Specifika projektové činnosti v sociální sféře / Specifics of the project activities in the social sphere

The diploma thesis deals with project activities in the social sphere. The aim was to find out the specifics of project activities in the social sphere. There was one research question in relation to the objective of the research determined: What are the common features and what is the difference between project activities in social services in the South Bohemian Region? The thesis is divided into two parts. The theoretical part is focused on project management, non-profit sphere and especially on social services. The practical part of the thesis was done by qualitative approach. Data of drawing subsidies in social services in 2007 to 2013 in South Bohemian region program of support A were first evaluated in order to achieve the objective of the work. Semi-structured interviews with communication partners from non-profit organizations were done after. They were workers who are taking care of project activities in their work. Criteria for the selection of communication partners were anomalies in the allocated subsidies for social services from the support program A for the organizations in which the communication partners were employed at the time of the interviews. The interview was also conducted with a grant specialist from the South Bohemian Region. The research found that in Support Program A was supported most of these social services: nursing service, professional social counseling and homes for the elderly. On the other side, the following social services were the least supported: therapeutic communities, interpreting services, support for independent housing. Furthermore, the average subsidy from project activities to one social service, the minimum subsidy and the maximum subsidy were determined. Interviews with communication partners showed that everyone is working on projects in a team and have rich experiences. The diploma thesis identified several specifics, such as budget, financial uncertainty, variability of social services, insufficient allocation of funds, financial dependency of organizations on projects, and that projects are for the basic needs of services, such as salaries of employees. This diploma thesis may be an incentive for further research in this area, or a source of information for organizations providing social services and their staff involved in project activities and drawing subsidies.

The relevance of this dissertation is due to the increasing popularity of the project approach in training, while there are no systems for automating the management of educational project activities. The purpose and objectives of the master's thesis. The aim of the study is to study communications in project groups and identify parameters for managing project training activities, automated service "project Cloud". Objectives: to study the basics of the project approach in training; to build a process map; to analyze the structural and temporal characteristics of projects. During the writing of the master's thesis was selected and studied literature on a given subject. For research purposes, data were collected and processed, the analysis of students ' work within the "Cloud projects". The analysis of educational project activity of students can be useful to teachers for an assessment of quality of work and efficiency of students. The results allow us to determine the direction of further development and improvement of the system. According to the results of the evaluation of the economic efficiency of the project, the benefit from the introduction of the information system "Cloud projects" will be 98 357 rubles per semester. Актуальность данной диссертации обусловлена возрастающей популярностью проектного подхода в обучении, при этом нет систем для автоматизации управления учебной проектной деятельностью. Цель и задачи магистерской диссертации. Целью исследования является исследование коммуникаций в проектных группах и выявление параметров для управления проектной учебной деятельности, автоматизируемой сервисом «Облако проектов». Поставленные задачи: изучить основы применения проектного подхода в обучении; построить карту процессов; провести анализ структурных и временных характеристик проектов. В ходе написания магистерской диссертации была подобрана и изучена литература по заданной тематике. Для целей исследования были собраны и обработаны данные, произведен анализ работы студентов внутри системы «Облако проектов». Анализ учебной проектной деятельности студентов может быть полезен преподавателям для оценки качества работы и эффективности студентов. Полученные результаты позволяют определить направления дальнейшей разработки и усовершенствования системы. По результатам проведенной оценки экономической эффективности проекта выгода от внедрения информационной системы «Облако проектов» составит 98 357 рубля за семестр. Проект окупается в срок 6 месяцев.

Для повышения доходности банки стараются выдать дебетовую карту с множеством преимуществ для клиента, но необходимо учесть ряд показателей, которые могут повлиять на активное оформление дебетовых карт. Этим и занимается маркетолог-аналитик, прогнозируя рост клиентов и доходов банка. Для автоматизации работы маркетолога-аналитика используется применение алгоритма машинного обучения на базе линейной регрессии. Входными данными являются количество заявок на оформление дебетовой карты и дата оформления с января 2020-октябрь 2021гг. / This article is devoted to the study of the application of machine learning in the banking sector to predict the need for the development of banking products. An analysis of the prospects for implementation and advantages of the system under development was carried out. Using process modeling methods, the project implementation process and the sprint development process were described.

Основными методами проведения исследования стали анализ документов, опрос, экспертное интервью и методы проектирования – сетевое, ресурсное календарное планирование. В процессе исследований был произведен анализ лучших практик организации проектной деятельности в муниципальных образованиях Российской Федерации, выделены особенности организации проектной деятельности в монопрофильных муниципальных образованиях, дана характеристика проектной деятельности в органах местного самоуправления городского округа Краснотурьинск. Результатом работы стали рекомендации по совершенствованию проектной деятельности в монопрофильном муниципальном образовании «городской округ Краснотурьинск» и проект по организации проектного офиса в городском округе Краснотурьинск. / As part of the study, an analysis of the best practices of organizing project activities in the municipalities of the Russian Federation was carried out, the features of the organization of project activities in single-industry municipalities were highlighted, and the characteristics of project activities in local self-government bodies of the urban district of Krasnoturinsk were given. The work resulted in recommendations for improving project activities in the single-industry municipal entity Krasnoturinsk and a project to organize a project office in Krasnoturyinsk.

Диссертация посвящена анализу и внедрению инструментов стратегического управления вузом на основе проектного менеджмента в системе высшего образования. Автор проводит теоретический разбор стратегий университетов и корпоративного управления проектами. Проведен анализ внешних и внутренних факторов, которые способствуют внедрению проектного менеджмента в университете, таких как: изменения в области государственного управления и молодежной политики, реализации национальных проектов, деятельность научный фондов и т.д. Выполнен разбор проблем, часто встречающиеся в управлении вузом, которые можно избежать, благодаря стратегическому принципу управления. Автор приводит примерный портфель проектов, который необходим для современного университета. Делается вывод о плюсах и минусах использования стратегического управления с применением проектного менеджмента в вузе. Исследователь приводит методологические подходы к организации стратегической деятельности. В итоге был разработан ряд рекомендаций и предложений по созданию управления стратегического развития и проектного менеджмента для регионального вуза. При разработке данных рекомендаций был подробно описана методика создания такого структурного подразделения, определяющая основные цели, задачи и функции, его права и обязанности, что имеет, несомненно, практический эффект. / The thesis is devoted to the analysis and implementation of strategic university management tools based on project management in the higher education system. The author conducts a theoretical analysis of university strategies and corporate project management. The analysis of external and internal factors that contribute to the introduction of project management at the university, such as: changes in the field of public administration and youth policy, the implementation of national projects, the activities of scientific foundations, etc. The analysis of problems that are often encountered in the management of a university, which can be avoided due to the strategic principle of management, is carried out. The author gives an approximate portfolio of projects that is necessary for a modern university. The conclusion is made about the pros and cons of using strategic management with the use of project management at the university. The researcher gives methodological approaches to the organization of strategic activities. As a result, a number of recommendations and proposals were developed for creating a strategic development and project management department for a regional university. When developing these recommendations, the methodology for creating such a structural unit was described in detail, which determines the main goals, tasks and functions, its rights and obligations, which undoubtedly has a practical effect.

La gestion des ressources humaines et le succès des projets : le cas des pays en voie de développement

Les spécialistes de la gestion de projet sont partagés entre ceux qui défendent l’importance des pratiques de la GRH dans le succès global des projets et ceux qui demeurent sceptiques quant à l’existence d’une telle relation. Notre étude a pour objectif d’enrichir ce débat en tentant de confirmer ou infirmer l’existence d’une relation entre la GRH et le succès des projets dans les pays en voie de développement (PVD). La réalisation d’une étude dans les PVD, où les conditions (économiques, sociologiques, politiques, et cultuelles) sont différentes des pays industrialisés, permettra de savoir si la relation entre la GRH et le succès de projet varie en fonction des pays où le projet est implanté. Le choix de ce sujet de recherche est d’autant plus justifié que les études portant sur les facteurs de succès des projets dans les PVD, et en particulier sur la relation entre la GRH et le résultat de projets dans ses pays, sont plutôt rares. Nos résultats ont révélé que, bien que la GRH ait une relation significative avec le succès des projets dans les PVD, elle présente la corrélation la moins forte avec ce succès par rapport aux autres facteurs de succès étudiés. Ce résultat surprenant peut être expliqué essentiellement par les caractéristiques des PVD qui affectent la gestion de projet et la gestion des ressources humaines dans cette catégorie de pays. Il pourrait s’expliquer également par les caractéristiques spécifiques à la GRH dans le contexte de projet. Afin de mieux comprendre la relation entre les pratiques de GRH et le succès des projets dans les PVD, les recherches futures devraient accorder une attention particulière aux caractéristiques de la GRH propres au contexte de projet en général et au contexte de projet dans les PVD en particulier. / The specialists in the project management are divided between those who defend the importance of human resources practices in the project success and those who remain sceptics about the existence of such a relationship. Our study aims to enrich this debate and try to confirm or invalidate the existence of a relationship between the human resources management (HRM) and the project success. The realization of a study in the developing countries where the economical, social, cultural and legal conditions are different from the industrialized countries will make it possible to verify whether the relationship between the HRM and the project success would vary or not according to the countries where the project is established. Our results revealed that although the HRM has a significant relationship to the project success in the developing countries, it has the least strong correlation with this success. This surprising result can be explained essentially by the characteristics of the developing countries which affect the project management and the human resource management. This result could be also explained by the characteristics relating to the HRM in the project context. In order to better understand the relationship between the HR practices and the project success in the developing countries, future research should pay attention to the characteristics of the HRM in the project context, particularly in the developing countries.

This diploma thesis deals with current conditions of individual types of the interest education organisations and differences between them within the selected topic. It determines strategies of these organisations and how these strategies will change in the future. The thesis is to find specifics within this type of education. The aim is the analysiss of the current state and development of the free time activities in particular types of organisations. In the theoretical part it is defined what the free time and out-of-school education are. The interest education is defined too, especially the terminology connected with that - types, functions, goals, conditions and methodology. The system of the out-of-school education is described in relation to the age of the child and its particular free time activities and the types of interest education organisations are compared with one another. The directors of free time activity centres, children and youth centres, afterschool clubs and managers of other non-profit organisations have been interviewed to make the list of possible types of institutions and to describe their future development and issues they are dealing with, ways of financing and the education of the children with special educational needs.
