No. of bitstreams: 1 2008_dis_TMLMaia.pdf: 344236 bytes, checksum: 714acc538d28b6ec2c8671ff2a52d5cd (MD5) Previous issue date: 2008 / The present work focuses on the analysis of the impacts of the Federal University of Ceará affiliation proposal to the Reuni, concerning attendance to the University Restaurant on a result of the increasing demand, in the perspective of strategic planning and management, based on the actions carried out from 2003 to 2008. For such end, the postulates of Strategic administration and of Learning School have been adopted, having as a reference the present and future scenario and the strategic diagnosis based on the SWOT analysis. The present research (study) adopted the bibliographical, documental and action-research methods. The research shows that the foreseen expansion in the number of meals per day, from 3000 to 6000, will have an impact on the quality of the services delivered to the users, due to the present limitations in infra-structure, equipments, qualified personnel, and, above all, the need for implementing a pattern of management aimed at results. For this new scenario the following measures have been suggested, including a Strategic Plan for 2009-2020, a Tatic Plan for 2009-2012, a performance marker matrix focused on the Balanced scorecard method, besides management pattern guidelines, oriented towards results and users in the specific context of the University restaurant. The actions and management patterns proposed in the strategic plans, when adopted , will allow the University restaurant to have operational infra-structure, staff support and management excellence to assure and contribute to the approval in the service quality from the present percentage of 60.3% aiming to reach the concepts of good and excellent. / Neste trabalho, analisam-se os impactos da Proposta de Adesão da UFC ao REUNI no atendimento do Restaurante Universitário, decorrentes do grande aumento na demanda, sob o prisma do planejamento e da gestão estratégica, focando-se nas ações realizadas no período de 2003 a 2008. Para tanto, utilizam-se como suporte teórico-empírico os postulados da Administração Estratégica e da Escola de Aprendizado, tendo como referencial o cenário atual e futuro e o diagnóstico estratégico formulado com base na análise SWOT. Foram utilizados os métodos de pesquisa bibliográfica, documental e pesquisa-ação. O estudo mostra que a expansão prevista de 3.000 para 6.000 refeições/dia afetará a qualidade dos serviços e do atendimento aos usuários em função das limitações atuais de infra-estrutura física, de equipamentos, de pessoal qualificado e, sobretudo, da necessidade de implantação de um modelo da gestão focada em resultados. Para esse novo cenário, sugere-se um Plano Estratégico para o período 2009-2020, um Plano Tático 2009-2012, uma matriz de indicadores de desempenho focada no método do Balanced scorecard, além das diretrizes do modelo da gestão orientado para resultados e aderentes às peculiaridades do Restaurante Universitário da UFC. As propostas de ação e do modelo de gerenciamento contidos nos planos estratégicos, quando adotadas, darão ao RU condições objetivas de infra-estrutura operacional, suporte de pessoal e excelência da gestão para assegurar e até aumentar a aprovação da qualidade dos serviços que hoje é 60,3% para os atributos Bom e Ótimo.

Real-time Scheduling for Data Stream Management Systems

Quality-aware management of data streams is gaining more and more importance with the amount of data produced by streams growing continuously. The resources required for data stream processing depend on different factors and are limited by the environment of the data stream management system (DSMS). Thus, with a potentially unbounded amount of stream data and limited processing resources, some of the data stream processing tasks (originating from different users) may not be satisfyingly answered, and therefore, users should be enabled to negotiate a certain quality for the execution of their stream processing tasks. After the negotiation process, it is the responsibility of the Data Stream Management System to meet the quality constraints by using adequate resource reservation and scheduling techniques. Within this paper, we consider different aspects of real-time scheduling for operations within a DSMS. We propose a scheduling concept which enables us to meet certain time-dependent quality of service requirements for user-given processing tasks. Furthermore, we describe the implementation of our scheduling concept within a real-time capable data stream management system, and we give experimental results on that.

Cultural tourism investment and resident quality of life : a case study of Indianapolis, Indiana

Indiana University-Purdue University Indianapolis (IUPUI) / This thesis will explore issues concerning cultural tourism investment and resident quality of life in the Midwestern city of Indianapolis, Indiana. It is important to understand from a cultural tourism perspective how further attempts to grow and invest in tourism will affect resident perception of quality of life and future cultural tourism investment. To achieve this goal, data from the 2012 Indianapolis Quality of Life survey was statistically analyzed to specifically examine how residents' perceived quality of life affects cultural tourism investment. This allows for the study of what city-service attributes (i.e. safety, attractions, transportation, et cetera) identify as potential indicators of whether residents' perception of quality of life affects cultural tourism investment and if there were any correlations between demographic factors of age, gender, ethnicity, and household income with the perception that investing in cultural events and attractions for tourists is good for residents. Results indicated that several key city-service attributes identify as potential indicators of whether residents' perception of quality of life in Indianapolis affects residents' perceptions that investing in cultural tourism for tourists is good for residents. In addition, several key city-service attributes identified as potential indicators of residents' perception of quality of life in Indianapolis excluding perceptions of cultural tourism investment. Finally, results indicated that demographic factors of gender, age, ethnicity, and income were not significant when it came to affecting the perception that investing in cultural events and attractions for tourists is good for residents.

Indianapolis Emergency Medical Service and the Indiana Network for Patient Care: Evaluating the Patient Match Process

Indiana University-Purdue University Indianapolis (IUPUI) / In 2009, Indianapolis Emergency Medical Service (I-EMS, formerly Wishard Ambulance Service) launched an electronic medical record system within their ambulances and started to exchange patient data with the Indiana Network for Patient Care (INPC). This unique system allows EMS personnel in an ambulance to get important medical information prior to the patient’s arrival to the accepting hospital from incident scene. In this retrospective cohort study, we found EMS personnel made 3,021 patient data requests (14%) of 21,215 EMS transports during a one-year period, with a “success” match rate of 46%, and a match “failure” rate of 17%. The three major factors for causing match “failure” were (1) ZIP code 55%, (2) Patient Name 22%, and (3) Birth Date 12%. This study shows that the ZIP code is not a robust identifier in the patient identification process and Non-ZIP code identifiers may be a better choice due to inaccuracies and changes of the ZIP code in a patient’s record.
