Τα άτομα με αναπηρία, ή αλλιώς άτομα με ειδικές ανάγκες (εν συντομία ΑΜΕΑ) αποτελούν μια σημαντική κατηγορία του πληθυσμού, η οποία, όμως, συχνά αντιμετωπίζει προβλήματα κοινωνικού ρατσισμού και αποκλεισμού, αδιαφορίας ή ακόμα και άνισης μεταχείρισης εξαιτίας των προκαταλήψεων που εκδηλώνονται πολλές φορές εις βάρος τους. Τα άτομα με ειδικές ανάγκες τείνουν να τίθενται στο περιθώριο και να αντιμετωπίζονται με προκατάληψη από το υπόλοιπο κοινωνικό σύνολο. Συναντούν φραγμούς σε όλες τις δραστηριότητες της ζωής τους, με αποτέλεσμα να παρεμποδίζεται η ενεργός συμμετοχή τους σε όλες τις εκφάνσεις της κοινωνίας και να βιώνουν τον κοινωνικό αποκλεισμό σε βαθμό πολύ μεγαλύτερο από αυτόν των υπολοίπων πολιτών. Καθίσταται, λοιπόν, αναγκαία, η μέριμνα από μέρος της πολιτείας ώστε τα άτομα με ειδικές ανάγκες να καταστούν ισότιμα μέλη της κοινωνίας. Δεν πρέπει να ξεχνούμε, άλλωστε, ότι μια κοινωνία για να αναπτυχθεί κοινωνικά και οικονομικά χρειάζεται τη συμμετοχή όλων ανεξαιρέτως των πολιτών της. Με δεδομένο, μάλιστα, το γεγονός ότι ένα στα είκοσι άτομα παρουσιάζει κάποια αναπηρία, μπορούμε να αντιληφθούμε το μέγεθος της ανάγκης λήψης των απαραίτητων μέτρων. / People with disabilities, or otherwise disabled (briefly disabled) people, are an important class of population which, however, often face problems of social exclusion and racism, indifference or even unequal treatment because of the prejudices that often occur in weight. People with disabilities tend to put on the sidelines and be treated with prejudice by the rest of society. They encounter barriers in all activities of their life, thereby preventing the active participation in all aspects of society and they experience the social exclusion at a much greater extent than other people. Becomes therefore necessary to ensure a part of the state that people with disabilities to become equal members of society. We should not forget, moreover, that a society in order to be developed social and economic, needs the participation of all citizens without exception. Given, moreover, the fact that one in twenty people has a disability, we can understand the magnitude of the need to take the necessary measures. The purpose of this study is just the recording and surveying the situation that currently exists for people with disabilities in our country. But, as the question of applying or not of disabled people rights, can relate to all areas and aspects of everyday life, our work focuses mainly on the Health sector. Specifically, it explores whether and how modern technological advances contribute to a better and faster clinical recovery of the disabled persons.

Desenvolvimento de uma metodologia para testes ergométricos em pessoas com deficiência de membros inferiores / Development of a methodology for exercise testing in people with lower limb disabilities

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / People with physical disabilities recently had a great reintegration into society, this achievement together with new medical treatments, medicines and sports provided an increase in life expectancy. The sports practice as large contributor, requires special attention because it must be performed from prior evaluations to make suitable or not their realization. The heart is the main affected organ, therefore, cardiovascular evaluation is the prior way to diagnose diseases related to this.The ergometric test is the analysis most commonly used to diagnose an anomaly, however its performance in people with disabilities still uses adaptation in protocols and ergometers developed for people without disabilities.Therefore, it was proposed to develop a methodology for these people. Based on energy expenditure (MET) and in a specific ergometer for wheelchair, in consideration of based on each individual\'s physiological parameters. Such action was direct to the elimination of adjustments and minimization of results, sometimes not relevant to the real patient\'s condition. For the generation of such a protocol was created an app with a written algorithm in Matlab® program language. The app performs the most appropriate choice of the work to be overcome by each person during testing. Moreover, this paper also showed the direction to be taken for the improvement of ergometers of wheelchairs, in addition to a methodology that can be adopted for the development of protocols for other types of ergometers. In summary, the protocol/methodology proposed together with ergometers suitable for people with disabilities, will allow to perform more proper test for people with lower limb disabilities. / Pessoas com deficiência nos últimos tempos apresentaram uma grande reinserção na vida social, essa conquista aliada a novos tratamentos médicos, medicamentos e a prática de esportes proporcionaram um aumento na expectativa de vida. A prática de esportes como grande contribuinte, requer uma atenção especial, pois deve ser realizada a partir de avaliações prévias para tornar apta ou não a sua realização. O coração é o principal órgão afetado, sendo assim, a avaliação cardiovascular é o principal meio para diagnosticar doenças relacionadas este. O teste ergométrico é o exame mais utilizado para diagnosticar alguma anomalia, mas, no entanto, a sua realização em pessoas com deficiência ainda utiliza adaptações em protocolos e ergômetros desenvolvidos para pessoas sem deficiência. Sendo assim, foi proposto o desenvolvimento de uma metodologia própria para essas pessoas. Baseado no gasto energético (MET) e em um ergômetro específico de cadeira de rodas foi gerado um protocolo personalizado levando em conta os parâmetros fisiológicos de cada indivíduo. Tal ação foi direcionada para a eliminação de adaptações e minimização de resultados, às vezes, não pertinentes ao verdadeiro quadro clínico do paciente. Para a geração de tal protocolo foi criado um aplicativo com um algoritmo escrito na linguagem de programação Matlab®. O aplicativo realiza a escolha mais pertinente do trabalho a ser superado por cada indivíduo durante o teste. O trabalho mostrou ainda, a direção a ser tomada para o aperfeiçoamento de ergômetros de cadeiras de rodas, além de uma metodologia que pode ser adotada para o desenvolvimento de protocolos para outros tipos de ergômetros. Em suma, o protocolo/metodologia proposto aliado a ergômetros adequados para pessoas portadoras de deficiência, permitirá a realização de teste mais adequados para portadores de deficiência de membros inferiores. / Mestre em Engenharia Mecânica

The city has to accommodate these differences and be adapted architectonically to enable the integration of all its dwellers. The idea driving this project is the belief that architectural planning is a potential ally in furthering the social inclusion of people with a disability or reduced mobility. This study thus deals with issues related to their access to cultural facilities, particularly by raising questions concerning the specific legislation and technical standards created to help people with disabilities. Specifically, the aim was to analyze accessibility in seven municipal cultural institutions in São Carlos city in upstate São Paulo, two of which are in outlying municipal districts. Public cultural buildings were chosen for study in the belief that a person with disability should have the same opportunities to participate in cultural life as any other person, thus becoming integrated into society. Cultural spaces should be duly adapted and accessible to the various forms of perception, locomotion and communication characteristic of an inclusive society. All cultural buildings in the chosen area were visited and, using a checklist stipulated by the Brazilian Association of Technical Standards (NBR 9050, 2004), the public spaces were classed as adequate or inadequate with respect to their accessibility to people with a disability (either visual or physical).The data collected was subjected to quantitative analysis by scoring the commonest accessibility resources, according to their adequacy, as well as the resources not installed. The results show that in all the items analysed, both in the internal and external spaces of the buildings under study, there is a need for adaptations, installations or the building of equipment that allows the physically or visually disabled to interact with the environment in the cultural spaces they choose. By indicating the state of the art in the chosen city, this study contributed to the body of knowledge in the area of accessibility. / Ser acessível é a condição que cabe a um ambiente, espaço ou objeto para ser utilizado por todas as pessoas, já que a diversidade é característica dos seres humanos. A cidade precisa respeitar estas diferenças e deve ser de seu interesse estar adequada arquitetonicamente, de modo a facilitar a integração de todos os indivíduos que nela residem. Considerando o planejamento arquitetônico como aliado na promoção da inclusão social da pessoa com deficiência ou pessoa com mobilidade reduzida, esta pesquisa tratou de questões relacionadas ao acesso aos bens de cultura pelo deficiente, levantando questões referentes à legislação e as normas técnicas, criadas para beneficiar a pessoa com deficiência. Teve-se por objetivo fazer uma análise da acessibilidade em sete instituições municipais de cultura da Cidade e dois Distritos Municipais de São Carlos, interior do Estado de São Paulo. A escolha por edifícios públicos de cultura se deu pelo direito da pessoa com deficiência participar na vida cultural, em igualdade de oportunidades com as demais pessoas, se integrando a sociedade. Todos os prédios foram visitados e, através de um checklist baseado nas Normas da Associação Brasileira de Normas Técnicas NBR9050, 2004, foram registrados os espaços adequados e inadequados em relação à acessibilidade de pessoas com deficiência física e visual. Após a coleta, os dados passaram por análises quantitativas, pontuando os recursos de acessibilidade mais comuns, sua adequação e os recursos não instalados. Os resultados mostram que em todos os itens avaliados nos espaços externos e internos dos edifícios, são necessárias adequações, instalações ou construções de facilitadores que permitam ao deficiente físico e visual a interação com os ambientes nos espaços culturais escolhidos. Este trabalho contribuiu com a construção de conhecimento na área, apontando o estado da arte na cidade estudada.

The personal and embodied experiences of people living with a spinal cord injury in the or Tambo district municipality in the Eastern Cape

The study was undertaken to deepen understanding of living with a spinal cord injury (SCI) in the rural communities of the Eastern Cape Province, South Africa (RSA). The OR Tambo District Municipality, which was selected for its accessibility to the researcher, is virtually rural, the infrastructure is poorly developed and there is low socio-economic activity in the rural areas of the old Transkei. In the RSA services for management and rehabilitation of SCIs varies from province to province. A Heideggerian phenomenological approach was used to interpret the meaning of living with SCI persons in a rural community. The purpose was to describe and interpret what being-in the-world as a spinal cord injured person meant to the particpants. A key assumption in phenomenology is that understanding human beings and their actions is best achieved through examination of human experiences. Experience, including experience with living with SCI, offers itself as a record of human encounters, the interface between persons and their world, and experience can only be understood in terms of background and the social context of the experience (Pateman & Johnson 2000: 51). Phenomenological interviews with ten people living with SCI explored their experience. The overall goal was to increase awareness of their experiences of living with SCI, and to encourage incorporation of knowledge gained into nursing practice. The central question in the study was `What is it like to live with a spinal cord injury in a rural community? Data were analysed according to Heideggerian hermeneutic phenomenology. Two main themes were identified, namely reconceptualising being-in-the-world as a person with a disability; and being-with-each-other: experiencing being excluded, objectified and marginalized. The participants engaged in a process of reconstructing their identities following the traumatic loss of sensory and motor functioning. Data reflect the social and economic context in which living with SCI is experienced. The respondents' life experiences were influenced by socio-political, economic and historical factors, namely geographic location, poor infrastructure, poverty, low educational status, and unemployment and the community at large. It was noted that participants experienced difficulties in several areas in their daily life realm; naming, coping with health and disability problems, family interactions and relationships, and non-accessibility of amenities, including their own dwellings. In addition, being a person living with an SCI in the rural communities of the OR Tambo District Municipality carries a high physical and social risk due to lack of resources. The inability to live up to generally expected social roles led to role dissatisfaction. There is an urgent need for social support to overcome the negative societal attitudes experienced. They are forced into isolation with a limited social life and are poorly integrated into the communities in which they live. Most of what the participants raised pointed towards inadequate preparation for the outside world. Therefore, a holistic approach to rehabilitation is recommended, as holism means addressing the physical, social, emotional and cognitive needs. Accordingly, the researcher developed guidelines for facilitating community integration. In conclusion, understanding how people experience living with SCI in a rural community is an essential prerequisite to the development of appropriate strategies to facilitate community integration. / Health Studies / D. This theses is focused on ethical dilemmas, which can appear during the work with people with disabilities. This work is divided into five main parts. In the first part I describe specifics of the target group and the negative impacts of disabilities which can appear. The second part is focused on social work with this target group. The third part deals with ethics and ethical dilemmas. Here I describe ethics in general view and also in the context of social work. Then I define ethical dilemmas and I describe possible solution, all based on literature. The fourth part is about ethical dilemmas in practice. Namely dilemmas, which were mentioned during research probe under which I have conducted interviews with social workers. The last part concerns the analysis of the ethical dilemma according to three ethical theories.

These organizations are not always prepared, either architecturally or by a culture of inclusion, to receive and manage the workforce. In this context, the present study sought to discuss the management practices of people with disabilities in the public sector, from the inclusion approach, using the case of the Instituto Nacional de Câncer José Alencar Gomes da SilvaINCA. For the construction of this study, it was conducted a qualitative survey which included documentary analysis and semi-structured interviews. In order to encompass the views of different groups of people who are involved with the issue in the INCA, three types of professionals were interviewed, namely: servers with disabilities, managers directly linked to these PwD and head of human resources management area. It is possible to see a concern of the institute to fulfill the legal requirement of employment quotas reserved in the establishment plan for PwD, but it was identified empirically have not yet been developed or adapted, institutional management instruments for the effective inclusion of these professionals. It was also found that the adaptation of the INCA to accessibility dimensions - architectural, communicational, methodological, instrumental, programmatic and attitudinal - is still incipient. Formally, there is no element that prevents the participation of PwD in the INCA people management subsystems. However, the necessary tools to autonomy and full participation of these professionals are not always created and institutionalized. / Em virtude da reserva de vagas prevista em legislação, a presença de pessoas com deficiência - PcDs é cada vez mais frequente nas organizações públicas. Percebe-se que nem sempre essas organizações estão preparadas, quer seja arquitetonicamente quer seja por uma cultura de inclusão, para receber e gerir essa força de trabalho. Diante desse contexto, o presente estudo procurou discutir as práticas de gestão das pessoas com deficiência na área pública, a partir do enfoque da inclusão, utilizando o caso do Instituto Nacional de Câncer José Alencar Gomes da Silva - INCA. Para a construção do estudo foi realizada uma pesquisa qualitativa com análise documental e com entrevistas semiestruturadas. No intuito de abarcar a visão dos diferentes grupos de pessoas que estão diretamente envolvidos com a temática no INCA foram entrevistados três tipos de profissionais, a saber: servidores com deficiência, chefias diretamente ligadas a essas PcDs e chefia da área de gestão de pessoas. Constata-se uma preocupação do instituto em cumprir a determinação legal de ocupação das cotas reservadas no quadro de pessoal para as PcDs, porém ainda não foram desenvolvidos ou adaptados instrumentos institucionais de gestão que permitam a inclusão efetiva desses profissionais. Verificou-se também que a adaptação do INCA às dimensões de acessibilidade - arquitetônica, comunicacional, metodológica, instrumental, programática e atitudinal – ainda é incipiente. Formalmente não há nenhum elemento que impeça a participação das PcDs nos subsistemas de gestão de pessoas do INCA, contudo nem sempre são criadas e institucionalizadas as ferramentas necessárias à autonomia e à plena participação desses profissionais.
