A common theme emerging in the library world today is that quality service in the library and information center is dependent on the quality performance of personnel. Prior to conducting performance appraisals, managers need to ascertain the core performance criteria for quality service provision. This study is important because academic libraries are undergoing radical changes with an emphasis on accountability. In particular, South African tertiary education is faced with dwindling resources and an increased emphasis on accountability. There appears to be no formal or informal guidelines for appraising the value of subject librarians performing information services in KwaZulu-Natal academic libraries. It is this problem which this study addressed. The problem investigated in this study is located in the following KwaZulu-Natal academic libraries: Durban Institute of Technology (DIT), Mangosuthu Technikon (Mantech), University of Durban-Westville (UDW) , University of Natal, Durban (UND) and University of NataL, Pietermaritzburg (UNP) and the University of Zululand (UniZul). The purpose of the study was to emphasize the importance of performance appraisals for subject librarians employed in KwaZulu-Natal academic libraries and develop initial guidelines for performance appraisals for subject librarians. The scope of this study is placed within the library human resource management perspective and deals with developing and training librarians for enhanced service delivery within the above tertiary institutions. Thirty nine subject librarians (from a total of forty three) were surveyed by means of a self administered questionnaire which was distributed via e-mail. The study was able to establish the important aspects of performance appraisal for subject librarians from the literature review, and to make recommendations in respect of developing guidelines for appraising subject librarians in academic libraries. An initial guideline for conducting performance appraisal for subject librarians in KwaZulu-Natal will consist of appraising job tasks, key performance areas (KPAs), determining the relevant competencies, skills and behaviour traits. The major findings of the study were that there appears to be generally a lack of commitment to performance appraisal in KwaZulu-Natal academic libraries. A large majority of the respondents indicated that their libraries did not have guidelines for performance appraisals of subject librarians. The important aspects of performance appraisal for subject librarians were identified in the study. Key performance areas (KPAs) for subject librarians comprised of reference services, instruction and teaching, management and organisation. The competencies included knowledge of the total information environment as well as customer services. Efficient Wireless Communication in Healthcare Systems; Design and Performance EvaluationRashwand, Saeed January 2012 (has links)
Increasing number of ageing population and people who need continuous health monitoring and rising the costs of health care have triggered the concept of the novel wireless technology-driven human body monitoring. Human body monitoring can be performed using a network of small and intelligent wireless medical sensors which may be attached to the body surface or implanted into the tissues. It enables carers to predict, diagnose, and react to adverse events earlier than ever. The concept of Wireless Body Area Network (WBAN) was introduced to fully exploit the benefits of wireless technologies in telemedicine and m-health.
The main focus of this research is the design and performance evaluation of strategies and architectures that would allow seamless and efficient interconnection of patient’s body area network and the stationary (e.g., hospital room or ward) wireless networks. I first introduce the architecture of a healthcare system which bridges WBANs and Wireless Local Area Networks (WLANs). I adopt IEEE 802.15.6 standard for the patient’s body network because it is specifically designed for WBANs. Since IEEE 802.15.6 has strict Quality of Service (QoS) and priorities to transfer the medical data to the medical server a QoS-enabled WLAN for the next hop is needed to preserve the end-to-end QoS. IEEE 802.11e standard is selected for the WLAN in the hospital room or ward because it provides prioritization for the stations in the network. I investigate in detail the requirements posed by different healthcare parameters and to analyze the performance of various alternative interconnection strategies, using the rigorous mathematical apparatus of Queuing Theory and Probabilistic Analysis; these results are independently validated through discrete event simulation models.
This thesis has three main parts; performance evaluation and MAC parameters settings of IEEE 802.11e Enhanced Distributed Channel Access (EDCA), performance evaluation and tuning the MAC parameters of IEEE 802.15.6, and designing a seamless and efficient interconnection strategy which bridges IEEE 802.11e EDCA and IEEE 802.15.6 standards for a healthcare system.

Prestandautvärdering av firmwares baserade på öppen källkod för routrar/brandväggar på MIPS-arkitektur : Jämförelse mellan Open-WRT, DD-WRT och Tomato firmwareAlm, Anton, Björling, Joakim January 2014 (has links)
Den här undersökningen jämför prestanda hos tre olika firmwares som är baserade på öppen källkod. DD-WRT, Open-WRT samt Tomato Firmware för MIPS-arkitektur. Testerna följer två RFC som beskriver hur en prestandaanalys av ett nätverk ska genomföras. De sammanfattade resultaten pekar på en vinnare som presterat generellt bättre genom alla tester och det var Tomato firmware. Dessa resultat är hämtade från tre olika tester: genomströmningstest, svarstidstest och test med samtidiga sessioner. Undersökningen visar också att prestandan rent generellt är väldigt jämlik över alla firmwares i de olika testerna. En viktig aspekt är att det finns ingen överlägsen vinnare, vilket beror på, till exempel, hur konsekventa resultaten varit. Detta hänger även ihop med en möjlig slutsats där firmwaresen presterar olika bra beroende på vilken typ av uppgift det gäller. Som fortsatt arbete rekommenderas prestanda och funktionsanalys av liknande verktyg som varje firmware innehåller. Även en undersökning gällande gränssnittet för varje firmware skulle vara intressant. / This investigation compares the performance of three different open-source firmwares. DD-WRT, Open-WRT and Tomato Firmware with MIPS architecture. The test follows two RFC that describes the process of how to perform a performance analysis of network interconnected devices. The summarized results show a winner which has generally performed better throughout all the tests and this was Tomato firmware. These results are gathered from three different tests, which is throughput, latency and concurrent sessions test. The survey also shows that the performance in general is very equal across all firmwares in the various tests. An important aspect is that there are no outstanding winner, which depends on for example how consistent the results have been. This also concerns a possible conclusion where the firmwares perform various well depending on the type of task involved. As further work on this investigation we recommend a performance and function analysis of the tools that the firmware contains. Although a survey of the interface for each firmware would be interesting.

政府資訊公開是指政府將所擁有之資訊以各種方式公布或提供人民申請,是保障人民知的權利之基礎和促進民主參與之重要基石,與政府透明、課責和政府信任等公共價值的實踐有緊密連結性。本研究經由文獻回顧及國內外實務觀察,發現目前國內外就政府資訊公開的績效評估並沒有全面的架構,同時,也較缺乏政府資訊公開成效與其影響之間的關聯。因此,本研究主要探討政府資訊公開所連結的公共價值,並嘗試將之融入績效評估指標架構當中,期能建立初步評估架構並分析其政策意涵。
本研究透過文獻回顧瞭解國內外政府資訊公開發展現況與趨勢,整理既有的評估指標和實證研究,發展以公共目標價值為基礎的績效評估架構:包含透明、信任、課責、參與、效能、效率等6個目標公共價值,以及12個公共價值構面和其下的衡量指標。建立架構後,本研究透過層級分析法,彙整學者專家、政府官員,以及公民團體代表三類專家之意見,對架構指標權重排序並進行整體和不同專家類型之比較分析。
整體結果顯示,透明為政府資訊公開評估架構中最重要之層面,而三類專家亦一致認同在透明層面下的政治透明構面,及其下的政策決策過程透明指標為達成透明價值之關鍵作為,其次,較受整體專家重視的還有課責及參與。以絕對重要性來看,整體專家認為最重要的公共價值構面也是政治透明,指標層次則以政策決策過程透明、對政府資訊的信任等為重。除整體結果外,三類專家所認定的權重順序也有所差異:(1)學者專家對課責的權重明顯較其他專家高,(2)政府專家對效率的重要性排序排在第三位,其他專家則認為較不重要,(3)公民專家與其他專家最大的不同是將參與置於首要位置。根據分析結果,本研究建議應強化政策決策過程透明的相關措施以真正落實政治透明、透過穩定輸出正確可靠的資訊來培養公民對政府資訊的信任,並積極提升對課責和參與之重視。 / Information held by government agencies is a valuable national resource, and it should be open to public unless there is required legal protection for sensitive in-formation. The development of open public sector information (OPSI), based on people’s right to know, will enhance public values such as transparency and ac-countability of government, democratic participation, and even social welfare.
This study focuses on the establishment of public-value oriented performance evaluation indicators. To build the objective level and the corresponding indicators of the assessment framework, it investigates the linkage between public value and OPSI by literature review and sorts out the existing indicators related to OPSI. Also, in purpose to refine the applicability of this framework and analyze the order of in-dicators’ importance, it applies analytic hierarchy process (AHP), gathering the mul-tiple-criteria decision-making opinions from 14 experts of Public Administration, Information Management, and E-Government practice, including 6 academics, 4 government officials, and 4 civil groups experts.
The framework shows that transparency, trust, accountability, participation, ef-ficiency and effectiveness are 6 main public values to evaluate the performance of OPSI, with 12 aspects and 12 indicators included in. The overall results show that transparency, trust and participation are more important than the others. And for the absolute importance, political transparency aspect and indicator transparency of policy decision-making process are the most important ones based on integrated opinions. Moreover, three groups of experts show some differences in the order of importance: academics are more concerned with accountability, government offi-cials care more about efficiency, and civil group experts regard participation the most important one. Based on the analysis of AHP results, this study suggests that government should put political transparency into effect, bring up the trust to gov-ernment information, and attach more importance to accountability and participa-tion.

The Health Facilities Infrastructure Management Programme in South Africa aims to ensure an appropriate and sustainable platform for the delivery of health services. Since 1994, the average number of hospital beds has decreased from 4.4 beds per 1 000 people to 2.4 beds per 1 000 people. During the same period, there was no significant reduction in the 1 372 clinic backlog.
The evaluation of the performance of the Health Facilities Infrastructure Management Programme was based on a systems approach. This performance evaluation was conducted across four dimensions, with 12 assessment instruments and within 134 assessment parameters. Several of these instruments were developed as part of this study.
Actual performance, per assessment parameter, was expressed in terms of a four level project management maturity scale. About one third of the parameters indicated a low level of project management maturity, one third indicating a medium-low level of maturity, with less than 10% judged to have reached maturity.
It was found that the Infrastructure Unit in the National Department of Health is solely responsible for addressing more than half of the performance areas described by the assessment parameters. The proposed prioritisation model indicated that 50% of the performance areas needed to be addressed as a matter of urgency.
The study concludes with 10 system transformation recommendations aimed at maturity growth in the Infrastructure Unit in the National Department of Health, as well as maturity growth in the Health Facilities Infrastructure Management Programme as a whole.

In this thesis, by being motivated from the challenges in perinatal networks, we address design, evaluation and flow control of a stochastic healthcare network where there exist multiple levels of hospitals and different types of patients. Patients are supposed urgent; thus they can be rejected and overflow to another facility in the same network if no service capacity is available at their arrival. Rejection of patients due to the lack of service capacity is the common phenomenon in overflow networks. We approach the problem from both strategic and operational perspectives. In strategic part, we address a location & capacity planning problem for adjusting the network to better meet demographic changes. In operational part, we study the optimal patient admission control policies to increase flexibility in allocation of resources and improve the control of patient flow in the network. Finally, in order to evaluate the performance of the network, we develop new approximation methodologies that estimate the rejection probabilities in each hospital for each arriving patient group, thus the overflow probabilities among hospitals. Furthermore, an agent-based discrete-event simulation model is constructed to adequately represent our main applicationarea: Nord Hauts-de-Seine Perinatal Network. The simulation model is used to evaluate the performance of the complex network and more importantly evaluate the strength of the optimal results of our analytical models. The developed methodologies in this thesis are combined in a decision support tool, foreseen under the project "COVER", which aims to assist health system managers to effectively plan strategic and operational decisions of a healthcare network and evaluate the performance of their decisions.

Evaluating Customer Service Representative Staff Allocation and Meeting Customer Satisfaction Benchmarks: DEA Bank Branch AnalysisMin, Elizabeth Jeeyoung 14 December 2011 (has links)
This research employs a non-parametric, fractional, linear programming method, Data Envelopment Analysis to examine the Customer Service Representative resource allocation efficiency of a major Canadian bank’s model. Two DEA models are proposed, (1) to evaluate the Bank’s national branch network in the context of employment only, by minimizing Full Time Equivalent (FTE) while maximizing over-the-counter (OTC) transaction volume; and (2) to evaluate the efficacy of the Bank’s own model in meeting the desired customer satisfaction benchmarks by maximizing fraction of transactions completed under management’s target time. Non-controllable constant-returns-to-scale and variable-returns to-scale model results are presented and further broken down into branch size segments and geographical regions for analysis. A comparison is conducted between the DEA model results and the Bank’s performance ratios and benchmarks, validating the use of the proposed DEA models for resource allocation efficiency analysis in the banking industry.
