In search of better lives: analyzing post-soviet migration from Tajikistan to Russia

Master of Arts / Department of Sociology, Anthropology, and Social Work / Nadezda Shapkina / With the collapse of the socialist model in the former Union of Soviet Socialist Republics (USSR) in 1991 which was followed by Civil War (1992-1997), Tajikistan has undergone profound social, economic, and political transformation. Persistent impoverishment, political and economic instability, and discrimination of ethnic minorities have resulted in out-migration of Tajik population to Russia. In this study, labor migration (survival driven, seasonal, and chain) is discussed. Even though Tajik migrants face challenges such as segregation, xenophobia, sexism, and intolerance working abroad, they continue to migrate to Russia in order to seek a better quality of life. This is closely linked to migration policy and regulations that have been implemented by the governments of these countries which allow free movement across the borders. Although these migration policies promote legal migration, they create favorable conditions for inequality (such as structural, social, and global) as well as illegal migratory flows. However, little scholarly work has been focused on how migration policy contributes to structural inequality and leads to illegal migration in the former Soviet Republics. In my study, I seek to add to the limited existing literature about these phenomena. I examine the social context of Tajik labor migration, legal framework, migration policy and regulations, and its implications. Specifically, I analyze the case of Tajikistan and Russia’s migration policies and regulations as they are proposed and implemented by governmental agencies in collaboration and consultation with civil society organizations (local and international) including the Tajik diasporas.

Operation Help: Counteracting Sex Trafficking of Women from Russia and Ukraine

Human trafficking is one of the fastest growing criminal activities in today’s world and a violation of human rights. Sex trafficking of women from Russia and Ukraine was enabled by the collapse of the former Soviet Union and the incorporation of the new countries into the global economy. At the same time, this social problem generated a series of anti-trafficking campaigns in Russia, Ukraine, and internationally. This research analyzes social responses to the risks of sex trafficking of women from Russia and Ukraine. The analysis is based on sixteen-month multi-sited field research in Russia and Ukraine. I collected data through participant observation, interviewing, and document analysis. The research provides insight into the supply and demand sides of sex-trafficking markets and describes how sex trafficking of women is integrated into the overall organization of the global sex trade. I use institutional ethnography to map out different anti-trafficking institutions (NGOs, governmental offices, international organizations) and examine social relations engendered by anti-trafficking mobilizations. My research analyzes institutional interventions aimed at minimizing the risks to sex trafficking victims. I explore how the institutional actors form transnational regulatory spaces to combat the problem of sex trafficking. Finally, I analyze how female trafficking survivors negotiate their identities in response to the institutional power of anti-trafficking NGOs that assist them.

Is Libya doing the EU’s job? : Externalisation of border control and migration management

The irregular migration over the Mediterranean Sea has become a priority on the political agenda in recent years. This paper examines whether the attempts of managing the irregular migration have constituted a process of externalisation of border control and/or migration management in the context of Italy and Libya. Specifically, a Memorandum of Understanding signed by the countries in February 2017 has been studied to determine if it can be understood as an example of externalisation. The Memorandum has been assessed using three criteria for externalisation, as identified by Paoletti (2011), as well as a model for categorising measures into ‘fencing’ or ‘gatekeeping’ strategies, presented by Triandafyllidou and Dimitriadi (2013). Additionally, a critical geopolitical perspective has been applied, aiming at identifying the Memorandum’s geopolitical implications. An examination of studies on previous agreements demonstrates that a process of externalisation has been occurring, and the analysis of the Memorandum indicates that the agreement can be understood as a part of this process. Furthermore, a number of geopolitical implications have been identified in the Memorandum, regarding power, sovereignty, borders and securitisation. Since there is no universal definition of what measures are considered to constitute externalisation, any assessments made are arguably subjective.

Between Hope and Peril: Unravelling the EU's Response to the Mediterranean Sea Refugee Crisis and the Criminalization of NGOs.

This thesis investigates the European Union’s response to the refugee crisis in the Mediterranean Sea, focusing on the strategy of externalizing border controls through agreements with Turkey and Libya. Employing a combination of qualitative textual analysis and interviews, the study examines the humanitarian and legal implications of these agreements, particularly in relation to the criminalization of NGOs’ activities on the Central Mediterranean Route. The findings reveal a dual process of criminalization, both at the European level through operational shifts and the implementation of Codes of Conduct, and at the national level through policies targeting NGOs, such as Italy’s “Codice di Condotta per le ONG” and “decreto Salvini-bis”. The examples of the SeaWatch-3 and IUVENTA boats demonstrate how these processes hinder NGOs’ operations and shape public discourse on migration. The thesis concludes by highlighting the ongoing challenges in the Mediterranean Sea and the need for further research to understand their implications fully.

L’objectif, dans cette dissertation, est de comprendre l'interaction des organisations internationales avec le gouvernement brésilien dans la gestion de la migration, à partir des années 2000, une période pendant laquelle le Brésil devient destination de nouveaux flux migratoires. Pour comprendre la relation entre le Brésil et les organisations internationales ainsi que la visibilité internationale comme destination de ces immigrants, on discute, d'abord, l'insertion internationale du pays grâce à sa politique étrangère multilatérale. Il semble que, après les années 2000, le Brésil gagnerait de la visibilité sur la scène internationale en raison d'une politique extérieure plus active et participative au sein de ces organisations par des partenariats avec d'autres pays émergents et de l’engagement dans les projets de coopération Sud-Sud. Ce contexte en conjonction avec d'autres variables telles que l'augmentation de la migration au niveau international, contribuerait à la perception du Brésil en tant que destination de migration et de même expliquerait la plus grande responsabilité du pays pour donner des réponses condescendantes à son implication et sa participation multilatérale. Il est pertinent, comme point de vue théorique pour l'analyse des recherches empiriques, d'étudier des organisations internationales en tant qu'acteurs capables d'exécuter des activités propres à travers leurs structures institutionnelles et l'Etat comme un acteur non-unitaire dans les relations internationales. Dans le cas de la gestion des migrations au Brésil, on s'aperçoit qu'il y a des avis divergents entre les différents acteurs nationaux responsables, en particulier en ce qui concerne le contenu d'une nouvelle loi sur l'immigration afin de remplacer le Statut de l'Étranger (Estatuto do Estrangeiro). Nous identifions que les organisations internationales, à leur tour, ont comme objectif de leurs actions, en initiatives avec des organismes gouvernementaux brésiliens, la construction d'une gouvernance internationale pour la migration qui relie d'abord la coordination nationale et régionale. What can be observed is that, since the 2000s, Brazil has gained visibility in the international sphere due to a more active and participatory foreign policy in the area of these organizations through partnerships with other emerging countries and leadership in projects of South-South cooperation. This context, along with other variables such as the increase in migration flows on an international scale, has contributed to the perception of Brazil as a destination for migration. This would explain the country’s heightened responsibility to respond leniently as a measure of its multilateral involvement and participation. We show that the study of international organizations, as actors who are able to carry out their own actions by means of their institutional structures, and the State as a non-unique actor in international relations is relevant as a theoretical perspective on the analysis of empirical research. In the case of Brazilian migration management, it can be seen that there exist divergent visions between the different domestic actors who are responsible, above all, for the content of a new law on migration that would replace the Statute on the Foreigner (Estatuto do Estrangeiro). As for international organizations, one of the objectives of their work, in initiatives with Brazilian government organisms, can be identified as the construction of international governance for migrations that exceed national and regional coordination. Thus, to understand the participation of international organizations in Brazilian migration management, we analyse: the interaction between the interests of these organizations and those at the domestic level of the Brazilian State through documents published by the Brazilian government and international organizations; the bibliographical references of the area; and the responses in interviews with government and international organizations specialists working on the theme of migration.

Migrant Child Labour in Turkey : A critical analysis of multilevel governance targeting migrant child labour in Turkey

Entering the 9th year of the Syrian Crisis, there are still more than 400 thousand school aged Syrian children considered ‘out-of-school’ in Turkey. Several previous studies as well as reports of International Organisations and Civil Society Organisations such as UNICEF and Support to Life argue that out-of-school Syrian children have formed part of the Turkish informal labour market. Restrained migration policies incorporated with the needs of global labour markets have caused precarisation of the migrant labour, and in the case of Turkey precarisation of migrant child labour as well. The aim of the current study is to critically analyse the strategies and interventions of this multilevel governance targeting migrant child labour. Hence, a qualitative research method was employed in order to answer the study’s research questions. First, document analysis was conducted to identify the multilevel institutional framework; and second, semi-structured in-depth interviews were conducted with selected informants working for International Organisations. By facilitating Carol Bacchi’s ‘What is the problem represented to be?’ (WPR) approach, each actor’s strategies and interventions directed to migrant child labour are scrutinised. While each actor by definition manages to identify the causes of (migrant) child labour, the strategies and interventions are constrained by the conventional migration management approach as well as the discourses of “the best interest of the child” and “fair trade”.
