Varginha é parcial e incipiente. Contudo, o Poder Público demonstrou consciência de que para a execução do SUAS, as orientações e normativas deverão ser efetivadas. Desta forma, será necessário o reconhecimento da sua importância para a prestação dos serviços e para que mudanças ocorram, deverão ser considerados o contexto histórico, político e orçamentário da política. / The law n˚. 12,435 from 6th July 2011 that set up the Unified System for Social Assistance (SUAS) is considered a milestone in policy making for Social Assistance in Brazil due to the fact that it includes in its objectives the implementation of Work Force Management and Permanent Education. The interest to explore more about Work Force Management within the SUAS in the town of Varginha, MG was to evaluate if its principles were present and rooted in the operational aspects of this policy in the town. In order to do this, it was taken extensive bibliography review; field visits of all five Social Assistance Reference Centers as well as the Specialised Reference Centre for Social Assistance. Semi-structured interviews with the management and with those who implement the policies were carried out. It was aimed at understanding the composition of the specialised teams; to analyse its perception, the rhetoric and the actions of the local government towards ‘Work force Management’ and to verify if the Local Plan for Social Assistance (PMAS) has in its content and execution actions and mechanism that contribute to its strengthening. In regards to the characteristics of this policy, the data shows that the numbers of CRAS, CREAS and professionals are not enough. It was also established that there is not specific recruitment for the area; many of its work force comes from other fields; there is a lack of experience and understanding for this area as well as outsourcing of specialised professionals with degrees in the field. All of this contributes to the weakening of the category of the ‘Workers in the SUAS’ and demonstrate the need for investment in the Work Force Management. In the interviewees’ perception and rhetoric, they acknowledge the teams are not completed and, therefore, they cannot meet all demand. While the management pointed out the lack of resources to met demand, the specialised professionals pointed out the lack of commitment and interest from the politicians to recognise Social Assistance as part of the Public Policy. Improvisation of spaces, recruitment of personnel and implementation of a process for permanent education were identified. The practice shows that there is not specific financial resources aimed at Work Force Management; there is not a department responsible for its operation and it has never been carried out any diagnosis of its performance. The professionals do not have a Local Plan for Development neither a Carrier Plan with well defined structure and wages. There is a gap in planning regards the access of these professionals to the public machinery and structure. The making up of the PMAS was in a participative way between management and workers and it was used information from the 2013 Social Diagnosis Study. The institution of the Local Policy for Development and to fulfill all teams through proper public entrance exams were point out but other important tasks were not completed. For all the facts it was confirmed that the Work Force management within SUAS in Varginha is partial and on its early stages. Nevertheless the public policy-makers acknowledges that to proper functioning the SUAS the suggestions and norms must be put in place. In this way, it is necessary to acknowledge of its importance to deliver public services and for changes to happen it is needed to take into consideration the historic context as well the political and budgetary policies.

Administração escolar e o governo dos homens: um estudo sobre a governamentalização educacional contemporânea / School Administration and Human Government: a study on the governmentalization of contemporary education

A presente pesquisa buscou dar visibilidade às relações de poder na atualidade educacional, lançando luz aos nexos saber-poder-verdade aí em fluxo. Tomou as práticas de administração escolar, enunciados do presente que são, como mirante para observar o poder em funcionamento. O conceito de governamentalidade foi operante no desenvolvimento deste estudo, o qual está referenciado no conjunto do pensamento de Michel Foucault, Gilles Deleuze, Nikolas Rose, Peter Pál Pelbart, Jorge Ramos do Ó, Alfredo Veiga-Neto, dentre outros. A análise se pautou em enunciados extraídos de algumas publicações sobre administração escolar, bem como de discursos de diretores de escolas municipais da capital paulista, a qual buscou investigar os regimes de verdade inscritos nessas práticas. Por meio de cinco imagens tomadas como portais analíticos, investigaram-se os sistemas de conhecimento e de raciocínio que orientam a condução da conduta nas escolas neste início de século. No primeiro portal, Entrevidas, tencionou-se dar a ver as atualizações do poder pastoral e a inserção do saber psi nas práticas administrativas responsáveis por fazerem circular um vocabulário próprio à racionalidade vigente: liderança, persuasão, motivação. No portal, O Grito, destacou-se a vigência da ética da liberdade que remonta ao projeto da Ilustração e aos reformadores liberais, percutindo nos dias atuais formas de governo que, cada vez mais, incitam os indivíduos a se voluntariarem às técnicas do poder. No terceiro portal, A persistência da Memória, explorou-se o regime de tempo que tem vigorado na atualidade, qual seja, linear, progressivo, finalista, e que tem desdobrado práticas bastante disseminadas no campo educacional. Em Integralidade, o quarto portal, retomou-se a questão do Liberalismo como modus operandi distendendo, dessa abordagem, o discurso da democracia. E, na imagem As Armas do Cavaleiro Solitário, procurou-se desdobrar o papel dos experts que anunciam o que, talvez, constitua o novo mote do poder pastoral na sociedade contemporânea: o empreendedorismo. Por fim, ao perscrutar a ética da liberdade nas formações discursivas analisadas, a qual tem orientado a racionalidade educacional em voga, o estudo investigou a topografia moral que esses discursos moldam, a política de responsabilização a ela inerente e a forma pela qual tais discursos, num caráter incitatório do poder, arregimentam os indivíduos (cada um e todos) em empreitadas civilizatórias por meio de tecnologias específicas de governo, tais como: projeto pedagógico, formação continuada, pedagogia de projetos, gestão democrática, dentre outras práticas cujo fim último é a produção de individualidades autogeridas. / This study aims to give visibility to the associations of power in modern-day education, and to shed light on the knowledge-power-truth nexus that flows through it. It takes practices of school administration, as they are presently asseverated and which act like a lookout from which to observe the working of power. The concept of governmentality was operative in the development of this study, which has references to the academic works of Michel Foucault, Gilles Deleuze, Nikolas Rose, Peter Pál Pelbart, Jorge Ramos do Ó and Alfredo Veiga-Neto, among others. The analysis is based on statements extracted from publications on school administration, as well as speeches delivered by the principals of county schools located in the capital city of the state of São Paulo. It aims to investigate the regimes of truth extolled by these practices. The systems of knowledge and reasoning that have guided the direction of conduct in schools since the beginning of the century were investigated with the aid of five images, considered here to be analytical portals. In the first portal, Between lives, the intention was to demonstrate the actualization of pastoral power and the insertion of Psi knowledge into administrative practices which have been responsible for the adoption of a suitable vocabulary for the current reasoning: leadership, persuasion, motivation. In the portal The Scream, the validity of the freedom ethic that harks back to the illustrative project and the liberal reformers, which still resounds in modern times and makes for more sophisticated forms of government that, more and more, stimulates individuals to volunteer for the techniques of power. In the third portal, The Persistence of Memory, the time regime that is currently in force was explored. It is linear, progressive, finalist and has led to fairly widespread practices in the educational field. In Integrity, the fourth image, the issue of liberalism as a modus operandi was revisited, in this approach, expanding on the dissertation of democracy. And, in the portal The Lone Horsemans Weapons, an attempt was made to execute the role of the experts who announced what may have constituted the new mottos of pastoral power in present-day society: entrepreneurialism. Finally, upon scrutinizing the ethics of freedom in the meandering tomes analyzed, which has guided the currently fashionable educational rationality, the study investigates the moral topography that these dissertations shape, the policy of responsibility inherent to it and the manner in which these dissertations, in an inspirational characteristic of power, arrange individuals (each and every one) into civilizing ventures through specific governmental technologies, such as pedagogic projects, further education, pedagogy of projects and democratic management, among others. These are practices whose final objective is the construction of self-gestating individuals.

O espetáculo da educação: os centros educacionais unificados do município de São Paulo como espaços públicos de lazer / Education as spectacle: the Unified Educational Centers of the city of São Paulo as public leisure spaces

A cidade de São Paulo apresenta-se como uma cidade capitalista global periférica. As contradições com relação à distribuição da riqueza, o acesso a direitos sociais e a apropriação do espaço urbano são evidentes. Por meio de uma análise do papel do Estado na sociedade contemporânea, busca-se verificar o alcance e o significado das políticas educacionais implementadas por meio da construção dos Centros Educacionais Unificados (CEUs), grandes complexos nos quais são oferecidos à população serviços de educação formal para crianças e jovens desde creches, escolas de educação infantil e de ensino fundamental, além da educação de jovens e adultos bem como acesso às práticas culturais, esportivas e de lazer. Investiga-se a dinâmica de funcionamento dessas unidades educacionais buscando-se compreender como a oferta de outras oportunidades educativas além do ensino formal alteram as formas de gestão e de organização desse equipamento público. Foram realizadas atividades de observação, especialmente aos finais de semana, em duas unidades, em diferentes bairros, além de visitas esporádicas a outras três unidades. Por meio da análise de documentos e de entrevistas realizadas com gestores, ex-gestores, coordenadores de núcleos de educação, cultura, esportes e lazer, professores, prestadores de serviço e lideranças comunitárias, no total de 25 sujeitos, pôde-se levantar uma série de questões recorrentes que implicam numa revisão das formas de gestão desse tipo de complexo educacional. Ao observar-se os Centros Educacionais Unificados constata-se a espetacularização da política educacional, usando-se um discurso de reforma urbana e de oferta de lazer à população na tentativa de legitimar tal intervenção. A engrenagem do clientelismo político que se instalou em São Paulo, algo histórico na cultura política brasileira, aperfeiçoado na gestão Marta Suplicy (2001-2004) e enormemente aproveitado pela gestão subseqüente, Serra-Kassab (2005-2008), beneficiou-se com a criação de cerca de 13 cargos comissionados em cada CEU para a composição de equipe gestora, sem que haja uma discussão democrática e um controle das organizações locais sobre os serviços prestados à população. O Estado, entendido como estrutura política integrante do sociometabolismo do capital, é incapaz de impedir a desigualdade e as formas de segregação sociais. As políticas educacionais, dessa forma, têm sido incapazes de oferecer possibilidades de construção da igualdade. A arquitetura educacional foi o grande espetáculo oferecido à população, sem alterar significativamente a qualidade da escola pública municipal. Observou-se que, ao incorporar o lazer à educação por meio desse tipo de intervenção colabora-se, contraditoriamente, para a descaracterização das atividades culturais, do esporte e principalmente do lazer enquanto possibilidades educacionais, já que os grandes complexos apresentam um custo social enorme diante do que oferecem como educação não-formal. Nesse sentido, a política educacional, ao tratar a própria educação como espetáculo, fez uso do lazer como seu mais nobre adereço. / São Paulo presents itself as a global, peripheral capitalistic city, where contradictions in the distribution of wealth, access to social rights and appropriation of the urban space are evident. By analyzing the role of the State in contemporary society, we have sought to assess the scope and meaning of the educational policies that were implemented by building the so-called Unified Educational Centers (Centros Educacionais Unificados, CEUs), large complexes that provide formal educational services for children and youth day-care centers, elementary and secondary schools, continuing education opportunities for youth and adults , as well as access to cultural, sports and leisure activities. We investigated the working dynamics of these units in an attempt to understand how the offering of additional educational opportunities, over and above formal schooling, changes the ways public equipment and resources are managed and organized. We carried out observation assignments, especially on weekends, in two units, in different neighborhoods, and made sporadic visits to three other units. By analyzing documents and interviewing current and former principals and school officials, coordinators of the educational, cultural, sports and leisure departments, teachers, service providers and community leaderships (25 individuals overall), we were able to raise a series of recurring issues that imply a need to revise how this type of educational complex is managed. A study of the Unified Educational Centers positively establishes a spectacularization of educational policy that uses urban reform and the offering of leisure to the population as attempts to rationalize this kind of intervention. Pork barrel policies, a historical trait of Brazilian political culture, flourished during the administration of mayor Marta Suplicy (2001-2004), grew vigorously in the subsequent administration, Serra-Kassab (2005-2008), and benefited from the creation of approximately 13 commissioned administrative jobs in each CEU. There is no democratic debate and no control by local organizations of the services provided by the CEUs to the population. The State, understood as the political structure that composes capitals social metabolic order, is powerless to prevent inequality and forms of social segregation. Therefore, the States educational policies have been incapable of offering opportunities to build up equality. This new educational architecture is a grand spectacle offered to the population that does not significantly alter the quality of municipal schools. It has been observed that this type of intervention, by incorporating leisure into education, contributes to a misrepresentation of cultural, sports and especially leisure activities as educational possibilities, inasmuch as these large complexes imply enormous social costs vis-à-vis what they offer in terms of non-formal education. In this sense, educational policy, by treating education itself as a spectacle, makes use of leisure as its noblest and dearest prop.

Compreender como avaliação em larga escala e gestão da educação básica se relacionam e como são significadas por escolas privadas no Rio Grande do Sul foi o objetivo desta tese. A presente investigação empreendeu metodologia qualitativa, utilizando como instrumento de pesquisa questionários enviados às escolas privadas de educação básica no Rio Grande do Sul. Foram realizadas também entrevistas com responsáveis por agências que realizam avaliações em larga escala. O primeiro dos quatro capítulos da tese apresenta o quadro teórico de gestão e avaliação da educação a partir da literatura. No segundo capítulo são analisadas agências de avaliações em larga escala, assim como as escolas pesquisadas e seus desafios atuais. Os capítulos 3 e 4 apresentam a interpretação dos dados da pesquisa e sua discussão com diversos autores. O terceiro capítulo relata as experiências das escolas com relação à avaliação em larga escala, que usos dela são feitos e suas consequências para a gestão, e no quarto capítulo encontram-se os aspectos importantes de gestão da educação, organizados em seis blocos emergidos da análise. Concluindo, esta pesquisa mostrou como gestão e avaliação em larga escala estão imbricadas e a forma como são significadas por escolas privadas de educação básica. É ressaltada, ainda, a importância de um maior número de pesquisas no âmbito das escolas privadas com relação à gestão e aos processos avaliativos. / The trend in evaluating the private school system of primary education in Brazil has gained momentum with focus on its quality and the implication to the management of schools. This thesis aimed to understand the relationship between large scale education evaluation and school management and the impact of this relationship to the Rio Grande do Sul private educational system. A qualitative methodology was used combining questionnaire surveys sent to private schools of primary education and open ended interviews with key individuals in charge of the large scale educational evaluation. The first chapter introduces the theoretical framework illustrating the relationships between educational management and evaluation that was built from the literature whereas chapter two presents the analysis of the large scale educational evaluation agencies, the participating schools and their struggles nowadays. Chapters three and four explore the interpretation given to the findings: the former discusses the schools’ experiences in using the large scale evaluation and its implication to school management, and the later focuses on the important aspects of educational management through the six main blocks of information that emerged from the quantitative and qualitative data gathered. This research was able to demonstrate the intertwined relationship between the large scale educational evaluation and the school management, and their meaning to the private school system of primary education. It encourages further research on the area of private school management and evaluation.
