Sourcing decisions for military logistics in Peace Support Operations : A case study of the Swedish armed forces

What role has sourcing for the logistical outcome when Swedish Armed Forces (FM) plan for and conduct Peace Support Operations (PSOs)? What are the logistic needs to support the operating units? Can logistics in itself contribute to the overall goals with the PSOs? It depends of course on how the logistics are organised and what is required in order to support the military operations. The research on military logistics in general is limited and within the conduct of small nations forces almost non-existent. The role of sourcing depends on the military supply chain and FM decisions on make or buy, choice of market, number of suppliers and relations with the supplier. Therefore this thesis addresses how the sourcing decisions impact the military logistics in FM PSOs and the achievement of short-term and/or long-term objectives. The short term objectives represent the operational needs and the long term objectives represent the overall goals for PSOs. In order to understand the military logistics in PSOs a thorough review of the literature in the field was conducted. A second review was done with the focus on the four sourcing decisions. FM PSOs during the period 2002-2010 were studied. The case focused on  two on-going operations, in Liberia and in the Bay of Aden, and complementary information was collected from a third operation, in Afghanistan. Also the central processes in the headquarters and the connections upstream to the Swedish government and the international relations were studied. The case was built up by interviews, field visits and secondary data. For military logistics in PSOs, three areas on different levels, with in total twelve constructs of importance were developed. Of special importance is the logistic tier structure. The sourcing was one of four logistic key decisions. The sourcing decisions turned out to change between different logistic phases. One of the findings was that the decisions proved to be of importance for the logistic outcome. The make or buy decision enabled responsiveness in the logistics system in a hostile environment. Proximity between customer and supplier showed to be important for all phases in an on-going Peace support operation. Due to the security situation in PSOs, dual sourcing showed to be important in order to create redundancy in the supply chain. The supplier relations changed from arm’s length to partnership when an operation was initiated, which improved the responsiveness. The Swedish Public Procurement Act placed limitations on the procuring organisations to utilise the possibilities to be efficient and effective.

The empirical findings were based on semi-structured interviews held with six respondents from the Swedish Armed Forces with different positions in logistics. Finally, the empirical findings were analyzed using a conceptual framework that helps the understanding of the different organizational aspects of Lean. Conclusion: This study aimed to explore the challenges of implementing Lean philosophy in the logistics of the Swedish Armed Forces. Identified barriers include the lack of long-term thinking, incoherent definitions of the end-user and quality, high inventory dependence, confidentiality constraints, and procurement regulations. A technique for determining viable military logistics support alternatives

A look at today's US military will see them operating much beyond the scope of protecting and defending the United States. These operations now consist of, but are not limited to humanitarian aid, disaster relief, and conflict resolution. This broad spectrum of operational environments has necessitated a transformation of the individual military services into a hybrid force that can leverage the inherent and emerging capabilities from the strengths of those under the umbrella of the Department of Defense (DOD), this concept has been coined Joint Operations. Supporting Joint Operations requires a new approach to determining a viable military logistics support system. The logistics architecture for these operations has to accommodate scale, time, varied mission objectives, and imperfect information. Compounding the problem is the human in the loop (HITL) decision maker (DM) who is a necessary component for quickly assessing and planning logistics support activities. Past outcomes are not necessarily good indicators of future results, but they can provide a reasonable starting point for planning and prediction of specific needs for future requirements. Adequately forecasting the necessary logistical support structure and commodities needed for any resource intensive environment has progressed well beyond stable demand assumptions to one in which dynamic and nonlinear environments can be captured with some degree of fidelity and accuracy. While these advances are important, a holistic approach that allows exploration of the operational environment or design space does not exist to guide the military logistician in a methodical way to support military forecasting activities. To bridge this capability gap, a method called A Technique for Logistics Architecture Selection (ATLAS) has been developed. This thesis describes and applies the ATLAS method to a notional military scenario that involves the Navy concept of Seabasing and the Marine Corps concept of Distributed Operations applied to a platoon sized element. This work uses modeling and simulation to incorporate expert opinion and knowledge of military operations, dynamic reasoning methods, and certainty analysis to create a decisions support system (DSS) that can be used to provide the DM an enhanced view of the logistics environment and variables that impact specific measures of effectiveness.

Enhancing organizational ambidexterity of the Finnish Defence Forces’ supply chain management

Abstract Strategy is the use of combats to accomplish the goal of the war, but because each war differs in terms of its background and motives, creating a universal strategy for military purposes may not be possible. The military can have one peacetime sourcing strategy, but their wartime strategy is highly situation dependent. If resources are not available in wartime, there may be enormous losses. Resources must be secured through an efficient peacetime sourcing strategy, which demands a high level of organizational ambidexterity. The military in Finland are known collectively as the Finnish Defence Forces, although here we refer to the organization here in the singular as the FDF. The FDF is highly dependent on private transportation, but is also an important driver trainer and buyer of logistics services. Because a transportation system is central to society’s basic services, and its functionality is important for citizens, the private sector, securing vital functions of the nation and for emergency supply security. There is strong mutual dependency between the private transportation sector and the FDF, which makes for an interesting context in which to study also strategic partnerships. The articles included in this thesis consist of two quantitative data sets. The first empirical data set was gathered from the LSP members of the Finnish Transport and Logistics (460 acceptable responses, 17.7 per cent). The second data set was collected from the military, the security-related public sector and private industrial companies (149 acceptable responses, 18.01 per cent). The analyses include descriptive statistics and structural equation modeling. The purpose of this study is to reveal possible problems and offer insights into the cooperation between the private transportation sector and the FDF, and the development of organizational ambidexterity in the FDF’s supply chain management. From a game theory perspective, how the FDF enhance supply security is important because the private transportation sector is extremely important for the FDF and vice versa. Logistics strategy influences direct logistics costs, so the FDF has a lesson to learn from its own practices, concentrating on quality instead of direct cost reductions considerably reduces total logistics costs while improving domestic transportation resources. / Tiivistelmä Strategia on taistelujen ohjausta sodan tavoitteiden saavuttamiseksi, mutta koska jokainen sota eroaa taustoiltaan ja motiiveiltaan, lienee universaalin strategian luominen sotilaallisiin tarkoituksiin mahdotonta. Armeijalla voi olla yksi rauhanajan hankintastrategia, mutta sota-ajan hankintastrategia on voimakkaasti olosuhteista riippuvainen. Sota-ajan resurssien saanti on kuitenkin pyrittävä turvaamaan jo rauhanajan hankintastrategialla, mikä vaatii korkeaa organisaatiollista kaksikätisyyttä, koska sota-ajan puuttuvan resurssit voivat aiheuttaa valtavia menetyksiä. Suomessa Puolustusvoimat on erittäin riippuvainen yksityisen sektorin kuljetusyrityksistä, mutta toisaalta Puolustusvoimat on erittäin merkittävä kuljettajien kouluttaja sekä kuljetusyritysten asiakas. Suomessa kuljetukset ovat myös keskeisessä asemassa yhteiskunnan julkisten perustoimintojen turvaamisessa, lisäksi ne ovat erittäin tärkeitä kansalaisten, yksityisen sektorin ja huoltovarmuuden kannalta. Näin ollen kuljetusyritysten ja Puolustusvoimien välillä on vankka keskinäinen riippuvuus, jonka vuoksi ne ovat hyvä konteksti tutkia strategisia kumppanuuksia. Tähän väitöskirjaan sisältyvät tieteelliset aikakausilehtiartikkelit rakentuvat kahden tutkimusaineiston ympärille. Ensimmäinen tutkimusaineisto on kerätty Suomen Kuljetus ja Logistiikka (SKAL ry) yhdistyksen jäseniltä (460 hyväksyttyä vastausta edusten 17.7 prosenttia valitusta kohderyhmästä). Toinen tutkimusaineisto on kerätty Puolustusvoimien ja muun julkisen turvallisuussektorin (poliisi, sairaanhoito ja palolaitokset) logistiikkapalveluiden hankinnasta vastaavilta henkilöiltä sekä soveltuvilta yksityisen sektorin toimijoilta (149 hyväksyttyä vastausta edustaen 18.0 prosenttia valitusta kohderyhmästä). Molemmat tutkimusaineistot ovat analysoitu kuvailevilla tilastollisilla menetelmillä sekä rakenneyhtälömallinnuksella. Tämän tutkimuksen tavoitteena on löytää mahdolliset ongelmat ja tarjota alalla toimivien henkilöiden näkemys Puolustusvoimien ja yksityisten kuljetusyritysten yhteistyöstä. Näiden myötä pyritään kehittämään Puolustusvoimien toimitusketjun hallinnan organisaatiollista kaksikätisyyttä. Peliteoreettisesta näkökulmasta on tärkeää kuinka puolustusvoimat parantamaan huoltovarmuutta koska kuljetusala ja Puolustusvoimat ovat erittäin merkittäviä toimijoita toisilleen. Koska ilmeisesti Puolustusvoimien logistiikkastrategia pyrkii vaikuttamaan pääasiassa suoriin kuljetuskustannuksiin, on Puolustusvoimilla opittavaa omista käytännöistään. Keskittymällä kuljetusten laatuun suorien kuljetuskustannusten sijasta voidaan logistiikan kokonaiskustannuksia alentaa ja samalla turvata kotimaisten kuljetusresurssien säilymistä.
