This indirect action model of the State was introduced to brazilian Law by Law No. 9637/98, during the second government of President Fernando Henrique Cardoso, with one of the measures disseminated in the Reform Plan of Public Administration, which had as its purpose the reduction of the size of public administration, the transformation of bureaucratic public administration in management, while encouraging the private sector to operate in newmarket niches. However, this model of state action in partnership with civil society, in protection of social rights, was labeled by the government's political opponents, as a way to circumvent the principles of public administration provided for in article 37 of the Brazilian Constitution. Therefore, this law was the subject of a direct action in the Supreme Court, the same year which went into effect. However the action was only judged by the Court on April 24, 2015, having related courtjudged partially valid action, just to give for the questioned articles, interpretation according to the Constitution. In view of the above, and because the OS have private nature, use the managerial administration, having employees with private working relationship, what enables the exemption of public administration, and consequently the reduction of public expenditure, this partnership model is consistent with the interests of a State that seeks to adapt to an economically globalized world. / Organiza????o Social (OS) ?? um t??tulo que qualifica entes n??o estatais sem fins lucrativos, pertencentes ao Terceiro Setor, a receber or??amento p??blico, bens e at?? servidores p??blicos, ap??s a assinatura do contrato de gest??o, para consecu????o de servi??os p??blicos sociais em colabora????o com o Estado. Esse arqu??tipo de atua????o indireta do Estado, considerado como atividade de fomento, foi introduzido no direito p??trio pela Lei n?? 9637/98, durante o segundo governo do Presidente Fernando Henrique Cardoso, com uma das medidas difundidas no Plano de Reforma da Administra????o P??blica que apresentava como finalidade a diminui????o do tamanho da m??quina p??blica, a transforma????o da Administra????o P??blica burocr??tica em gerencial, ao mesmo tempo incentivando o setor privado a atuar em novos nichos de mercado. Entretanto, esse modelo de atua????o do Estado em parceria com a sociedade civil, na prote????o dos direitos sociais, foi rotulado pelos opositores pol??ticos do governo, como uma maneira de burlar os princ??pios da administra????o p??blica previsto no art. 37, da CFB. Por esse motivo, a referida lei foi alvo de uma ADI no mesmo ano em que passou a vigorar. Todavia a a????o s?? foi julgada pelo pleno do STF em 24 de abril de 2015, tendo a referida corte julgada a a????o parcialmente procedente, apenas para conferir interpreta????o conforme a Constitui????o para os artigos questionados. Em face do acima exposto, e pelo fato das Organiza????es Sociais terem natureza privada, utilizarem o modo de administra????o gerencial, possu??rem empregados com v??nculo celetista, o que possibilita a desonera????o da administra????o p??blica, e, consequentemente, a diminui????o da despesa p??blica, esse modelo de parceria se coaduna com os interesses de um Estado que busca adaptar-se a um mundo economicamente globalizado.

Miller e sua equipe: Francisca de Souza Miller, Daniel Augusto da Silva e Clementino C?mara Silva (1988), al?m de Mussolini (1972), Diegues (1983) Maldonado (1986), Klaas e Ellen Woortmann (1987 e 1991), Grankow (1996), Silva (1988), Paiva (1997), Knox (2009) e outros estudiosos da pesca artesanal no nordeste brasileiro me serviram de fonte. Um incidente ocorrido no in?cio da d?cada de 1960 entre o Brasil e a Fran?a, a ?Guerra da Lagosta?, fez com que o crust?ceo atra?sse investimentos do empresariado brasileiro. Com a transforma??o da lagosta em mercadoria com elevado valor no exterior, os pescadores artesanais do litoral nordestino tiveram que se adaptar a novas t?cnicas de pesca, vendendo sua for?a de trabalho ?s empresas da pesca industrial. A captura e predat?ria da lagosta, levou a uma nova crise no setor pesqueiro, queda na produ??o do crust?ceo e, ao mesmo tempo, ?s gera??es mais jovens surgindo novas oportunidades de emprego, afastando uma grande parcela desses jovens das atividades tradicionais da pesca, se deslocando ?s diversas ?reas dedicadas ao Turismo. / Symbolically, tides can represent the changes occurring both in Nature and in human societies and their cultures, never static, but in processes of continuous changes, unpredictable to men, although cyclical. The communities of artisanal fishermen on the northeastern coast of Brazil, like Maracaja? ? Rio Grande do Norte, wich we researched, are also subject to the dynamism of the socioeconomic changes that accelerate with the cultural exchanges resulting from globalization in recent years. For the realization of this research, in addition to the observation were used open interviews with several Maracaja??s residents, as a form of reality?s perception. The pioneering studies of Cascudo about the jangada (1957), Doctor Tom O. Miller and his team of scientists: Francisca de Sousa Miller, Daniel Augusto da Silva and Clementino C?mara Silva (1988); Mussolini (1972), Diegues (1983) Maldonado (1986), Klaas & Ellen Woortmann (1987 e 1991), Grankow (1996), Silva (1988), Paiva (1997), Knox (2009) and other scholars of artisanal fishing in the Brazilian northeast served me as source and guide to my work. An incident occurred in the early 1960s between Brazil and France, the "Lobster War"; as a result, the crustacean began to attract investment of Brazilian businessmen.With the shift of the lobster into merchandise with high value abroad, the artisanal fishermen of the northeastern coast had to offer their services to companies engaged in industrial fishing. The indiscriminate and often predatory lobster capture, in addition to conflicts of interest with tourism entrepreneurs, led to a new crisis in the fishing industry, its consequences leading to the rupture of new generations: with the surge of new opportunities for activities and market positions, a portion of these young people veer away from the traditional activities of artisanal fishing as they seek new professional opportunities, working into Tourism companies.

Effective up through desk research, the Bank of CAPES Theses in 2011/2012 period, identifying the productions of theses and dissertations that deal with the subject. The data collection was to test the recurrence of explanatory and empirical categories in the following titles and keywords: awareness (political) awareness, culture (policy), education (political, popular, social), participation (political, popular, social ), politicization, organization (social, political, popular) and social control. The objectives formulated to respond to the research problem are intended to identify the productions that support theoretical-methodological social work to reflect on their relationship with the subject of political education, the authors investigating underlying the collected products; identify, in production, in which the workspaces Social Worker highlights the debate on policy formation; and discuss the design of educational processes of participation and social organization mediated the intervention reports. The data from the analysis of social service productions, point to a superficial appropriation of the concept, is it articulates its core processes (participation, organization and education). There is a concentration of production in the analysis of public policies focused participation in the sphere of social control. The analysis made it possible to question how the subject of political education is being addressed nowadays by the area and what the challenges faced by social workers, but is still an incipient search for generalizations, it is believed that the universe of production in the area is much more wide. We tried to help with the systematization of the concept of training critical policy because it appears under different names and concepts. Therefore, the critical political formation is different because it is a social process guided by a political culture, that is, from values that claim democracy and human rights which include the process: participation, organization and education. This training calls for effective participation in guided access to information, critical reading of the real and autonomy for decision-making. At the same time, leads to a genuine education that encourages the human ontological creative impetus in a changing perspective. / A presente disserta??o situa-se na linha de pesquisa Servi?o Social e Pol?ticas Sociais e tem como problema de pesquisa identificar de que modo o Servi?o Social vem se apropriando do tema da forma??o pol?tica. Efetiva-se atrav?s de pesquisa documental, no Banco de Teses da CAPES, no per?odo de 2011/2012, identificando as produ??es de teses e disserta??es que versam sobre o tema. A coleta de dados teve como crit?rio a recorr?ncia das categorias explicativas e emp?ricas nos seguintes t?tulos e palavras-chave: consci?ncia (pol?tica), conscientiza??o, cultura (pol?tica), educa??o (pol?tica, popular, social), participa??o (pol?tica, popular, social), politiza??o, organiza??o (social, pol?tica, popular) e controle social. Identidade f?sica, pessoal, institucional e espiritual: etnografia embodied de uma companhia de ballet

The theorical research was developed upon three main subjects: dance - specifically ballet, identity and embodiment. There are many studies with cognitiverepresentational perspective at the fields of Anthropology, Sociology and at Organisational Research and Management that deny the development of a theorical ground envolving the body and its embodied analysis as a methodological and epistemological resource to comprehend identity. Far from representational, there is an analysis dimension named embodiment, that conceives the body as the center of formation of the people lived world and pratice, builded historically and culturally by their bodily perceptions. In this perspective theories of embodiment such as phenomenology, feminist, of practice, postmodern and cultural, recognize the body as locus of multiple social activities. Therefore the importance of inclusion of analysis of embodiment at identity studies, as it is impossible to think organizations as before or transcendent of human beings. To investigate the subject of identity in a Dance Company through the body (dancer) as a methodological and epistemological resource has been made a qualitative empirical research through ethnography, named here as embodied ethnography. It was based in a field diary, interviews and documents. Living the ethnographic method made me include analysis categories of the body (dancer) in relation with space, time, weight, sthrenght, movement dynamics, voice, senses hearing, vision, touch, taste, smell, an ethnography guided by the senses and emotions of the researched bodies specially the dancers- in training, rehearsals and performances. This embodied etnography resulted in discussions upon: the Identity Organisational Theory, about embodied identity at organizations; theorical-methodologic, about embodied etnography; an specific empyrical-management subject at this Dance Company, by the perspective of institutional identity; and at the social empirical subject, about contributions of identity to the field of dance at a globalized context of mass culture. Therefore all these subjects have potential to be explored in future research. / Nesta disserta??o investiguei a identidade nas organiza??es, especificamente como a identidade f?sica, pessoal, institucional e espiritual s?o corporalmente vivenciadas (embodied) pelos bailarinos em uma Companhia de Dan?a. O embasamento te?rico se constitui sobre tr?s pilares principais: a dan?a e o ballet, a identidade e o embodiment. Na Antropologia, na Sociologia, e nos Estudos Organizacionais e de Administra??o existem diversas abordagens de base cognitiva-representacional que ignoram o corpo e sua an?lise embodied como recurso metodol?gico e epistemol?gico para uma compreens?o da identidade. Longe de ser uma an?lise representacional do mundo, o embodiment considera o corpo como o centro de forma??o da viv?ncia das pessoas no mundo da pr?tica. O mundo, nesse contexto, ? compreendido como algo constru?do hist?rico e culturalmente pelas percep??es corporais. Neste sentido as perspectivas te?ricas do embodiment a fenomenol?gica, a feminista, a da pr?tica, as p?s-modernas e a cultural reconhecem o corpo como locus de m?ltiplas atividades sociais. Da? a import?ncia da inclus?o da an?lise do embodiment nos estudos de identidade nas organiza??es, j? que n?o se pode pensar as organiza??es como anteriores ou transcendentes aos corpos humanos. Para investigar quest?es de identidade na Companhia de Dan?a, realizei uma pesquisa emp?rica qualitativa, etnogr?fica, aqui denominada como etnografia embodied. Isso por que a viv?ncia do m?todo etnogr?fico baseada em di?rio de campo, entrevistas e material documental incluiu em suas categorias de an?lise o corpo (bailarino) e sua rela??o com o espa?o, o tempo, o peso, a for?a, a din?mica do movimento, a voz, os cinco sentidos, ou seja, uma etnografia guiada pela experi?ncia dos corpos dos pesquisados, principalmente os bailarinos em rela??o aos treinos, ensaios e espet?culos. Esta etnografia embodied proporcionou discuss?es com potencial para pesquisas futuras: na Teoria da Identidade nas Organiza??es, sobre a identidade embodied nas organiza??es; na abordagem metodol?gica, sobre uma etnografia embodied; na quest?o gerencial emp?rica da Companhia de Dan?a pesquisada, sobre a perspectiva da identidade institucional; e na quest?o sociol?gica, sobre a identidade no campo da dan?a, no contexto globalizado da cultura de massa.

The scramble competition is considered an indirect type of competition, mainly associated with factors like group size and distribution of resources. Contest competition occurs when individuals compete directly for resources. In species that exibit this type of competition the establishment of dominance hierarchy can occur, resulting in differences on feeding and reproductive benefits for each member of the group. In these cases, aggressive and submissive behaviors are expected as a way to signal social status. The aim of this study was to investigate the effects of social hierarchy over food ingestion in Callithrix jacchus. Data recording was from September/2006 to March/2007, eight days by month, at Floresta Nacional de A?u do Instituto Chico Mendes de Biodiversidade. The observation time started at 05:00 AM and finished after the last animal was on the sleeptree. Analyses of aggressive interactions, behavioral profile and diet, reveals a lot of advantages for dominat animals in the study group. Dominant individuals had higher intake of animal matter that subordinates. The last ones, consumed fruits, exsudate and, eventually, explored itens that were not common to the diet. We suggest that dominance hiearchy enable the reproductive female to assure priority on access to food resources, a important caracteristc to supply tha costs to maintain tha high reproductive taxa of the specie. We also suggest that reproductive male, due to the participation on food transfer, had the forage efficience reduced / A vida em grupo implica em competi??o por recursos entre os indiv?duos. Competi??o do tipo Scramble ? considerada um modo indireto de competi??o, associado principalmente a fatores como tamanho do grupo e distribui??o dos recursos no ambiente. Competi??o do tipo Contest ocorre quando indiv?duos competem diretamente por recursos. Em esp?cies sujeitas a esse modo de competi??o pode ocorrer estabelecimento de hierarquia de domin?ncia, resultando em diferen?as nos benef?cios obtidos pelos indiv?duos no ?mbito alimentar e reprodutivo. Intera??es agressivas, bem como exibi??es de submiss?o, s?o esperadas como forma de sinalizar status social. Neste estudo investigamos o modo como a hierarquia social atua sobre o sucesso alimentar em Callithrix jacchus. De setembro de 2006 a mar?o de 2007 observamos um grupo selvagem de sag?is na Floresta Nacional de A?u do Instituto Chico Mendes de Biodiversidade, 8 dias por m?s. As observa??es tinham inicio ?s 05:00 e t?rmino ap?s todos os indiv?duos se recolherem ? ?rvore de dormir. A coleta de dados foi realizada atrav?s da t?cnica animal focal com registro instant?neo a cada minuto, durante 15 minutos consecutivos. Analisando as intera??es agon?sticas, perfil comportamental e perfil alimentar do grupo, verificamos que a hierarquia social em C. jacchus, al?m dos benef?cios reprodutivos, tamb?m confere uma s?rie de vantagens no ?mbito alimentar ao casal reprodutor. Em nosso estudo, intera??es agressivas, incluindo persegui??es, arranh?es e mordidas, foram pouco freq?entes de modo intragrupo. As rela??es de domin?ncia, portanto, foram mais evidentes atrav?s de comportamentos de submiss?o. N?o constatamos diferen?as significativas entre os animais em rela??o ? taxa de ingest?o total. Todavia, a an?lise do perfil alimentar (propor??o de mat?ria animal e vegetal na dieta) revelou que dominantes asseguraram maior ingest?o de mat?ria animal, enquanto subordinados utilizaram frutos, exsudado e, eventualmente, exploraram itens que n?o eram comuns ? dieta. Sugerimos que atrav?s da hierarquia social, a f?mea reprodutora assegura acesso preferencial a recursos alimentares, sendo esta uma importante caracter?stica para suprir os custos envolvidos com a manuten??o da alta taxa reprodutiva verificada para a esp?cie. O macho reprodutor, apesar de tamb?m assegurar acesso a recursos, tem sua efici?ncia de forrageio reduzida devido ? participa??o na partilha de alimentos direcionada aos filhotes

The discussions about the centrality of the rural social movements, about the work organization in this context and the possibility of the families remaining in the land, among other themes, have contributed to concretize the counter-hegemonic experiences in the rural setting. Thus, aiming at understanding the relation between the collective articulation processes and the productive organization in a land reform rural settlement, this paper wishes to contribute with the debate on the contradictions and potentialities of the social struggles for land, work and housing rights. For this purpose we carried out an analysis about the centrality of the local social organization processes and its implications for the productive organization in the context of a rural settlement. According to the research aims, this study was conducted by the ethnographic method. This methodology allows us not only to understand the aspects related to the potentialities and contradictions of the collective articulation process in this context, but also to reflect on the way each settled rural worker is affected by this phenomenon. The field research was carried out in a land reform settlement located in the city called Araras, in the state of S?o Paulo. This settlement is made of four areas, composing an assembly permeated by different characteristics. The research participants were the actors/actresses in some way involved with the settlement, such as the settlers and the supporters who eventually took part in meetings held during the fieldwork. Besides the entries in the field diary brought forth by participant observations, we conducted three interviews with the settlers from a same settlement area. The discussion on the contradictions and potentialities identified in the research context are grounded on the Community Psychology theoretical assumptions. With its praxis directed to social change and by adhering to its principle of not enhancing deficiencies, but individuals and community potentialities, Community Psychology is concerned with the perspective of daily resistance, with the breaking down of oppression mechanisms, as well as with its commitment of lending visibility to small groups? confrontations and micro resistances. The research results indicate that collective articulation processes are central for the productive organization as it is the main element to keep the settlers in the land. Therefore, the strengthening of these two spheres, productive organization and social organization, is determinant for the settlement prosperity and for maintaining this collective of settlers in their plots of land. / As contradi??es e as potencialidades inerentes ? organiza??o social e produtiva dos assentamentos rurais de reforma agr?ria s?o tem?ticas recorrentes em pesquisas de diversas ?reas do conhecimento. A discuss?o sobre a centralidade dos movimentos sociais do campo, a organiza??o do trabalho neste contexto e a possibilidade de perman?ncia das fam?lias na terra, entre outros temas, tem contribu?do com a concretiza??o de experi?ncias contra hegem?nicas no contexto rural. Desta forma, com o objetivo de compreender a rela??o entre os processos de articula??o coletiva e a organiza??o produtiva no contexto de um assentamento rural de reforma agr?ria, este trabalho pretende contribuir com o debate sobre as contradi??es e as potencialidades das lutas sociais pelo direito ? terra, ao trabalho e ? moradia. Para tanto, realizamos uma an?lise sobre a centralidade dos processos de organiza??o social local e suas implica??es para a organiza??o produtiva no contexto de um assentamento rural. Em conson?ncia com os objetivos da pesquisa, utilizamos o m?todo etnogr?fico para o desenvolvimento deste estudo. A utiliza??o do m?todo etnogr?fico nos permitiu n?o apenas compreender os aspectos relativos ?s potencialidades e contradi??es do processo de articula??o coletiva neste contexto, mas tamb?m refletir sobre o modo como cada trabalhador/a rural assentado/a ? afetado/a por esse fen?meno. A pesquisa de campo foi realizada em um assentamento de reforma agr?ria localizado na cidade de Araras ? SP. Este assentamento ? formado por quatro ?reas, compondo um conjunto permeado por diferentes caracter?sticas. Foram participantes da pesquisa os atores/atrizes de alguma forma envolvidos/as com o assentamento, ou seja, os/as assentados/as e apoiadores/as que eventualmente participaram dos encontros realizados durante o trabalho de campo. Al?m dos registros em di?rio de campo gerados pelas observa??es participantes, tamb?m foram realizadas tr?s entrevistas com assentados de uma mesma ?rea do assentamento. As contradi??es e potencialidades identificadas no contexto pesquisado s?o discutidas com base nos pressupostos te?ricos da Psicologia Comunit?ria. Com sua pr?xis voltada para a mudan?a social e partindo do princ?pio de n?o destacar defici?ncias, mas sim as potencialidades dos indiv?duos e da comunidade, a Psicologia Comunit?ria tem uma rela??o com a perspectiva de resist?ncia cotidiana, com o rompimento dos mecanismos de opress?o, bem como o compromisso de dar visibilidade aos enfrentamentos e microrresist?ncias de pequenos grupos. Os resultados da pesquisa indicam que os processos de articula??o coletiva s?o centrais para a organiza??o produtiva enquanto principal elemento que sustenta a perman?ncia dos/as assentados/as na terra. Portanto, o fortalecimento destas duas esferas, quais sejam, a organiza??o produtiva e tamb?m a organiza??o social, ? determinante para a prosperidade do assentamento e para a perman?ncia desse coletivo de assentados/as em seus lotes de terra.
