台灣地區人口遷徙與地區發展之研究-以台北都會區為例 / A Study of Migration and Regional Development in Taiwan - A Case Study of Taipei Metropolitan

台灣地區的人口分佈,近三分之一集中於台北都會區,每年仍吸引大量的遷徙人口進入,不僅在量上可觀,遷入者之質上多屬各地區年輕、教育程度高、所得高的人,使得台北都會區之發展條件與資源遠非其他區所能比擬,大量的人口遷入,雖可提供所需人力,加速發展,但也因此使得都市建設無法趕上發展速度與之配合,種種不經濟的現象已逐漸浮現,並且造成區域差距的擴大,而付出許多額外的社會成本。   台灣地區跨縣市之人口遷徙,以數量而言,仍是以遷往台北都會區為主要流向,但比較八十一年與七十八年之遷入情形,已有緩和之趨勢,在數量上已減少了近三分之一。而由於台北都會區之政經中心的地位,政策上總是投入大量資源改善其擁擠情形,但卻吸引更多的人口遷入,成為惡性循環,應趁此遷入人口緩和之際,在資源的分配上作一調整。   整體而言,驗証台北都會區之遷入人口,特別具有遷徙傾向者之共同性質為年輕、教育程度高、家庭束縛力輕、男性。   各縣市之地區特性會對不同屬性之個人遷徙產生影響,以往之研究多僅就遷徙數量探討,而未區分出遷徙傾向人口,本文即因此分別探討不同屬性個人遷入台北都會區,所受地區特性之影響不同。   就台北都會區內遷徙而言,雖然台北市遷往外圍市鄉鎮之人口,在數重上雖大增,但現階段以遷徙者之個人屬性來看,與國外都會區之郊區化中,中產階級紛紛遷離中心都市之現象並不相同。

European integration provokes competition between the European metropolitan areas. At the same time, the question at which locations services of highest centrality are produced remains open. The paper analyses how far the German capital Berlin accepts the challenge to accomodate headquarters of multinational firms. Our investigation shows that Berlin's qualifications to attract headquarters are quite well. The number of headquarters residing in Berlin has increased subtly but contiuous during the last 15 years. One advantage could be the spatial proximity to the Eastern European markets.

Social Spatial Polarization in the Toronto Metropolitan Area

This thesis presents evidence that income polarization is accompanied by increasing social-spatial disparities between areas of the city that were developed in different societal contexts, with different planning approaches, and that have different land use and transportation dynamics. An analysis of the social structure of the Toronto Metropolitan Area finds indications of widespread gentrification in the inner city, socioeconomic decline in the postwar suburbs, and sustained household affluence in the ever expanding outermost suburbs of the metropolitan area. It is argued that, as a political and social endeavor that is embedded in broader development regimes, urban planning influences social-spatial polarization to the extent that it influences urban form.

A New Metropolitan Area Network Architecture on Next-Generation Optical Network

Due to the advances in content distribution and data center technologies, the traffic inside metropolitan area network (MAN) becomes more and more distributed. The current MAN architecture that only plays the role of bridge becomes insufficient to handle such new traffic patterns. Hence, the demand for a new MAN architecture is inevitable. It is expected to be both efficient and cost-effective. In this thesis, we proposed Optical Buffer Ring (OBR) as the solution of next generation MAN. It combines both OBS's low end-to-end delay and RPR's low loss rate. And compared to more advanced network architectures based on optical packet switching, OBR is of lower cost and thus more feasible in the near future. To evaluate the performance of OBR, we conducted simulation study over large set of parameters. According to the results, the performance of OBR indeed coincides with our expectation. Furthermore, OBR scales better than both OBS and RPR in that the end-to-end delay of OBR decreases as network size increases while the loss rate increases little with network size. Integrating land use and transportation planning : metropolitan planning organizations’ efforts and challenges

The role played by Metropolitan Planning Organizations in regional transportation planning across the United States is steadily growing, and with Congressional reauthorization looming, experts expect that role to further expand. Increasingly, MPOs are looking to land use and transportation planning integration as a logical step to address multiple pressing issues, including congestion and air quality. This report investigates selected regional entities across the nation that are engaging in various efforts to influence land use in addition to transportation facilities. Such efforts are usually referred to as “sustainable development,” “smart growth,” or “livable communities.” Historical investigation, combined with a look at agency structure, politics, and regional growth inform the discussion. Stakeholder interviews from each agency provide a unique perspective of challenges from professional staff themselves. Several trends are identified in best practices. Comprehensive findings are developed in the context of institutions, politics, finances, and technology. Relationships with the state department of transportation, strong leadership and goal establishment, dedicated sources of funding, and innovation in activity center visualization, are found to be key trends in MPOs that are producing successful outcomes in their land use and transportation integration programs. / text

Marketing, Logistics and Sport Management / Difficulties in implementing and promoting school sport programmes using the sport policy guidelines in South Africa (White Paper), and interviews with employees at the Department of Basic Education in the Tshwaga region, motivated the researcher to undertake this study. The importance of motivating children to participate in sport, and the need to provide a platform and resources for children, teachers and parents to be involved in school sport were discussed. This study explored and described those factors that influence the level of participation of children in sports at both primary and secondary township schools in the City of Tshwane. The aim of the study was to develop a framework for learners' participation in sport at public township schools.

The Constitution of the Republic of South Africa, 1996 and other legislation relating to public participation such as the Municipal Systems Act, 2000 (Act 32 of 2000,) encourage the participation by communities in the affairs of the municipality. In this study, public participation perspectives are outlined on an international level and in South African local government. The area of the study is the City of Tshwane Metropolitan Municipality, which is situated in the Gauteng Province. The study seeks to assess the impact that public participation has on enhancing service delivery in the City of Tshwane. Furthermore, the study seeks to achieve its purpose by establishing the extent to which public participation enhances service delivery in the City of Tshwane.
