Leitura e produção de textos\" (2009-2011): a efemeridade dos projetos de leitura literária na rede estadual paulista / Reading and text production (2009-2011): the ephemerality of literature reading projects in the Sao Paulo State public schools curriculum

A presente dissertação resulta de nossa pesquisa de mestrado, na qual estudamos a disciplina Leitura e Produção de Texto (LPT), que compôs, de 2009 a 2011, a grade curricular do segundo ciclo do ensino fundamental (5ª à 8ª série/6º ao 9º ano) nas escolas estaduais paulistas. Ministrada por professores licenciados em Letras mediante duas aulas semanais, sua proposta, segundo documentos governamentais, era a formação do leitor literário. Além de LPT, abordamos projetos da Secretaria Estadual da Educação (SEE) dos últimos dez anos (2004-2013) focados na leitura literária. Apresentamos um histórico da disciplina, buscando compreender por que LPT teve uma duração efêmera, característica que se repete em outros projetos, como o Tecendo Leituras e a Hora da Leitura. Para realizar isso, fizemos um levantamento dos documentos oficiais relativos à LPT e aos demais projetos e realizamos duas entrevistas semicompreensivas (KAUFMANN,1996), a primeira com dois autores do Caderno do professor de Leitura e Produção de Texto (SÃO PAULO, 2013) e a segunda com um membro da equipe curricular de Língua Portuguesa da SEE. Posteriormente, procedemos à descrição, análise e interpretação dos documentos-fonte, nos moldes propostos por Soares (1996), e à identificação dos pontos em comum e discrepâncias entre as duas entrevistas, recortando temas para responder às questões que nos mobilizaram. Com relação ao referencial teórico, valemo-nos das contribuições do campo da história das disciplinas escolares (CHERVEL, 1990; JULIA, 2001; GOODSON, 2008 e 2010), das pesquisas da área de linguagem e educação e de ensino de língua materna (GERALDI, 2002; SOARES, 1999; DE PIETRI, 2007 e 2010) e das pesquisas sobre ensino de literatura e de leitura literária (ROUXEL, LANGLADE e REZENDE, 2012; JOUVE, 2004). / The present essay results from our masters degree research, in which we have studied the discipline Reading and Text Production (RTP LPT in Portuguese), that from 2009 to 2011 composed the curricular grade of the basic education second cycle (5th to 8th Brazilian grade/ actual 6th to 9th Year) in the Sao Paulo State public schools grade. Taught by Letters licensed teachers through two days a week classes, its purpose, according to governmental documents, was the formation of the literary reader. Besides the RTP, we approached projects of the State Secretary of Education (SSE SEE in Portuguese) from the past ten years (2004 2013) focused on literary reading. We have initiated with a history of the discipline, seeking to comprehend why the RTP had such a short duration, characteristic that is repeated in other projects, such as Weaving Readings (In Portuguese: Tecendo Leituras) and Reading Hour (In Portuguese: Hora da Leitura). To do so, we have conducted a survey on the official documents related to the RTP and further projects and made two semi-comprehensive interviews (KAUFMANN, 1996); the first one with two authors from the Teachers book of Reading and Text Production/ Caderno do professor de Leitura e Produção de Texto (SÃO PAULO, 2013); the second with a member of the Portuguese Language curricular team from the SSE. After that, we have made the description, analysis and interpretation of the source documents, in the molds proposed by Soares (1996) and the identification of the commonalities and discrepancies between the two interviews, creating themes to answer the questions that mobilize us. In relation to the theoretical references, we have made use of the contributions from the historical field of the scholar disciplines (CHERVEL, 1990; JULIA, 2001; GOODSON, 2008 and 2010); of researches from the Educational and Language field and of native language teaching (GERALDI, 2002; SOARES, 1999; DE PIETRI, 2007 and 2010); and of researches regarding the literature teaching and literature reading (ROUXEL, LANGLADE e REZENDE, 2012; JOUVE, 2004).

Considering work as the founding category of the social being, we present the contradictions inherent in the capitalist mode of production and productive restructuring as a form of response to the crisis of capital. It was tried to problematize the relation labor, health of the worker and social security, as well as the social security policy in the government Dilma and Temer. It is a research of a qualitative nature, instrumentalized by a documentary survey and a semi-structured interview, through which, through the social theory of the Marxian legacy, we sought to grasp elements that would lead us to an understanding of the proposed research problem. The analysis of all news bulletins published by SINTUSP in 2016 and the interview with the directors of the union allowed us to infer that the current rectory of USP follows the dictates of neoliberalism, precarizing, flexibilizing and outsourcing how much work can And, as a consequence, sickening the workers. SINTUSP's trajectory of struggles and political interventions was shown and the analysis of the bulletins was able to situate the political, economic, social and cultural issues experienced by the contemporaneous workers. The research resulted in the understanding that only through the political organization of workers and collective strategies of resistance to the dismantling of the Brazilian social security system will it be possible to reverse the current illness of the workers / A presente dissertação tem como objetivo analisar as formas de resistência coletiva dos trabalhadores da Universidade de São Paulo (USP) através do Sindicato dos Trabalhadores da Universidade de São Paulo (SINTUSP) frente o desmonte da seguridade social e, especificamente, analisar as estratégias diante das negativas do benefício auxílio-doença do Instituto Nacional do Seguro Social (INSS). Considerando o trabalho enquanto categoria fundante do ser social, são apresentadas as contradições inerentes ao modo de produção capitalista e a reestruturação produtiva como forma de resposta para a crise do capital. Esta dissertação busca problematizar a relação entre trabalho, saúde do trabalhador e previdência social, bem como a política previdenciária no governo Dilma e Temer. Trata-se de pesquisa de natureza qualitativa, instrumentalizada por levantamento documental e entrevista semiestruturada, por meio da qual procurou, mediada pela teoria social do legado marxiano, apreender elementos que conduzissem à compreensão do problema de pesquisa proposto. A análise de todos os boletins/ jornais publicados pelo SINTUSP no ano de 2016 e a realização de entrevistas com os diretores do sindicato possibilitou inferir que a atual reitoria da USP segue os ditames do neoliberalismo, precarizando, flexibilizando e terceirizando o quanto pode o trabalho e, como consequência, adoecendo os trabalhadores. Aborda-se a trajetória de lutas e de intervenções políticas do SINTUSP, sendo que a análise dos boletins pôde situar as questões políticas, econômicas, sociais e culturais vivenciadas pelos trabalhadores na contemporaneidade. A pesquisa resultou na compreensão de que somente através da organização política dos trabalhadores e de estratégias coletivas de resistência ao desmonte do sistema previdenciário brasileiro será possível reverter o atual quadro de adoecimento dos trabalhadores

Como objetivo cen-tral está a compreensão dos elementos que caracterizam a qualidade da educação, na institui-ção. Como objetivos específicos o registro da história da instituição, tanto na perspectiva dos atores como na dos seus documentos, e, analisar os processos de gestão empreendidos na es-cola tendo em vista a busca da questão da qualidade na educação. Na metodologia foi utiliza-do o estudo de caso com inspiração etnográfica, os dados foram levantados a partir de entre-vistas, acervos bibliográficos da própria escola e documentos oficiais. As entrevistas foram realizadas com os gestores e antigos professores perfazendo o cruzamento com o acervo bi-bliográfico e o referencial teórico acerca da qualidade da educação. Neste trabalho é compre-endido que a busca pela qualidade na educação está intimamente vinculada a uma visão de mundo que compreende a escola como saber/conhecimento/aprendizagem. A narrativa refe-rente à história da escola foi organizada em três fases distintas ao longo do período compre-endido de 1973/2012, abrangendo toda história da escola desde a sua fundação até a atualida-de. Também foram designados quatro processos de gestão empreendidos no Colégio Estadual Augusto Meyer – focados na qualidade da educação em infraestrutura; recursos humanos; gestão e organização do trabalho escolar e a relação comunidade-escola. Cada processo anali-sa a qualidade na educação com um foco diferente, todos relacionados com a história da esco-la, e seus processos de gestão. Como resultado foi identificado que as várias políticas educa-cionais adotadas, os processos de gestão empreendidos e a história da instituição escolar ca-racterizam fatores de qualidade. Quanto às fases da instituição, em um primeiro momento encontramos uma escola com alto investimento em um programa modelo para a época, nos anos 1980 passa por uma crise em pleno processo de redemocratização do país e com o au-mento da escolarização e acesso a escola, e, num terceiro momento, ocorre a retomada de sua qualidade com um grupo gestor novo e empreendedor. A qualidade no Colégio Augusto Me-yer não é um processo caracterizado apenas por ter uma estrutura diferenciada herdada das Escolas Polivalentes, nem apenas pelas políticas educacionais dos períodos, também não pode ser atribuída a um grupo gestor de determinada fase. A qualidade no Colégio Estadual Augus-to Meyer pode ser atribuída ao conjunto interconectado de todos estes fatores. / This case study seeks to understand, based on the articulation of educational policies, school history and management processes, how is the quality of education at Colégio Estadual Au-gusto Meyer in the city of Esteio/RS. The main object focuses on the understanding of the elements that characterize the quality of education in the institution. The specific objectives address the history of the institution both from the actors and documents perspectives, and the analysis of the management processes undertaken in the school, aiming at the issue of educa-tion quality. A case study based on the ethnographic inspiration was conducted as the meth-odology. The data were collected from interviews, school’s library collections and official documents. The interviews were conducted with managers and former teachers and the an-swers were compared to the bibliographic data and theoretical foundation on the quality of education. It is understood that the search for quality in education is closely linked to a worldview that points the school as a source of knowledge/learning. The narrative concerning the school's history was organized in three phases and involves the period between 1973 and 2012, covering the entire school history from its foundation to the present day. It was also designated four management processes undertaken at Colégio Estadual Augusto Meyer, which focus on the education quality in infrastructure, human Resources, management and organization of schoolwork and the school-community relationship. Each process analyzes the quality of education with a different focus, but all of them are related to the school's history. It also analyzes their management processes. As a result it was identified that the various adopt-ed educational policies, the undertaken management processes and the history of the school feature quality factors. Concerning the phases of the institution, it was found in the beginning a school with high investment in a model program for the time. In the 1980s it goes through a crisis during the country's democratization process and the increasing of education and access to school. In a third moment, it resumes the quality with a new management and entrepreneur group. The quality of Colégio Estadual Augusto Meyer is not a process characterized only by having a differentiated structure inherited from Polyvalent Schools, neither by the educational policies of the periods and the manager group of a certain phase. The quality of Colégio Es-tadual Augusto Meyer can be attributed to the interconnected set of all these factors.

Systemic corruption in public enterprises in the Harare metropolitan area : a case study

The study sought to investigate the impact of systemic corruption in public enterprises in the Harare metropolitan area in Zimbabwe. This research study used a case and explanatory research designs as its major research approaches. The study was largely prompted by the high level of corruption in public enterprises as reported to the Anti - Corruption Commission and the media. In this study, fourteen (14) directors and twenty six (26) public enterprise officials were used as research subjects. Questionnaires, interviews and documentary reviews were used as research instruments to collect information on the impact of systemic corruption in public enterprises in the Harare metropolitan area. The study showed that low remuneration levels for both low and high level public enterprise officials, patronage appointment to higher level of management and the lack of political will to empower public enterprise officials on the evil of corruption were the causes of systemic corruption. Greed, the disintegration of work morality and ethics in the manner in which public affairs across public enterprises were being handled, were key causes of systemic corruption (see chapter 4 for details). The high level of secrecy in the management of public affairs, the lack of transparency, discipline, fairness, responsibility, equity and weak legal system on corruption were also noted to be corruption drivers. With regard the manifestation of corruption in public enterprises, it was established that systemic corruption occurred in the following forms: abuse of power, fraud, favouritism, embezzlement, weak control, extortion and ghosting.The study also showed that systemic corruption created problems such as administrative inefficiency and parasitism, a social atmosphere of tension and dishonesty within public enterprises (see chapter 4 for details). Corruption reallocated resources to the rich and powerful public officials who were aligned to the ruling party or those in authority. The study also noted that public enterprises officials were using technical complexity in procedures and regulations to conceal under-dealings.It was iv the findings of this study that rewarding for reasons not related to performance, dishonesty, over claiming expenses, falsification of reports/records and favouritism in public enterprises were high. The study also revealed that bid-rigging, shifting from core business, ghosting, and giving gratitude/gift to influence decision were some of the prevalent unethical activities in public enterprises. Against this backdrop, it is recommended that the level of remuneration in public enterprises for public officials is improved so that the minimum grounds for corruption motives are reduced. When salaries are too low, officers are obviously forced to indulge in unethical activities which in turn affect the general public directly or indirectly. It is critical that all public enterprise officials undergo training in the dimension of corruption and corporate governance as a means of empowerment. Corrupt individuals and business organisations in the Harare metropolitan area should not be employed or engaged in public related work and that public affairs must be managed in a transparent and open manner although confidentiality must be observed. The study also recommends that the appointment of public enterprise officials must be based on competence, relevant educational qualifications and experience. Another recommendation is that all cases of corruption must be treated as high level criminal cases which attract longer and deterrent court judgments (see chapter four for details). / Public Administration and Management / M.P.A.

A Framework to Measure the Socio-Economic Impact of Development Programs Using Malmquist Index

The main objective of this research is to evaluate the socio economic impact of the development programs like MGNREGA, JnNURM and development of Roads project, on the intended target area. The entire thesis can be divided in to two parts; (1) developing method to evaluate the socio economic impact assessment and (2) case studies. Two different techniques were used to evaluate the change in the productivity. Initially the change is measure by calculating the difference in the efficiencies between two time period using base period and current period production technologies. To illustrate this method a case study of MGNREGA has been considered to evaluate the impact of seventeen districts of the country. From the results it is found that there is difficult in comparing the two efficiencies due to the scaling issue of two production technologies. Further Data Envelopment Analysis is used to evaluate the distance function in the calculation of Malmquist index (MI). MI gives the productivity change between two time periods and is calculated as the geometric mean of two ratios measured with reference to the time period and time period respectively. A new approach is presented by interpreting the two ratios of MI separately using the distance functions to identify the productivity change between two time periods. Three different regions were identified to determine the productivity change; improvement region which observe improvement in the productivity between two time periods, deterioration region which indicate deterioration in the productivity and status quo region suggesting the stagnation region. Two case studies i.e. Bangalore Metropolitan Transport Corporation and development of roads under the name “5054-Decongestion of Roads project” were considered. The impact of Jawaharlal Nehru National Urban Renewal Mission (JnNURM) funds on the performance of Bangalore Metropolitan Transport Corporation (BMTC) is studied using the proposed method. The results suggest that for 50 percent of the overall productivity have improved due to the intervention. The deterioration is mainly because of the addition input surplus in terms of number of buses and output slack in terms of reduced load factor, effective distance travelled, operational costs and increase in number of breakdown and accident rates for these DMU’s. The socio economic impact of the roads developed by Government of Karnataka under the name of “5054-Decongestion of Roads project” in and around Bangalore was also studied using this method and the results shows that out of five DMU’s four DMU’s show improvement in the productivity.

In this context, the role of the teacher is crucial when it comes to teaching reading. Thus, this doctoral research aims to explicit the reading practices evidenced from social voices of teachers and Fundamental School students from state public schools at RN that have successful results, according to IDEB 2009. Moreover, we seek to explicit, through the positions of teachers, the conceptions of reading underlying their reading activities, as well as elucidate the social voices related to teaching of reading that are present in the National Curriculum Guide for 9 years Fundamental School and in the Political-Pedagogical Projects of the educational institutions investigated. In order to accomplish this goal, we carried out observations in the classroom, applied questionnaires with teachers and students in the 9th grade of Fundamental School, in classes of Portuguese Language, and also performed dialogical meetings with the management and pedagogics schools teams. The theoretical foundation that guides the research comes from bakhtinian thinking (2009, 2010), which addresses the dialogical perspective of language and active responsive comprehension. Furthermore, this work is anchored in theoretical reflections of Antunes (2005, 2009) and Geraldi (2003, 2006, 2010) about the reading and writing in the country, which contribute to the resizing of the teaching and learning process of Portuguese Language. This study belongs to the field of Applied Linguistics, which investigates language as social practice in the context of learning mother language or in contexts where relevant questions about the use of language are evidenced. The parameters of qualitative research in a social-historic perspective are adopted seeking to understand the school context by the subjects involved in research. The research corpus is composed of: (i) information constructed through the use of questionnaires with teachers and students; (ii) information constructed from the observed lesson and dialogue with management and pedagogical teams; (iii) a set of selected information, i.e., empiricism built through documentary analysis of the National Curriculum Guide for 9 years Fundamental School (CONSELHO NACIONAL DE EDUCA??O, 2010) and the Political- Pedagogical Projects of the investigated schools. The analysis of the sayings of teachers and students suggest reading practices from various texts, in particular, from the literary sphere, in activities involving discussions, reading and reading comprehension exercises, interviews, songs, seminars organizations, concerts, dramatizations, literary weeks, among other practices. Furthermore, these analyses reveal that teach Portuguese Language requires commitment, responsibility and satisfaction, as well as more grounded theoretical principles, which make teaching practice more efficient. The research also reveals that the success of the teaching-learning process occurs by virtue of the involvement of school s segments in the educational process, creating therefore a network of responsibilities. In this sense, this research may contribute to the production of knowledge that can guide and enrich the teaching and learning of reading, envisioning a pedagogical practice constructed from the relationship with the other, i.e., from the dialogism which provides formation of young people that exercise their citizenship / A escola ? o lugar social o qual deve propiciar a forma??o de leitores cr?ticos. Nesse contexto, o papel do professor ? fundamental no que se refere ao ensino de leitura. A pesquisa revela, ainda, que o ?xito do processo de ensino-aprendizagem ocorre em virtude do envolvimento dos segmentos da escola no processo educativo, criando-se, pois, uma rede de responsabilidades. Kvalita vnitřního prostředí - Zimní stadion České Budějovice - účinnost opatření provedených na základě státního zdravotního dozoru / Quality of internal environment-Ice Arena in České Budějovice-measures taken due to the public health supervision

Internal environment is an environment in which we spend most of our time. That is the reason why it has a significant impact on our physical health and mental wellbeing. Yet, there are a number of factors that may pose health risks; and that is why this issue should not be underestimated. The objective of the diploma thesis at hand is to assess the results as they were recorded in a targeted public health supervision focused on the guality of internal environment. The said state supervision was imposed by the Chief Public Health Officer of the Czech Republic of 14th March 2007 on Regional Hygiene Authorities including Prague Hygiene Authority, directors of Regional Hygiene Authorities, and directors of health institutions. Based on the reports on measurements of selected quality indicators in the internal environment of the Ice Arena in České Budějovice and their outcomes regarding the quality of the internal environment, the author expects to come to a conclusion which would confirm that measures taken due to the public health supervision have been sufficient in terms of efficiency. The given objective has been confirmed in the chapter ?Outcomes?. The theoretical part of the diploma thesis observes findings dealing with atmosphere in general, internal environment, and state public health supervision. The research part of the thesis was completed employing a qualitative research. Methods employed in data collection were observation and documents analysis. The data collection was carried out by secondary data analysis. All data were gained, firstly, from the results of the measurements carried out by the Hygiene Authorities of the Health Institution after these had been assessed (in 2007 under the auspices of the Health Institute based in České Budějovice, and in 2011 under the auspices of the Health Institute based in Plzeň), and, secondly, studiyng in detail related file documents provided by the Regional Hygiene Authority of the Region of South Bohemia based in České Budějovice. Unfortunately, there are no papers or books available on the topic to compare the thesis with. This thesis may be utilized by professionals at the Regional Hygiene Authority of the Region of South Bohemia based in České Budějovice during further research, and even by general public when providing information on the quality of internal environment of this important sport facility.

Leitura e produção de textos\" (2009-2011): a efemeridade dos projetos de leitura literária na rede estadual paulista / Reading and text production (2009-2011): the ephemerality of literature reading projects in the Sao Paulo State public schools curriculum

A presente dissertação resulta de nossa pesquisa de mestrado, na qual estudamos a disciplina Leitura e Produção de Texto (LPT), que compôs, de 2009 a 2011, a grade curricular do segundo ciclo do ensino fundamental (5ª à 8ª série/6º ao 9º ano) nas escolas estaduais paulistas. Ministrada por professores licenciados em Letras mediante duas aulas semanais, sua proposta, segundo documentos governamentais, era a formação do leitor literário. Além de LPT, abordamos projetos da Secretaria Estadual da Educação (SEE) dos últimos dez anos (2004-2013) focados na leitura literária. Apresentamos um histórico da disciplina, buscando compreender por que LPT teve uma duração efêmera, característica que se repete em outros projetos, como o Tecendo Leituras e a Hora da Leitura. Para realizar isso, fizemos um levantamento dos documentos oficiais relativos à LPT e aos demais projetos e realizamos duas entrevistas semicompreensivas (KAUFMANN,1996), a primeira com dois autores do Caderno do professor de Leitura e Produção de Texto (SÃO PAULO, 2013) e a segunda com um membro da equipe curricular de Língua Portuguesa da SEE. Posteriormente, procedemos à descrição, análise e interpretação dos documentos-fonte, nos moldes propostos por Soares (1996), e à identificação dos pontos em comum e discrepâncias entre as duas entrevistas, recortando temas para responder às questões que nos mobilizaram. Com relação ao referencial teórico, valemo-nos das contribuições do campo da história das disciplinas escolares (CHERVEL, 1990; JULIA, 2001; GOODSON, 2008 e 2010), das pesquisas da área de linguagem e educação e de ensino de língua materna (GERALDI, 2002; SOARES, 1999; DE PIETRI, 2007 e 2010) e das pesquisas sobre ensino de literatura e de leitura literária (ROUXEL, LANGLADE e REZENDE, 2012; JOUVE, 2004). / The present essay results from our masters degree research, in which we have studied the discipline Reading and Text Production (RTP LPT in Portuguese), that from 2009 to 2011 composed the curricular grade of the basic education second cycle (5th to 8th Brazilian grade/ actual 6th to 9th Year) in the Sao Paulo State public schools grade. Taught by Letters licensed teachers through two days a week classes, its purpose, according to governmental documents, was the formation of the literary reader. Besides the RTP, we approached projects of the State Secretary of Education (SSE SEE in Portuguese) from the past ten years (2004 2013) focused on literary reading. We have initiated with a history of the discipline, seeking to comprehend why the RTP had such a short duration, characteristic that is repeated in other projects, such as Weaving Readings (In Portuguese: Tecendo Leituras) and Reading Hour (In Portuguese: Hora da Leitura). To do so, we have conducted a survey on the official documents related to the RTP and further projects and made two semi-comprehensive interviews (KAUFMANN, 1996); the first one with two authors from the Teachers book of Reading and Text Production/ Caderno do professor de Leitura e Produção de Texto (SÃO PAULO, 2013); the second with a member of the Portuguese Language curricular team from the SSE. After that, we have made the description, analysis and interpretation of the source documents, in the molds proposed by Soares (1996) and the identification of the commonalities and discrepancies between the two interviews, creating themes to answer the questions that mobilize us. In relation to the theoretical references, we have made use of the contributions from the historical field of the scholar disciplines (CHERVEL, 1990; JULIA, 2001; GOODSON, 2008 and 2010); of researches from the Educational and Language field and of native language teaching (GERALDI, 2002; SOARES, 1999; DE PIETRI, 2007 and 2010); and of researches regarding the literature teaching and literature reading (ROUXEL, LANGLADE e REZENDE, 2012; JOUVE, 2004).

To do so, it seeks three purposes: to present a perspective of analysis of conditions that affect the shape of social politics in its origin and evolution, show a summary of the construction of social protection in Brazil and, finally, Further analysis of the social program of President Fernando Henrique Cardoso emphasizing his strategy of partnership with the society and the market, which requires a closer look of the institution responsible for this, called the “Community Solidarity Program”.
