A dissertação apresenta uma pesquisa qualitativa e exploratória sobre o tema da Implementação de Projetos de Modernização Administrativa Municipal suportados pela TI – Tecnologia de Informação e tem como objetivo maior identificar os principais fatores facilitadores e dificultadores deste processo na administração financeira e tributária de municípios paulistas. A partir de uma revisão bibliográfica que abrange os principais aspectos teóricos, buscou-se construir e validar um modelo conceitual de pesquisa para subsidiar o estudo de projetos de modernização na área pública, levantando e analisando forças e fraquezas, motivações e resultados percebidos, respondendo e discutindo de forma apropriada a pergunta-problema inicial. Pela natureza da investigação foi utilizado o método do Estudo de Caso, tendo como unidades de análise as administrações municipais de Santo André e São Paulo. Os dados da pesquisa foram coletados através de entrevistas focadas realizadas pelo próprio pesquisador junto aos gerentes de projeto, complementadas por outras fontes de evidência como observação direta e documentação disponível. / In the present work, it has been conducted a qualitative and exploratory analyses on the major of the Modernization in the Municipal Administration. Technology of Information supports the implementation of this project, and, the principal objectives are to identify not only pros aspects but also con factors. Furthermore, these studies highlight the importance of the financial administration and taxes control of cities within São Paulo state. A well-conducted bibliographic research was undertaken in order to cover the main theoretic aspects involved. In addition to that, it is proposed a conceptual model of searching, so that it is possible to resolve the problem established. The Municipal Administrations of São Paulo and Santo André were assumed as units of investigation. All data had been collected throughout proper interviews and other pieces of evidence such as direct comment and original documentation.

Consideradas a midiatização da sociedade e da política, investiga-se qual é o lugar/papel da comunicação governamental como instrumento de gestão e de participação cidadã na esfera municipal de governo.Tendo como objetivos contribuir teoricamente com os estudos de Comunicação, além de oferecer referencial à Administração municipal, subsidiando pesquisadores, profissionais e estudantes da área, toma-se como cenário as inovações de gestão pública, identificadas principalmente pela implementação de políticas sociais por Municípios brasileiros a partir da década de 1990. Esta tese se propõe ao desafio crítico de pesquisar, no contexto de administrações inovadoras, a Comunicação como espaço de interlocução entre o Poder público estatal e os cidadãos. Para isso uma matriz de análise é formulada e, nesta, a comunicação é concebida na perspectiva da substituição da gestão tecnoburocrática/monológica pela gestão participativa/dialógica do processo decisório. Utilizando-se o instrumental desenvolvido, a hipótese, orientadora do estudo de caso, é que há possibilidade de formulação de uma política de comunicação entre governo e cidadãos como espaço de interlocução entre o Poder estatal e a sociedade, como resultado da intervenção governamental nos processos de participação. O cenário empírico do Programa de Braços Abertos de Boa Vista (RR) e o enfoque teórico sobre a Comunicação como espaço público constituem os argumentos que sustentam a proposição de modelo de política de comunicação governamental no contexto da Administração Municipal. / Considered the midiatização society and politics, investigates sure what place/Government communication\'s role as an instrument for management and citizen participation in municipal government. Having goals contribute theoretically with communication studies, municipal administration, referential subsidising, researchers, professionals and students, as scenario public management innovations identified primarily by the implementation of social policies by Brazilian municipalities from the 1990s. This thesis proposes that the critical challenge to search, in the context of innovative administrations, the Union or space communication between the public authorities and citizens. To do this an array of analysis is formulated and, in this, the communication is designed from the perspective of replacement technobureaucratic/monologic management by participative/dialogic of management decision-making. Using the instrumental developed guidance of hypothesis, case study, is that there is a possibility of formulating a policy of communication between Government and citizens as Union or space between the State and society, as a result of government intervention in the process of participation. The empirical scenario \"program with open arms Boa Vista\" (RR) and theoretical focus on communication as a public space are the arguments that support the proposition model Government communication policy in the context of Municipal administration.

A comunicação social, como uma área das relações humanas de grande expansão nos dias atuais, é analisada, nesta pesquisa, a partir do caráter público de sua expressão. A Comunicação Pública, portanto, mostra-se como um conceito ainda não concluído ou fechado e que, por este motivo, não tem delineadas de forma padrão suas regras ou procedimentos. Para a análise desse campo de conhecimento – a Comunicação Pública –, foram adotados, a partir de referencial teórico acerca da comunicação e, posteriormente, da Comunicação Pública e seus elementos, critérios que resumem em três tópicos as mais abrangentes funções de uma comunicação no meio público. A execução da prática da comunicação pela administração municipal de três cidades sul mineiras de porte semelhante, bem como seu alinhamento aos conceitos de Comunicação Pública foram os objetos de estudo. Sites e entrevistas foram os meios através dos quais o corpus de análise se compôs, e a partir dos quais foi realizada a análise final acerca da efetiva execução da Comunicação Pública pelas administrações estudadas. Os resultados obtidos confirmaram a ideia de Comunicação Pública como um conceito em construção, e mostrou que as vertentes utilizadas para análise desta atividade, nesta pesquisa – informação, consulta e participação - são, sim, norteadoras para as práticas municipais estudadas. / The social communication as an area of human relations of major expansion nowadays, is analyzed in this research from the public character of his expression. The Public Communication, therefore, shows itself as a concept not yet completed or closed and, therefore, has no pattern outlined so its rules or procedures. For the analysis of this field of knowledge - Public Communication - were adopted from theoretical framework about communication and, subsequently, Public Communication and its elements, criteria that summarize in three topics the broader functions of communication in the public area. The execution of the practice of communication by the municipal administration of three southern mining similar-sized cities, and their alignment to the concepts of Public Communication were the objects of study. Sites and interviews were the ways by which the corpus analysis was composed, and from which the final analysis was performed on the effective implementation of Public Communication by the administrations studied. The results confirmed the idea of Public Communication as a concept under construction, and showed that the dimensions used for the analysis of this activity, in this research - information, consultation and participation - are indeed guiding to municipal practices studied.

nÃo hà / Este trabalho pretende reconstruir o processo de formaÃÃo do sistema de transporte coletivo de passageiros realizado por Ãnibus em Fortaleza entre 1945 a 1960. O estudo compreende os anos posteriores à retirada de circulaÃÃo dos bondes elÃtricos da Cearà Light, no final do ano de 1947, assinalando as transformaÃÃes da cidade e as condiÃÃes da mobilidade pÃblica no decorrer dos anos de 1950. Num universo de ampliaÃÃo de territÃrios e de diversificaÃÃo das experiÃncias urbanas, a narrativa percorre a constituiÃÃo recÃproca dos grupos sociais ligados ao transporte, percorrendo seus discursos e suas prÃticas polÃticas nos conflitos que envolveram as tentativas de normalizaÃÃo do serviÃo. / This paper aims to rebuild the process of consolidation of public transportation system with buses in Fortaleza, from 1945 to 1960. It focus on the years after trolley cars stopped to circulate in Fortaleza, in the late days of 1947, highlighting the transformations in the city and the conditions of public mobility in the 1950âs. On a time of city growth and diversification of urban experiences, it shows the first days of social groups related to public transportation, with their methods in the struggle that happened with the attempts to normalize the service offered to the population of the city.

Magister Administrationis - MAdmin / Local government is a key point of service delivery and is the sphere where most people interface with government. A good relationship with communities at local government level is therefore critical. Ward committees were designed to improve the relationship between citizens and municipalities and to give effect to the constitutional obligations of municipalities, to provide democratic government and to involve citizens in the affairs of local government. The establishment of ward committees has been met with great enthusiasm by local communities, as a platform to engage with municipalities. National government and provincial governments were key drivers in this project , with support to municipalities in the establishment of ward committee. This endeavour was intended to facilitate better relationships and cooperation between council and its communities. This objective of this research study was to explore whether participatory democracy can be enhanced through a participatory monitoring and evaluation approach within the current ward committee system. The main research question was whether ward committees could be utilised as effective instruments for participatory monitoring and evaluation of municipal service? The sub-questions were: what is the theoretical and legal framework for ward committees; what was the status of ward committee in Knysna Municipality; what were the challenges of the ward committee system; is there a role for ward committees in participatory monitoring and evaluation; and were there recommendations for the involvement of ward committees in participatory, monitoring and evaluation and improvement of the efficacy of ward committees? The study arose out of continuous service delivery protests by communities because of the dissatisfaction with the state of municipal services. Secondly, various research studies have found that, despite national, provincial and local government support programmes for ward committees, the majority remain ineffective and inefficient, and the social distance between communities and municipalities is growing. The lack of communication and the non-responsiveness of municipalities were found to be some of the main causes for the ineffectiveness of ward committees. Key theorists suggest that some of these protests would not occur if effective monitoring and evaluation are institutionalised and communities are involved in monitoring and evaluation. A participatory approach for monitoring and evaluation was therefore examined within the local government legislative framework of South Africa. A qualitative research method was chosen, using a case study design. The case study design was chosen because such studies do not attempt to make any generalisations in term of the results or that it will be similar in another case study. This study was focussed on exploring and understanding the issue. Primary data was collected through interviews and focus groups with ward committee members, ward councillors and municipal officials. Key findings gave emphasis to challenges of lack of communication, non-responsiveness of municipalities and contestation from other community-based organisations that had a negative impact on the credibility and authority of ward committees. The effectiveness of the municipal performance management system as a monitoring and evaluation tool was also questioned in the findings. The significance or value of the study lies in the finding that willingness for participatory monitoring and evaluation exists as does the insight into the status of municipal performance management systems. Recommendations are made for delegating monitoring and evaluation functions to ward committees. Further investigations into modalities for participatory or result-based monitoring and evaluation, as well as the impact of financial and audit driven performance management system are recommended.

Inicialmente este trabalho conceitua reuso de água, apresentando os critérios e padrões de qualidade de água, para suas várias modalidades. Em seguida estuda a oferta e a demanda de água na Região Metropolitana de São Paulo, bem como apresenta uma retrospectiva das principais crises no abastecimento da região, em termos de quantidade e qualidade de água. Finalmente, depois de resumir os principais casos de reuso de água em outros países e em São Paulo, o trabalho sugere uma estratégia para o desenvolvimento da idéia do reuso potável direto planejado na Região Metropolitana de São Paulo. / At this work defines water reuse, presenting rules and standard of the quality of all kind of water. After that we study supply and demand of water in the São Paulo Metropolitan Region and also present the main water supply crises concerning quality and quantity. At last we sum up the main cases of water reuse in São Paulo and in another countries and also suggest a way of development of planned direct reuse in the São Paulo Metropolitan Region.

Objetivou-se, nesse sentido, investigar como questão geral as contribuições das práticas cotidianas de coordenadores pedagógicos itinerantes lotados nas secretarias municipais de educação em dois municípios da região Litoral Norte no Estado da Bahia para a educação da educação. Nesta pesquisa são apresentadas as similaridades, peculiaridades e o significado desses diferentes contextos. Analisa-se teoricamente os conceitos de educação escolar e gestão da educação no contexto municipal, situando as implicações da gestão democrática, o espaço gestor e as responsabilidades das secretarias municipais de educação e seus agentes. Faz-se uma retrospectiva histórico-conceitual da coordenação pedagógica no Brasil e na Bahia, situando a formação inicial do coordenador pedagógico no curso de Pedagogia. Procura-se conhecer através da pesquisa documental o estilo de gestão assumido pelos gestores de ambos os municípios e discute-se através da investigação empírica o cotidiano dos desses coordenadores pedagógicos, considerando suas atribuições, limitações, possibilidades e desafios encontrados no exercício profissional. Por fim, sistematiza-se as contribuições teóricas e práticas da investigação de maneira que permitam aos municípios uma reflexão do trabalho desenvolvido, assumindo a pertinência da existência e atuação de gestores pedagógicos comprometidos com a coletividade. Trata-se metodologicamente de um estudo multicaso. As evidências do trabalho foram coletadas a partir da análise documental, da observação direta, da aplicação de questionários e da realização de entrevistas. A investigação explicita a existência de uma prática coordenadora com ritmos diferenciados em cada espaço e a necessidade urgente dos municípios modificarem a configuração de coordenação pedagógica itinerante para a presença fixa desses agentes no interior das escolas. O estudo aponta também para a importância de existirem secretarias municipais de educação comprometidas com a concepção democráticoparticipativa de gestão municipal. Nesse sentido, os coordenadores pedagógicos podem ser agentes significativos. / Salvador
