Projeto nacional, desenvolvimento e socialismo de mercado na China de hoje / National project, development and market socialism in China\'s today

O presente trabalho tem por objetivo buscar a relação e síntese existente entre projeto nacional, desenvolvimento e o modelo socialista de mercado na China de hoje. Para tanto, amparamo-nos numa abordagem que privilegiou uma visão de processo histórico à compreensão da própria visão dos clássicos do materialismo histórico acerca da historicidade intrínseca a categorias como transição, processo, socialismo, mercado, planejamento, propriedades privada e estatal e poder político. Partindo do pressuposto da complexidade inerente à formação social chinesa evidenciada na convivência no mesmo país de formações econômico-sociais contemporâneas, mas não coetâneas , pudemos concluir que o espetacular crescimento econômico chinês é fruto de uma decisão política e visão estratégica que serve de amparo à maximização do mercado, do planejamento, da iniciativa privada e da propriedade estatal dos meios de produção. Como uma experiência socialista em estágio inicial, além do poder político, é importante salientar a centralidade ao processo de desenvolvimento tanto do controle estatal sobre os instrumentos cruciais do processo de acumulação (juros, crédito, câmbio e sistema financeiro) quanto da formação de 149 conglomerados estatais nos setores-chave da economia do país. A análise de alguns fatores essenciais do processo em curso na China nos deixou, neste trabalho, a clara percepção de que o século XXI será moldado no curso tanto do processo de unificação do imenso território econômico chinês quanto do crescente poderio financeiro do país. Poderio financeiro com grandes perspectivas de proscrever os instrumentos de dominação nascidas no âmbito de Bretton Woods. / This paper aims to seek the relationship - and synthesis - between national project, development and l \"socialist market\" model in China today. For that we brought him an approach that favored a vision of historical process to understand the very sight of the classics of historical materialism concerning the historicity intrinsic to categories such as transition process, socialism, markets, planning, state and private properties and political power. Assuming the inherent complexity of Chinese social formation - evidenced by the coexistence in the same country of contemporary socio-economic formations, but not coetaneous - we concluded that the spectacular Chinese economic growth is the result of a political and strategic vision that serves as a refuge the maximization of market planning, private and state ownership of means of production. As a socialist experiment in the initial stage, in addition to political power, it is important to stress the centrality - the development process - both from state control of the crucial instruments of the accumulation process (interest rates, credit, currency and financial system) as in the training 149 state conglomerates in key sectors of the economy. The analysis of some essential factors of the ongoing process in China has left us in this work, the clear perception that the twenty-first century will be shaped in the course of both the process of unification of the Chinese economic vast territory, much of the country\'s growing financial might. Financial power with great prospects to proscribe the instruments of domination born under Bretton Woods.

Etude comparée des constitutions syriennes depuis 1918 / Comparative study of Syrian constitutions since 1918

La Syrie est un pays complexe et cela se reflète dans l'histoire de ses constitutions. Avec moins d'un siècle d'existence, la Syrie a connu sept constitutions permanentes, cinq constitutions provisoires, deux constitutions et une charte panarabes, trois arrangements à caractère constitutionnel dont un par référendum et quatre projets de constitutions. Cette multitude de textes à caractère constitutionnel reflète l'intensité de l'histoire politique du pays. Afin de pouvoir les comprendre il faut d'abord en connaître les causes et la finalité. Chacun d'entre eux renvoi à un projet particulier. Les régimes syriens furent très variés (monarchique ou républicains, libéraux ou autoritaires, de droite ou de gauche, militaires ou civils, unioniste ou souverainiste, etc.). Malgré cette diversité, il n'empêche que depuis près de cent ans tous les régimes syriens successifs partagèrent le même Projet National dont les grandes lignes furent tracées par le Pères Fondateurs de la Syrie moderne en 1919, un an après la séparation des provinces arabes de l'Empire ottoman. C'est dans l'optique du Projet National que les premières d'entre elles furent rédigées. Après l'indépendance, le Constituant eut pour souci de réguler les pouvoirs entre l'exécutif et le législatif. L'intervention à répétition de l'armée dans la sphère du politique finit par tourner la page de période de la Syrie libérale et démocratique. Depuis 1963 l'armée et le Baas imposèrent la question sociale et la question nationale dans tous les textes constitutionnels. L'interprétation que firent les régimes baasistes successifs de l'idéologie de leur parti eut un impact sur la politique intérieure et la politique régionale de la Syrie. / Syria is a complex country and this is reflected in the history of its constitutions. In less than a century, Syria has experienced seven permanent constitutions, five temporary constitutions, two constitutions and one pan-Arab charter, three constitutional arrangements one of them by referendum and four projects of constitution. These multiple constitutional texts reflect the intensity of the history of the country. In order to understand these texts, one has to know their causes and their aim. Each one of them relates to a particular project. Syrian regimes were diverse (monarchy or republicans, liberals or authoritarians, right or left, military or civilians, unionist or sovereignist, etc.). Despite this diversity, all Syrian regimes since almost one hundred years have shared the same National Project whose main characteristics were drawn by the Founding Fathers of modern Syria in 1919, one year after the separation of the Arab provinces from the Ottoman Empire. It is within the framework of the National Project that the first constitutions were drafted. After the independence, the aim of the Constituent was to regulate power between the executive and the legislative. The repetitive intervention of the army in politics ended up with turning the page on the period of democratic and liberal Syria. Since 1963, the army and the Baas have imposed the social question and the national question in all constitutional texts. The interpretation that was made by the successive baasist regimes of the ideology of their party has had an impact on the domestic and regional policies of Syria.

Este trabalho versa sobre o pensamento geopolítico argentino entre 1910 e 1945. Neste país, a Geopolítica se desenvolveu dentro de uma estrutura plurinucleada marcada pelo dissenso quanto ao que se entendia ser os objetivos nacionais. Apresenta-se, aqui, um exercício comparativo das ideias do vice-almirante Segundo Rosa Storni (1876-1954) e do embaixador, filiado à União Cívica Radical, Horacio Carrillo (1887- 1955). A partir da leitura da literatura geopolítica desses autores representativos, se objetivou avaliar qual das concepções analisadas encontrou condições de desenvolvimento dentro do cenário em questão. A proposição que defendemos como tese é que, apesar de ser mais citado nos manuais como o principal geopolítico argentino, as ideias insulares de Storni foram superadas pelas ideias continentais de Carrillo. O projeto storniano de uma sociedade marítima não frutificou por conta da insuficiência econômica e territorial do país, dos objetivos continentais de sua política externa e da melhor aceitação das ideias continentais enquanto concepção de mundo. Com esses resultados, nós esperamos lançar luz sobre a gênese da geopolítica argentina, que é estudada amiúde em um estágio de evolução mais elevado, que é o segundo pós guerra. Usando o pensamento geopolítico brasileiro como base de comparação, nós apresentamos conclusões importantes para a compreensão do pensamento geopolítico brasileiro do mesmo período. Neste particular, verifica-se a correlação direta das ideias de Horacio Carrillo com a cosmovisão de Mário Travassos (1891-1973). Isso se dá pelo significado estratégico atribuído, pelos dois autores, à integração física e à visão comum das cidades estratégicas do interior do continente. / This work is about the Argentine geopolitical thought between 1910 and 1945. In this country, Geopolitics has been developed into a polynuclear structure characterized by the disagreement with respect to what was understood as national objectives. We present an exercise of comparison between the ideas from the vice-admiral Segundo Rosa Storni (1876-1954) and the ambassador, filliated to the Radical Civic Union, Horacio Carrillo (1887-1955). From readings of geopolitical works from both representative authors, we aim to evaluate which conception has found conditions of developing in that scenario. Our proposition is that, despite of being more cited in manuals such as the main Argentine geopolitical, the insular ideas of Storni were overcame by the Carrillos continental ideas. Stornis project of a marine society has not fruited due to the economic and territorial scarcity of the country, the continental goals of his foreign policy and the better acceptance of the continental ideas as conception of world. With this result, we expect to shed light on the genesis of the Argentine geopolitics, which is often studied in a more elevated stage, the second post-war. Using the Brazilian geopolitical thought as basis of comparison, we present important conclusions for the understanding of the Brazilian geopolitical thought the same time. In this respect, we verified that there is a direct correlation between the ideas from Horacio Carrillo and the cosmovision from Mário Travassos (1891-1973). This point of view can be explained by the fact that both authors gave strategic significance to physical integration and the common vision of strategic cities in the countryside.

В работе рассмотрены теоретические и нормативно-правовые основы разработки и реализации федерального проекта «Цифровая образовательная среда». Теоретическую основу исследования составляет анализ понятия, структуры и функций цифровой образовательной среды, а также возможностей проектной методологии в управлении цифровизацией российского образования. Представлены результаты анализа нормативно-правовых основ создания цифровой образовательной среды в Российской Федерации. В магистерской диссертации раскрываются результаты эмпирического исследования, посвященного деятельности Министерства образования, науки и молодежной политики Республики Коми по реализации федерального проекта «Цифровая образовательная среда», мониторингу реализации федерального проекта «Цифровая образовательная среда» в Республике Коми. Автор диссертации предлагает проект по созданию регионального ведомственного проектного офиса по реализации национального проекта «Образование» в Республики Коми. / The master's thesis is devoted to the study of problems and ways to improve the implementation of the Federal Project «Digital Educational Environment» in the Komi Republic. The work considers the theoretical and regulatory framework for the development and implementation of the Federal Project «Digital Educational environment». The theoretical basis of the research is the analysis of the concept, structure and functions of the digital educational environment, as well as the possibilities of project methodology in managing the digitalization of Russian education. The results of the analysis of the regulatory framework for the creation of a digital educational environment in the Russian Federation are presented. The master's thesis reveals the results of an empirical study on the activities of the Ministry of Education, Science and Youth Policy of the Komi Republic on the implementation of the Federal Project «Digital Educational Environment», monitoring the implementation of the Federal Project «Digital Educational Environment» in the Komi Republic. The author of the dissertation proposes a project to create a regional departmental project office for the implementation of the National Project «Education» in the Komi Republic.
