Two sets of theories are used sequentially in the analysis of the policymaking behind Learnfare. The first series consIsts of theories of the overall pollcymaking process, and includes the rational comprehensive, incrementalist, and two models of "organized anarchy" including the "garbage can" and "policy windows" perspectives. The second series focuses more specifically on the role of policy analysis itself within the larger process, and includes models I abstracted from several recent writings on the subject. The task here is to characterize the nature of analysis and the work of the analyst. These models consist of the "anti-analytic" and "analyst subordination" theses, and the perspective of "policy analysis as art and craft". For the most part, both sets of models afforded helpful and distinct insights into the Learnfare policymaking process. / Ph. D.

The effects of school attendance zone changes on high school students' attitude toward school, academic achievement, attendance, and participation in extracurricular activities

This study investigates the effect on high school students' attitude toward school, on their academic achievement, on their attendance, and on their participation in extracurricular activities when they have been forced to transfer schools because of changes in school attendance zones. Four hundred four randomly selected high school students from four groups were surveyed in four of Virginia Beach's seven high schools. These four groups were divided as follows: Group I Students who were forced to transfer schools Group II Students who elected to choose junior/senior option in order to remain in their 1982-83 schools Group III Students who were not affected by the attendance zone changes and remained in their 1982-83 schools Group IV Students who transferred into Virginia Beach City Schools from outside the city To determine the effect on attitude, the students were administered an Attitude Toward School Survey. An analysis of variance between the mean scores of the four groups was utilized to determine significant differences among the groups. An Extracurricular Activities Participation Questionnaire was administered to students and an attendance and grade point average worksheet was completed by school personnel to measure the other effects. The results from these instruments were analyzed by the analysis of covariance procedure in order to determine significant differences. In those instances where significant differences were found, the means of the groups were further analyzed by a multiple range test. Results indicated that no significant differences in student academic achievement, attendance, or participation in extracurricular activities were found among the four groups. There were significant differences, however, in attitude toward school among the various groups. The differences in this area resulted in those groups of students who were forced to transfer schools, either from within or from outside of Virginia Beach, having a less positive attitude toward school than those groups of students who chose the junior/senior option plan or who were not affected by the attendance zone changes. / Doctor of Education

Bakgrund: Problematisk skolfrånvaro oavsett motiv är ett hinder för elevens skolgång. Orsaker till skolfrånvaro kan vara skolk, kronisk sjukdom och tillfällig sjukdom. Elevhälsan där skolsköterskan ingår har en betydande roll i att främja elevers skolnärvaro och tidigt identifiera elever som behöver anpassningar för att nå utbildningsmål. Syfte: Syftet var att utifrån skolsköterskans roll utforska vilka faktorer som minskar skolfrånvaro. Metod: En systematisk litteraturöversikt användes. Totalt 20 vetenskapliga artiklar varav elva kvantitativa och nio kvalitativa analyserades enligt Polit och Becks (2021) analysmetod. Resultat: Tre huvudteman framkom: Kännedom om elevens hälsa och livsvillkor, Skolsköterskans kompetens och Skolsköterskans närvaro och kommunikation. Problematisk skolfrånvaro kan bero på olika orsaker som elevens sociala miljö, skolk och kronisk sjukdom. Medicinsk kompetens hos skolsköterskan är viktigt för att kunna ge eleven evidensbaserad vård. Ett gott samarbete mellan hemmet och skolan samt att skolsköterskan är närvarande på skolan ger en trygghet för eleven och bidrar till att minska skolfrånvaro. Konklusion: Slutsatsen visar att skolsköterskan har en viktig roll för elevens närvaro genom att vara länken mellan eleven, hemmet och skolmiljön. Det visar sig en närvarande skolsköterska på skolan leder till minskad skolfrånvaro. / Background: Problematic absence from school, regardless of motive, is an obstacle to the student's school attendance. Reasons for school absence can be truancy, chronic illness and temporary illness. The school nurse has a significant role in promoting students' school attendance and early identification of students who may need support for the adaptation in the school and help them to reach their educational goals. Aim: The aim was to explore, based on the school nurse's role, which factors reduce school absenteeism. Method: A systematic literature review was used. A total of 20 scientific articles, eleven quantitative and nine qualitative, were analyzed according to Polit and Beck's (2021) analysis method. Findings: The analysis resulted in three main themes: Knowledge of the student's health and living conditions, the School Nurse's competence and the School Nurse's presence and communication. Problematic school absence can be due to various reasons; the student's social environment, truancy, chronic illness. The right medical competence of the school nurse is important to be able to provide the student with evidence-based care. Good cooperation between home and school, as well as the presence of the school nurse at school, provides security for the student and contributes to reducing school absences. Conclusion: The conclusion shows that the school nurse has an important role for the student's attendance by being the link between the student, the home and the school environment. It turns out that having a school nurse present at the school, leads to reduced school absenteeism.

In my Master Thesis, I am dealing with the issue of posponing child's school attendance with a special regard to the motives of parents leading to suspension. The Thesis is bothe theoretical and empirical. The theoretical part is mapping the theme of suspended school attendance and socio-pedagogical aspects related to the decision making process leading to suspension. The empirical part offers selected examples of parents' motivation apllying for postponing of their child's education. My research is based on interview and questionnaire. I used available Czech materials as a source of expert information and I draw from the experience of my empirical research in the last chapter.

This diploma thesis deals with an admission procedure to the first form of primary education, school readiness, beginning of the school attendance and a formation of initial literacy in the first form of primary school. The theoretical part focuses on the ontogeny of a child in the pre-school and young school age, school readiness, the beginning of school attendance and the initial reading and writing skills. The research focuses on the preparation of children in kindergartens for school. It also describes three processes of admission procedure to the first form of primary school at three different schools. The author also analyses results of these admission procedures in 2018. She also analyses the human body drawings in connection with the school readiness. Last but not least she analyses the formation of hygiene habits of pupils in the first forms. The findings of this research are compared with the information in the theoretical part. There are also many appendices that document the research. At the end of the thesis there is the interpretation of the research and a description of contemporary school readiness issues.

The purpose of this paper is to investigate the topic of school-matureness diagnostics.Through theoretical background it presents, at which level a child should be developed enough in terms of his/her character and knowledge, before entering the compulsory school attendance. Terms such as school knowledge and school readiness are tightly connected to the topic and explained in this research. Recent and former legislative requirements concerning the beginning of one's compulsory school attendance, school enrollment, and postponement of compulsory school attendance are mentioned. Following the theoretical part, the practical part of this thesis diagnoses school maturity. The Preliminary test of school maturity by Jaroslav Jirasek is described in detail, other often used diagnostically materials and publicly available publications with content being well usable for the diagnoses are also shortly introduced. Base don those publications a test for the diagnosis of school maturity was developed, and it was together with Jirasek's Preliminary test of school maturity used for testing school maturity with a research sample. The diploma thesis deals with the issue of school maturity and readiness of pupils in the preparatory class. In the theoretical part the basic terminology from the field of pre-school education and problems of entering the elementary school is defined. There are also the principles of the preliminary test of school maturity described in detail. They are subsequently applied in practical research. The research part focuses on the comparison of the level of school maturity and readiness of pupils in the preparatory class and children in kindergarten. The survey was mainly conducted using qualitative methods, specifically through interviews, questionnaires and anamnesis. However, one quantitative method was also included - the standardized preliminary test of school maturity. This test focuses on fine motor skills and visuo-motor coordination ability. The research was carried out in preparatory classes and kindergartens in Mladá Boleslav and its surroundings. The goal of this diploma thesis was to find out whether education in a certain kind of preschool facility can affect children's readiness for school.
