Desenvolvida com base no referencial teórico-metodológico que Thompson (1995) classificou como Hermenêutica de Profundidade, o trabalho contextualiza o processo de convocação e realização da Confecom e procura compreender o processo histórico em que essa atuação ocorreu (especialmente dentro dos movimentos negros), de modo a interpretar e compreender o que isso significa para o contexto das políticas públicas de comunicações no Brasil. A dissertação conclui que organizações que lutam pelo reconhecimento público da temática racial e no combate ao racismo, encontraram no acesso aos chamados direitos de cidadania a chave para a luta contra todas as formas de racismo, inclusive aquele reforçado por veículos de comunicação, seja pela invisibilidade dos negros na mídia, seja pela afirmação de estereótipos a partir do ponto de vista social hegemônico. Assim, preocupadas com a invisibilidade dos negros na mídia, com o combate ao racismo e com a promoção da diversidade racial na mídia, as organizações negras também se apropriaram da promoção do direito à comunicação. Um marco desse processo, foi o envolvimento de movimentos negros na reivindicação e construção da 1ª Conferência Nacional de Comunicação, que resultou na aprovação de uma quantidade significativa de propostas prioritárias e contribuiu para o amadurecimento e aprofundamento da recente mobilização dos movimentos negros no que se refere ao tema das políticas de comunicações. ______________________________________________________________________________ ABSTRACT / This dissertation examines the role of social movements, especially the black movements, through the articulation "Black Confecom", at the 1st National Communication Conference (Confecom, 2009). Developed based on the theoretical and methodological framework that Thompson (1995) classified as Depth Hermeneutics, this work explores de process of summoning and taking place of the Confecom, and also seeks to understand the historical process in which this action occurred (especially within the black movements) in order to interpret and understand what it means to the context of public policy of communications in Brazil. The dissertation concludes that organizations fighting for public acknowledgment of the race issue and in combating racism found the key to fight against all forms of racism in the access to the citizenship rights, including the one reinforced by the media, either by the invisibility of black people in the media or by the affirmation of stereotypes from the hegemonic social point of view. Thus, worried about the invisibility of black people in the media, about the fight against racism and trying to promote the racial diversity in media, black organizations also appropriated the promotion of the right to communication. A landmark in this process was the involvement of black movements in the demand and construction of the 1st National Conference on Communications, which resulted in the approval of a significant amount of priority proposals and contributed to the maturing and deepening of the recent mobilization of black movements in relation to the theme of political communications. ______________________________________________________________________________ RÉSUMÉ / Ce memoire analyse le rôle et l'action des mouvements sociaux, en particulier des mouvements antiracisme, à travers l'articulation "Enegrecer a Confecom ", dans le cadre de la 1ère Conférence Nationale de Communication (Confecom, 2009). Élaboré sur la base du cadre théorique et méthodologique de l'herméneutique des profondeurs, Thompson (1995), le memoire éxamine le processus de convocation et réalization de la Confecom et vise aussi à comprendre le processus historique dans lequel cette action a eu lieu (en particulier au sein des mouvements antiracisme), afin d'interpréter et de comprendre sa signification pour les politiques publiques de communication au Brésil. La thèse conclut que les associations qui luttent pour la reconnaissance publique de la thématique raciale et de combat au racisme ont trouvé, dans l'accès aux droits citoyens, la clé de la lutte contre toutes les formes de racisme, y compris celui renforcé par les médias, soit par invisibilité des noirs dans les médias, soit par l'affirmation des stéréotypes hégémoniques sur le plan social. Si préocupées pour l'invisibilité des noirs dans les médias, la lutte contre le racisme et la promotion de la diversité raciale dans les médias, ces associations ont incorporé dans leurs plateformes la promotion du droit à la communication. Une étape importante dans ce processus a été la participation des mouvements antiracisme à la revendication et la construction de la 1ère Conférence Nationale de Communication, ce qui a entraîné à l'adoption d'une quantité importante de propositions prioritaires et a contribué à la maturation et à l'approfondissement de la récente mobilisation des mouvements antiracisme autour du thème des politiques publiques de communication.

Desenvolvido no âmbito do Mestrado Profissional de Saúde Coletiva da Universidade de Brasília, seu objetivo é compreender como se organizaram, durante os anos, os conteúdos e as pautas de saúde relacionadas ao Povo Negro no âmbito do respectivo conselho. Buscou-se então identificar nas atas e pautas do CNPIR as inserções da temática de Saúde da População Negra e seus desdobramentos, conforme orientado pelos princípios e diretrizes do Sistema Único de Saúde; e analisar as concepções das políticas de saúde e do enfrentamento ao racismo por este conselho, especialmente, por parte dos Movimentos Sociais Negros com assento no CNPIR. Para este trabalho é adotado o paradigma metodológico da Afrocentricidade, o qual - enquanto uma perspectiva negra de conhecimento - busca superar as condições de desenraizamento e deslocamento cultural, psicológico, econômico e histórico a que nós, africanos, fomos submetidos, reiterando a agência deste sujeito como protagonista de sua própria história. Para a coleta de dados, realizamos uma análise documental de leitura em profundidade, partindo da compreensão da dimensão social da saúde, apresentando os percursos que perpassaram o processo de racialização da equidade em saúde, assim como ao estabelecimento de padrões da equidade racial em saúde com a institucionalização da Política Nacional de Saúde Integral da População Negra e as perspectivas dos Movimentos Sociais Negros sobre o tema. Amparada pela Lei de Acesso à Informação, foram solicitadas ao CNPIR as atas e pautas das reuniões ordinárias e extraordinárias, durante o período de 2004-2014, via Sistema Eletrônico do Serviço de Informação ao Cidadão/e-SIC. Observou-se que o CNPIR, ao longo dos seus 11 anos, baseou-se num modelo campanhista de saúde e suas principais discussões na área estão ligadas à participação em eventos. Assim, questionamos a política de integração adotada pelo Movimento Negro que aposta na via governamental, reconhecendo, portanto, a falência do projeto de promoção da igualdade racial no campo da saúde e que corrobora ao estado de colonialismo interno. Na contrapartida, oferecemos uma solução panafricana para a saúde do Povo Negro, que rompa com o projeto de integração e que invista em sua autodeterminação, estabelecendo o Poder Negro e, portanto, suas próprias instituições,as quais, zelando por sua autonomia e independência, rompam com o mito da brasilidade. / This is a qualitative study on the discussions of equity in health for the Black People within the framework of the National Council for the Promotion of Racial Equality linked to the Secretariat of Policies for the Promotion of Racial Equality between the years 2004 to 2014. Developed under the Professional Master's Degree Of Collective Health of the University of Brasilia, its objective is to understand how, over the years, the contents and health guidelines related to the Black People were organized within the respective council. It was sought to identify in the minutes and guidelines of the CNPIR the insertions of the Health of the Black Population theme and its unfolding, as guided by the principles and guidelines of the Unified Health System; And to analyze the conceptions of the health policies and the confrontation to the racism by this council, especially, of the Black Social Movements with seat in the CNPIR. For this work the methodological paradigm of Afrocentricity is adopted, which - as a black perspective of knowledge - seeks to overcome the conditions of uprooting and cultural, psychological, economic and historical displacement to which we Africans have been subjected, reiterating the agency of this subject As protagonist of its own history. In order to collect data, we performed a documentary analysis of reading in depth, starting from the understanding of the social dimension of health, presenting the paths that went through the process of racialization of health equity, as well as the establishment of standards of racial equity in health with The institutionalization of the National Policy of Integral Health of the Black Population and the perspectives of the Black Social Movements on the subject. Supported by the Law on Access to Information, the CNPIR requested the minutes and guidelines of the ordinary and extraordinary meetings, during the period 2004-2014, via the Electronic System of the Citizen Information Service / e-SIC. It was observed that the CNPIR, during its 11 years, was based on a model of health care and its main discussions in the area are linked to participation in events. Thus, we question the integration policy adopted by the Black Movement that bets on the government route, recognizing, therefore, the bankruptcy of the project of promoting racial equality in the field of health and corroborating the state of internal colonialism. On the other hand, we offer a pan-African solution for the health of the Black People, which breaks with the integration project and which invests in its self-determination, establishing the Black Power and, therefore, its own institutions, which, Independence, break with the Brazilian myth.
