Business School. / The implementation of the Mineral and Petroleum Resources Development Act (MPRDA) of 2002, effective as from 1 April 2004, presented a huge challenge as its implementation gave rise to concerns expressed by various key stakeholders. It also fuelled perceptions that South Africa may have sacrificed its competitiveness. In an attempt to manage these challenges the Mining Industry Growth Development and Employment Task Team (MIGDETT) was instituted in December 2008 by the mining industry in South Africa. During the MIGDETT process stakeholders concluded unanimously that transformation and growth are mutually inclusive concepts. Against this background, the objective of this study was to assess the implementation of the MPRDA Act using well researched mineral investment and competitiveness guidelines including Michael Porter's framework.

This thesis used case study research methods to examine the role played by Non-Governmental Organizations (NGOs) and the methods they use to increase public participation in environmental matters. It does this by investigating the process leading up to and following a Supreme Court of Canada (SCC) decision, that of MiningWatch Canada v. Canada (Fisheries and Oceans) (2010 SCC 2). Specifically, the strategies and methods used by NGOs in this study and their impact on public participation during and in the aftermath of the decision are examined. The primary research question is: what is the impact of NGOs on participatory politics as seen in the SCC decision, MiningWatch Canada v. Canada? Other research questions examined are: what role have NGOs had in increasing participation in environmental decision-making, and: how do NGOs increase public participation in environmental decision-making? Three main groups of strategies are used by the NGOs: “Legal”, “Challenge or Inform Government”, and “Creating an Emotional Response in an Audience.” Strategies common to all NGOs in this study were: “Increase Knowledge” by “Networking,” “Working with Communities at a Grass Roots Level” and “Publications and Reports”. The argument this thesis presents is that democracy is a dynamic process and various strategies can be used to influence participation in environmental decision-making. Job characteristics, wellness and work-home interaction in the mining industry / Gary Robert Oldfield

The mining industry is driven by performance and intense working environments, accompanied by high demands, hazardous working conditions and socially undesirable working hours. These factors could impact on the interaction between work and home, as well as contributing to health problems of employees. The objectives of this research were to test the construct validity, construct equivalence and reliability of a work-home interaction measuring instrument, the Survey Work-Home Interaction - Nijmegen (SWING), to determine if work-home interaction differences exist between different demographical groups, and to test a structural model of job characteristics (job demands and job resources), ill health and negative work-home interference. Random samples (n = 320) were taken from employees working in the mining industry (gold, platinum and phosphate mines) in the Gauteng, North West and Northern provinces. The SWING, a self-developed job characteristics questionnaire and an adapted version of the General Health Questionnaire were administered. Structural equation modelling, descriptive statistics, Cronbach alpha coefficients, Pearson product-moment correlations, multivariate analysis of variance (MANOVA) and one-way analysis of variance (ANOVA) were used to analyse the data. Structural equation modelling confirmed the four-factor structure of the SWING and the construct equivalence for two language and ethnic groups. The four factors showed acceptable internal consistencies. Statistically significant differences were found based on age, ethnicity, gender, qualification, marital and parental status, language, flexibility at work and whether individuals had a partner with a paid job. Regarding the structural model, the results showed that job demands and job resources have an impact on ill health, and that ill health is associated with negative WHI. It was also found that job demands and job resources have a direct relationship with negative WHI on their own, but when both high demands and a lack of resources are present, only an indirect relationship with negative WHI exists though ill health. / Thesis (M.Com. The global move towards human rights, the publication of King 11 reports and the post democratic legislations coerced the South African mining industry to diversify its workforce. The Employment Equity Act was the major driving force behind this, aimed at eliminating discrimination in the workplace and implementing Affirmative Action measures so that the workforce would reflect the economically active population. The question remains as to whether it could achieve a representative workforce, since the Commission of Employment Enquiry reports (2009-2010) and the Quarterly Labour Force Survey (second quarter, 2010) indicated that progress is very slow throughout all the industries. The mining industry is still predominantly White-controlled and emphasis is being placed on stimulating Black empowerment in the industry. Since the early 1990s the industry has seen significant restructuring and changes, including the phasing out of the traditional mining houses and the incorporation of the designated groups (females and Blacks) in ownership and management. However, rising gold prices and pressures on the global economy have forced the industry to embark on measures which impacted badly on the employment equity, leading to measures such as downsizing both the operations and staff, limiting training, centralising and outsourcing through contractual work. Migrant labour still plays an integral part. In order to analyse the application of Employment Equity Act and workplace diversity in the mining industry, a literature review was conducted to conceptualise the major constructs, and a survey through a close-ended questionnaire was administered to establish the progress made in this regard. The questionnaire was divided into three sections: section A was a biographical/demographic analysis focussing on the personal attributes ranging from gender, age, race, education and job grade. Section B and C were in the form of five-point likert scale to analyse the extent of understanding and knowledge, as well as attitudes and behaviour of the respondents respectively. The results were compared to secondary data in the form of reports collected from the senior metallurgy human resource manager. The convenience sample was taken from a sample of employees staying in the mining complex known as the 'Quarters', which comprised 345 houses, of which a response rate was 54%. Findings from the primary data indicated some progress in changing the organisational culture, with the majority of the respondents giving positive perceptions towards gender, disability and language used, while they identified the following as barriers (negative perceptions): lack of commitment by management; unfair labour practices in recruitment, promotions, training and development; insufficient knowledge about EEA and diversity; racial discrimination; and negative turnover intentions. They believed that diversity could improve productivity. The secondary data revealed that there was slow progress in attaining the numerical targets, especially in the D-band upwards (senior and top management levels). The females and people with disability were under-represented in all categories. The majority of employees in the skilled (C-band), semi-skilled and unskilled (B1-B7) were terminating their services. It is suggested that training of personnel about EEA and diversity be considered to get their active support and to prepare them for the change from the status-quo, extensive development of management on labour relations and good practices, as well as formation of committees to steer and monitor the adherence to policies. / Thesis (M.B.A.)--North-West University, Potchefstroom Campus, 2011.

Efficient communication of safety information : the use of internal communication by the Gautrain-project / W.J. Greeff.

Safety has become one of the greatest gauging factors for organisational success, within the mining and construction industry of South Africa. This is due to the fact that organisations and their employees are expected to adhere to safety legislation, or risk permanent shutdown. Notwithstanding this importance, methods of communicating safety information to employees have not yet been widely researched – especially not within the unique context of the combined mining and construction industry of South Africa. In the light of the above, this study focused on researching those internal communication methods most suited for the communication of safety information. The systems theory as meta-theory, and the stakeholder relationship theory, the excellence theory and dual-capacity model were used to frame the study. An extensive literature review was firstly conducted, identifying and discussing internal communication methods, their use within the South African mining and construction industry, and specifically their application to safety communication. The concepts of communication satisfaction and communication effectiveness of internal safety communication, as well as employee relations were investigated. Secondly the application of these internal safety communication methods was then further researched empirically within the Gautrain project – specifically its Precast Yard –which is seated within both the mining, as well as the construction industry, as it has to adhere to safety legislations from both industries. This empirical research was done by means of questionnaires, focus groups, interviews, as well as a discussion of the communication channels employed by the organisation. This accounted for a triangulated approach of using quantitative, as well as qualitative methodologies. From this empirical research it was seen that the Precast Yard of the Gautrain project adheres to the guidelines set in the literature in some circumstances, whilst in others it does not. From these shortcomings, seven recommendations were formulated for the improvement of safety communication in this organisation. These include the proposal that safety communications should be strategically managed by integrating all forms of communication, so that external factors that may impact on this communication are factored in. Furthermore, the communication of safety information should strive to reflect the diverse viewpoints of the employees, as it endeavours to foster a relationship with them. Ce mémoire de maîtrise traite d’un phénomène social critique qui a gagné en importance au Québec : la montée des groupes de résistance populaire contre des projets d’exploitation des ressources naturelles. À partir d’une étude de cas, l’auteur tâche ici d’approfondir les questions relatives à ces luttes collectives tout en mettant en lumière les diverses modalités d’engagement qui, par leurs registres et leurs compositions en « systèmes-experts », se répercutent dans l’espace public tout en transformant, d’une certaine manière, l’arène politique. Ces dynamiques des mouvements de résistance tendent également à s’infléchir en amont des projets de développement, pour se matérialiser en aval, soit dès les premières phases d’appropriation territoriale, c’est-à-dire les premiers travaux exploratoires comme tels. Cette enquête de terrain se focalise sur ces enjeux. En prenant comme observatoire le projet de Terra Ventures à Sept-Îles, en région nord-côtière, concernant un projet d’exploration uranifère, l’auteur insiste sur les multiples références collectives qui sont autant de perspectives pour comprendre ce phénomène. À travers l’étude de cette résistance populaire qui s’est profilée contre ce projet d’exploration, c’est l’industrie minière au Québec, son histoire, ses mythes, et sa mémoire qui est, enfin, en trame de fond. / This thesis focuses on a social critical phenomenon that recently has gained in importance in Quebec: the rise of popular resistance groups against the exploitations of natural resources. Based on an empirical study, the author explores the questions of collective struggles and highlights the various modalities of commitments that, by their structures and compositions, of "expert systems", are reflected in the public space that, slowly, becomes an important factor in the political arena. The dynamics of these resistance movements also tend to influence upstream development projects and to materialize downstream, in the early stages of territorial appropriation, that is to say, the first exploratory work as such. Based on the observation of Terra Ventures project on Quebec’s North-Shore uranium explorations, the author focuses on the multiple collective references that are all perspectives of understanding for this phenomenon. Through the study of this popular resistance, specifically in the city of Sept-Îles, which has emerged against the explorative project, it is the Quebec mining industry, its history, its myths, and its memory that appear as a fundamental landmark.
