Managing nature, producing cultures : Inuit participation, science and policy in wildlife governance in the Nunavut Territory, CanadaHenri, Dominique January 2012 (has links)
In this thesis, a critical analysis is proposed of the relationships between Inuit participation, science and policy in wildlife governance in the Nunavut Territory, Canada. This analysis situates the emergence of a participatory regime for the governance of wildlife in Nunavut, explores its performance and examines the relations between the ways in which wildlife governance arrangements are currently represented in policy and how they are played out in practice across the territory. To pursue these objectives, this research draws upon a number of theoretical perspectives and methodological strategies poised at a crossroads between environmental geography, science and technology studies, political ecology and ecological anthropology. It combines participant observation, semi-directed interviews and literature-based searches with approaches to the study of actor-networks, hybrid forums and scientific practices associated with Latour and Callon, as well as with Foucauldian and post-Foucauldian analyses of power, governmentality and subjectivity. This analysis suggests that the overall rationale within which wildlife governance operates in Nunavut remains largely based on a scientific and bureaucratic framework of resource management that poses significant barriers to the meaningful inclusion of Inuit views. In spite of their participation in wildlife governance through a range of institutional arrangements, consultation practices and research initiatives, the Inuit of Nunavut remain critical of the power relations embedded within existing schemes, where significant decision-making authority remains under the control of the territorial (or federal) government, and where asymmetries persist with regard to the capacity of various actors to produce and mediate their claims. In addition, while the use of Inuit knowledge, or Inuit Qaujimajatuqangit, in wildlife governance in Nunavut has produced some collaborative research and management endeavours, it has also crystallised a divide between ‘Inuit’ and ‘scientific’ knowledge, generated unresolved conflicts, fuelled mistrust among wildlife co-management partners and led to an overall limited inclusion of Inuit observations, values and beliefs in decision-making.

Previous issue date: 2014 / Nenhuma / O objetivo deste trabalho é analisar a interferência do ambiente político e institucional da Argentina, do México e da China no investimento externo direto (IED) da empresa Artecola nesses países. Para atingir esse objetivo, o estudo buscou descrever os modos de entrada utilizados pela Artecola nesses países, sua percepção sobre o ambiente político e institucional dos mesmos, assim como as interferências percebidas pela empresa em função destes ambientes no IED. A análise ainda conta com o entendimento da experiência da empresa no Brasil sobre o processo de adaptação nos países de destino. Para alcançar esse objetivo, o estudo visitou os principais construtos teóricos capazes de suportarem a análise. Esta dissertação foi elaborada através de um estudo qualitativo descritivo, utilizando estudo de caso único. A análise foi realizada com base na coleta de dados documentais e entrevistas em profundidade. De acordo com a análise, foi constatado que os ambientes institucionais da Argentina e do México interferiram diretamente na operação, principalmente com relação ao sistema de cobrança do país e às instituições ambientais e sociais. Essas interferências exigiram flexibilidade estratégica e operacional da empresa para se adaptar ao ambiente. Com relação aos ambientes políticos desses países, a interferência foi considerada positiva e não causou estranheza por parte da Artecola. Em relação à China, a internacionalização só pode ser levada adiante em função da JV formada com a parceira Orisol, que auxiliou na redução do risco percebido a priori. Atribui-se a capacidade de adaptação da Artecola à vivência da empresa no Brasil, onde atuou sobre ambientes políticos voláteis e incertezas institucionais. / The objective of this work is to analyse the interference of political and institutional environment of Argentina, Mexico and China in outside direct investment (FDI) of the Artecola company in these countries. For achieving this goal, the study sought to describe the entry modes used by Artecola in those countries, its perception about the political and institutional environment of the referred countries, as well as the interference perceived by the company because of these environments in FDI. The analysis also includes the understanding of the company’s experience in Brazil about the adaptation process in the destination countries. To achieve this aim, the study visited the main theoretical constructs able to support the analysis. This work was performed using a qualitative descriptive study using a single case study. The analysis was based on the documental data collect and in depth interviews. According to the analysis, it was found out that Argentina and Mexico’s institutional environments directly interfered in the operation, especially with regard to the country collection system and environmental and social institutions. The interferences demanded strategic and operational flexibility of the company to adapt to the environment. Regarding the political environments of these countries, the interference was considered positive and was not unexpected by Artecola. Regarding China, internationalization was only carried forward due to the joint venture formed with the partner Orisol, which helped to reduce the perceived risk a priori. Artecola’s adaptation capacity is attributed to its experience in Brazil, where it acted in volatile political environments and institutional uncertainties.

重金屬管制政策之研究—牙醫汞齊使用個案探討蔡志恆 Unknown Date (has links)
美國食品藥物管理局2008年六月初提出正式警告,認為牙醫使用之汞齊將導致懷孕、哺乳中的婦女、六歲以下的兒童、免疫力不全的民眾身體產生病變,蛀牙時最好避免使用汞齊補牙,FDA也將在 2009年七月討論是否禁用汞齊。在此之前,北歐國家挪威、瑞典已相繼在今年立法通過,禁止製造、輸入、販賣與使用汞齊合金。本文以牙醫使用汞齊補綴病患牙齒所可能造成的環境汙染為研究個案,希望能瞭解長期以來汞齊所存在的爭議?政府為何需要且如何制定管制政策?以及在制定合宜管制政策的過程中,需要考慮哪些影響因素?本文採用深度訪談、文獻分析與參與觀察等方式,藉由政策管制理論和市場機制為分析架構,以擬定管制政策的最適方案。並利用專家學者、利害團體、政府官員與牙醫師的意見,瞭解管制機構本身的運作能力、被管制者的態度意向和政策環境的其它干擾因素。研究發現,汞齊管制政策的制訂有賴管制理論與市場機制的互補,而政府已具備管制的經驗與能力,唯管制的共識與危機意識仍需要政府與業者的持續教育與養成。在汞齊長期處於爭議的情況下,步驟性的管制汞齊將可避免嚴重的社會衝擊,師法先進國家的管制政策並因地制宜可為政策制定的第一步,最重要的仍是政府必須具有政策創新與整合的魄力和決心。而針對台灣現存牙醫診所與環境汙染的問題,相關的改善方案與配套措施,以及政策制定前的前導計劃,也值得政府後續的重視與研究。 / According to the warning from the U.S. Food and Drug Administration (FDA) in June 2008, the amalgam (mercury containing) filling used in dentistry may pose risk to pregnant, breast feeding women, children under 6 years old, and those persons who have suppressed immunity. FDA will be holding a discussion forum to determine whether to ban amalgams in July, 2009. By this time, amalgams have been prohibited to be produced, imported, exported, sold and used in Norway and Sweden.
The current study is aimed to assess the environmental hazard posed by dental amalgams. In addition, the study aims to understand why there is a long dispute with regard to amalgam safety issue. This research wishes to find grounds for the government to establish regulative policies, and identify what factors should be taken into account in establishing regulative policies. The study is based on in-depth interviews, literature review and participant observation by using the regulative theory and market-based theory as framework to develop a sound regulative policy proposal.
This research discovered the development of a regulative policy on amalgams is hinged on the combination or balance between the regulative theory and the market-based theory. Most important thing is that the government and the dentists need to provide continuous public education to build up the consensus for implementing amalgam regulative policies and become aware of the potential environmental crisis. In the due course, adopting step-wise regulative process may avoid unforeseen severe social impact. The government should also take reference of the existing policies of western countries, pay more attention to the current environmental pollution posed by dental practice, and provide improvement plans and supplementary measures to establish the relevant policies.

Recognition of Prior Learning (RPL) implementation in library and information science (LIS) schools in South AfricaHlongwane, Ike Khazamula 12 1900 (has links)
Owing to past injustices, the South African higher education sector is characterised by inequalities of resource allocation and of learning opportunities. Through the National Qualification Framework (NQF), recognition of prior learning (RPL) was established to address the previous inequalities in higher education and training.
RPL can be used as a mechanism to offer non-traditional learners such as workers, adult learners, and community workers access to learning programmes in Library and Information Science (LIS) schools. It can also be used for up-skilling within LIS sector, to enable staff to migrate from paraprofessional to professional roles. LIS schools could possibly use this approach to offer experienced but unqualified library workers opportunities for progressive professional development and career growth. Despite it being a national policy and its obvious benefits, very little is known about RPL implementation in LIS schools in South Africa. This study was conducted to investigate the nature of RPL implementation in LIS schools in South Africa and make recommendations for effective and efficient RPL practice in these schools.
The study used the questionnaire as the main data collection tool. In addition, document analysis was used to validate the collected data.
The results of the study indicated that there were islands of good RPL practice in LIS schools in South Africa specifically with regard to the aspect of RPL assessment process. However, certain weaknesses were identified in other aspects of RPL implementation in LIS schools including the policy environment, training of personnel conducting RPL assessment and the quality management systems.
Among other things, the study recommends that RPL quality management system (QMS) should ideally be driven by the head/chair of the school/department. Furthermore, an integrated student management system should be used to monitor the progression of RPL candidates through the formal academic system post RPL. / Information Science / D. Litt et. Phil.
