Parking policy and- problems in business areas with reference to the central business district of Paarl

Thesis (MS en S)--Stellenbosch University, 2001. / ENGLISH ABSTRACT: The problem of parking has been with mankind almost from the day that the first carriage was invented. Everyone that owns a motor car knows competing for a parking space in a town centre can be frustrating. This study sets out to explain the phenomenon of parking and attempts to discover how the demand and supply of parking interacts with one another. Parking demand and supply needs to be balanced by policy makers in local governments. Local govemments are in a unique position in laying down guidelines for the provision of parking. These guidelines can influence and direct the way in which parking is supplied in the central business district. A better understanding of parking demand was attained through examining parking behaviour in the central business district of Paarl. The demand for parking was measured and conclusions drawn regarding on-street and off-street parking provision. In-lieu parking fees were found to be a viable alternative to providing parking in the central business district. The minimum parking standards for Paarl were examined and the conclusion arrived at showed that the standards need to be revised. The standards seem to be too high if compared to the current supply of parking in the central business area. The main recommendations made in this study are that further parking survey studies . need to be conducted to forecast the demand for parking in the central business area over the short- to medium term. The Municipality of Paarl should adopt a comprehensive parking policy that guides and manages the provision of parking in the central business district. This policy should be continually adapted and updated to keep track with the changing nature of transport modes and behaviour. / AFRIKAANSE OPSOMMING: Parkering as 'n probleem is saam met die mensdom al vandat die eerste trekkar ontwikkel is. Elke motoreienaar weet dat dit baie frustrerend kan wees om parkeerplek in die dorpskern te soek. Die studie ondersoek die fenomeen van parkering en poog om te ondek hoe die vraag en aanbod van parkering by mekaar inskakel. Dit is die taak van beleidsmakers in plaaslike owerhede om parkeervraag en -aanbod te balanseer. Plaaslike owerhede is in 'n unieke posisie as dit kom by die ontwerp en implementering van regulasies oor parkeervoorsiening. Hierdie regulasies beïnvloed en lei die manier waaarop parkering in die sentrale sakekern voorsien word. 'n Beter begrip van parkeervraag is verkry deur parkeergedrag in die sentrale sakekern van die Paarl te ondersoek. Die vraag na parkering is gemeet oor 'n sekere tydperk en gevolgtrekkings oor op-straatse en af-straatse parkeervoorsiening is gemaak. Parkeervoorsieningsfooie in plaas van parkeerplekvoorsiening word gesien as 'n goeie alternatief om te sorg dat genoegsame parkeerplekke beskikbaar is in die sentrale kern. Die minimum parkeerstandaarde vir Paarl is ook ondersoek en die gevolgtrekking is gemaak dat hierdie standaarde hersien moet word. Die standaarde kom voor as te hoog as dit vergelyk word met die huidige vraag na parkering in die sentrale sakekern. Die hoof aanbevelings wat in hierdie studie gemaak is sluit in dat verdere parkeerstudies gedoen moet word om die vraag na parkering te kan vooruitskat. Die vooruitskattings moet oor die kort- tot mediumtermyn geskied om te voorkom dat die data relevansie verloor. Paarl Munisipaliteit moet ook 'n omvattende parkeerbeleid wat die voorsiening en beheer van parkering defineer en lei daarstel. Die beleid moet gereeld verander en aangepas word om tred te hou met veranderings in vervoermodusse en parkeergedrag.

Exploring factors that contribute to sport participation amongst boys in the middle childhood phase

Beginning as young as five or six years of age, children participate in organised sports and there are an estimated 25-35 million children under the age of eighteen who participate in organised youth sports. Whether success records, statistics, motivational factors or personal reasons are the motivators behind participation in sports, athletes are often studied by the population. Despite a large contingency of children who participate in sports, professional or adult athletes’ thoughts and motivations are often studied. However, one thing is known: The reason children play sports is because they have fun. This study explored the viewpoints of teachers/trainers from Schools in Paarl region from a qualitative perspective on why children choose to participate in sports. The participants were selected via non-probability sampling method with the utilisation of purposive sampling techniques. Data were collected with semi structured interviews with teachers/trainers at Paarl schools. Data were analysed according to Tesch’s (in Creswell, 2009:186) framework for the analysing of qualitative data and data were verified according to Guba’s (in Krefting, 1991:214-222) framework for data verification of qualitative data. The verified data were described in specific teams and sub-themes as well as supplemented by literature control. Mapping the Radio KC community : a case study assessing the impact of participatory research methods in assisting community radio producers to identify programming content

This thesis deals with the introduction of participatory research methods to programming staff working at Radio KC, a South African community radio station based in Paarl, in the Western Cape province. The focus is on a series of workshops conducted at the station, dealing with research tools developed to enable station workers to undertake research of their community. The aim was to determine, by means ofa case study, whether the introduction of participatory research methods could improve the ability of community broadcasters to facilitate democratic participation among the communities in which they operate. More particularly, the thesis assesses whether the application of such methods has improved the ability of the programming staff that were involved in this case study to identify a wider range of stories and voices within their target community, for inclusion in programming content. The participatory research techniques that are applied at the radio station are based on ideas in 'civic mapping' developed by Harwood and McCrehan (1996) under the auspices of The Pew Center for Civic Journalism, and supplemented by insights from Friedland (2001) and Downs and Stea (1977) about the cognitive, normative and imagined dimensions of community. All of the ideas and techniques were adapted for the South African situation. The findings of the research project illustrate that for community stations, the key concepts of 'community' and 'participation' are highly complex ones and that stations need assistance to apply these concepts in their everyday practice. The account of the intervention at Radio KC shows that the process did indeed assist the individual research participants to better deal with the application of these concepts. It did not, however, make much impact on the station as a whole. Reasons for this are believed to lie in the organisational dynamics of the station, and the fact that the model as applied in this case did not provide a means for tackling the agendas, investments and power relations that define the activities of individuals at a given community radio station - what Hochheimer (1993) talks about as the entrenchment of power and personalities. In order to address these shortcomings, an attempt is made to develop a model for future application, which places the mapping process within the context of a broader strategic planning process, focussed on a station's programming schedule.

An analysis of perceptions amongst farmers on the adoption of GM technology in Paarl, Western Cape - South Africa

In early 2003, a persistent drought threatened about 15 million people in the Southern African region (SADC) with starvation as farmers in this region were not able to produce enough food. A similar threat was experienced in the United States of America (USA). The Americans responded by introducing GM technology, which thankfully stabilised corn production and food security. It was against this backdrop that the South African government legalised and supported GM technology in the farming industry. However, the technology became a contentious issue amongst scholars, politicians and policy makers as well as farmers. Therefore, this study analysed the perceptions of small-scale and large-scale farmers, located in Paarl, Western Cape, South Africa, on the adoption of GM technology. This qualitative study, using a case study design, collected primary data from thirty (30) farmers: fifteen (15) small-scale and fifteen (15) large-scale farmers. The findings revealed complex factors influencing farmers’ adoption decisions and that Adopter perception (AP) and Consumer perception (CP) play a key role in their adoption of GM technology. These commercially and profit-driven farmers avoid using GM technology because public opinion and the markets weigh heavily against it. It was concluded that the farmers regarded GM technology as just one of many agricultural technologies and not as an exception. It was also considered unaffordable and detrimental to the environment, the economy and their livelihoods.The study recommends that the government should fully investigate public perceptions with regard to the adoption of any new agricultural innovation prior to making policy decisions. / Development Studies / M.A. (Development Studies)

OPSOMMING Die doel van die navorsingstudie is om die voorkoms en hantering van werksres by maatskaplike werkers in die Paarl-omgewing te ondersoek ten einde aanbevelings aan die bestuur van welsynsorganisasies te maak met die oog op die bevordering van effektiewe stresbestuur by maatskaplike werkers. Elf welsynsorganisasies in die Paarl-omgewing is in die ondersoek betrek en twintig maatskaplike werkers het aan die ondersoek deelgeneem. Na aanleiding van die empiriese ondersoek is daar tot die gevolgtrekking gekom dat maatskaplike werkers in die Paarl-omgewing wel werkstres ervaar en dat die meerderheid welsynsorganisasies in die Paarl-omgewing nie oor programme vir streshantering vir hul maatskaplike werkers beskik nie. Daar word onder meer aanbeveel dat beide die maatskaplike werker en die bestuur van die welsynsorganisasie mede-verantwoordelikheid moet neem vir die maatskaplike werker se effektiewe stresbestuur deur middel van individuele- en organisatoriese streshanteringstrategieë. SUMMARY The purpose of this research study is to investigate the occurrence and management of work stress by social workers in the Paarl-vicinity in order to make recommendations to the management of welfare organisations regarding the promotion of effective stress management of social workers. Eleven welfare organisations in the Paarl-vicinity were involved in the investigation while twenty social workers participated in the investigation. With reference to the empirical study, it was concluded that social workers in the Paarl-vicinity do experience work stress and that the majority of the welfare organisations in the Paarl-vicinity do not have programmes for stress management available for their social workers. Based on these conclusions it was recommended that both the social worker and the organisations must take co-responsibility for the social workers effective stress management by utilizing individual- and organisational stress management strategies. / Social work / M.Diac.

As a result this study, government (The year of Science and Technology - 1998), and other initiatives by concerned bodies efforts are directed to better inform the public about the nature and role of science and technology. It aimed to make citizens both better informed and better able to adapt to the many changes that science and technology have brought, and will continue to bring, to their lives. Despite these efforts many citizens remain ill informed about the scientific advances, and how technology affects their lives. As a result, most members of the public are unable to form substantiated judgements about matters involving science and technology. It is essential that ways are find to improve the public understands of science and technology. This study discusses the results of an empirical survey which was conducted in a coloured community in Paarl. The thesis summarises the results of the survey on these issues. It presents data on the public's understanding of science and technology and lists efforts that have been made to improve the understanding of science and technology. The study describes efforts to make information on science and technology more readily available to the public. Finally, it proposed measures that various actors might usefully take to improve public understanding of science and technology. / AFRIKAANSE OPSOMMING: Die belangrikheid van wetenskap en tegnologie vir die samelewing word reeds 'n geruime tyd erken, en het veraloor die laaste eeu toegeneem. Hieruit spruit die poging van hierdie studie, die regering (die Jaar van Wetenskap en Tegnologie 1998), en ander inisiatiewe deur belanghebbende organisasies om die algemene publiek in te lig rakende die rol van wetenskap en tegnologie. Dit poog om die algemene publiek in te lig oor, en in staat te stelom aan te pas by die veranderinge wat wetenskap en tegnologie reeds meegebring het, en nog sal meebring in hulle daaglikse lewe. Examining the impact of absenteeism at a South African Police Service academy

This study sought to identify and explore the contributing factors responsible for the rate of high absenteeism, as a result of sick leave, at the South African Police Service (SAPS) Academy in Paarl. The research also explored international best practices in the management of absenteeism in police organizations. Furthermore, and most importantly, the study puts forward a set of recommendations to the management of SAPS regarding improvements that could address absenteeism and, ultimately, improve service delivery. Data was collected by means of a literature study coupled with semi-structured individual interviews. The interviews were conducted with the most diligent members of the group employees of the SAPS Academy in Paarl who had taken the least sick leave during the 2009-2012 leave cycle. A thorough literature review was conducted; this literature study focused on SAPS directives, inter alia, standing orders, regulations, national instructions and national legislation. In addition, national and international literature on absenteeism in the workplace was consulted. The findings of the study illustrate the impact of absenteeism on service delivery at the SAPS Academy, Paarl. It was established that absenteeism impacts on the morale of diligent members and, in turn, creates innumerable challenges for managers. The recommendations made in this study could contribute towards addressing and alleviating the impact of excessive absenteeism on service delivery at the SAPS Academy, Paarl. In addition, these recommendations could contribute towards addressing these matters within the broader SAPS body in and other government organizations, since absenteeism in the workplace is a general phenomenon. / Police Practice / M. Thesis (MEd (Education Policy Studies))--University of Stellenbosch, 2010. / Bibliography / ENGLISH ABSTRACT: Evaluation is seen as one of the key elements to enhance the teaching skills and subject knowledge of teachers, thereby facilitating effective and quality teaching and learning. One way of ensuring that this becomes a reality at South African schools is the introduction of an evaluation policy, namely the Integrated Quality Management System, as contained in the document Integrated Quality Management System (IQMS), Collective Agreement Number 8 of 2003 of the Education Labour Relations Council. This research was conducted against the backdrop of IQMS implementation in South African schools since 2005, and explored answers to the following questions: How do teachers experience the implementation of the IQMS (a form of evaluation)? To what extent does the IQMS contribute to the support, development and growth of teachers? Has the implementation of the IQMS had any positive impact on the quality of teaching and learning in schools? The data for the research were collected in 39 schools in Paarl and surrounding areas. The findings of the research study are based on a quantitative (questionnaire) investigation in the framework of an interpretive and positivistic paradigm. The results of the research showed that a significant number of teachers experience the goal and implementation of the IQMS as problematic. This leads to the conclusion that the implementation of the policy has not necessarily contributed to a fundamental improvement in the quality of teaching and learning in the participating schools. This conclusion is also based on the lack of meaningful and ongoing support and assistance that respondents receive before and after the evaluation process. The findings of this study correspond with those of international studies on the same topic, and indicate that teachers face universal problems, particularly with regard to the implementation of evaluation policies. This study could contribute to further research on the topic. / AFRIKAANSE OPSOMMING: Evaluering word as een van die kernelemente beskou om onderwysers se onderrigvaardighede en vakkennis te verbeter, en sodoende doeltreffende en goeie onderrig en leer in die hand te werk. Een manier om toe te sien dat dít in Suid- Afrikaanse skole werklikheid word, is die instelling van evalueringsbeleid, oftewel die Geïntegreerde Gehaltebestuurstelsel (GGBS), soos dit in die dokument Integrated Quality Management System (IQMS), Collective Agreement Number 8 of 2003 van die Raad op Arbeidsverhoudinge in die Onderwys vervat word. Hierdie studie is teen die agtergrond van GGBS-inwerkingstelling in Suid-Afrikaanse skole sedert 2005 onderneem, en soek na antwoorde op die volgende vrae: Hoe ervaar onderwysers die inwerkingstelling van die GGBS ( vorm van evaluering)? In watter mate dra die GGBS by tot die ondersteuning, ontwikkeling en groei van onderwysers? Het die inwerkingstelling van die GGBS enige positiewe invloed op die gehalte van onderrig en leer in skole? Die data vir die navorsing is in 39 skole in die Paarl en omgewing ingesamel. Die bevindings van die navorsingstudie is gegrond op kwantitatiewe (vraelys-) ondersoek in vertolkende en positivistiese paradigma. Die navorsingsresultate toon dat beduidende aantal onderwysers die doel en inwerkingstelling van die GGBS as problematies ervaar. Dít lei tot die gevolgtrekking dat die inwerkingstelling van die beleid nie noodwendig tot grondliggende verbetering in die gehalte van onderrig en leer in die deelnemerskole gelei het nie. Dié gevolgtrekking berus ook op die gebrek aan sinvolle en deurlopende ondersteuning en hulp wat die respondente voor en ná die evalueringsproses ontvang. Die bevindings van hierdie studie stem ooreen met dié van internasionale studies oor dieselfde onderwerp, en toon dat onderwysers, bepaald wat die inwerkingstelling van evalueringsbeleid betref, met universele probleme te kampe het. Hierdie studie kan tot verdere navorsing oor die onderwerp bydra.
