The world famous marketing master Elliott Ettenberg indicated in his new book ¡§ The Next Economy¡¨(2003), customer has become corporate main focus in new economy era. Increasing product added value and improving customer relations have been corporate prime objective. This has been obvious in Taiwan industry. With dramatic environment changes and aggressive market competition, performance improvement and sales team enhancement have been one of the most important topics in business administration. For electronic companies aiming to enter global market, an operation flow of quickly responding to market demand and customer satisfaction, especially in order taking, design and development, manufacturing, quality assurance, testing, packing, transportation, price and service, has been a major subject to be tackled under global competition and rapidly changing business environment.
For a long time, many companies face the problem of numerous functional departments not being able to integrate, thus, customers are obliged to receive various and fragmental message. Functional departments often got shortcomings such as limited knowledge, incomprehensive thoughts and even departmental egoism. They normally don¡¦t emphasize on teamwork with other departments and are not able to provide valuable opinions. Their decision perspectives would be restricted, instead of being comprehensive. In addition, organization hierarchy often results in slow problem-solving responses. They also lack of customer-oriented concepts. Their staff is more loyal to the department than to projects or customers. One of the effective and often seen solutions is to set up a cross-product or cross-functional account team. For efficient operation of such project organization, some companies would set up a project office to assist or monitor the progress of projects.
Project management is one of the rapidly growing territories in business administration. Through in-depth interviews and literature retrospective study, this research attempts to understand the operation model of project office in view of customer and service orientation; via empirical observations, interviews and analysis of subject project office real operation, the research tempts to tackle major issues on project office operation.
From a broad view, the management of a project office is part of project management, but its characteristics and management model is different from project deployment. This research expects to establish an operation and management model of project office and provide appropriate recommendations as reference to its practical operation.

This thesis focuses on strategy of Government of the Czech Republic called Smart Administration and its implementation. Its goals are improving quality and satisfaction of citizens with public services, particularly using information technology. The main goal of this thesis is to evaluate the system of governance. Whole life cycle of the strategy is being analyzed. The practical part of the thesis starts with assessment of the aimed goals and its success indicators. Then the governance system is being analyzed, how the projects are being chosen for realization and what role official authority offices play in this process. The outcome from the analysis helps to design an organizational structure of project office, like the shared center of services. The strategy is also being evaluated using measurable success indicators. There's one real project examined and its goals are compared to the strategy goals to see the compliance and integrity with the strategy. There is also a survey conducted among the project holders with an aim to get to know, how the real projects are being governed, how successful they are, and to see the opinion of the project holders on the existing governance and possible changes. The thesis provides comprehensive overview of problems of the strategy with an accent to missing project management principles.

Pesimistic version operates with minimal possible income for realistic business.

Dentro da literatura sobre gestão de projetos, trabalhos que estudam o uso do escritório de projetos dedicam-se, quase que exclusivamente, a citar modelos e exemplos bem sucedidos nas grandes empresas, em especial àquelas com estruturas projetizadas como bens de capital e engenharia. Há uma tendência de estas empresas exigirem práticas semelhantes de seus fornecedores. Esta exigência se intensifica nas pequenas empresas de base tecnológica, pois comumente realizam projetos complexos, com risco considerável para os seus clientes. A implantação de escritório de projetos é um mecanismo fundamental para apoiar a utilização das técnicas e metodologias nessa área, porém, exige um investimento significativo em infra-estrutura e profissionais qualificados. Este trabalho analisa o nível de maturidade em gestão de projetos de uma amostra de empresas de base tecnológica desenvolvedoras de software e avalia o potencial de adoção do escritório de projetos. O grau de maturidade foi avaliado segundo um modelo adaptado do OPM3. Foi realizada ainda a identificação e sistematização dos serviços que podem ser oferecidos por um escritório de projetos, segundo a literatura especializada. Ao final, o trabalho faz uma análise dos possíveis serviços que poderiam ser disponibilizados por um escritório de projetos para uso das empresas estudadas. / Inside project management literature most of available researches about project offices mainly discuss reference models and examples of best practices in big companies, especially the ones with project oriented structure such as engineering and industrial goods firms. There is a trend for those firms to demand similar project management practices from their suppliers. This kind of requirement is intensified for technology based firms once they usually develop complex projects which contains many risks for their customers. The project office implementation in technology based firms is an important mechanism to support the use of project management techniques and methodologies but it demands a significant investment in infrastructure and qualified professionals. This research analyze the project management maturity level of a software development technology based firms sample and the project office adoption potential on these firms. The maturity level was analyzed according an adapted model of OPM3. In addition, it was identified and systemized services that can be offered for those firms by a project office, according the specialized literature. By the end, this research presents an analysis about different kinds of services that a common project office could offer for those firms studied.

The thesis is focused on analysis and change suggestions of selected processes in Local Action Group (LAG) Království -- Jestřebí hory, o.p.s. These processes follow projects realized in LAGs' region via specific subsidy program. Organizations' processes are based on established methods which were the base for studying and modelling processes in BPMN notation. In case of significant differences between the theory and real applied methods, there are suggested changes and there are appropriate representation in models. The other part of the thesis includes the suggestion of project office and the new diversification of responsibilities for selected processes among the workers. The asset of the thesis is the comparison of theory and real practical approach that is based on consultation in LAG. Models of processes are the main output that will LAG apply in the process of forming new strategic plan for the next period.

Purpose - The purpose of this study is to explore the relationship between the establishment of a Project Management Office and project performance. Particularly, whether or not the establishment of a Project Management Office leads to enhanced project performance in project based organizations. Framework - The framework developed for the purpose of this study is made out of the different categories of Project Management Office services and functions on the one side and the different dimensions of project performance on the other. The model created tests the individual relationships between the constructs on each side. Methodology- The study employs a quantitative research design. Project Management Offices in organizations from across the globe and operating in a range of industries and industry segments are investigated. The data for the study is collected using an online questionnaire. Findings - The findings of this study lead to the belief that the establishment of a Project Management Office and the implementation of a certain set of its services and function will indeed lead to enhanced project performance Managerial Implications - Managers are made aware of the impact of the Project Management Office on project performance. Moreover, they are given guidelines as to what services and functions to adopt if there were only interested in seeing results on the project level. Limitations - The approach to exploring the subject in hand, the choice of participating organizations, the size of the sample tested, and the framework chosen for the evaluation of project performance are all seen as limitations for this study.

Previous issue date: 2011-11-15 / The objective of this work was to identify, through a study case done in a public financial institution, how the information technology project coordinators perceive the performance of the information technology project office. It was a review of the existing literature related to the addressed theme in the research as well as internal documents of the institution and the realization of a case study. The results show that the perspective of the technology project coordenators the information technology project office has a very important role for the institution and mainly for the information technology, although its action is very limited and they desire that the office effectively suport them in developing their projects. / O objetivo deste trabalho foi de identificar, por meio de um estudo de caso realizado em uma instituição financeira pública, como os coordenadores de projetos da área de tecnologia percebem a atuação do escritório de projetos de tecnologia da informação. Foi realizada uma revisão da literatura existente em relação ao tema abordado na pesquisa bem como documentos internos da instituição e a realização de um estudo de caso. Os resultados mostram que na visão dos coordenadores de projetos de tecnologia o escritório de projetos de tecnologia tem um papel muito importante para a instituição e principalmente para a área de tecnologia da informação, porém sua atuação é muito limitada e anseiam que o escritório atue apoiando-os efetivamente no desenvolvimento de seus projetos.

Результатом работы стали рекомендации по совершенствованию проектной деятельности в монопрофильном муниципальном образовании «городской округ Краснотурьинск» и проект по организации проектного офиса в городском округе Краснотурьинск. / As part of the study, an analysis of the best practices of organizing project activities in the municipalities of the Russian Federation was carried out, the features of the organization of project activities in single-industry municipalities were highlighted, and the characteristics of project activities in local self-government bodies of the urban district of Krasnoturinsk were given. The work resulted in recommendations for improving project activities in the single-industry municipal entity Krasnoturinsk and a project to organize a project office in Krasnoturyinsk.
