The Texas Music Educators Association: A Historical Study of Selected Landmark Events Between 1938 and 1980 and the Decisions Which Influenced Their Outcomes

The purpose of this study was to investigate selected landmark events in the historical development of the Texas Music Educators Association, 1938-1980, and the decisions which influenced their outcomes. A polling of twenty former presidents of TMEA selected the following landmark events that helped to shape the history of TMEA: (1) the change from a band organization to a music educators organization in 1938, (2) the University Interscholastic League takeover of contests in 1947, and (3) TMEA's separation from the Music Educators National Conference in 1976. In addition to developing a historical chronology from documentary sources, in-depth interviews were conducted with actual participants in these landmark events. The interviews utilized comparable questions, in order to identify decision-making patterns, while also capturing the atmosphere and visceral context of TMEA history. Literature from the social science disciplines on organizational decision—making was explored for help in understanding what happened, how, and why. In all three events the final decision was strongly influenced by factors external to the TMEA. The strong power position held by school administrators was evident in both the first and second events, while reinforcement from actively lobbying choral directors was also a factor in the first event only. The strong ultimatum from MENC, backed by their unchallenged charter authority, was a key factor in the third event. Still, TMEA continued to grow, and avoided debilitating organizational trauma. TMEA leaders often demonstrated a capacity to react quickly to sudden changes in the organizational environment, turning potential liabilities into assets. The TMEA was found to be an organization greatly dependent on the decisions of others, but strongly independent and self-sufficient in spirit. This independence has both negative and positive potential. It can become an unnatural barrier between Texas music educators and the MENC, or it can fuel the drive for professional excellence in music education.

A Follow-Up Study of Music Educators Prepared at Utah State University Through a Survey of Graduates' Opinions and Professional Responisbilities

The purpose of this study was to assess the opinions of Utah State University music graduates regarding (a) the effectiveness of their training at Utah State University and (b) the applicability of the current music and secondary education department objectives to the graduates own teaching situations. An additional objective was to compare teaching assignments of the graduates. A survey questionnaire was utilized to obtain the data and a return of 85% of the accessible sample was achieved. The sample included all music graduates of Utah State University from 1970- 1977. Based on the graduates responses three recommendations were made: (l) more electives and less requirements should be established in the music education degree program, (2) the course content in music education courses should be centered around the secondary classroom, rather than at the higher education level and (3) students should be encouraged to enroll in the professional education sequence earlier in their program of study.

From Frances Elliott Clark to Today's Higher Education Music Educators: An Exploration of the Perceptions and Usage of Digital Audio via Electronic Reserves and Digital Databases

Currently, there is a lack of research on the use of digital audio from the perspective of music educators in higher education. Researchers [for example: James Mason and Jared Wiercinski (2009), Jean E. Ferguson (2004), Richard Griscom (2003), Scott R. Phinney (2005) and Kathryn Sullivan, John J. Stafford, and Cindy Badilla-Melendez (2004)] have, however, studied streaming audio in relation to university students and libraries. Knowing the perceptions of instructors is important, because according to Oblinger & Oblinger (2005), they may not have the same perceptions as the students. Additionally, Moseley (2010) recommended further qualitative studies concerning the perceptions of faculty regarding technology utilization to allow more in-depth information to be discovered on the topic. The purpose of this qualitative multiple case study was to analyze music educators' perceptions and usage of the use of digital audio (e-reserves and streamed databases) in higher education. This research explained how and why these educators utilize (or do not utilize) streaming audio via e-reserves and databases. The research questions used for this study were: (a) How is streaming audio - in the form of e-reserves and subscription-based databases (Naxos and Classical Music Library - being utilized by college/university level educators at the two studied institutions?; (b) What are the perceptions of the participating music department faculty members on the subject of streaming audio?; and (c) What factors, regarding the use of streaming audio, are considered by the participating instructors to be important? Results of this research revealed participant instructors did utilize digital audio recordings, but not all of the instructors utilized streaming audio. The results of this study also revealed possible reasons for the lack of use of available streaming audio resources.

Leadership and Administrative Tasks of Secondary Choral Music Educators

The problem of this study was the inconsistency between perceptions of secondary choral music educators and college and university choral music professors pertaining to needed leadership and administrative training in undergraduate music teacher education programs. The main purpose of this study was to attempt to develop a list of recommendations pertaining to necessary leadership and administrative tasks of music education majors. Two subpurposes of this study were: to help university and college school officials evaluate the present curriculum and adjust it to help meet the needs of their music education graduates; and to help expand the limited literature base concerning administrative and leadership tasks that are required of bachelor of music education degree graduates. This descriptive study was conducted to attempt to identify administrative and leadership tasks necessary for secondary choral music educators. A four point Likert-type scale was used to identify the importance level of administrative and leadership tasks of secondary choral music educators. A preliminary questionnaire was developed and mailed to a selected panel. After changes were made based on respondents suggestions, two pilot studies were conducted. The results were tested for reliability and validity. It was then sent to 899 secondary choral music educators (25.0% of the population) and to all 131 college and university choral music educators within the Southern Division of the Music Educators National Conference. The conclusions of this study were based on 486 responses from secondary choral music educators and 63 college and university choral music educators. No significant difference existed between the two groups. Developing rapport with parents and conducting fund-raisers were the only two tasks that obtained absolute significant differences. This analysis provided the rationale that 49 of the 51 tasks are basically valued at the same level of importance by secondary choral music educators and college and university choral music educators. All of the tasks, except for attending school board meetings and employing special service personnel received a majority percentage level from both groups for inclusion in a music teacher education program. Recommendations were based on the analyses that the majority of tasks were important and should be included in a teacher education program.

Mokytojų rengimo problema itin aktuali, nes ne tik švietimo reformos eigos sėkmė, bet ir tolesnė mūsų kultūros raida didžia dalimi priklauso nuo tinkamai paruošto pedagogo. Pagrindinė Lietuvos šiandieninės švietimo politikos kryptis – profesinio tobulėjimo skatinimas – atvėrė plačias galimybes pačių mokytojų profesiniam tobulėjimui. Siekiant atskleisti muzikos mokytojų požiūrį į profesinį tobulinimąsi buvo atliktas tyrimas, kurį sudarė tęstinė muzikos pedagogų apklausa raštu bei muzikos ir menų mokyklų vadovų kokybinis tyrimas. Pirmojo tyrimo etapo metu apklausta 109 muzikos mokytojai, antrajame tyrimo etape buvo siekiama apklausti kuo daugiau respondentų, dalyvavusių pirmajame tyrimo etape (91muzikos pedagogas). Tyrimo objektas – muzikos pedagogų kvalifikacijos bei profesinių kompetencijų plėtojimas. The problem of the preparation of teachers has been a relevant one, as not only the success of education reform course, but also the further development of our culture is mostly based on the relevant preparation of teachers. The main direction of present educational policies in Lithuania is the encouragement of professional improvement; ant is has presented wide possibilities of the professional improvement of teachers. Nathaniel Clark Smith (1877-1934): African-American Musician, Music Educator and Composer

This study is a biography of the life experiences of Nathaniel Clark Smith (1877-1934), an African-American musician, music educator and composer who lived during the early part of America's music education's history. Smith became one of the first international bandmasters to organize bands, orchestras, and glee clubs in schools and industries in the United States. Smith was raised and attended school on a military post. He later received a B.S.M.A. from the Chicago Musical College and a Masters in Composition from the Sherwood School of Music. He taught music at five educational institutions: Tuskegee Institute, Western University, Lincoln, Wendell Phillips and Sumner High Schools. Some of his students became prominent musicians. They were Lionel Hampton, Nat "King" Cole, Milton Hinton, Bennie Moten and Charlie Parker. Smith also worked with industries. He conducted the newsboys band for the Chicago Defender Newspaper and he became the music supervisor for the porters of the Pullman Railroad Company. Smith was stated to have introduced the saxophone to African-Americans and he was considered as one of the first composers to notate spirituals. Smith published over fifty works in America. One of his compositions received a copyright from England. His Negro Folk Suite, published by the Lyon and Healy Publishing Company, was performed by the St. Louis Symphony Orchestra. It received a John Wanamaker Award. His Negro Choral Symphony received a copyright in 1934. Smith became co-owner of the first Music Publishing Company owned by African-Americans, the Smith Jubilee Music Company.

An evaluation of music education on elementary schools in Buganda : a way forward

Music education in Buganda, and indeed Uganda as a whole, must re-define its role and nature by essentially changing its structure and character. Currently it is not adequate and relevant enough to cater for the real needs of the learners. This document entails the research undertaken to evaluate music education in elementary schools in Buganda, its historical developments, current status and a possible way forward. In ascertaining and gathering data for this empirical study, ethnographic as well as phenomenological methods were employed. Evidence was collected through literature search, recent publications, questionnaires, interviews, personal experiences and observations. Music at primary level of education in Uganda is categorised under the syllabus of Performing Arts and Physical Education (PAPE). This has become extremely problematic when classroom teachers and specialist teachers are required to implement the music component of PAPE. With the above in mind, a research question was formulated on the basis that a perceived problem existed in the dispensation and delivery of music education in schools in Buganda. The study evaluates the existing government policies on primary education that include the Education Strategic Investment Plan (ESIP), Universal Primary Education, Uganda Primary School Curriculum (UPSC), Uganda Syllabus of Primary Education (USPE), Education Policy Review Commission (EPRC), Education Statistical Abstract (ESA), and Complimentary Opportunity for Primary Education (COPE). In addition, the study analyses the education structure as well as the PAPE syllabus in relation to learners’ own music outside the prescribed school curriculum, teacher training programs and the available resources. Finally a comparative analysis of music and the arts education of various countries and the African perspectives was carried out. Findings reveal that the mission of the MoES through the ESIP is to support, guide, co-ordinate, regulate and promote quality education and sports for national integration, individual and national development. It further indicates that UPE was adopted to address the principle of equity as regards the education access amongst households, without exacerbating the gap between the rich and the poor. The study acknowledges that even though some educators have high qualifications, generally music is perceived as an area in which teachers have a low level of teaching efficacy as a result of inadequate training, lack of music resources and the irrelevance of the music content. The learners’ response to music as a classroom subject is influenced by their own music outside the school. The results presented in this research offer crucial insights for music education, its future role, nature and character. It is evident that among others, the insufficient funding, limited content knowledge and lack of resources remain key factors that inhibit the development of music education in Buganda. The study culminates into recommendations that offer direction and vision for music education.
