We agree that the Korean development process, between 1961 and 1991, was through an export-led industrialization strategy conducted by a strong State that planned and coordinated the course of development thanks to a certain institutional and political configuration that allowed it to fulfill special economic functions. This interpretation is known as Developmental State. We show that this development model was deeply influenced by both domestic factors as international factors. The state's ability to respond positively and to adapt to the geopolitical context, the regional pattern of economic development and the conditions of international trade for the period was crucial for the developmental success. This strategy has resulted in a pattern of trade and capital transfers with the core countries consistent with the economic situation and world politics of the period. / Este trabalho busca analisar t?picos de economia pol?tica internacional no contexto do projeto de desenvolvimento capitalista da Cor?ia do Sul. Admitimos que o processo de desenvolvimento coreano, entre 1961 e 1991, se deu atrav?s de uma estrat?gia econ?mica de industrializa??o via exporta??es conduzida por um Estado forte que planejou e coordenou os rumos do desenvolvimento gra?as a uma configura??o pol?tica e institucional pr?pria que lhe permitiu cumprir fun??es econ?micas especiais. Essa interpreta??o ? conhecida como Developmental State. Mostraremos que esse modelo de desenvolvimento foi profundamente influenciado tanto pelos fatores nacionais como por fatores internacionais. A capacidade do Estado em responder positivamente e se adaptar ao contexto geopol?tico, ao padr?o regional de desenvolvimento econ?mico e ?s condi??es do com?rcio internacional do per?odo foi crucial para o sucesso desenvolvimentista. Essa estrat?gia se traduziu num padr?o de com?rcio e de transfer?ncias de capitais com os pa?ses centrais coerente com a situa??o econ?mica e pol?tica mundial do per?odo.

Although much of the doctrine still states that this power is linked only to the State and the international organizations, governmental or not, it has been observed the growing participation of the entertainment industry in the international scenario, since it has shown an increasing volume of participation in initiatives, such as humanitarian, political and social, which may represent a clue that these exercises or decision-making processes can be quite advantageous not only for the industry, but for the organizations that promote these social actions of international character. Faced with this global participation, this study intends to examine whether this visibility of social issues through entertainment and celebrity culture affects international politics, making one celebrity a real actor of international relations, since they make the action goes beyond the local scope and achives the global concern. / Em um campo t?o diverso e em constante evolu??o como o das Rela??es Internacionais, ? frequente o surgimento de novas concep??es acerca de suas problem?ticas, em especial no que tange a inclus?o de novos tipos atores, temas na agenda internacional e formas de se exercer o poder no cen?rio pol?tico global. Muito embora grande parte da doutrina ainda afirme que este poder esteja vinculado apenas ao Estado e organiza??es internacionais, governamentais ou n?o, se observa a crescente participa??o da ind?stria do entretenimento no cen?rio internacional, uma vez que esta vem apresentando um volume cada vez maior de participa??o em iniciativas humanit?rias, pol?ticas e sociais, podendo assim representar um ind?cio de que tais exerc?cios ou processos de tomada de decis?es podem ser bastante vantajosos tanto para esta ind?stria, quanto para as organiza??es que promovem estas a??es sociais de car?ter internacional. Frente a esta participa??o global, pretende o presente estudo analisar se esta visibilidade das causas sociais atrav?s do entretenimento e da cultura da celebridade afeta a pol?tica internacional, fazendo da celebridade um verdadeiro ator de rela??es internacionais, j? que atrav?s destes personagens faz com que a a??o social saia do escopo local e tome ares de preocupa??o global.

The object of this thesis is a particular kind of war: the Just War. Having as the main objective to build rational criteria that determines how should a state declare war and how should the combatants behave at the battlefield, the Just War concept have been used by contemporary leaders to justify wars and make it seem legit to international public opinion. These justifications are based on three traditions: Natural Law, International Law and Realism. Finally, the central objective of this thesis is, primarily, demonstrate that these three apparently opposite theories should be thought together in order to make this criteria effective. And, afterwards, demonstrate that Rawls? International Political Theory is the closest one in reconcile theses sub-traditions. / Em filosofia pol?tica, a quest?o da guerra ? fundamental para compreender o sentido pr?prio do que ? a pol?tica em sua ess?ncia. O objeto desta tese ? um tipo particular de guerra: a guerra justa. Tendo como principal objetivo construir crit?rios racionais para determinar como um Estado deve declarar uma guerra e como os combatentes devem se comportar no campo de batalha, o conceito de guerra justa tem sido utilizado por governantes contempor?neos para justificar guerras e faz?-las parecer leg?timas para a opini?o p?blica internacional. Essas justificativas s?o baseadas em tr?s tradi??es: o direito natural, o direito internacional positivado e o realismo. Finalmente, o objetivo central desta tese ?, primeiramente, demonstrar que essas tr?s teorias, aparentemente d?spares, devem ser pensadas juntas, para que esses crit?rios sejam efetivos. Em um segundo momento, intenciona demonstrar que a teoria de pol?tica internacional de Rawls ? a que mais se aproxima em conciliar tais subtradi??es.
