The role of councillors in service delivery: the case of the Intsika Yethu Local Municipality

This study was conducted at Intsika Yethu Local Municipality of Chris Hani District Municipality in the Eastern Cape Province, in the Republic of South Africa. The study has as its main thrust: The role of councillors in service delivery: The case of the Intsika Yethu Local Municipality of Chris Hani District Municipality. This municipality consists of 21 wards and 21 ward councillors. The Preamble to the Constitution of the Republic of South Africa, 1996, states that the injustices of the past have to be addressed and those who suffered for justice and freedom in the country should be honoured. The results of the 1994 national and 1995 local government elections marked a political breakthrough in South African politics. The new democratic and social reconstruction agenda necessitated the transformation of the legislative framework in various areas. The legislative prescriptions that underpin the operations and activities of municipal councillors in delivering public services to citizens and in ensuring the effective and efficient implementation of government policies are therefore crucial. In this study, the role of ward councillors in service delivery was interrogated and investigated to establish whether the Intsika Yethu Local Municipality community in Tsomo and Cofimvaba has benefited in accessing basic services. Furthermore, the study seeks to find ways through which the relationship between community and ward councillors could be managed to harmonise the relationship between them in order to improve service delivery in Intsika Yethu Local Municipality. In this regard, a legislative framework regulates and guides municipal councillors in performing their developmental duties to achieve local government developmental outcomes.

The role of public participation in the integrated development planning process: Chris Hani District Municipality

Constitution of the Republic of South Africa, in Chapter 7, requires all municipalities to encourage members of the public to participate in the matters of local government. Public participation is the process by which public concerns, needs, and values are integrated into governmental and corporate decision making. The Integrated Development Plan is an example of local government instruments which seek public participation in order to address community needs through service delivery. Consequently, this study was to explore the role of public participation in the Integrated Development Planning process of the Chris Hani District Municipality. The main objectives of this study were to understand the IDP making process, establish the importance of public participation, understand the role played by the municipality to encourage public participation in the IDP processes, understand the influence of IDP in service delivery and to make recommendations based on the findings presented. To conduct this study, qualitative research methodology was employed. The population sample comprised of councillors and municipal officials. Structured interviews were conducted with the councillors, while semi-structured interviews were held with municipal officials. The findings of the study revealed that the Chris Hani District Municipality views public participation as an integral part of the IDP making process. Measures and strategies are taken by the municipality to enhance public involvement in all matters of the municipality, including the IDP process. To achieve this the municipality partners with a number of stakeholders such as the local municipalities, government departments and organised groups. However, this is not enough hence recommendations are presented to improve this situation. Recommendations proposed include introducing capacity building programmes for councillors, establishment of a public participation unit, availing budget for public participation and educating members of the public about public participation and the IDP process.

Proposição da implementação do city manager em municípios brasileiros / Proposal of city manager implementation in Brazilian municipalities

Atualmente, na realidade brasileira, muitos municípios enfrentam dificuldades para implementar uma gestão eficiente e diminuir os índices de corrupção. Essa constatação motivou a busca por um novo modelo de governo e gestão a ser analisado. Logo, o objetivo geral deste estudo é propor a utilização do city manager nas prefeituras municipais brasileiras, sendo suas funções adaptadas ao contexto e realidade do país. Inicialmente, procede-se com uma análise bibliográfica e documental realizada para subsidiar o desenvolvimento da proposta de estudo. Assim, para tal, foram analisados artigos e legislações internacionais relativas ao city manager. A pesquisa, quanto a seus objetivos gerais, apresenta-se como exploratória e explicativa. A abordagem utilizada para este estudo foi a qualitativa. A etapa qualitativa foi operacionalizada por meio de uma análise bibliométrica e documental. A fim de concretizar o estudo bibliométrico buscaram-se periódicos nas bases de dados Scopus, Web of Science e SciELO, utilizando como palavra-chave o termo “City Manager”. Da mesma forma, foram realizadas buscas em legislações e contratos atinentes ao cargo de City Manager. Posteriormente à coleta de informações, os resultados obtidos foram interpretados com a utilização da técnica análise de conteúdo. Dentre os resultados apresentados, destaca-se a sugestão da proposta de Lei no que tange à implementação do city manager nas prefeituras brasileiras. Tal proposta foi elaborada posteriormente à análise de diversas legislações americanas e artigos científicos ilustrando os principais pontos em comum e importantes sobre o tema. Cabe ressaltar que para propor esta legislação foi necessário adaptar o cargo às exigências e características dispostas na legislação brasileira. / Currently, in the Brazilian reality, many municipalities face difficulties to implement an efficient management and to reduce the corruption rates. This comprovation motivated the search for a new model of government and management to be analyzed. Therefore, the main objective of this study is to propose the use of the city manager in the brazilian´s cities, whose functions will be adapted to the context and reality of the country. Initially, a bibliographic and documentary analysis was carried out to support the development of the study proposal. Thus, international articles and legislation relating to the city manager were analyzed. As for its purpose, it is an applied research and an exploratory and explanatory research as its general objectives. The approach used for this study was qualitative. The qualitative step was operationalized through a bibliometric and documentary analysis. In order to complete the bibliometric study, journals were searched in the Scopus, Web of Science and SciELO databases, using the term "City Manager" as a key word. In the same way, searches were made on legislation and contracts related to the position of City Manager. Subsequent to the collection of information, the results obtained were interpreted using the technique of content analysis. Among the results presented, we highlight the suggestion of a Law proposed regarding the implementation of the city manager in Brazilian prefectures. This proposal was elaborated after the analysis of several American legislation and scientific articles illustrating the main common and important points on the subject. It should be noted that in order to propose this legislation, it was necessary to adapt the position to the requirements and characteristics established in Brazilian legislation.

Relação entre o nível de maturidade em gerenciamento de projetos e o desempenho das políticas públicas municipais: um estudo da percepção dos secretários de educação e saúde dos municípios do Estado do Paraná

As atuais demandas sociais tornaram o cidadão mais exigente em relação às ações dos gestores públicos, e em como estes estão atuando para atender às lacunas sociais existentes. Nesta conjuntura, o desempenho das políticas públicas precisa ser mais eficiente e eficaz. Projetos fazem parte das formas como as políticas públicas são implementadas. E, como atualmente as organizações estão cada vez mais atentas em buscar eficiência no gerenciamento de seus projetos, por entenderem que isto trará uma melhoria em termos de desempenho, este estudo tem por objetivo identificar a relação existente entre o nível de maturidade no gerenciamento de projetos das Secretarias Municipais de Saúde e de Educação do Estado do Paraná e o desempenho municipal das políticas públicas nessas áreas. Modelos de avaliação de maturidade em gerenciamento de projetos surgiram a partir da década de 1990, resultantes da crescente popularização desta prática e da importância que os projetos representam para as organizações. O modelo adotado nesta pesquisa é o Modelo de Maturidade em Gerenciamento de Projetos (MMGP). E, por meio da pesquisa de campo realizada junto às referidas secretarias foi possível identificar uma relação positiva entre o nível de maturidade em gerenciamento de projetos e o desempenho municipal nas áreas de saúde e educação. Esta relação positiva implica que quanto maior o nível de maturidade em gerenciamento de projetos, melhor é o desempenho municipal. Desta forma, demonstra-se que o gerenciamento eficiente e eficaz de projetos viabiliza um melhor desempenho organizacional. / Due to the current social demands, citizens started to question the public management actions towards the existing social gaps. In the present context, public policies need to be more effective and efficient. As projects are integral parts to determine how public policies are implemented, nowadays organizations are increasingly seeking efficiency when managing projects because they are aware that it will improve their performance. The present study aims at identifying the relationship between the maturity level of the Health and Education Municipal Departments and the municipal public policy performance of these areas in the state of Paraná. From 1990 on, models of project management maturity assessment emerged as a result of the increasing popularization of such practice and project importance within organizations. Our research used the Project Management Maturity Model (MMGP) and we identified a positive relationship between project management maturity level and municipal performance in the health and education areas through a field research. This positive relationship implies that the higher the project management maturity level is, the better the municipal performance will be. Thus, we show that efficient and effective project management provides a better organizational performance.

M.A. (Anthropology) / The scope of this study covers the deployment and application of black labour within the Roodepoort Municipality. In order to fulfill certain so-called obligations the Municipality is dependent on cheap labour which is appointed and applied within the framework of South African law and according to specific methods. The Municipality gives preference to homeland labourers who are recruited on average once every three years in Venda. The preference for recruiting labourers in Venda stems from the relationship which exists between Venda and the R.B.A. at government level, and the ensuing relationship which the Municipality has fostered with the Venda Embassy. In this respect the Municipality exploits the political system in the R.S.A. to satisfy its own needs. The Roodepoort Municipality functions as an arm of the central authority in as much as it subscribes to the dominant ideology of the country. The political and economic systems of South Africa form the basis of bargaining power which influences the patterns of control and domination. The interaction between the central government and the municipal authorities influences the functioning and policy of the latter. This liaison enables, amongst others, the Municipality of Roodepoort to enforce its policy and to put certain directives to its workers. In addition to the constitutional framework, mechanisms such as the municipal structure as well as rules and regulations are used to control the workers. The workers do not; , however, accept the administration and control of the Municipality without further ado. They respond by making use of certain strategies aimed at adapting their working environment. Despite the loss of certain liberties, the workers adapt relatively quickly to the conditions in their working environment. The circumstances in Venda which result in large numbers of migrant labourers leaving their home to work in highly industrialized areas is related to the historical development of the territory and consequently its economic dependence and political restrictedness. Despite being "independent" since 13 September 1979, Venda is still dependent on South Africa judging by the financial support it receives and the reliance of the population in respect of job opportunities in white areas. Without the revenue it receives from its migrating labour as well as the remittances sent back, Venda would not be capable of its reproduction. Limited resources and insufficient capital input from the central government leads to minimal development in Venda and this results in there being insufficent means to fulfill the needs of reproduction. Blacks are therefore compelled to work outside their homeland for meagre wages and under circumstances over which they have virtually no control.

Since 1994, the South African Government embarked on an ambitious Reconstruction and Development Program (RDP) to correct the injustices of the past. One of the major programmes, which the government is implementing within the RDP framework, is the ―Integrated National Electrification Programme‖ (INEP) with the aim to address the electricity backlog by 2012. Recent figures from Statistics SA, indicate substantial progress with regard to access to electricity throughout the country and especially in previously disadvantaged areas. This study is an investigation of the impact of access to free basic electricity (FBE) on the welfare of indigent households in Buffalo City Municipality (BCM). This study aims at better understanding ways in which indigent households use electricity and to what extent access to electricity is improving the level of poverty in the households. Empirical evidences from pro-poor electrification programmes worldwide and especially in Asia suggest that greater access to electricity by poor people leads to economic and social development at both micro and macro levels. This study investigates the impact of electricity on household poverty, with focus on household income, household health and children‘s education. This study used mixed research methods to investigate the research problem. Both quantitative and qualitative data were collected using survey questionnaires, focus group discussions and interviews of key informants.

The aim of this research is to evaluate the efficiency of service delivery in specific communities, namely Wards 22 and 36, in order to assess whether residents of those communities understand the service delivery process and whether there is enough communication and relationship within the councillors and residents. It is aimed at looking at the relationship between ward councillors and the residents of the community that they are given to represent. Service delivery is something that South Africa has been battling with for years. As much as there is progress within our country, a lot still needs to be done in order to satisfy the citizens of this country. That is where the purpose of this research thus come in, it looks at what the municipality has done to assist its people in matters that are urgent, such as housing, running water and electricity, to name a few. As stated above, this research looks at the implementation, or lack thereof of the municipality, on things that they had said they would attend to in the two wards, ward 22 and ward 36.

An assessment of public accountability mechanisms towards eradicating corruption in the Eastern Cape

The study critically examined the implementation of Public Accountability strategies and mechanisms: A case of Buffalo City Municipality. The problem statement gave emphases on the multiple cases drawn from stats reflected in domestic surveys that shows how corruption and maladministration have impacted the province negatively as well as the extreme poverty lines that dominate the communities in the republic and also the province. The New Public Management Theory was used to interpret the manner in which the participants were expected to give their views on leadership and accountability among others key issues. The objectives of the study were to; To assess the mechanisms implemented by Buffalo City Municipality., To explore the challenges affecting public accountability enforcement mechanisms in Buffalo City Municipality towards eradicating corruption, Determine the manner through which the Buffalo City Municipality can adopt tried and tested mechanism from Regional, national & international case studies on how to effective enforce public accountability for the sustainable management and curbing of corruption for effective and efficient service delivery and to recommend new mechanisms which Buffalo City Municipality can utilise in enforcing public accountability towards eradicating corruption in its institutions in order to encourage sustainable community development through service delivery. The study adopted a case study approach based on a mixed method paradigm where data was collected through a questionnaire, interviews and document analysis. Case studies are normally associated with qualitative research, but can also be used as a method of inquiry employing a positivist epistemology and ontology. A total sample of 50 participants was chosen through a non-probability sampling technique. The major findings of the study reflected that there is a huge break in communication between government and the citizens in the locality while also establishing that the mechanisms currently being used were only as good as the factors influencing their implementation among other issues. Major recommendations included community engagement, capacity building and skills development, retention and expansion, lack of resources, promote individual independence of the community and the enhancement the Public Participation Unit.
