Between the phenomenas contained in this process we highlight the sharing of responsibilities originated from the Federal Constitution of 1988 with regards of social rights and how it was formulated and implemented the public policy. The present PhD work aims to analyze the position of civil society organizations (CSO's) in Porto Alegre's governments in the period from 1986 to 2016, aiming to understand its performance and function in education public policy, in social assistance and health. The time delimitation happens because we believe that democratic opening movement lived in the country on the decade of 1980 and the approval of the 1988 Federal Constitution forged relevant changes in the CSO's dynamics and consequently in shaping social management which was designed in the following years. It is a qualitative study, referenced in the dialectical-critical method with gramscian approach. At the end of the research we came to the following thesis that seeks to express the main conclusions of the route: the positions of civil society organizations are heterogeneous, being that in the historical period studied, assumed positions at times condescending and conservative, now politicized and progressive. The Porto Alegre CSO's, mainly from the 1990s have been coopted by different governments, having relegated to a second plan the movements in defense of warranty and enlargement of rights, to give place to the execution and provision and minimum resources needed to mantain its services. The governments, in turn, have realized their power by directing the majority in the fulfillment of their interest explaining to the society that the services are being provided, using diferent pronouncements: citizen participation or managerial rationality. After this, the CSO's have been discharging its roll, established by law, but not its social function, of autonomy, of contestation and mainly representatives of subalterns in the privileged arena of class strugle, aiming to concretize counter-hegemonic movements through an intense strugle for hegemony, needing to be challenged to rethink its position in this dynamic. / Nas ?ltimas tr?s d?cadas, tem ocorrido no Brasil um processo de mudan?a no modo de gerir o social. Entre os fen?menos contidos nesse processo, destacamos o compartilhamento das responsabilidades oriundas da Constitui??o Federal de 1988 no que diz respeito aos direitos sociais e ? forma como se passou a formular e a executar as pol?ticas p?blicas. O presente trabalho de doutoramento objetiva analisar a posi??o das organiza??es da sociedade civil (OSCs) nos governos de Porto Alegre, no per?odo de 1986 a 2016, visando compreender sua atua??o e sua fun??o nas pol?ticas p?blicas de educa??o, de assist?ncia social e de sa?de. A delimita??o do tempo se d? por acreditarmos que o movimento de abertura democr?tica vivido no pa?s na d?cada de 1980 e a aprova??o da Constitui??o Federal de 1988 forjaram relevantes altera??es na din?mica das OSCs e, consequentemente, na conforma??o da gest?o social que foi se desenhando nos anos seguintes. Trata-se de um estudo qualitativo, referenciado no m?todo dial?ticocr?tico, com abordagem gramsciana. Ao final da pesquisa, chegamos a seguinte tese, que busca expressar as principais conclus?es do percurso: as posi??es das organiza??es da sociedade civil s?o heterog?neas, sendo que no per?odo hist?rico estudado, assumiu posturas ora condescendente e conservadora, ora politizada e progressista. As OSCs em Porto Alegre, principalmente a partir dos anos 1990, foram sendo cooptadas por diferentes governos, tendo relegado a um segundo plano os movimentos em defesa da garantia e da amplia??o de direitos, para dar lugar ? execu??o e a provis?o dos recursos minimamente necess?rios para a manuten??o dos seus servi?os. Os Governos, por sua vez, tem concretizado seu poder ao dirigir a maioria no cumprimento de seus interesses, explicitando para a sociedade que os servi?os est?o sendo prestados, usando diferentes discursos: participa??o cidad? ou racionalidade gerencial. Posto isto, as OSCs v?m desempenhando seu papel, estabelecido em lei, mas n?o sua fun??o social, de autonomia, de contesta??o e principalmente de representantes dos interesses das classes subalternas na arena privilegiada da luta de classe, visando concretizar movimentos contra-hegem?nicos atrav?s de uma intensa luta pela hegemonia, precisando ser desafiada a repensar sua posi??o nesta din?mica.

Previous issue date: 2018-03-09 / In this contemporary scenery, the changes in the capitalist production way in the State and in the Civil Society alter the society manner worldwide, standing out specially in the settings presented in public policies provision, flagged for several societal segments in their pursuit for the social rights effectuation. In this context, the non state?owned public sphere build itself in a privileged space, a stage of disputes, interests and the social participation in the matter of social projects and social programs furtherance. It deals with an area that, historically, takes part on the social demands and, above all, nowadays, is intensifying its engagement in the State and Organized Civil Society articulated network in the social public policies process of elaboration, implementation and control. The present study, thereby, has as a research problem: How the Civil Society Organizations (CSOs), that represent the non state?owned public sphere, act with the child and adolescent policies in the city of Manaus? Having as a general objective to analyse how the Civil Society Organizations act in the public policy for child and adolescent in Manaus/AM, seeking to uncover how the non state?owned public sphere adresses in the social services assets coproduction. The research methodological course presents a qualitative approach, centering around five CSOs, that develop activities with children and adolescents in Manaus, and as a research subjects, five managers and ten users. The results point out that the CSOs are configured in accordance with the 10.406/2002 law (juridical people of private right without lucrative purposes); due to its purpose, they follow the axis of social protection basis with the prevention and social rights promotion; the participation of the non state?owned public sphere in the enlarged spaces of discussion is relevant for their development, in spite of the social control fragility in Brazilian society; in the range of social services instalments in the Manauara society, it is figured out that the exigencies for the CSOs are increasing more and more for the great part of the citizens in their demands and necessities; faced with the deterioration of the social expressions issues, it becomes blatant that the State primacy is crucial in this matter; and the CSOs presence in the political debate of the public policies with the efervescent non state?owned public sphere as the locus of struggle and resistence for the social rights concretion. As for conclusion, the Civil Society Organizations, participants of the non state?owned public sphere, are located in a complex and contradictory public space, permeated for several social actors performing in a political arena of intervention, dispute, struggle and construction of the possible concepts in the conjunction of the political society with the civil society, as for the elaboration, enforcement or social control that, lined in the pursuit for the citizenship, constitute the basis for the contemporary management operation. / No cen?rio contempor?neo, as mudan?as no modo de produ??o capitalista, no Estado e na sociedade civil, alteram o modo societ?rio, no ?mbito mundial, com destaque para as configura??es apresentadas na provis?o de pol?ticas p?blicas, marcada pela luta de diversos segmentos sociais na busca pela efetiva??o dos direitos sociais. Nesse contexto, a esfera p?blica n?o estatal se constr?i enquanto um espa?o privilegiado, palco de disputas, de interesses, de participa??o social no fomento de programas e projetos sociais. Trata-se de uma ?rea que, historicamente, participa das demandas sociais e que vem, atualmente, se intensificando com o envolvimento em rede articulada pelo Estado e pela pr?pria sociedade civil organizada nos processos de elabora??o, implementa??o e controle social das pol?ticas p?blicas. O presente estudo, assim, tem como problema de pesquisa: Como as Organiza??es da Sociedade Civil (OSCs), que constituem a esfera p?blica n?o estatal, atuam na pol?tica da crian?a e do adolescente na cidade de Manaus? Tendo como objetivo geral analisar como as Organiza??es da Sociedade Civil atuam na pol?tica p?blica da crian?a e do adolescente em Manaus/AM, buscando desvelar como a esfera p?blica n?o estatal incide na coprodu??o de bens e servi?os sociais. O percurso metodol?gico da pesquisa apresenta abordagem qualitativa, tendo como l?cus cinco OSCs, que desenvolvem atividades com crian?as e adolescentes, em Manaus, e como sujeitos da pesquisa, cinco gestores e dez usu?rios. Os resultados apontam que as OSCs est?o configuradas de acordo com a Lei 10. 406/2002 (pessoas jur?dicas de direito privado e sem fins lucrativos); quanto a sua finalidade, seguem o eixo da prote??o social b?sica com preven??o e promo??o dos direitos sociais; a participa??o em espa?os ampliados de discuss?o ? relevante para a constru??o da esfera p?blica n?o estatal, apesar da fragilidade do controle social na sociedade brasileira; no ?mbito da presta??o de servi?os sociais, na sociedade manauara, percebe-se que as exig?ncias para as OSCs s?o cada vez maiores frente ?s demandas e necessidades de grandes parcelas de cidad?os; perante agudiza??o das express?es da quest?o social, fica evidente que a primazia do Estado ? fundamental nessa quest?o; e a presen?a no debate pol?tico das OSCs nas pol?ticas p?blicas com a efervesc?ncia da esfera p?blica n?o estatal enquanto l?cus de luta e resist?ncia pela concretiza??o de direitos sociais. Urge pensar estrat?gias que possibilitem a politiza??o dos integrantes, tanto do Estado quanto da sociedade civil, para que se vislumbrem pol?ticas sociais universais garantidoras dos direitos de cidadania. Conclui-se que as Organiza??es da Sociedade Civil, part?cipes da esfera p?blica n?o estatal, situam-se num espa?o p?blico complexo e contradit?rio, permeado pela atua??o de diversos atores sociais numa arena pol?tica de interven??o, disputa, luta e constru??o dos consensos poss?veis na jun??o da sociedade pol?tica com a sociedade civil, seja na elabora??o, execu??o ou controle social que, pautada na busca pela cidadania, constitui as bases para a gest?o das pol?ticas p?blicas na contemporaneidade.

Previous issue date: 2017-12-01 / It is noticed that, at the present time, there is an approximation between market, State
and Civil Society, and that in this tripartite relationship Civil Society occupies more and
more space in the public sphere, increasing the importance of the role of Social
Movements and the Third Sector as alternatives to achieve social welfare. This
research observed the development of Social Movements and the Third Sector in the
world, and especially in Brazil, verifying how were the forms of action and democratic
participation of these entities after the end of the military dictatorship and, mainly,
perceiving how social emancipation ocurrs by means of the current forms of being and
doing politics of associations, NGOs, Civil Society Organizations and the collective
movements of struggle and resistance. An analysis was made of the evolution of the
Third Sector in the world, observing its conceptual difficulty and the new forms of
contracting and partnership provided by Law 13.019/14. The role of the Social
Movements and the Third Sector was verified for the new emancipatory social
practices and some concrete cases of these practices in Brazil were analyzed. For this
analysis were considered theoretical currents and their contributions, as well as data
and information taken from official sites, interviews with members of collective
movements and associations. / Constata-se, na atualidade, uma aproxima????o entre mercado, Estado e Sociedade
Civil, e que, nessa rela????o tripartite, a Sociedade Civil ocupa cada vez mais espa??o
na esfera p??blica, crescendo a import??ncia do papel dos Movimentos Sociais e do
Terceiro Setor como alternativas para se alcan??ar o bem-estar social. Esta pesquisa
observou o desenvolvimento dos Movimentos Sociais e do Terceiro setor no mundo
e, em especial, no Brasil, verificando como foram as formas de atua????o e participa????o
democr??tica desses entes ap??s o fim da ditadura militar e, principalmente, percebendo
como ocorre a emancipa????o social por meio das atuais formas de ser e de fazer
pol??tica de associa????es, das ONGs, das Organiza????es da Sociedade Civil e dos
movimentos coletivos de luta e resist??ncia. Realizou-se uma an??lise da evolu????o do
Terceiro Setor no mundo, observando sua dificuldade conceitual e as novas formas
de contratualiza????o e parceria prevista na Lei n?? 13.019/14. Verificou-se o papel dos
Movimentos Sociais e do Terceiro Setor para as novas pr??ticas sociais emancipat??rias

Previous issue date: 2006-12-27 / This report has as its objective the setting up of a social cartography, mapping and characterizing non-governmental organizations working with adolescents and young people (OSC) in the western districts of the city of Natal. Characteristics such as the profile, themes and principal activities, how the organizations fit into the public sector and their participation in social networks are observed. Thus common differences and similarities which serve as a means of indentification, take as reference the symbolic cartography of Boaventura of Sousa Santos. Since there are relatively few studies relating to civil society of Rio Grande do Norte and in particular, Natal, the starting point was the setting up of a database allowing for a general overview. Hence a panorama of the organizations could be observed: where they are located, when they were formed how they operate and their relationships with other sectors (the state, the market and civil society) in addition to basic facts and location. The principal lines of enquiry were a) the OSC which operate with the public comprising adolescents and young people and b) the OSC operating or having branches in four suburbs on the periphery of the western administrative region of the city (Felipe Camar?o, Bom Pastor, Cidade Nova and Guararapes).The present report has identified the impacts of ongoing social transformation caused by the process of globalization ,by the various currently contested political projects which are as follows: the project of neoliberal globalized capitalism(hegemonic)and the project of social emancipation (contra-hegemonic),how these are seen from the local viewpoint and how they influence the profiles and operation of the cartographic organizations. The area of the OSC is a heterogenous one with political, cultural and ideological strains, characterized by its infiltration, its local/global and multicultural dimensions. As civil organizations are fundamental in the processes of transformation within society, and following the idea of social emancipation referred to by Boaventura Santos, the enquiry classified the organizations according to the afore-mentioned characteristics, establishing eight types of associations. These different types and their respective characteristics were analysed from a related perspective using the mechanisms of symbolic cartography: scale, projection and symbolisation. The theoretical references underpinning this research arise from the debate on civil society which becomes redefined as a result of the dispute involving the two afore-mentioned political projects. These demand the theoretical application of the comprehension of heterogeneity in its diversity and complexity together with the idea of social emancipation.The main authors consulted were Boaventura de Sousa Santos, Antonio Gramsci, through the texts translated by Marco Aurelio Nogueira; Carlos Nelson Coutinho and Alberto Rivera ,who supported the construction of the types of associations identified by the local reality.Finally this research enabled an understanding of the current form of social action happening in the Space of the Four Neighbourhoods (Espa?o dos 4 Bairros) and how the distinct profiles analysed together with the ares of operation of the organizations define their emancipatory potencials within the following two poles: regulation/adaptation and emancipation/transformation / Esta pesquisa tem como objetivo realizar uma cartografia social com vistas a mapear e caracterizar as organiza??es da sociedade civil (OSC) que atuam com adolescentes e jovens da Regi?o Oeste da cidade de Natal, observando-se suas caracter?sticas quanto: ao perfil, temas, atividades principais, formas de inser??o no espa?o p?blico e participa??o em redes sociais, buscando identificar as diferen?as e semelhan?as que as singularizam e identificam. Uma vez que existem poucos estudos sobre o universo da sociedade civil do Rio Grande do Norte e de Natal, o ponto de partida foi a constru??o de um banco de dados objetivando construir uma vis?o geral, panor?mica dessas organiza??es - onde est?o, quando foram criadas, o que fazem, como se relacionam com os demais segmentos (Estado, Mercado, Sociedade Civil) - al?m de dados b?sicos formais e de localiza??o. Os principais recortes adotados foram: a) as OSC que atuam com o p?blico adolescente e jovem; e b) as OSC que atuam ou t?m sede em quatro bairros perif?ricos da Regi?o Administrativa Oeste da cidade (Felipe Camar?o, Bom Pastor, Cidade Nova e Guarapes). O presente estudo identificou como os impactos das transforma??es sociais em curso, motivadas pelos processos da globaliza??o, se manifestam no espa?o local e influenciam nos perfis e atua??o das organiza??es cartografadas.
