Proměny postavení Evropské lidové strany v Evropském parlamentu / Changes of position of European People´s Party in the European Parliament

The thesis is a study devoted to the changes of the Group of the European People's Party in the European Parliament (EPP) with focus on the situation after election in 2009. The main aim of the thesis is to find an answer to the question, whether the position of current EPP has been weaken after the election of 2009 and after the split of ED. This is reached through comparison current EPP's position with its position in legislative period 2004 -- 2009. In order to verify or to disprove this question we apply various points of view. First, we analyze historical development of political groups and their legal conditions. Afterwards, we deal with development of EPP Group to its current form and define its fundamental characteristics. The basis for the analysis of change of EPP's position after election in 2009 is the description of the EPP's situation after this election. We compare the position of EPP (EPP-ED) in both mentioned periods by means of four indicators (size, number of mandates, occupation of key posts, coherence and loyalty in voting and ability building coalitions). Resulting evaluation of single indicators provide us with the answer to the question, how the EPP's position has changed after election in 2009.

Vnitropolitické souvislosti Hodžova plánu / The responses in domestic politics to Hodza Plan 1935-1936

Abstract The thesis is about the reaction of Czechoslovak political scene to Milan Hodža's Danubian plan. Milan Hodža was Slovak Agrarian and economist who introduced his plan in the second half of 1935 at the time when he was Prime minister of Czechoslovakia. Author emerged from broader considerations of Czech and Czechoslovak ideas about economic and political developments in Central Europe, according to Palacký "space between Germany and Russia." In this context author accepts Palackys beliefs about the indispensability of the Danubian Hapsburg Empire as the counter imperialist expansion's bumper of both the continental powers and efforts of political parties Mladočeši and Staročeši who tried to reform and maintain the country. He also describes the interwar projects of Czechoslovak sovereign foreign policy, where Czechoslovaks tried to take on an inspirational leadership role of Central European economic and political cooperation which was based on Little Entente. Author of this thesis thinks that Hodža's Plan is just one of these projects. And as all the previous projects Hodža's plan had no opportunity to be implemented in the new internationally-political and internationally-economic context. Had Milan Hodža prepared his plan for economic and potentially political cooperation between Danube region countries from the national economy point of view? Did he start the wider discussion about the possibility of Danube region cooperation in Czechoslovakia? These are the basic questions that the author asks and he answers them in the last chapter of his work: Milan Hodža never made any concrete national economic statement for his plan. His attempt for the realization had never gone out of the diplomatic detection. Likewise he did not evoke any specific reaction of Czechoslovak political parties not even in party periodicals.

Tillsammans för riksdagens bästa : En kvalitativ studie av institutionell anpassning i Riksdagsförvaltningen

How does public authority maintain their legitimacy in society? According to theory of institutional adjustment they maintain their authority by adapting to different criteria and modern trends society. One most famous social trend in Sweden has for the last decades been NPM, which shortly means adjusting the organization by making it more like the private sectors companies. This could mean adjusting the entire organization or just taking small influences. Large institutions in the public sector are by mostly related to something rigid and unchanging, but the research declares that even large institutions adapt their structure to maintain legitimacy. This means they only partly change the formal administration to be presented to the public but remain the same in informal structures. Research also tells that some administrations partly change by adjusting the trends to their specific purpose and profession. Riksdagsförvaltningen is the public administration of the Swedish Parliament and is one of the largest institutions in Swedish public sector. The question of this thesis is how does Riksdagsförvaltningen as an institution with such closeness to the political structure of parliament adapt to modern trends or why not? Could the institutional adjustment be affected by its purpose and profession? In this thesis managers in Riksdagsförvaltningen have been interviewed for investigating this question in a qualitative content analysis. The conclusion is that Riksdagsförvaltningen may adjust their formal administration while the mentality and organizational culture of the institution remain the same. It also adapts specific trends to fit its purpose by remaining as a traditional bureaucracy and bringing in ideals from NPM. The closeness to the parliament creates a complicated situation to both pleasure the members of parliament and maintain the values of the administration.

Štinglová Kristýna Pupil at a primary school as a member of a pupils'parlament ABSTRACT The diploma thesis is focused on a primary school pupil in the pupil's parliament. The aim of the work is to find examples of inspiring practice for involving students from the 1st grade in the student parliament. In the theoretical part, at the beginning I deal with the basic concepts that accompany the whole thesis. Then I discuss the topic of democracy in schools, its basic principles and conditions that the school must meet. I mention CEDU, which helps primary schools build democracy. The work is further focused on the developmental character of the 1st grade pupil (it is early school age and middle school age) in terms of social and emotional development. The work also slightly affects the rights of the child at school. Finally, I analyze in detail the parliamentary parliament in Czech schools and abroad, more specifically in Germany, Great Britain and Denmark. The practical part is divided according to research methods into three parts. There is a semi- structured interview with the coordinator of the student parliament, indirect observation of the student parliament meeting in the distance form of study and has my own experience with the student parliament at the time when I was studying at primary school. The aim of this diploma thesis is to answer research questions concerning the attitudes of the President of the Czech Republic Miloš Zeman selected political subjects and their chairmen to migration. For selected political subjects the goal is to find out what attitude they are whether their election programs from 2013 and 2017 include the issue of the migration crisis or if so how much this issue is in the programs. For the research where selected political entities which exceeded the threshold for entry into the Chamber of Deputies of the Parliament of the Czech Republic at least in one case of the Parliamentary elections in years 2013 and 2017. Researched political subjects are: ANO, ČPS, ČSSD, KDU-ČSL, KSČM, ODS, SPD, STAN, TOP 09 and Úsvit. The analysis deals with which attitudes to the migration crisis have the chairmen of selected political subjects, whether they change over a given time frame and whether they agree with the political entity they represent. The thesis also deals with the attitude of the President of the Czech Republic Miloš Zeman to the migration crisis and whether it changes during the specified period of time. The Parliament of Catalonia was restored in 1980 within the transition to democracy in Spain. From the beginning the coalition of Convergència i Unió was dominated in party system. This coalition was consisted by two parties and had absolute parliamentarian majority between years 1984 and 1995. Its dominance was disrupted by Partit dels Socialistes de Catalunya in elections in 1999 and also in 2003. Until then, there was a bipolar system where CiU won elections to the Parliament of Catalonia and PSC-PSOE elections to Congreso de Diputados in this autonomous region. CiU won every Catalan parliamentary elections till 2012. After the collapse of CiU in 2015, one of its parties, Convergència Democràtica de Catalunya, started to cooperate with Esquerra Republicana de Catalunya primarily because of Catalonia's independence. The number of relevant parties started to increase in 2015. The aim of the thesis is to answer following questions: what party system according to Sartori's theory occurred/occurs in the Parliament of Catalonia and whether there was a change of party system or not. The work reflects draft laws to change the electoral system in the Senate from the past, interviews with representatives of political parties represented in both chambers of the Parliament of the Czech Republic. Die Arbeit untersucht die parlamentarische Diskussion im Deutschen Reichstag um die (Bismarckschen) Sozialversicherungsgesetze 1881-1889 hinsichtlich ihrer Beeinflussung durch christlich-religiös motivierte Standpunkte. Sie weist nach, dass die Prägekräfte religiöser Überzeugungen und Argumentationsmuster nicht nur auf einer kirchlichen oder theologischen Ebene wirksam sind, sondern beispielsweise mit der Sozialversicherung bis in die unmittelbare Gegenwart wirksam sind. Die Arbeit enthält einen umfassenden Überblick über die sozialreformatorische Diskussion des 19. Jahrhunderts sowie über die sozialpolitischen Maßnahmen bis zur Einführung der Sozialversicherung.

In the thesis we are going to focus on the topic of on-line political communication of 8 czech ballot leaders on the social network service Facebook during the 2019 European Parliament election campaign. On-line campaign is essential tool to gain the favor of the electorate in the 4th age of political communication. In long term perspective the European Parliament elections are suffering from the low interest of the electorate and from the trend of decreasing tournout in both pan-European and Czech political arenas. Our research is based on the theoretical concepts about main functions of on-line campaign in the 4th age of political communication. The mobilization of the electorate towards political participation is one of those functions. Next we base our research on the second order elections theory of Karlheinz Reif and Hermann Schmitt. The European Parliament elections are characterised by predominance of topics important to the local political system and by substituting as a referendum about the government of a member country. Last but not least, we base our research on the theory of Paul Taggart and Alexander Szczerbiak, who say that today, euroscepticism is an attractive mainstream topic, which can be found throughout the whole political spectrum.
