The civil servant are those who work for government by laws and get official salary. To improve the efficiency and honesty of the civil servant, the government should evaluate their performances and results, and conduct the following personnel affairs according to that. In order to improve the effect of the performance appraisal system, the Examination Yuan tried to revise the Law of Performance Appraisal of Civil Servant based on the modern management system. However, this caused dissenting view and objection from most of the civil servant.
As a matter of fact, we already had the system of performance appraisal on officials since Tang-Yu dynasty and it kept changing and revising through dynasties. In spite the republic government closed the agelong emperor reigning system, the management of the huge bureaucrat body still inherit the way used before, not breaking down from this changing. Therefore, when the Examination Yuan, just considering the effect of performance appraisal, changed the performance appraisal system directly without thinking about the historical and cultural nature of existing way, it can¡¦t avoid the questioning and opposing from the civil servant.
Therefore, this study, from the viewpoint of the historical and cultural nature, researches the sameness and differences of performance appraisal system between current and ancient times, with which it further compares the outlook and method of performance management. In the final part, it discusses the meaning of the existence of performance appraisal system of the civil servant.

There is a single thing that is universal to every human being, connection, unit, organisation, population, financial system and civilisation throughout the globe. If disconnected it might devastate the most authoritative government, the most flourishing business, most prosperous economy and the most powerful leadership. On the other hand if developed and influenced, that one thing has the potential to generate incomparable accomplishment and prosperity in every measurement of life. Yet, it is the least understood, largely ignored and most underestimated opportunity of our time. That one factor is trust.
The intent of this study is to explore the nature of interpersonal trust relationships by investigating the factors of disposition trust, the domains of trust behaviour, cognition based trust and affect based trust as well as the accuracy of the performance appraisal. Factors that influence trust levels are pre-requisite to further investigate trustworthiness by means of other three factors: the employees’ ability, integrity and benevolence.
If trust exists within an organisation, it influences the following factors positively: communication, organisational citizen behaviour, learning inside the organisation, turnover team performance as well as the organisation’s performance.
An empirical study was done through a survey consisting of recognized questionnaires to establish the trust levels, as well as the accuracy of the performance appraisal system. This summarised the importance of the trust levels, as well as the accuracy of the performance appraisal system. The survey results were analysed in detail in order to conclude which construct and areas necessitate consideration from management. The trust foundations were understood differently by the employees as indicated by the results of the survey. Another indication from the survey was that there are important dissimilarities on how certain groups understand the leadership’s actions with respect to trust within the organisation. The possibilities for these differences were mentioned.
Recommendations were also made to improve the three trustworthy factors along with the other constructs measured in this survey to identify the dissimilarities between the different language groups, different genders, the permanent and the part-time group. / Thesis (MBA)--North-West University, Potchefstroom Campus, 2013

Abstract
The goal of competitive strategy is to create competitive advantages and gain the maximum value. On the other hand, competitive advantage lies in differentiation which originates from exclusive ¡§core competence and resource¡¨. In fact, what so called ¡§core competence and resource¡¨ tightly relates to ¡§knowledge¡¨ because to compare with other resource, knowledge has the characteristics of being ¡§scarce¡¨, ¡§difficult to imitate¡¨ ¡§unable to copy¡¨, and ¡§granted with exclusive rights¡¨ (Hsu Shihchun, 2000) and these are the essential elements for a company to remain its competitive advantages. Thus, Knowledge Management (KM) determines powerfully the survival of a company.
In terms of business management, the ultimate goal of Performance Management System is to enhance organization efficiency which is built on the integration and improvement of business operation. It is also an important system aiming for improving or strengthening the system of ¡§core competence and resource¡¨ building. This coincides with the nature of knowledge management and benefits each other.
Management activities such as production, marketing, R&D, accounting, purchasing, and human resource tie with ¡§the import , capture , retrieval , access , use , sharing , creation of knowledge¡¨ and this evidently indicates the popularity and long existence of KM activities. This study attempted to use KM Process as the base to construct a case study model with theoretical and practical application through the application demand of Knowledge Technology (KT).
Before constructing the model, this study first reviewed the previous literature and understood the definition of KM and Performance Appraisal and Management. With the help of diagnosis tool, Six Box Model (Weisbord, 1976), we improved the study model of Knowledge Based Performance Appraisal and Management System (KBPAMS). Meanwhile, we adopted dimensional elements to compile an ideal ¡§Study Form for KBPAMS.¡¨ We also selected certain companies as the cases to examine the existing system and conducted one by one in-depth interviews with employees of chosen companies. Due to the limitations on study time and human resources, random sampling as well as convenience sampling were excluded; purposive sampling was chosen to understand the actual demand and opinions of workers.
Next, Flow Chart and handling description were two methods of presentation to construct a simple ¡§KBPAMS¡¨ case study model as the reference for future establishment of information system.
In the end, we used the improvement of the ¡§KBPAMS¡¨ case study model. To analyze the six dimensional elements of the ¡§KBPAMS¡¨ and studied it by open-system-view. Four suggestions were offered for conclusion as follows:
1.Returning to the humanity;
2.Integrating business culture and creating business characteristics;
3.long-term Investing on KBPAMS;
4.Gaining full-support from the top-manager.

Previous issue date: 2017-12-18 / A cobrança por resultados gerenciais aumenta continuamente, o que leva os gerentes à busca por maior proficiência em competências (conhecimentos, habilidades e atitudes) necessárias ao cumprimento de objetivos cada vez mais agressivos. Por outro lado, a empresa necessita não só medir se os seus gerentes cumprem os objetivos organizacionais, mas de que forma o fazem. É o que se espera do sistema de avaliação de desempenho da organização. O objetivo do presente estudo foi determinar, se, e em que magnitude, o nível de proficiência individual em 6 competências gerenciais de gerentes de agência influencia o desempenho efetivo das agências nas quais atuavam em um dos maiores bancos comerciais do Brasil. Os dados foram coletados de avaliações reais de desempenho. Os resultados indicam claramente que a proficiência em competências gerenciais não estava ligada ao desempenho organizacional medido por variáveis objetivas de performance das agências. A proficiência na competência “sentido de dono” teve impacto irrelevante na nota final da agência e nos seus subcomponentes. Todas as outras competências não mostraram relação significante com as notas de desempenho das agências, indicando que a performance organizacional foi determinada por outros fatores não medidos neste estudo. Como os resultados contrariam estudos anteriores no Brasil e no exterior, o trabalho discute suas importantes implicações para a teoria e para a prática de gestão de pessoas e desempenho, em especial sobre avaliações de desempenho com base em competências e sua relação com práticas de remuneração e gestão de carreira em organizações. / The pressure for managerial results are increasing continuously. This mandates managers to develop stronger proficiency in competencies (knowledge, skills and attitudes) which are needed to achieve ever more aggressive objectives. On the other hand, the company needs to measure not only if their managers are achieving their strategic objectives, but also how they achieve their results. This is what is expected from an organization's performance appraisal system. The objective of the present study was to determine if, and to what extent, the level of individual proficiency in six managerial competencies influences the effective performance of the branches which they manage in one of the largest brazilian commercial banks. For this, the study verified whether the proficiency of these six competencies influenced the effectiveness of the performance of the branches managed by the subjects. The data was obtained from real performance evaluations. The results clearly indicate that proficiency in managerial competencies was not linked to organizational performance as measured from the branches performance system. The proficiency in the ownership competence had an irrelevant impact on the final evaluation of the branches and its subcomponents. All other competencies also did not show a significant influence on the branches performance scores, indicating that the organizational performance was determined by other factors not measured in this study. As the results contradict previous studies in Brazil and abroad, this paper discusses its important implications in theory and practice of people management and performance, especially regarding performance evaluation based in competencies and its relationship with remuneration practices and career management organizations.

Darbe keliami šie probleminiai klausimai: kokie pagrindiniai Lietuvos viešojo administravimo darbuotojų vertinimo sistemos teoriniai ir praktinio įgyvendinimo privalumai ir trūkumai? kokia žmogiškojo faktoriaus įtaka tobulinant viešojo administravimo darbuotojų veiklos vertinimo sistemą? Tyrimo objektu laikomas darbuotojų veiklos vertinimas Lietuvos viešojo administravimo institucijose ir įstaigose. Veiklos vertinimas darbe analizuojamas kaip procesas, kuriuo vertinama individuali darbuotojo veikla, ne organizacijos visuminė veikla. It encourages an organization and human resources of organization to improve its activity, enhance productivity and provide a feedback for personnel.
This work contains of further problematic questions: what are advantages and disadvantages of academic performance appraisal system and practical implementation of Lithuanian public administration? What is the impact of human factor for the improvement of public administration staff performance appraisal system? The object of research is a performance appraisal off staff in institutions and agencies of Lithuanian public administration. In this work appraisal of activity is analysed as a process by which individual employee activity, but not entirety of organization activity is assessed. The purpose of research – to analyse the existing activity performance appraisal system of Lithuanian public administration in institutions and agencies, to identify this system coincidence to academic models of performance appraisal and highlight the relation between academic basis of activity assessment and practical adaptation and improvement perspectives.
