Elements Impacting the Integration of the National Network of Fusion Centers with the U.S. National Security Strategy

The National Network of Fusion Centers (Network) represents one of the post-9/11 era organizational efforts to strengthen the security of the homeland through collaboration, analysis, and information sharing. These entities have been subjected to criticisms and have been noted in studies as being deficient in certain areas suggesting that the Network has been experiencing problems with integrating the U.S. national security strategy. Using the multiple streams framework, the purpose of this phenomenological study was to identify and understand elements that have been impacting the Network's integration with broader national security efforts as well as identify items contributing to negative perceptions of fusion centers. Data for this qualitative study were collected through interviews with 13 individuals working within the Network. Collected data elements were inductively coded and then analyzed, demonstrating the relevance of framework to this topic area. Research findings indicated that there were challenges with Network integration that were influenced by perceptions of problems/threats, views concerning a fusion center's primary stakeholder, and constraints related to existing organizational policy and mandates. Barriers to integration stemmed from differing priorities, ineffective marketing, policy requirements, relationships, and limited resources. Study recommendations included the development of a strategic engagement plan, alignment of priorities, and increases in federal funding and representation. The implications for positive social change of this study are associated with proving transparency on the Network, informing national security agencies and decision makers on issues impacting integration, and promoting operational efficiencies.

A Decade of GPS geodesy in the Australian region: a review of the GDA94 and its performance within a time series analysis of a 10 year data set in ITRF 2000

The University of Canberra (UC) has been involved in GPS processing since the late 1980s. This processing commenced with the GOTEX 1988 campaign and progressed through a series of project specific regional campaigns to the current daily processing of a distributed set of continuously operating sites for the determination of precise GPS station positions for user applications. Most of these earlier campaigns covered only short periods of time, ranging from a few weeks to multiple occupations of a few days to a time over one to two years. With software developments, these multiple occupations were able to be combined to produce results from which crustal motion velocities could be extracted. This first became feasible with the processing of the Australian National Network (ANN), which yielded realistic tectonic velocities from two occupations (1992 and 1993) of sites 12 months apart. Subsequently, this was successfully extended by a further 12 months, with re-occupation of certain sites for a third time in 1994. Analysis of the results indicated that the accuracy of determining the earth signals improved as the time span from first to last observation was increased. The same was true also for the determination of the position of global references sites. However, by current standards the results achieved were poor. Consequently, the process was extended to combine the results of subsequent campaigns with the original ANN data set. From 1995 to 1999, campaigns were conducted across Australia, covering many State and tide gauge sites included in the original ANN solution. These provided additional multiple occupations to improve the determinations for both position and velocity. UC has maintained a data set of the global IGS sites, commencing with the IGS pilot campaign of 1992. Daily data sets for those global sites, which contained days common to the regional campaigns, were processed to produce our own independent global orbit and reference frame connection. The motivation for doing so was fourfold. �Firstly, to see if historic data could be reprocessed using current modern software and thus be able to be incorporated in this and other analysts research programs. �Secondly, to compare the results of the reprocessing of the original data set using modern software with the original ANN solution and then validate both the solutions. �Thirdly, to extend the timespan of observations processed to include more recent campaigns on as many original sites as possible. This to achieve a stronger solution upon which to base the determination of an Australian tectonic plate velocity model and provide quality assurance on the solution comparisons with re-observed sites. �Fourthly, to develop a set of transformation parameters between current coordinate systems and the GDA94 system so as to be able to incorporate new results into the previous system. The final selection of regional and global sessions, spanning from mid 1992 to late 2002, contained almost 1000 individual daily solutions. From this 10 year data span a well determined rigid plate tectonic motion model was produced for Australia. This site velocity model was needed to develop a transformation between the thesis solution in ITRF00 an the GDA94 solution in ITRF92. The significant advantage of the plate velocity model is that all Australian sites can now have computed a realistic velocity, rather than being given a value which has been interpolated between sites whose velocities had been determined over a one or two year span. This plate velocity model is compared with the current tectonic motion NNR-NUVEL-1A model and other recently published models. To perform the comparison between the thesis solution in ITRF00 and the GDA solution in ITRF92 a transformation was developed between the two reference systems. This set of transformation parameters, in conjunction with the plate velocity model developed, enables site solutions at any epoch in the current ITRF00 to be converted onto the GDA94, and vice versa, with a simple, non-varying seven parameter transformation. The comparisons between the solutions are analysed for both horizontal position and height consistency. There were 77 sites whose differences were compared. The horizontal consistency was within estimated precisions for 75 of the 77 sites. However, the vertical comparisons revealed many of the single epoch sites, especially in 1992, have inconsistent results between the two solutions. The heights from this thesis for some West Australian sites were compared with analysis done by DOLA and the height recoveries are very similar, indicating a weakness in the GDA94 solution for some of the single epoch sites. Some of these differences have been resolved but others are still under investigation. This thesis describes the repocessing of the original ANN data set, the addition of later data sets, the results obtained, and the validation comparisons of the old and new solutions. As well as the plate velocity model, transformation is provided which enables the user to compute between the GDA94 system, and any epoch result in ITRF00. Recommendations are made as to which sites need additional work. This includes sites which only need further analysis or investigation and those which require further observations to achieve a result which will have acceptable accuracy and reliability.

In this context, our main objective is to verify the design of the health managers of the area covered by the CEREST Presidente Prudente SP, on the importance for this region. Lokální agenda 21 a její význam v rozvoji municipalit / Local Agenda 21 and its impact to the municipality development

This thesis deals with the Local Agenda 21 (MA21) and its impact to the municipality development. The Local Agenda 21 was derived from The Agenda 21, the main document of sustainable development agreed by UN in 1992. It is generally known that society development, population growth and growing peoples needs meet the limited quantities of the resources. Exactly this conflict between unlimited peoples wants and the limited amount of the resources has led to creating the Agenda 21 which was the reaction to unreasonable wastage of the resources and to environment deterioration. Local Agenda 21 is a blueprint paper for local authorities and its main aim is to achieve sustainable development in the particular area. Efficient usage of the resources may be seen as a proper solution. International project Healthy cities (WHO) operates with principles of sustainable development. The theoretical recourse may be found in the first part of the thesis. The practical implementation of MA21 principles (they are derived from principles of sustainable development) in Pelhřimov may be found in the following part. Pelhřimov joined the mentioned project Healthy cities in 2005. It means that these municipalities should respect sustainable development, environment and citizens opinions. Healthy cities also should preserve the environment for future generation.

An exploration of the delivery of community-based psychosocial support services to children living with HIV and AIDS by the Simbarashe National Network for people living with HIV and AIDS in the Kadoma District, Zimbabwe

The delivery of psychosocial support (PSS) services to children living with HIV and AIDS (CLHA) by PSS service providers, such as community-based organisations (CBOs) in resource-poor settings, ensures the availability of consistent and sustainable support to children living with HIV and AIDS. These children face various psychological and social challenges associated with living with HIV and AIDS, such as drug adherence to HIV medication, stigmatisation and distress, among others. This qualitative study explored the critical factors that influence the delivery of community-based PSS services to CLHA younger than 15 years of age in a resource-poor setting by a community-based organisation. Multiple data-collection tools were adopted. As such, a contextualization of worldwide investment flows was made, highlighting t he participation of Brazil, and emphasizing the flows designated for Brazil. Subseq uently, an analysis of the sectorial destinations of these investments was made, undersc oring its effects on the Brazilian economy. Previously, the strategies for attracting investments were studied, with an analysis of the direct and indirect effects that contribute favorably to the attraction of cash flow to the country. The analysis was conducted by a qualitativ e survey i.e. an exploratory analysis of the data, using bibliographic reference, website resear ches and official documents provided by the Brazilian Government. It was noted that the Governm ent remained committed to attracting foreign investment, implementing and innovating in the development of strategies to attract productive capital, with a view mainly to ensure in novative production processes for the country. It was found that the Federal Government i n the period 2003-2013 demonstrated deliberate actions in order to attract FDI. / A pesquisa tem como objetivo analisar as estratégia s brasileiras que contribuem para atração dos Investimentos Estrangeiros Diretos para o Brasi l no período 2003-2013. Para tanto, foi realizado uma contextualização dos fluxos mundiais de investimento, destacando a participação brasileira, enfatizando a evolução des ses fluxos para o Brasil. Em seguida, fez-se uma análise acerca do destino setorial desses inves timentos, ressaltando os efeitos sobre a economia brasileira. Posteriormente, foram estudada s as estratégias de atração de investimentos, com análise dos efeitos diretos e in diretos que contribuem favoravelmente na atração dos fluxos para o país. A análise foi reali zada a partir de levantamento qualitativo, ou seja, análise exploratória dos dados, utilizando-se de consulta bibliográfica e pesquisas aos portais e documentos oficiais disponibilizados pelo governo brasileiro. Ficou constatado que o Governo se manteve empenhado na atração de investim entos estrangeiros, aplicando e inovando na elaboração de estratégias destinadas a atrair os capitais produtivos, tendo em vista principalmente assegurar processos produtivos inovadores para o país. This concept allows to place, historicizing and identify the main actors and stabilizing elements of each historical context, while allowing point periods of instability, which, in turn, drive changes towards overcoming a regime with another. Among the different approaches to the emergence of so-called 3? regime, one issue was highlighted in this research: the politicization of consumption and the emergence and expansion of alternative food networks. In this process, different types of organization, and food market are established at the same time that consumers is centrality. In Brazil, the process of formation of alternative food networks culminated in the construction of the National Network of Responsible Consumer Groups, that did emerge different paths, processes and dynamics of various groups. Among them, we analyze the case of the Rural-Urban Integration Movement ? MICC ? which since the 80s, has been articulating small farmers and working classes of consumers of S?o Paulo east zone around the marketing of organic food and non-organic, also called conventional food. The study examined the performance of the MICC from the concepts of governance, market and embeddedness. As a result pointed that MICC experience is specific because is related to the classic struggles of reducing inequality and social injustice because the emergence of the movement is closely related to the work of the Catholic Church in the context of political mobilization for land reform. However, on the initiative of another actor, the Kairos Institute, MICC expands agenda and form of action, adopting the narrative responsible consumption / O atual debate acerca dos regimes alimentares busca refletir, de maneira geral, as transforma??es do sistema agroalimentar ao longo do tempo e do espa?o. Este conceito permite situar, historicizar e identificar os principais atores e elementos estabilizadores de cada contexto hist?rico, ao mesmo tempo em que permite apontar os per?odos de instabilidade, que, por sua vez, impulsionam transforma??es em dire??o ? supera??o de um regime por outro. Dentre os diversos enfoques sobre a emerg?ncia do chamado 3? regime alimentar, uma quest?o mereceu destaque nesta pesquisa: a politiza??o do consumo e o surgimento e expans?o de redes alimentares alternativas. Neste processo, diferentes formas de organiza??o, rela??o e comercializa??o de alimentos s?o estabelecidas, ao mesmo tempo em que o consumidor ganha centralidade. No Brasil, o processo de forma??o de redes alimentares alternativas culminou na constru??o da Rede Nacional de Grupos de Consumo Respons?vel, que fez emergir diferentes trajet?rias, processos e din?micas de diversos grupos. To approach it will use the Actor- Network Theory. We propose here to look at the crossings between software, public officials and laboratories. The software available for publishing videoclasses by RNP is a Free Software called RIOComposer. This has become a link between free software and distance education. Obviously, this link is not given in a simple way and involves, on our part, a study of the Free Software and the RNP. Besides that, the movement of some laboratories involved with the creation of RIOComposer and other solutions for distance education will be observed. We will monitor the principles that guided the first Free Software developers, as their initial consequences. For that, some authors of social sciences, who proposed to examine the Free Software, will be used. About RNP, we will deal with its various initiatives involving the spread of high-speed networks for the Brazilian academic community and the development of solutions in Information and Communication Technologies. The selected laboratories will be seen in its relations with the Free Software and RNP. / Nosso objeto de estudo é um serviço de videoaulas (videoaulas@rnp) pela internet, mantido pela Rede Nacional de Ensino e Pesquisa (RNP). Para nos aproximarmos dele utilizaremos a Teoria do Ator-Rede. Nos propomos aqui a olhar para os cruzamentos entre softwares, agentes públicos e laboratórios. O software disponibilizado para a editoração de videoaulas pela RNP é um Software Livre chamado RIOComposer. Este passou a ser uma ligação entre Software Livre e Educação a Distância. Obviamente que esta ligação não é dada de maneira simples e envolve, de nossa parte, um aprofundamento sobre o Software Livre e sobre a RNP. Além de pensar o movimento de alguns laboratórios envolvidos com a criação do RIOComposer e outras soluções para EAD. Vamos acompanhar tanto os princípios que guiaram os primeiros desenvolvedores de Software Livre, como suas consequências iniciais. Utilizarei para isso alguns teóricos do campo das Ciências Sociais que se propuseram a examinar o Software Livre. Apresentando também o pensamento de alguns desenvolvedores dos chamados Softwares Livres ou de Código Aberto. Sobre a RNP, trataremos de suas diversas iniciativas, envolvendo a difusão de redes de alta velocidade para a comunidade acadêmica brasileira e o desenvolvimento de soluções em Tecnologias da Informação e Comunicação. Os laboratórios escolhidos serão vistos em suas relações com o Software Livre e a RNP.
