Formulace personální strategie a nastavení HR systému v organizaci / The formulation of HR strategy and setting up of HR system in the organization (business accelerator of VSE - xPORT)

The master's thesis is about the formulation of human resources strategy and setting up of HR system in the newly established organization. The theoretical part is focused on analysing impact and influence of organization' s HR; defines basic principles of strategic HR management based on corporate culture, leadership, talent management and the structure. Following part describes basic principles of functional HR system as well as the competencies of HR professionals. Then it provides action plan of establishing HR system. The practical part of the thesis introduces business accelerator of University of Economics in Prague xPORT VSE and analysis both premises and needs of HR' s customers. The thesis suggests personal strategy and HR system based on theoretical findings and analysing stakeholders' needs.

Valfrihet för vem? : En studie om konkurrensutsättning i offentlig sektor

Den offentliga sektorn anses som ineffektiv av förespråkarna för New Public Management (NPM) som hävdar att den offentliga sektorns verksamheter ska bedrivas mer resultatinriktat, likt den privata sektorn. Detta för att skattebetalarnas pengar ska komma tillbaka till medborgarna. Ett sätt att lösa vad de framhåller som ett ineffektivitetsproblem har lett till konkurrensutsättning, där privata aktörer får en möjlighet att genom upphandling utföra offentliga tjänster. Syftet var att undersöka hur det strategiskt arbetas med stöd och vägledning till chefer i konkurrensutsatt verksamhet, samt hur chefer upplever att de får det stöd som behövs för att fullgöra sitt arbete. Vi ville även förklara de bakomliggande motiven för konkurrensutsättning. Empirin har bestått av kvalitativa intervjuer med chefer inom kommunal sektor. Resultatet visar att från en personalstrategisk nivå finns det en god intention att kunna stödja chefer ute i verksamheter som påverkats av konkurrensutsättning, men att cheferna saknar stöd, beroende på vilken organisation de tillhörde. Vi såg vikten av att skriva tydliga avtal med ramar och beskrivningar av vad som ska göras i en upphandling. Detta för att erhålla en så bra kvalitet och kontroll som möjligt. Vi menar att en tydligare struktur kunde underlätta för chefernas arbete i samband med konkurrensutsättning. The advocates for New Public Management (NPM) thinks that the public sector's activities should be carried out with focus on result, equal to the private sector, this because the taxpayers’ money will gain the citizen more. One way to solve ineffectiveness problem has led to allowing competition between public and private sector over contract. With this background, we thought it to be interesting to investigate the public health care sector. The aim was to study how organisations work on a strategic level with support and guidance to first line managers, in a competitive environment, and how these mangers think about this support. We also wanted to explain the underlying reasons for more exposition to competition. The empirical data comprises qualitative data from interviews, documents and a broad theoretical background. The result showed that the strategic human recourse department had a good intention to support managers in their organisations that is affected by competition, but that the managers lacked certain support, depending on which organisation they belonged to. We saw the importance of good contracts with a clear framework and a good description, this in order to receive as good quality and control as possible. We believe that such a framework may lead to a clearer structure that in return may be a good support for the managers on a competitive market. Цифровая экономика является современным этапом развития хозяйствующих субъектов, который формирует принципиально новый набор ценностей и факторов поддержания конкурентоспособности, основанных на знаниях и интеллектуальном капитале. Развитие информационных и компьютерных технологий в последние годы в значительной степени усилило турбулентность внешней среды предприятий, поскольку конкуренты получают возможность быстрее и грамотнее принимать решения в масштабах всей цепочки поставок. Цифровизация рассматривается как практическое внедрение кибер-физических систем и систем интеллектуального анализа данных для трансформации и поддержания высокого уровня эффективности основных и вспомогательных бизнес-процессов. В таких условиях человеческий капитал становится одним из основных ресурсов поддержания цифровой трансформации, соответственно предприятиям необходимо формировать адекватную и эффективную кадровую политику, которая позволяет управлять талантами на заре рождения новой конкурентной среды. Кадровая политика представляет собой систему руководящих принципов, которые разумно учитывают сигналы внешней среды и позволяют сформировать приемлемые кадровые стратегии по каждому из ключевых направлений, касающихся отбора персонала, оценки результативности, проведения обучения и развития социально-культурных аспектов внутренней среды. В свою очередь отдельная стратегия должна учитывать интенсивность технологического обновления и возможность преобразования рабочих мест, что требует соответствующих управленческих решенийОсновная научная идея исследования заключается в разработке теоретических и методических положений управления кадровой политикой предприятия в условиях цифровой трансформации экономики, основанных на преобразующей роли отдельных кадровых стратегий и подходе к оценке потенциала трансформации профессиональных задач работников предприятий. / The digital economy is a modern stage in the development of economic entities, which forms a fundamentally new set of values and factors for maintaining competitiveness based on knowledge and intellectual capital. The development of information and computer technology in recent years has greatly increased the turbulence of the external environment of enterprises, as competitors are able to make faster and more intelligent decisions throughout the supply chain. Digitalization is seen as the practical implementation of cyber-physical systems and data mining systems to transform and maintain a high level of efficiency of the main and auxiliary business processes. Under such conditions, human capital is becoming one of the main resources for supporting digital transformation; accordingly, enterprises need to form an adequate and effective personnel policy that allows them to manage talents at the dawn of a new competitive environment. HR policy is a system of guidelines that reasonably take into account the signals of the external environment and allow the formation of acceptable personnel strategies in each of the key areas related to personnel selection, performance evaluation, training and development of socio-cultural aspects of the internal environment. In turn, a separate strategy should take into account the intensity of technological renewal and the possibility of transforming jobs, which requires appropriate management decisions. The purpose of the study is to develop theoretical and methodological issues of managing the personnel policy of an enterprise in the context of the transformation of enterprises under the influence of the digital economy.

Komparace hodnocení zaměstnanců jako personální činnosti ve školství a v ziskových organizacích / Comparison of Staff Evaluation As Part of Personnel Activities in Educational Institutions and Profit Organisations

This paper deals with a comparison of the staff evaluation systems in the commercial sector and the education system. The theoretical part highlights the role and significance of personnel work for achieving goals and an organization's strategies, and defines the basic terms from the personnel and staff evaluation areas. It particularly focuses on the description of the functions, goals and methods of staff evaluation; potential problems arising from the evaluation have been covered as well. The small enterprise and the Czech primary school have been selected as representative subjects for the subsequent comparison. Further, the difference between the roles of the for-profit (business) sector and the public sector, between the organizations' goals in both sectors and the basic background of the workings of both organizations are explained. Regarding the enterprise, the focus is also on the context of personnel work and staff evaluation as a means of attaining the financial goals of the business. The section about schools deals with the methods of school management, the particularities of the teachers' profession and the resulting characteristics of personnel work at schools as well as the methods used for teachers' evaluation. This thesis's objective was to analyse and evaluate change of HR management in the group ACTIV which had passed through the process of transformation within 2004 to 2006. ACTIV's staff growing had significant impact to the decision making processes and organisation of the whole group including HR management. The thesis's conclusion highlights positives and negatives of transformation process, especially in the part of personnel work and management of human resources.
