Syftet är att öka förståelsen för möjligheten att uppmärksamma den personliga rollen i balanserat styrkort när det gäller värdeskapande i offentlig sektor. Metod: Studien har utgått från ett hermeneutiskt perspektiv vilket innebär att tolkande samt förståelse genomsyrar hela studien. Studien bygger på en kvalitativ forskningsstrategi och design. Teori och empiri har arbetats fram med hjälp av abduktion och insamling av empiri har skett genom tio stycken semistrukturerade intervjuer som sedan har analyserats med hjälp av den teoretiska referensramen. Resultat & slutsats: Studien visar att den personliga rollen är en viktig del gällande värdeskapande i offentlig sektor. Empirin visade att användning av BSC-modellen i offentlig sektor kan anses komplex i sig och den personliga rollen bör därför inte uppmärksammas i BSC-modellen. Examensarbetets bidrag: Ur en teoretisk synvinkel bidrar studien till en ökad förståelse för den personliga rollen gällande BSC-modellen i offentlig sektor. Studien visar att den personliga rollen gällande värdeskapande i offentlig sektor inte bör uppmärksammas i BSC. Studien visar också att det är av betydelse att uppmärksamma den personliga rollen självständigt och arbeta med denna för att möjliggöra värdeskapande. Förslag till fortsatt forskning: Till vidare forskning finns ett behov av flera kvalitativa studier kring BSC-modellen som verktyg inom den offentliga sektorn då vi utifrån vår studie fick kännedom av att allt fler offentliga verksamheter väljer att gå ifrån BSC som modell. Vi föreslår även vidare forskning som fokuserar på den personliga rollen som eget verktyg för värdeskapande eller i samklang med andra styrmodeller, för att se om studierna skiljer sig åt. The purpose is to increase the understanding of the possibility of paying attention to the personal role in a balanced scorecard when it comes to value creation in the public sector. Method: The study is based on a hermeneutic perspective and its interpretation and understanding pervades the whole study. It is built up on a qualitative research strategy and design. Theory and empirical work have been forged through abduction, and collection of empirical data has taken place through ten semi structured interviews, which have then been analyzed by using the theoretical reference frame. Result & Conclusion: The study indicates that the personal role is an important part of value creation in the public sector. The study also showed that the use of the BSC in the public sector is seen as complex and supplying the personal role would complicate the work with the BSC further. Contribution of the thesis: From a theoretical point of view, the study contributes to an increased understanding of the personal role associated with the BSC in the public sector. The study shows that the personal role associated with value creation in the public sector should not be observed in the BSC. Instead the study shows that it is important to pay attention to the personal role independently and work with it to enable value creation. Suggestions for future research: For further research, there is a need for several qualitative studies on the BSC as a tool in the public sector, since we gained knowledge from our study that an increasing number of public enterprises choose to avoid using BSC as a model. We also propose further research that focuses on the personal role as a separate tool for value creation or in harmony with other models, to see if the studies differ. Finally, further research on the strategy triangle is also presented.

Performance Management and Rationalityin Public Sector Organisations

Abstract and Keywords  The thesis concerns different conceptions of rationality and their implications for organisations, especially in the public sector. The focus is on performance management (as widely defined) within public sector organisations as a subject for exploring these issues. This has long been controversial because seemingly simplistic approaches to performance management persist, despite well recognised shortcomings, such as a tendency to perverse incentives and unintended outcomes.  Therefore, in the kappa, I analyse the notion of instrumental rationality, examine the established critique of instrumental rationality from a ‘political’ perspective and present the dilemma that this creates; i.e. how to improve processes of resource allocation and performance evaluation, while recognising organisational realities such as imbalances in power. The potential of communicative rationality as an alternative conceptualisation of rationality in organisations is then discussed.    The development of public sector management from the fiscal crises of the 1970s is explained, with the rise of the ‘New Public Management’ based on neo-liberal ideas, and the subsequent opposition to it from ‘New Public Governance’ and ‘New Public Services’ paradigms. These potentially give more scope to participative and deliberative processes of generating performance measurement packages and control systems. Moreover, in practice, particularly interesting examples of participatory approaches have been found in developing countries which align with communicative rationality. A critical position is adopted in the thesis, seeking to challenge ‘managerialist’ orthodoxies.  As a theoretical guide to understanding these issues, conceptual frameworks from the management control literature are used. Broadbent and Laughlin’s (2009) conceptual model of performance management systems has been of particular value. They draw on Weber and Habermas to distinguish between instrumental and communicative rationality models and between transactional and relational performance management systems. This enables them to identify two distinct ideal types of ‘rationality clusters’ (instrumental and communicative) to which organisations will incline. They also contend that contingent factors influence where actual organisations are located between these two ideal types.          7  The four papers I have selected for the licentiate from my various publications report on research carried out in three different public sector settings using different methods of investigation. Paper 1 considers the approaches to resource allocation and performance measurement then used by English Health Authorities at the time of writing. In Paper 2 an evaluation carried out at an English police service, utilising cost-consequences analysis, is described and discussed. Papers 3 and 4 concern a performance management regime for the English ambulance service, which became noted for promoting perverse incentives and ‘gaming’, and its subsequent replacement. The first two papers foreground issues of rationality and the last two issues of performance management; but these topics are interrelated and are relevant throughout. It is argued in all the papers that comprehensively ‘rationalistic’ approaches are flawed and that participation, deliberation and dialogue between stakeholders are desirable.

Le management de la performance sociétale des stations de montagne : une approche par les parties prenantes / Mountain resorts' social performance management : a stakeholder approach

La Performance Sociétale de l’Entreprise (PSE) a reçu une attention croissante tant au plan théorique qu’empirique. Pourtant, elle reste souvent réduite à sa dimension « résultats », centrée sur la mesure. Par opposition, sa dimension managériale a été largement ignorée et le management des Parties Prenantes (PP), notion vague et indéterminée, constitue toujours l’unique levier managérial de la PSE proposé par la littérature. Cette thèse cherche à combler ce manque et propose une modélisation de la PSE qui considère explicitement le rôle des PP vis-à-vis de sa dimension managériale. Cette dernière est saisie à travers un ensemble de leviers managériaux situés à trois niveaux – stratégique, tactique et opérationnel. L’applicabilité du modèle aux stations de montagne est discutée à l’aide d’une revue systématique de la littérature pour rendre compte d’éventuelles spécificités propres à cette unité d’analyse. La méthodologie empirique, de nature exploratoire et confirmatoire, repose sur l’étude de 4 cas de stations de montagne situées dans les alpes françaises. Les données primaires issues de 71 entretiens semi-directifs et de questionnaires auprès de PP représentatives des sphères civile, politique et économique des stations ont été complétées par des données secondaires. Malgré le constat d’un certain « tropisme économique » dans les 4 stations étudiées, les résultats indiquent que les PP des stations ont un rôle à jouer aux trois niveaux du management de la performance sociétale et que l’intensité de ce rôle varie en fonction de leur légitimité et pouvoir. Ils montrent également que l’intégration des PP au management de la performance sociétale est une condition nécessaire pour permettre une réelle prise en compte de leurs responsabilités sociétales. Au plan théorique, cette thèse contribue à l’approche de la PSE par les PP par la prise en compte explicite de sa dimension managériale à côté de sa dimension « résultats ». Au plan managérial, elle débouche sur des recommandations utiles pour aider les stations de montagne à se saisir d’une performance élargie à ses composantes économiques, sociales et environnementales en réponse aux enjeux sociétaux auxquels elles font face / Corporate Social Performance (CSP) has received a significant attention from scholars and practitioners. However, the study of the concept is often limited to its “results” dimension, focusing on measurement only. On the other hand, its managerial dimension has mostly been ignored and the concept of “stakeholders management”, a rather vague and ambiguous one, remains as CSP only managerial lever in the literature. This research seeks to fill that gap and develops a new CSP model. Its new managerial dimension comprises a set of managerial levers at strategic, tactic and operational levels and explicitly takes stakeholders’ role into account. As this research focuses on mountain resorts, the model’s relevance for such a unit of analysis has been assessed by confronting it to mountain resorts’ specificities identified through a systematic literature review. From a methodological point of view, 4 mountain resorts located in the French Alps have been studied through two (exploratory and confirmatory) case study methodologies. Primary data consists of transcripts of the 71 semi-directive interviews conducted with stakeholders from the political, civilian and economic spheres in the 4 resorts. Secondary data has also been collected. Despite the “economic tropism” observed in all 4 resorts, results show that stakeholders have a role to play on each three levels of social performance management and that this role may vary according to stakeholders’ power and legitimacy in the resort. They also show that integrating stakeholders in social performance management is a mean, for them, to better take their social responsibilities into account. From a theoretical perspective, the research contributes to the stakeholders’ approach of CSP by explicitly taking its managerial dimension into account and replacing it next to its “results” dimension. From a managerial point of view, we propose recommendations to help mountain resorts to embrace a wider – economic, social and environmental – view of performance

Gestão do desempenho dos servidores públicos : um estudo de caso no Tribunal de Contas do Estado do Rio Grande do Sul

A pesquisa teve como objetivo resgatar e analisar a trajetória de implementação e os principais desdobramentos do Programa de Avaliação de Desempenho vigente no Tribunal de Contas do Estado do Rio Grande do Sul. A relevância do estudo se apoia na atualidade do tema e no papel social desta Instituição no cenário do estado em relação à gestão pública. A questão orientadora do estudo propôs a identificação de aspectos referentes à experiência deste órgão na construção das atuais políticas e práticas de gestão do desempenho, sistematizando o legado deste Programa para a Instituição. A metodologia se apoiou na realização de um estudo de caso de caráter qualitativo, abarcando o período de existência do Programa, desde sua criação, em 2006, até o ano de 2016, em uma análise longitudinal. De maneira a abarcar os aspectos teóricos, fáticos e críticos desta realidade, foram pesquisados elementos contextuais, humanos, teóricos e legais que contribuíram para a proposição de tal Programa. Como procedimentos para coleta de dados, realizou-se análise documental, a observação participante, além de entrevistas com pessoas-fonte, vinculadas à trajetória do Programa desde sua concepção. A revisão da literatura contemplou as transformações da administração pública brasileira, a gestão do desempenho, a meritocracia e a gestão por competências, com levantamento tanto de trabalhos clássicos nestas áreas como de estudos mais recentes sobre o tema nas bases de dados de trabalhos científicos e acadêmicos. Como principais conclusões, o estudo destaca a iniciativa dos gestores da Instituição à época, propondo um Programa inovador do ponto de vista das instituições públicas, evidenciando que, quando de sua implementação, o Programa causou reações semelhantes às comumente descritas na literatura no que se refere ao receio dos servidores em relação às consequências do processo de avaliação. O levantamento de dados apontou que o Programa já passou por algumas transformações ao longo de sua trajetória e está atualmente inserido na rotina e cultura institucionais. Os entrevistados foram unânimes em reconhecer o legado positivo do Programa analisado, o que afirma a importância de sua existência; contudo foram identificados alguns indicativos de que o Programa ainda necessitaria passar por revisões e ajustes para uma melhor efetivação de seus objetivos e adequação da cultura institucional. E tratando de instituição pública, a revisão da evolução da legislação vigente ao longo dos anos, juntamente com os respectivos registros documentais internos, foram de grande valia ao traçar paralelos com a produção teórica e acadêmica acerca da temática. / The purpose of this research was to retrieve and analyze the implementation path and main outcomes of the Performance Management Program of the Audit State Court of Rio Grande do Sul. The relevance of the study is based on the current theme and on the social role of this Institution in the state scenario in relation to public management. The guiding question of the study proposed the identification of aspects related to the experience of this government office in the construction of the current policies and practices of performance management, systematizing the legacy of this Program to the Institution. The methodology was based on a qualitative case study, covering the period of existence of the Program, from its inception in 2006, through 2016, in a longitudinal analysis. To encompass the theoretical, factual and critical aspects of this reality, contextual, human, theoretical and legal elements that contributed to the proposal of such a Program were researched. As procedures for data collection, documentary analysis, participant observation, and interviews with relevant people were carried out, linked to the trajectory of the Program since its conception. The literature review included changes in Brazilian public administration, performance management, meritocracy, and competency management, with a review of both classical works in these areas and more recent studies on the subject in the databases of scientific and academic works. As main conclusions, the study highlights the initiative of the Institution's managers at the time, proposing an innovative Program from the point of view of public institutions, showing that, when implemented, the Program caused similar reactions to those commonly described in the literature regarding to the fear of the employees regarding the consequences of the evaluation process. The data collection pointed out that the Program has undergone some transformations throughout its trajectory and is currently inserted in institutional routine and culture. The interviewees were unanimous in recognizing the positive legacy of the Program under review, which affirms the importance of their existence; however, some indicators were identified that the Program would still need to undergo revisions and adjustments to the better achievement of its objectives and adequacy of the institutional culture. As a public institution, the review of the evolution of the legislation over the years, together with the respective internal documentary records, was of great value in drawing parallels with the theoretical and academic production on the subject.

Um paradigma orientado a análise de performance de redes de pacotes / A paradigm oriented to performance analysis of packet switched networks

A crescente complexidade das redes de comunicação de dados tem como conseqüência direta tornar cada vez mais complexas as tarefas de projetar seu dimensionamento e evolução. Um passo preliminar vitalmente importante no projeto de uma rede é a coleta de dados relacionados ao uso esperado da rede. Os padrões de tráfego estimados são usados nos cálculos de dimensionamento dos recursos. Fortemente relacionada a estas atividades está a previsão da performance em termos de throughput da rede, tempos de resposta, probabilidade de congestionamento, entre outras. Uma análise de performance efetiva depende de se representar precisamente a configuração da rede e da carga de tráfego a ela submetida. Técnicas de modelagem analítica ou de simulação podem ser usadas para determinar a performance esperada do sistema. Neste trabalho a usada a técnica de simulação para modelar o tráfego da rede usando dados coletados em uma rede real por monitoração. Trabalhando-se com o modelo validado e possível ajustar a carga de tráfego para representar mudanças esperadas nos volumes de tráfego, e testar o efeito na performance de diferentes configurações de rede. Isso possibilita que os processos de planejamento e projeto sejam executados com confiança, alem dos custos da rede poderem ser otimizados. O sistema apresentado neste trabalho e orientado à gerência de performance de redes, apoiando as atividades de gerência e planejamento de capacidade. Defende-se a idéia de que, a partir do perfil dos usuários de uma rede, derivado do tráfego por eles gerado, pode-se construir um modelo de tráfego significativamente representativo para a análise e previsão do desempenho da rede. O modelo foi desenvolvido para redes de comutação de pacotes com serviço orientado a conexão, e validado sobre o tráfego de uma rede X.25 através de um modelo de simulação, implementado em GPSS. O protótipo do sistema é composto por três processos principais que incorporam as etapas da análise de performance: monitoração do tráfego, análise do tráfego e simulação do tráfego. Na monitoração, são contabilizadas uma série de variáveis para cada conexão gerada na rede. Para cada tipo de aplicação são calculados os respectivos fatores de carga de tráfego. As aplicações são classificadas em dois grandes grupos: interativas e não-interativas. O processo de análise do tráfego gera os fatores de carga de tráfego na forma de tabelas e gráficos. As conexões e as métricas de performance produzidas na simulação do tráfego podem ser analisadas e validadas graficamente. O sistema proposto foi especificado em SDL (Specification and Description Language). / The increasing complexity of communication networks turns each time more complex the task to plan its expansion and evolution. A vitally important preliminar step in computer network design is the gathering of data relating to the expected use of the network. The estimated traffic patterns are used in resource usage computations. Closely related to these activities is the estimation of performance in terms of network throughput, response times, congestion probability, among others. An efective performance analysis requires the accurate representation of computer network configuration and traffic load. Analytical or simulation techniques can be used to establish the expected system performance. This work makes use of simulation to model the network traffic, based on collected data of a real network. network. Working with the validated model is possible to adjust the traffic load to represent future demand, and to test the performance impact under distinct network configurations. This enable a trustful execution of network planning and design, besides of the cost optimization. The system presented at this work is network performance management oriented, giving support to capacity management and capacity planning. The central idea is that, through network users profile achieved from generated traffic, it's possible to build a representative traffic model to aim at the network performance analysis and forecast. The model was developed to connection oriented packet switched networks, and validated by means of a simulation model to X.25 network traffic, implementd in GPSS. The system prototype comprises three process: traffic monitoring, traffic analysis and traffic simulation. In monitoring, a set of variables are registered for each network connection generated. The traffic load factors are computed according the application type. The applications are classified in two groups: interactive and non-interactive. The traffic analysis process produces traffic load factors in form of tables and graphics. Connections and performance metrics generated at traffic simulation can be graphically analyzed and validated. The proposed system was specified in SDL (Specification and Description Language).

La mesure et la gestion de la performance représente de sérieux défis aux praticiens et chercheurs en génie industriel et sciences de gestion pour une prise de décision efficace sur base d’informations intégrées, dynamiques et pertinentes concernant la satisfaction simultanée d’objectifs émanant de diverses parties-prenantes. Bien que nombreuses méthodologies et outils aient déjà été proposés, des progrès en la matière sont encore possibles pour aider les gestionnaires et les ingénieurs à prendre de meilleures décisions et ce, de manière plus systématique.En considérant que la performance d’un système, projet ou processus industriel peut-être globalement évaluée en suivant quatre dimensions (bénéfice, coût, valeur et risque), cette thèse propose un cadre original et complet ainsi qu’une méthodologie opérationnelle afin d’appliquer des méthodes et outils d’intervention appropriés dans l’évaluation de la performance et l’aide à la décision au sein de projets industriels.A l’aide de plusieurs exemples inspirés de cas industriels, ces travaux soulignent que la méthodologie proposée peut être le support de : l’évaluation de plusieurs scénarios de décision pour sélectionner la solution la plus appropriée, l’évaluation de la performance à toutes phases d’un projet industriel et le pilotage d’un projet en cours avec plusieurs points d’évaluation durant le cycle de vie. / Performance measurement and management represents serious challenges to practitioners and researchers in industrial engineering and management sciences for efficient decision making with integrated, dynamic and relevant performance information regarding simultaneous accomplishment of multiple stakeholder objectives. Although many methodologies and approaches have already been proposed, there is still room for new advances to go further in assisting managers and engineers to make better decisions in a more systematic manner.Assuming that the performance of an industrial system, project or process can be comprehensively evaluated by four main dimensions (benefit, cost, value and risk), the thesis proposes an original and complete framework as well as an operational methodology to apply relevant supporting methods and tools for the sake of performance evaluation and decision support in industrial projects.Using several examples based on industrial cases, the work emphasises that the proposed methodology can provide the support for: opportunity assessment of several decision alternatives to select the most appropriate one, performance evaluation at any phase of an industrial project and monitoring of an ongoing industrial project requiring performance evaluation at several phases along its life history.

Nesta perspectiva, este trabalho tem como objetivo principal a identificação de fatores críticos de sucesso para a Gestão Estratégica Municipal, a partir das percepções dos Agentes do Sistema Municipal de Gestão de Alto Desempenho da Prefeitura da Cidade do Rio de Janeiro. Para tal, realizou-se uma pesquisa bibliográfica e documental acerca dos seguintes temas: administração pública municipal e a gestão de pessoas, gestão de alto desempenho no setor público e fatores críticos de sucesso. Desta maneira, busca-se a fundamentação da análise das informações com o referencial teórico pesquisado. / The publicity of the implementation of public policies has increased due to the media, now in existence, and to the level of demand of the Brazilian citizen. Social media, among others, are responsible for disseminating the conditions of services provided to the general population. The Brazilian institutions are looking for mechanisms that maximize the quality and quantity of public services, within the time compatible with the provision of these services. In this way, the identification of performance indicators reaches more relevance, not only to achieve citizen satisfaction, but also to render service accounts. In this perspective, this work has as main objective the identification of critical success factors for the Municipal Strategic Management, based on the perceptions of the Agents of the Municipal System of High Performance Management of the City Hall of the City of Rio de Janeiro. To this end, a bibliographical and documentary research was carried out on the following topics: municipal public administration and people management, management of high performance in the public sector and critical success factors. In this way, we seek to base the analysis of the information with the theoretical framework researched.

Este trabalho apresenta e discute uma proposta baseada na teoria dos conjuntos fuzzy para predizer o desempenho da empresa-foco em cadeia de suprimentos modelada de acordo com os relacionamentos causais entre medidas de desempenho propostas pelo SCOR (versão 8.0). O uso de sistemas de medição de desempenho para gerenciar o desempenho de cadeias de suprimentos apresenta algumas limitações tais como a dificuldade de interpretação de resultados de natureza qualitativa, assim como a complexidade de um sistema tradicional de medição de desempenho lidar adequadamente com os relacionamentos de causas e efeito entre métricas de desempenho de diferentes processos de negócios ao longo da cadeia de suprimentos. Por outro lado, a lógica fuzzy, uma técnica apropriada para lidar com situações de incerteza e subjetividade, configura-se como uma alternativa interessante. Utilizando uma abordagem de pesquisa quantitativa descritiva, assumiu-se a hipótese de que um modelo de simulação quantitativo poderia ser construído para explicar o comportamento de processos operacionais. Os resultados da simulação mostraram-se bastante consistentes à metodologia SCORmark, proposta pelo Supply Chain Council. Análises estatísticas dos resultados da simulação, baseados no Método de Superfície de Resposta, também confirmaram a relevância dos relacionamentos causais incorporados no modelo. Em geral, os resultados reforçam que a proposição da adoção de um modelo de simulação baseado em lógica fuzzy e nas métricas do SCOR parece ser uma abordagem possível para auxiliar os gerentes no processo de tomada de decisão do gerenciamento do desempenho em cadeias de suprimentos. / This paper presents and discusses a proposal based on the theory of fuzzy sets to predict performance of focus company in a supply chain modeled according to causal relationships among performance metrics proposed by SCOR (version 8.0). The use of performance measurement systems to manage performance of supply chains presents some limitations such as difficulty of interpretation of results of qualitative nature as well as the complexity of having a conventional performance measuring system that can adequately handle cause-and-effect relationships of metrics of performance of different business processes of a supply chain. On the other hand, fuzzy logic, a technique suitable for dealing with uncertainty and subjectivity, becomes an interesting alternative approach. Using a descriptive quantitative approach, the research was based on the assumption that a quantitative simulation model can be built that explain (at least in part) the behavior of operational processes. Results of simulation were very much in line with those of the SCORmark methodology (SCC). Statistical analysis of the simulation results based on surface response method also confirmed the relevance of the causal relationships embedded in the model. In general, the findings reinforces the proposition that adoption of a simulation model based on fuzzy-logic and on metrics of the SCOR model seems to be a feasible approach to help managers in the decision making process of managing performance of supply chains.
