A realidade da maioria dos mananciais que abastecem regiões metropolitanas está intimamente ligada aos processos de uso e ocupação do seu entorno relacionados à expansão urbana e à proliferação de loteamentos e centros industriais, que são implantados sem uma adequada infraestrutura, interferindo de forma negativa na qualidade e quantidade dos recursos hídricos. Neste contexto, estudos relacionados à vulnerabilidade ambiental tornam-se fundamentais para a compreensão do modo de apropriação e degradação direta e indireta dos ambientes, bem como de planejamento e gestão dos usos dos recursos hídricos. Essa é a realidade do Sistema Cantareira, responsável por fornecer água para metade da região metropolitana de São Paulo e também por regular o fluxo de água para a região metropolitana de Campinas. Este sistema de abastecimento vem se tornando alvo de um processo crescente de uso e ocupação que tem ocasionado intervenções no meio ambiente e gerado impactos socioambientais negativos de forma gradativa. Neste sentido, o presente trabalho objetivou analisar a aspectos físicos, bióticos e de uso e ocupação do solo de duas sub-bacias hidrográficas pertencentes às bacias formadoras do reservatório Jaguari-Jacareí do Sistema Cantareira, como forma de entender melhor a dinâmica temporal da vulnerabilidade ambiental a qual este manancial tem estado exposto a partir do ano de 2000. A vulnerabilidade ambiental foi interpretada por meio de um modelo conceitual que relacionou fatores de exposição, de sensibilidade e de resiliência. Com isso foi possível identificar que as sub-bacias analisadas apresentaram diferenças pontuais quanto a sua exposição e sensibilidade, resultando em sub-bacias bastante vulneráveis na década analisada. Estes altos índices de vulnerabilidade ocorram, na sub-bacia Jaguari, em função de crescentes processos de urbanização e na sub-bacia Jacareí pelo aumento da exposição por usos rurais e por sua alta fragilidade ambiental. Além da contribuição para o entendimento da dinâmica temporal da vulnerabilidade ambiental em um caso específico, o trabalho buscou propor um modelo de análise e síntese da vulnerabilidade para sistemas hídricos. / The reality of most water fountainheads supplying metropolitan areas is closely connected to the processes of usage and occupation of their surroundings, both related to the urban expansion and rapid spread of lots and manufacturing centers implemented while lacking proper infrastructure and thus, detrimentally interfering in the quality and quantity of water resources. In this scenario, studies related to the environmental vulnerability are essential to the comprehension of the appropriation and direct degradation, as well as the planning and management of the use of water resources. The aforementioned is outright reference to the Cantareira System, the primary source of water for almost 10 million people half the population living in São Paulos metropolitan area and also responsible for the regulation of the water flow to Campinas metropolitan area. This system has been victimized by a growing process of usage and occupation, which interferes with the environment and gradually generates adverse socio-environmental impacts. On these grounds, this paper aims at the analysis of physical and biotic aspects of use and occupation of the soil of two sub-basins part of the river basin that constitutes the Jaguari-Jacareí watershed in the Cantareira System as a guide to understanding the temporal dynamics of the environmental vulnerability to which this spring has been exposed starting from the year 2000 and interpreted through a conceptual model in which exposure, sensibility and resilience factors are related. On account of those efforts, punctual differences have been identified in the sub-basins regarding their exposure and susceptibility, resulting in quite vulnerable watersheds during the decade the analysis has been performed. Those high indexes of endangerment occurred, in Jaguari sub-basin, as a result of the urbanizing processes growth and, in Jacareí sub-basin, due to the increasing exposition to agricultural uses and its significant environmental fragility. In addition to the contribution to the understanding of the temporal dynamics of the environmental vulnerability in this particular case, this study seeks to propose a model for the analysis and synthesis of the vulnerability for hydric systems.

A influência do assoreamento na geração de energia hidrelétrica: estudo de caso na Usina de Três Irmãos - SP / The influence of silting in the generation of hydroelectric energy: case study at Três Irmãos power plant - SP

Com a crescente demanda de energia elétrica há a necessidade da criação de novas fontes de energia e otimização das fontes já existentes. No caso de países que apresentam uma matriz energética predominantemente hidrelétrica como o Brasil, com grandes usinas e reservatórios, os estudos sedimentológicos e os levantamentos batimétricos se apresentam como importantes ferramentas para melhorar o planejamento e o gerenciamento dos recursos hídricos e energéticos. Atualmente, muitos reservatórios hidrelétricos operam com dados defasados devido, principalmente, ao contínuo processo de assoreamento dos reservatórios. Este fato faz com que as políticas de gestão e operação destes reservatórios sejam realizadas a partir de dados diferentes dos encontrados na realidade. Neste contexto, a dissertação apresenta um estudo de caso no Reservatório de Três Irmãos (SP), onde foi realizado um levantamento batimétrico em 2008, e a partir da comparação dos dados obtidos neste levantamento com os dados fornecidos pela concessionária de energia, de 1975, foi possível estimar as perdas de volume total, útil e morto do reservatório que correspondem a 14,3%, 14,5% e 14,2%, respectivamente. A partir da observação destas modificações nos dados operacionais do reservatório em estudo, foi realizada a simulação da operação do reservatório e da usina hidrelétrica por meio do software AcquaNet, com a intenção de analisar qual a interferência do assoreamento do reservatório na geração de energia elétrica, durante o período de 1993 a 2008. Com os resultados foi constatado que a diminuição do volume útil do reservatório (devido ao assoreamento) acarretou na redução da energia gerada pela usina durante o período analisado. Também foi possível estimar as perdas financeiras da concessionária de energia com a redução da produção energética. Foram sugeridas, ainda, algumas medidas preventivas e corretivas para a redução do processo de assoreamento do reservatório em estudo. / With the increasing demand of energy, it is necessary to create new sources and optimize the ones that already exist. In the case of countries that present an energy matrix predominantly hydroelectric such as Brazil, where there are huge power plants and reservoirs, the studies on sedimentation and beating surveys are presented as important tools to sharpen the planning and the management of water and energy resources. Currently, most of the hydroelectric reservoirs operate in gapped data, due to, mainly, the continuing process of reservoirs silting. This makes management policies and operation of these reservoirs be performed from data that differ from the ones found in reality. In this context, this dissertation presents a case study at the Três Irmãos Reservoir (SP), where a beating survey was carried out in 2008, and, from the comparison of the data revealed in that survey with the data provided by the power utility in 1975, it was possible to estimate the losses of total capacity, live storage and void volume of the reservoir, which correspond to 14,3%, 14,5% e 14,2%, respectively. From the observation of these operational data modification of the reservoir under study was performed the simulate of the operation of the reservoir and hydroelectric plant with the employing of the AcquaNet software with the intention to look into the interference of silting of the reservoir in generate electricity during the period 1993 to 2008. With the results was found that the decrease in the capacity of the reservoir (due to siltation) resulted in the reduction of energy generated by the plant during the period analyzed. With this verification, it was also possible to estimate the financial losses of the power utility with the reduction of energy production. Was suggested also, some preventive and corrective measures to reduce siltation process in the reservoir under study.

An investigation into the treatment of uncertainty and risk in roadmapping : a framework and a practical process

This thesis investigates roadmapping in the context of its application to strategic early-stage innovation planning. It is concerned with providing an understanding of how uncertainty and risk are manifested in roadmapping in this application, and with developing and testing a roadmapping process that supports appropriate treatment of uncertainty and risk. Roadmapping is an approach to early-stage innovation planning, which is strategic in nature. It is seeing increasing application in practice and receiving growing attention in management literature. There has, however, been a noticeable lack of attention to uncertainty and risk in roadmapping theory and practice (and generally in strategic planning and at innovation’s early-stages). This is despite the awareness that uncertainty and risk are fundamental to strategy and innovation (i.e. application domains of roadmapping), and that roadmapping is meant to deliver, as part of its benefits, the identification, resolution and communication of uncertainties and risks. There is very limited theoretical or practical direction on what this entails. It is this gap that the research reported in thesis addresses. The research is divided into two phases. The first phase explains the manifestations and mechanisms of uncertainty and risk in roadmapping. It also introduces ‘risk-aware roadmapping’, a concept of roadmapping that includes a conscious and explicit effort to address uncertainty and risk, and points out what the process would entail in terms of necessary steps and procedures. The research here is designed using mixed methods (a combination of experience surveys, archival analysis, and case studies). The second phase provides a practical risk-aware roadmapping process. This practical process is developed based on the results of the first phase, and is designed according to procedural action research. This thesis contributes to the fields of roadmapping, early-stage innovation and organisational sensemaking. It is found that factors related to the content, process and nature of roadmapping interact to influence the perception and treatment of uncertainty and risk. Characteristics of organisational sensemaking as theorised by Weick (1995) are explored in the light of the findings and challenged. Aspects of early-stage innovation including the generation and selection of innovation ideas are explored in the context of uncertainty and risk and important paradoxes and constraints at innovation’s early-stages.

Esta pesquisa visa orientar as ações de políticas públicas referentes à requalificação urbana e valorização ambiental de cidades. A requalificação urbana, visa resgatar a qualidade do ambiente habitado para por conseguinte melhorar a qualidade de vida do homem. Não podemos pensar nisto sem considerar a paisagem natural, que sempre interfere direta ou indiretamente nesta condição. O objetivo é desenvolver procedimentos técnicos e metodológicos que fundamentem a elaboração de diretrizes de requalificação urbana e valorização ambiental, através do planejamento e gestão, cujos princípios orientadores permitam aos municípios identificar suas características, seus pontos críticos e suas necessidades de requalificação, levando-os a traçar o sumário do projeto municipal de requalificação em seu território. Para o controle da eficácia das ações e o diagnóstico da situação atual, necessitar-se-á a criação de Indicadores Ambientais e Urbanos que balizarão todo o processo contínuo de aprimoramento da qualidade dos municípios. Tais instrumentos também pretende-se, serão o canal de comunicação da comunidade com o seu gestor. As cidades hoje, desenvolvem-se em um sistema linear de crescimento, sem o necessário reabastecimento das fontes ambientais primárias. A reversão desta linearidade, introduzindo o crescimento urbano num ciclo ambiental em que seu ecossistema seja sempre realimentado, evitando a predação do ambiente natural. A cidade deve ter a sua expansão urbana limitada, sendo criado estímulos a reciclagem do uso do solo urbano, antes de partir-se para a expansão urbana. A criação ou expansão de aglomerados urbanos deve ser planejada por vias da sustentabilidade, onde planeja-se não somente a sua construção, como também o seu uso, manutenção e desmontagem, não demolição. Os processos e elementos construtivos devem ser escolhidos visando todo o ciclo de vida do espaço urbano. A pesquisa adota o Programa Polis - Programa de Requalificação Urbana e Valorização Ambiental de Cidades, atualmente em andamento em Portugal, como referência para a definição dos componentes da pesquisa. Dentro do campo de ação na esfera municipal, o programa pretende implantar um certo número limitado de ações que possam por seu conjunto levá-lo à meta da sustentabilidade, criando uma série de políticas públicas que permitam a continuidade deste desenvolvimento a longo prazo. Como estudo de caso, estão sendo utilizados municípios situados na calha do Rio Paraitinga, região histórica do Vale do Paraíba no Estado de São Paulo, Brasil. Esta região tem sua denominação dada pelo Rio Paraíba do Sul que percorre toda a região, enclausurada pela Serra da Mantiqueira à oeste e pela Serra do Mar à leste, regiões de predomínio de Mata Atlântica. / This research aims to orient the actions of public policies regarding urban renewal and associated environmental valorization. Urban renewal seeks to recover the quality of the inhabited environment in order to improve the quality of human life. We cannot think about this without considering the natural landscape, which always interferes directly or indirectly with this condition. The objective is to develop technical and methodological procedures that will support the elaboration of directives for urban renewal and environmental valorization, through planning and management, whose guiding principles allow the municipalities to identify their characteristics, their critical points, and their needs for renewal, leading them to draft the summary of the municipal renewal project in its territory. To control the efficacy of the actions and the diagnosis of the current situation, it will be necessary to create Environmental and Urban Indicators which will mark the entire process of quality improvement of the municipalities. Such instruments are also intended to be the communication channel between the community and its manager. Cities today are developed in a linear growth system, without the necessary replenishment of primary environmental sources. The inversion of this linearity, with the introduction of urban growth in an environmental cycle in which its ecosystem is always nurtured, will avoid the degradation of the natural environment. The city must have its urban expansion limited, with the creation of recycling incentives for the use of urban soil, before any urban expansion is initiated. The creation or expansion of urban agglomerations must be planned through means of sustainability, where not only is its construction planned, but also its use, maintenance, and disassembly, but not its demolition. The constructive processes and elements must be chosen taking into consideration the entire life cycle of the urban space. The research adopts the Polis Program Urban Renewal and Environmental Valorization of the Cities Program, currently at work in Portugal, as a reference for the definition of the research components. Within the realm of municipal action, the program intends to implant a certain limited number of actions that can as a whole lead the municipality to the goal of sustainability, creating a series of public policies that allow the continuity of this development over a long term. As a case study, municipalities located in the basin of the Paraitinga River are being utilized. This is a historic region in the Paraíba Valley in the State of São Paulo, Brazil. This region gets its name from the Paraíba do Sul River, which flows throughout the region, and is flanked by the Mantiqueira Mountain Range to the west, and by Mar Mountain Range to the east, both regions with a predominance of Atlantic Forest vegetation.

<p>Predmet ove doktorske disertacije je kompleksno i sveobuhvatno istraživanje uticaja turizma na životnu sredinu, na primeru dva jugoslovenska turistička centra Budvanske rivijere i Nacionalnog parka Kopaonik. Prilikom istraživanja kori&scaron;ćeni su komparativni indikatori održivog turizma Evropske Unije, putem kojih se analizira razvoj turizma i njegovi uticaji na životnu sredinu u nizu evropskih zemalja. Na osnovu obavljene analize posredstvom indikatora EU, utvrđeni su i razrađeni najpogodniji instrumenti za upravljanje održivim turizmom, usklađenim sa za&scaron;titom životne sredine i socio-kulturnim obeležjima lokalne zajednice. Rezultati istraživanja međusobnog odnosa turizma i životne sredine imaju nagla&scaron;en aplikativni karakter i mogu poslužiti kao uputstvo za budući rad svih činilaca involviranih u probleme razvoja turizma i za&scaron;tite životne sredine - državni organi, turistička privreda, naučne i stručne institucije, domicilno stanovni&scaron;tvo, turisti. In the researching process I used the comparative indicators of sustainable tourism of the European Union, by which tourism development and its impacts on environment arc being analysed in many European countries. Analysing impacts of tourism on environment, I used a comparative method and compared the experiences of Budva and the NP Kopaonik with the foreign destinations of the similar type, to achieve a complete view of risks and benefits which tourism produces in the environment. On the basis of the analysis caried out by the indicators of the EU, I defined and worked out the most suitable instruments for managing tourism, which will enable its sustainabledevelopment, harmonized with environmcntalprotection and social and cultural features of local communities. I paid special attention to an integral approach to tourist planning, spatial aspects of tourism development, programmes for managing the environment in tourist areas, economic instruments for environmental protection and tourism development, education and training of all participants in tourist activities, etc. Results of research of interrelationship between tourism and environment have a significant applicable character and can serve as a guidance for future work of all factors involved in issues of tourism development and environmental protection - authorities, business sector, scientific and experts institutions, local communities, tourists. Sustainable cities and local food systems : a partnership between restaurants and farms in Portland, Oregon

Thesis (MPhil (Sustainable Development Planning and Management))--University of Stellenbosch, 2009. / Local food systems are growing in scope and impact in communities around the world in an attempt to solve many of the environmental, social, and economic costs of global food production and conventional food chains. Communities may attain greater sustainability by reconfiguring their relationship to agriculture and food but critics of local food systems doubt its ability to fundamentally change the predominant global agricultural system due in part to the limited transformative range. Furthermore, local food systems are often viewed in reference to “food miles”, a concept that is oversimplified and ignores the complexity of food supply chains. This paper is motivated by these larger debates about local food systems and addresses a local food system in Portland, Oregon. The research for this paper is based on interviews conducted in the restaurant and farming sectors in the Portland area in an effort to learn what motivates restaurants and farms to engage in local partnerships, the challenges and opportunities they face selling and buying local food, and the practices along their food supply chains. The objective of this study is to understand the degree to which restaurant farm partnerships in Portland are supporting a sustainable local food system and to help identify strategies and opportunities for more restaurants and farms to engage in local partnerships. Furthermore, this research provides pragmatic examples for other communities interested in stimulating a local food system based on direct marketing. The findings of this study suggest Portland’s restaurant farm partnerships are making a small, yet significant effort to encourage innovative environmental and social practices, address the sustainability of urban and rural Portland, and deepen the food miles debate. Further efforts need to be made by the restaurant farm partnerships in Portland to expand on restaurant’s sustainable practices, find more innovative transportation means, and improve consumer education.

Opportunities and challenges for mainstreaming ecosystem services in decision making

Thesis (PhD)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: Ecosystem service research has grown significantly in recent years, highlighting links between ecosystem services and human well-being. Few studies are however, geared towards providing user-friendly, user-useful and user-relevant information suitable for implementing effective local management of areas that deliver ecosystem services, resulting in a gap between ecosystem service research and management. In response to this challenge, it has been argued that in order to safeguard the benefit flows provided by ecosystems, the concept of ecosystem services should be mainstreamed into land-use (and water-use) planning and management processes. As the conservation of ecosystem services is ultimately a social process operating in a social context, understanding the complexity of the research-management interface demands input from a range of stakeholders. Thus, mainstreaming the environment into decision making requires multi-stakeholder engagement processes that facilitate the co-production and exchange of knowledge. Accordingly, through the use of a transdisciplinary, mixed method approach, this dissertation contributes to a better understanding of some of the opportunities and challenges for mainstreaming ecosystem services in development planning at a local level, using a case study in the Eden District (Eden) of South Africa. Through an extensive stakeholder engagement process which explored what the information needs, responsibilities and capacities of decision makers in Eden are, both opportunities that facilitate the integration of ecosystem service information in decision making, and challenges impeding integration, have been identified. This research found that despite a history of ecosystem service research in Eden, there has been limited integration of the concept of ecosystem services into decision-making processes driving development. Insufficient capacity, limited resources, minimal proactive planning, a weak regulatory environment, entrenched disciplinary thinking and insufficient communication amongst diverse stakeholders on the benefits of using an ecosystem-based approach remain as challenges for the mainstreaming of ecosystem services in decision making. However, strategic opportunities for mainstreaming ecosystem services into decisions regarding current and future development trajectories were also found. It was found that the development, and nurturing of transdisciplinary learning networks that are problem driven, and action oriented, using a communities of practice model of engagement, can facilitate legitimate knowledge exchange processes. In this regard, the role of individual and institutional knowledge brokers was found to be critical. It was also found that the concept of risk was useful as a mainstreaming tool in bridging the gaps between different disciplines, and between science, policy and practice. A frame of risk enabled different disciplinary and knowledge communities to participate in joint activities and discussions during which information was co-produced and exchanged. Through this work, new relationships were built that facilitated both learning and action with regards to the importance of ecosystem services for mitigating risk. / AFRIKAANSE OPSOMMING: Ekosisteemdiens-navorsing het aansienlik gegroei in die afgelope jare, met ‘n klem op die verband tussen ekosisteemdienste en menslike welsyn. Min ondersoeke is egter gerig op die verskaffing van gebruikersvriendelike, -nuttige en -relevante inligting wat geskik is vir die implementering van doeltreffende plaaslike bestuur van die gebiede wat ekosisteemdienste lewer, en dit lei tot 'n gaping tussen ekosisteemdiens-navorsing en -bestuur. In reaksie op hierdie uitdaging word aangevoer dat ekosisteemdienste gehoofstroom moet word in prosesses ter beplanning en bestuur van grond- en watergebruik, ten einde die voordele wat deur ekosisteme gebied word, te beskerm. Dasymetric stratification of a flood plain: development and refinement of the HAZUS flood mapping tool for Canada

The high frequency and cost of flooding in Canada has demonstrated the need for effective risk assessment (Public Safety Canada (PSC), 2010). In response to this need, the United States Federal Emergency Management Agency (FEMA) developed HAZUS, a hazard risk assessment tool which relies on a geographic information system (GIS) (FEMA, 2015). Unfortunately, in many rural communities in Canada, only aggregate population data may be available. In those cases, the ability to further partition aggregated data may prove essential in generating robust and accurate risk assessments. The results of this study show that HAZUS can be adapted for use in Canada and provides a new methodology for conducting hazard estimations in areas where available data is coarsely aggregated. There was a strong relationship between nighttime light and population density. High populations were associated with developed land cover classification. These relationships can be used to increase the accuracy of HAZUS predictions. / October 2016

O objetivo principal deste trabalho é propor diretrizes pró-ativas para o planejamento e gestão ambiental das hidrovias brasileiras, no que tange ao transporte comercial de cargas. O trabalho começa com uma abordagem panorâmica sobre o transporte hidroviário no Brasil, as vantagens deste modal, os dados sobre extensões hidroviárias, os entraves ao desenvolvimento do sistema hidroviário e o problema a ser resolvido. Para isso, foi realizada uma pesquisa exploratória buscando informações técnicas e ambientais, além de se embasar no arcabouço jurídico dos órgãos intervenientes na gestão ambiental do transporte hidroviário. O trabalho foi dividido em elementos, fases, etapas e níveis hierárquicos de gerenciamento para um sistema hidroviário. Os elementos analisados foram vias, veículos, terminais, cargas e controles. O projeto hidroviário foi dividido em etapas de planejamento, implantação, operação, manutenção e desativação/descarte. A partir destes elementos foram identificados ações, atividades, os aspectos ambientais, os impactos ambientais associados a estes, e foram propostas medidas mitigadoras para minimizar tais impactos ambientais. O trabalho, ainda, teve outras divisões, bem como aquela que o divide em fases de Planejamento e de Gestão Ambiental. E com relação à hierarquia de gerenciamento, o trabalho foi dividido em estratégico, tático e operacional. Na fase específica de gestão ambiental são propostas duas alternativas de implantação de Sistema de Gestão Ambiental, uma que propõe a aplicação de planos e programas ambientais para assuntos e quesitos ambientais de maior relevância, sem se preocupar em certificações ambientais, e outra, que é a aplicação da Norma ISO 14001 para os sistemas hidroviários. Com isso, como contribuição, este trabalho preocupou-se em propor planos, programas e diretrizes para o planejamento e gestão ambiental de elementos que compõem a infra-estrutura do transporte hidroviário interior no Brasil, porém termina fazendo proposições de políticas públicas, baseadas nas reais necessidades do setor. / The main objective of this work is to propose proactive directives for the environmental planning and management of Brazilian inland waterways, as for as the commercial transport of cargo is concerned. The work starts with a panoramic approach to the inland waterway transport in Brazil, the advantages of this modal, the data about inland waterway extensions, the restraints to the development of the inland waterway system and the problem to be solved. With this objective, we made an exploratory investigation searching for technical and environmental information, besides finding support in the juridical framework of the organs related to the environmental management of inland waterway transport. The work was divided into elements, phases, stages and hierarchical levels of management for a waterway system. The elements analyzed were rivers, vehicles, terminals, cargoes and control. The waterway project was divided into planning stages, implementation, operation, maintenance and deactivation/discard. From these elements, we identified actions, activities, environmental aspects and environmental impacts associated to them, proposing mitigating measures to minimize such environmental impacts. The work also had other divisions, such as the one that divides it into the Environmental Planning and Environmental Management phases. In relation to management hierarchy, the work was divided into strategic, tactic and operational. In the specific environmental management phase, we propose two alternatives for the Environmental Management System implementation, one suggesting the application of environmental plans and programs for environmental issues and queries of greater relevance, without concerns about environmental certifications, and another one, which is the application of the ISO 14001 Standard on waterway systems. Therefore, as a contribution, this work is concerned with proposing plans, programs and directives for the environmental planning and management of elements which constitute the facilities of the inland waterway transport in Brazil, but it also makes propositions of public policy, based on the real necessities of the sector.
