This thesis deals with financing possibilities for investment of the municipality project. The first part includes the theoretical thesis for understanding the functioning of the municipality and put communities funding opportunities. The second section includes a brief introduction to the community, socio-economic analysis and financial analysis in the selected period 2009 – 2012 and also the evaluation of this implementation and introduction the investment activities of the municipality. The last part of the investment project involves the presentation of individual municipality project and the possibilities of its financial coverage with final recommended options for funding.

The paper is divided into the several parts. The theoretical part deals with the findings of the management of the corporations located in the Czech Republic and in the practical part, the corporation Lešná is introduced and its revenues and expenditures are analyzed. The suggested proposals are based on the detected weaknesses and lead to improvement of its financial situation in the upcoming years.

The developmental role of social work in local government in the City of Tshwane Metropolitan Municipality (CTMM)

The adoption in 1997 of the developmental approach to social welfare by the South African government has mandated a developmental role for social work in all sectors and fields, including that of local government. This approach is in line with the developmental role of municipalities. However, despite the mandate, the developmental role of social work has not yet been defined and has therefore not been widely recognised in the context of local governmental. The goal in conducting this study was to determine the developmental role of social work in the local government of the City of Tshwane Metropolitan Municipality as defined by the social workers themselves, and as also perceived by their co-workers. Social workers and their co-workers, who were from different professional categories, comprised the two groups of respondents in this study. Purposive sampling was used to select the two respective groups from one of the CTMM departments, the Department of Health and Social Development. The goal of the study required applied research. The study itself was guided by the qualitative approach and employed a case study design. The data was collected during focus groups and one-on-one interviews, following a semi-structured schedule. The findings indicated that there was a clear understanding of the developmental role of local government, but that there was a lack of clarity as to the social workers’ developmental role. The study concluded that the confusion about the role had been caused by the lack of both appropriate training for social workers in this respect and a proper tool with which to monitor and evaluate the role, as well as the existing iv discouraging environment, none of which were conducive to a satisfactory performance by social workers. It is recommended that the job descriptions of social workers be revised to include their developmental role in the CTMM and that this be formalised in a policy. This would not only demarcate the role of social workers, but would also oblige the CTMM to create an enabling environment in which they could carry out this role. Language as a factor influencing teaching and learning mathematical literacy at grade 12 in Moloto circuit of Limpopo Province

The study was carried out to: (1) determine the relationship between English and mathematical literacy scores at Grade 12 in Moloto Circuit, (2) understand and describe the learning difficulties experienced by learners when English language was used as a medium of instruction, and (3) suggest guidelines that could be used in teaching mathematical literacy. Regression and correlation analyses were carried out to determine the functional and strength of relationship between English language and mathematical literacy in the ten schools of Moloto Circuit. The views of the learners on the use of English language in the learning of mathematical literacy and the use of technical terms were sourced and analysed. The views of the educators about the use of English language as the medium of instruction were also analysed. A mixed approach methodology was used since both quantitative and qualitative methods were employed. The target population consisted of 305 learners who wrote the Grade 12 public examinations in 2016, 585 Grade 12 learners and 10 educators who completed questionnaires in January 2017. A census approach was carried out because everyone in Moloto Circuit doing Mathematical Literacy at Grade 12 level and their educators were studied. Grade 12 results for English and Mathematical Literacy for the 2016 academic year were collected and analysed. Questionnaires with closed and open-ended items were administered on Grade 12 learners and educators for the 2017 academic year in January 2017. Results in the ten schools showed that there was a positive relationship between performances in the two areas. In all cases the computed correlations were significant. This suggested that English influenced performance in Mathematical Literacy. This was supported by coefficients of determination calculations which ranged from 15% to 40%. Most responses indicated that learners found Mathematical Literacy difficult when English language was used as the medium of instruction. The learners preferred that Mathematical Literacy be taught in their mother tongue and that educators explain technical terms associated with mathematics. The educators said that learners had problems in Mathematical Literacy because of the use of English as the medium of instruction. They also said that learners found it difficult to relate Mathematical Literacy questions to real life situations and that the learners lacked adequate practice. Exploring the experiences of women injecting nyaope residing in the City of Tshwane Municipality, Gauteng

The purpose of the study was to explore the experiences of female nyaope injectors residing in City of Tshwane Municipality, Gauteng. The study was conducted at COSUP sites namely; Soshanguve, Pretoria CBD, Sunnyside, Mamelodi, Eersterust, and Attridgeville. The study focused on females who have a history of injecting nyaope, accessing substance use related services at a registered service provider within City of Tshwane Municipality, Gauteng. Research design of the study was exploratory, which is basically used to explore a new topic or learn more about phenomenon where little is known. The research approach was purely qualitative methodology. This permitted the researcher to deeply explore the lived experiences of female nyaope injectors residing in City of Tshwane Municipality, Gauteng. A qualitative in-depth interview method was used to collect data from 24 participants who took part in the study. Questions of the interview were semi-structured, in-depth one-on-one interviews and were used to explore the lived experiences of female nyaope injectors residing in City of Tshwane Municipality, Gauteng. The findings of the study revealed that females who are injecting nyaope, are at risk of contracting HIV and other blood-borne infections. The stigma that is perpetuated by families, intimate partners, communities, health care professionals, and police officers is creating a hostile environment for female nyaope injectors; which increases the risk of contracting HIV and other blood-borne infections. Harm reduction services have the potential to address the needs of female nyaope injectors if fully implemented. It can be concluded that there is a need for substance abuse service providers to implement comprehensive harm reduction services to curb HIV prevalence amongst female nyaope injectors. / Health Studies / M.A. (Social Behavioural Studies in HIV/AIDS)

Service delivery challenges in the provision of sustainable sanitation and clean water: the case of Capricorn District Municipality, Limpopo Province

Thesis (Ph.D.(Public Administration)) -- University of Limpopo, 2022 / South Africa is a country experiencing water scarcity, and the provision of water as well as sanitation is a basic need and a right that must be provided to the populace by the municipalities. The water must either be subsidised by the government through the Municipal Infrastructure Grant or financed through the municipality ’s resources. The Capricorn District Municipality is composed of the Polokwane, Molemole, Lepelle Nkumpi, and Blouberg local Municipalities. Amongst all these municipalities, there is high rural domination and the inability to provide water daily in most jurisdictional areas. In achieving the objectives and addressing factors that impact negatively on sustainable supply of water and effective sanitation within Capricorn District Municipality the study adopted, the theory of rising expectations, the philosophy of servant leadership, the public choice theory, the district’s development plan, the rational model of reasoning and the participatory research paradigm because the study addresses the societal issues that affect mostly marginalised groups. The study used a mixed method research methodology that is dominated by the qualitative method. Quantitative method is used to justify availability of water and sanitation to the Capricorn District’s civilians while the qualitative method was used to investigate the cause and effect of the non-provision of sustainable water as well as sanitation. The study established that there are some hindrances that were found in the focus area (Capricorn District Municipality) because of; illicit activities, poor infrastructural maintenance, and the need to establish an enabling environment by the politicians as well as the officials with no interference in the running of the administrative affairs

Perceptions of traditional healers on collaborating with biomedical health professionals in Umkhanyakude District of KwaZulu Natal

This qualitative study explored traditional healers’ perceptions on collaborating with bio medical professionals. Purposive sampling was used to select study participants, and individual in-depth interviews were used to collect data. Thematic data analysis was conducted. The main findings of the study were that healers are very popular and highly respected amongst African communities. Traditional healers experienced mistrust and disrespect by biomedical health professionals who demonstrated ignorance on traditional medicine. Lack of motivation, incentives and financial support to conduct collaboration activities was another key finding including lack of clear policies and management structures for collaboration. Due to concern for their patients, healers resorted to practising covert collaboration such as not using official referral slips. Positively, healers experienced transformation in terms of knowledge gained from the training on basic HIV-TB epidemiology. There was clear evidence of high ethical practices amongst healers where they put their patients’ welfare ahead of their business interests / Health Studies / M.A. (Public Health)

Exploring the meaning of crime prevention within the Tshwane Metropolitan Police Department

The purpose of this research was to investigate how members of the Tshwane Metropolitan Police Department (TMPD) perceive crime prevention within the context of metropolitan policing. Based on the social constructionist paradigm, the researcher collected data relating to the crime-prevention phenomenon from all rank groups within the organisation by making use of various focus-group and in-depth interviews. Collected data were transcribed, coded, analysed and arranged into themes, subthemes and categories. This analysis indicated that various opinions as to how the crime-prevention phenomenon applies to a metropolitan police department (MPD) currently exist within the Tshwane Metropolitan Police Department. Various opinions were identified as to why a MPD was created, what the focal point of a MPD should be and what the current focal point of the TMPD is. Participants had different views on how a MPD should participate in functions like road-traffic and by-law policing, and how these functions contribute to crime prevention. Crime prevention proved to be an ambiguous term indeed, as no common understanding of this complicated phenomenon could have been identified amongst participants. It seemed that participants were not familiar with the crime-prevention capabilities of the organisation as they advocated a comprehensive participation in crime-prevention models like situational crime prevention, social crime prevention, crime prevention through environmental design, and crime prevention through effective criminal justice, while the organisation can actually participate in these crime-prevention models only to a very limited extent. The lack of a central philosophy or strategy that describes how the TMPD should conduct its business became evident during the study, and resulted in an organisation with no uniform understanding of crime prevention. The purpose of this study was to investigate the socio-economic impact of learners’ achievement at public schools in Nkangala District in the Mpumalanga Province. The benefits of the study were highlighted within the narrative of the study. The study was qualitative in nature and included a literature study, observations and semi structured interviews. It was discovered from the data that the socio- economic conditions in the district, the learners’ home environment, the school environment and the Department of Education impacted on learners’ achievement.
