Introducing land markets in First Nations: transgressive tendencies, post-colonial possibilitiesLocke, Jason Charles 15 September 2008 (has links)
This thesis examines attempts to transform access to land and housing in First Nations (‘Indian Reservations’) in Canada through the mechanism of market development. This initiative, proposed by the Government of Canada to First Nations, is a deliberate shift away from socially funded housing to owner occupied housing as a way to increase wealth and address social conditions.
The thesis begins with a brief statement of how recent policy shifts in First Nation housing have been justified by neoliberalism, and outlines policy and planning interventions consistent with neoliberalism to develop First Nation homeownership programs. Next, the thesis examines market development in Indigenous lands internationally and draws on lessons learned that may take shape in First Nations. Finally, the thesis examines how interventions in First Nations have been discussed in recent policy documents leading up to the Kelowna Accord signed in 2005, and reports on critical discourse analysis of the documents that were authored by the signatories to support negotiations on the Accord. The purpose is not so much to evaluate the interventionist policies as it to highlight what they attempt to achieve, and to identify some of the challenges they present to planners.
Specifically, the thesis addresses the question: what underlying meanings have been embedded in the documentation supporting negotiations on the land questions between Ottawa and Aboriginal organisations? To this end, it extends the analysis by Skelton and Ribeiro (2006), which raises concerns in relation to social rights, Aboriginal governance and social relations that may accompany the introduction of land markets. Findings show how powerful policy discourses shaped by ideological beliefs privilege particular market forms. However, the emphasis on developing market mechanisms fails to address fundamental issues, such as the underlying cause of poverty and homelessness in First Nations. Such insights challenge current direction in First Nations housing policy and calls for socially responsive and community-based solutions to housing that are relevant to culture, context and place.

Factors Influencing Web Tenure in a Tropical Spider and Comparison between Forest and Non-forest HabitatsBarraza, Daniella R 01 January 2012 (has links)
Webs are fundamental to the ecology of Nephila clavipes, the golden orb-weaver spider, because they serve as sites for prey capture, reproduction, competition, predation, and parasitism. In addition to the presence of the female N. clavipes, males and kleptoparasites reside on the web in varying numbers. Webs are also found in clusters with conspecific females. Web site selection and length of web tenure is a behavioral decision vital to the spider’s fitness and the ecology of her species. I conducted a field census to quantify these factors and analyze their influence on web tenure, compare web ecology between a forest and non-forest habitat, as well as explain the significance of N. clavipes’ web as central to many interactions. Web tenure, as well, was influenced differently by the factors between both environments. In the forest habitat, increase in prey capture rate decreased web tenure and inclusion in cluster increased web tenure. In the non-forest habitat, only increase in spider size was related to increased web tenure. There were significant differences between the two habitats in the sizes of the female spider and quantity of males and kleptoparasites. Results also showed that spider size influenced quantity of males and web diameter influenced quantity of kleptoparasites. Explanation of these results can be attributed to the complex relationships among the variables and the consequences of living in habitats impacted by human occupation.

THE EFFECTS OF MINIMUM SALARIES ON FIRM TENURE, CAREER LENGTH, AND THE EXPERIENCE DISTRIBUTION: EVIDENCE FROM THE NATIONAL FOOTBALL LEAGUEDucking, Johnny C. 01 January 2011 (has links)
I use data from the National Football League (NFL) to analyze the impact of minimum salaries on an employee’s firm tenure, an employee’s career length, and an employer’s distribution of employee experience. The NFL has a salary structure in which the minimum salary a player can receive increases with the player’s years of experience. Salary schedules similar to the NFL’s exist in public education, Secret Service, Internal Revenue Service, other federal government agencies, the Episcopalian church, and unionized industries. Even though the magnitude of the salaries in the NFL differs from other industries, this study provides insight to the impact of this type of salary structure firm tenure, career length, and the experience distribution.
In the first essay, I analyze the impact of minimum salaries on firm tenure and career length for six positional groups in the NFL, defensive backs, defensive linemen, linebackers, running backs, tight ends, and wide receivers. A major advantage of using NFL data is that I am able to control for a player’s productivity. I find statistically significant evidence that minimum salaries shorten firm tenure and career length when they require teams to increase a player’s base salary from year t to year t+1 or a player’s total compensation from year t to year t+1.
In the second essay, I analyze the impact of minimum salaries on the experience distribution. I exploit the fact that the NFL’s minimum salary schedule causes the relative minimum price between two experience levels to change over time. This provides teams with an incentive to substitute away from the experience level whose relative minimum price becomes more expensive. I find evidence that when relative minimum prices change, the experience distribution changes.

Land, authority and the forgetting of being in early colonial Maori historyHead, Lyndsay Fay January 2006 (has links)
This thesis attempts to understand the intellectual milieu of Maori society in the early colonial period through the medium of Maori-language sources of information dating from that time. A base in Maori documentary allows Maori history to exist under the same disciplines as that of other literate peoples. The thesis argues that the imposition of English meanings on Maori language has shaded Maori meanings. It offers a rereading of documents including the Treaty of Waitangi in order to restore their Maori historicity. Maori society has also been misrepresented historiographically by the creation of false distance between metropolitan and indigenous culture, including the failure to sufficiently consider the shaping force of literacy on Maori perceptions of citizenship and on the politics of sovereignty that developed at mid-century. The thesis argues that land sales were the main Maori experience of government, and that the government's ability to define the terms of the market reconstrued society in ways which destroyed its former political structure.This turned it into a land-owning collective, in which power lay not in human consequence, as formerly, but in the size of the cultivations to which an owner could prove a right in terms constructed by officials. All members of the kin-group were constutued land owners, and the status of the chief was reduced to the size of the lands to which he could prove ownership. By 1865, when the Native Land Court was instituted, power within Maoridom lay in the land itself: te mana o te whenua. This position was written into culture, and endures into the present. The premise of the thesis is that change towards western norms is the proper frame of study of colonial Maori society, but that the magnitude of change has been obscured, both by the politicisation of the past on presentist premises and by the transformation of colonial models into what is now assumed to be 'traditional Maori society'. In order to separate the colonial from the traditional the thesis looks at precontact society custom regarding authority over land and fisheries. The thesis underscores the magnitude of change when tapu disappeared as the support of chiefs' civil governance, which was played out in the migration of mana (personal power) from chiefs to, modern, land. The disappearance of tapu also, however, aided the rise of Maori civil society within the colony on the basis of the desire for modernity which kept Maori engaged with the government - and therefore still governed. This is studied through letters that detail the operation of civil life in Taranaki and among Ngati Kahungunu, with special reference to the experience of Wiermu Kingi and Renata Kawepo.

FULL-TIME NON-TENURE TRACK FACULTY: IDENTITY AND DEPARTMENTAL PERSPECTIVESCunningham, Kathryn Dehner 01 January 2014 (has links)
This study examines perceptions of 12 full-time non-tenure track faculty members about their professional and academic selves in a research-intensive university. A phenomenological approach is used to gain insight into the complexities of the experience of being a full-time faculty member, off the tenure-track, whose primary responsibility is teaching within a research-intensive institution. The notion of tenurestream as the only desired path to being an academic is challenged by these faculty members’ understanding of their identities. This researcher considers how professional identities may be understood and suggests that the meanings and values these faculty members attach to their professional roles may be embedded in their perceptions of how their role fits within the department.
Throughout this qualitative inquiry, the perspectives of these faculty members are positioned as a primary source of data about the experience of being a full-time non-tenure track faculty member. By using a phenomenological approach and taking a constructivist perspective this researcher finds that extant theories that view this population through a deficit model are inaccurate. Additionally, essentialist and homogenizing descriptions of this population are also found to be insufficient. A qualitative analysis suggests the viability of an alternative description of this population, one which reflects the nuanced view of professional identity these participants expressed. Based on structural categories adapted from Martin’s (2002) three perspective view of organizational culture, their perceptions are categorized according to the congruence expressed between their social identity and their professional role. Perceptions shared about their departmental culture are similarly categorized which provides insight about the influence of policies, practices, and collegial interactions on professional lives.

In this research, I present critical facts about Land Tenure Systems and Poverty Reduction processes in Mafela Resettlement community. I focus mainly on the Post-Fast Track Land Reform (2004-2011) period and the interactive processes in this new resettlement area. The research - premised on the rights approach - sought to explore land tenure rights systems and poverty reduction mechanisms seen by the Mafela community to be improving their livelihoods; it also sought to find out if there is evidence linking tenure rights to poverty reduction and how land tenure rights governance systems affect their livelihoods. Suffice to say in both the animal kingdom and human world, territorial space and integrity, its demarcation as well as how resources are used within the space, given the area - calls for a - defined system of rights by the residents themselves. Inte förrän media började rapportera om problemet tidigare i år har diskussionen satts igång och flera organisationer har gjort uttalande och förenklingar. De har visat sig vara svåra att tolka och implementera och för en del bostadsrättsföreningar kan tillämpningen vara ödesdiger. Valet står mellan två regelverk i det så kallade K-projektet. Syftet med studien är att utifrån bostadsrättsföreningarnas perspektiv utforska vilka faktorer som påverkar och hur de påverkas beroende av redovisningsvalet styrelsen gör. Detta kommer utföras genom att studera ekonomiska förvaltare som förser föreningarna med rekommendationer och information. Studiens problemformulering är därför vilka faktorer påverkar föreningarnas val av regelverk. Studien kommer utgå från ett abduktivt resonemang vilket är väsentligt för en explorativ studie. Tillsammans med teorier om rationella beslut, principal-agent förhållande, intressenter och risk, kommer vi att skapa en förståelse för hur föreningar fattar beslut. För att uppnå detta mål och få en bra helhetsbild kommer vi att utgå från kvalitativa undersökningar med semi-strukturerade intervjuer. För att styrka studiens tillförlitlighet utgick vi ifrån tillförlitliga metoder som är en central del för en god forskning. Vi har varit konsekventa och opartiska där vi utgick från samma material vid samtliga intervjuer för att forskningsfrågan ska anses korrekt framförd. Genom att analysera empirin har vi kunnat skapa exempel på möjliga scenario i resultaträkningar för att enklare kunna göra kopplingar till teorin. Resultatet av studien konstaterade att det är flera faktorer som påverkar valet som styrelsen gör. Not until the media began to report on the issue earlier this year, the debate has been launched and several organizations have made statements and simplifications. They have proven to be difficult to interpret and implement, and for some housing associations, the application may be fatal. The choice is between two sets of rules in the K-project. Depending on the choice that the Board make, the consequences of the different choices differ markedly. The purpose of the study is that the basis of condominium associations' perspective, exploring the factors that influence and how they are affected, depends on the accounting elections board does. This will be carried out by studying financial managers that provide boards with information and recommendations. The problem of the study is therefore what factors affect board election of the regulations. The study will be based on an abductive reasoning which is essential for an exploratory study. Along with theories of rational decisions, the principal- agent relationship, stakeholders and risk, we will create an understanding of how associations make decisions. To achieve this goal and get a good overall picture, we will start from qualitative research with semi-structured interviews. In order to prove the reliability of the study, we started from reliable methods that are a central part of good research. We have been consistent and impartial where we started from the same material at all interviews, to research the matter shall be correctly performed. By analyzing empirical data, we have been able to create examples of possible scenarios in the financial statements for easier linkage to theory. Results of the study found that there are several factors affecting the choice that the board does. Patterns of residence and inheritance of rural Rastafarians of JamaicaHagelin, Christopher A. January 1995 (has links)
The objective of this thesis is to examine the patterns of residence and inheritance of rural Rastafarians of Jamaica. A historical materialist perspective is used to investigate the development of the matrifocal rural peasantry and the Rastafari movement, focusing on major economic changes which laid the foundation for the present cultural patterns. Ethnographic fieldwork was carried out from January to June 1995, in which a participantobservation methodology was used to gather data concerning patterns of residence and inheritance of 22 Rastafarians. The findings demonstrated that rural Rastas have difficulty practicing their ideal patrilineal patterns due to economic and material conditions; poverty and limited access to land impose limitations on patterns of residence and inheritance. Following a period of isolation after converting to the movement, Rastas generally must return to their mother's family to gain access to land and gardens or continue to squat in the mountains on government or private land. / Department of Anthropology

The purpose of this study was to determine the induction problems of temporary
teachers in secondary schools in the Northern Cape Province. This aim was achieved
by firstly embarking upon a literature study on the nature of induction and secondly on
the induction problems of temporary teachers. Thirdly an empirical investigation was
conducted on the induction problems of temporary teachers. Finally, recommendations
were made through which temporary teachers' problems can be resolved.
Findings from the literature study indicate that the temporary teacher encounters
numerous induction problems that include administrative problems, problems with
teaching and learning, management problems, interpersonal and other problems.
Administrative problems include aspects such as late notice of a post, that no floor plan
is presented, that school rules and departmental regulations are not conveyed to the
temporary teacher, problems with internal administrative issues and a lack of an
information brochure. Problems with the learning and teaching situation relate to issues
such as poor lesson planning, a poor culture of learning and teaching as well as strikes
by teachers. Management problems relate to issues such as in service training,
classroom management, school environment, service contract, unfamiliarity with
management style and a lack of acknowledgement Interpersonal issues include
problems with collegial and learner relationships as well as problems with parent
teacher contact. Other problems include aspects such as personal problems, privacy,
versatility, future planning and continuity.
Findings based on the empirical study indicate that the respondents encounter less
(none too few) problems within the school as was reported in the literature study.
However, there are issues such as redeployment of teachers, service contract,
uncertainty about a teaching post, lack of parental involvement and a lack of writing and
textbooks which pose problems for the temporary teacher. These issues do not
lie within the sphere of the school itself but need the attention of the Department of
Education.
The recommendations of this study therefore emphasise the need for the Department
of Education to take an in depth look into the last mentioned factors that are causing
problems for temporary teachers. Furthermore it is to be recommended that temporary
teachers can be part of the induction programme of permanent teaching staff seeing
