Em menos de duas décadas, um novo mundo competitivo emergiu fazendo surgir nas organizações uma nova demanda de indicadores de desempenho. Neste ambiente, mais do nunca, é requerido aos Executivos o uso de indicadores significativamente melhores, que direcionem as estratégias e o desempenho dos negócios. Eles precisam de indicadores que vão além dos indicadores financeiros para direcionar as mudanças, mostrar a posição competitiva, aprimorar os processos e melhor prever o futuro. Este estudo procura apresentar um modelo para auxiliar as Organizações na gestão do aprimoramento de seus processos, de maneira eficaz e eficiente, através do uso de um sistema de indicadores de desempenho, partindo de sua estruturação, identificação e forma de medição, até o uso correto das informações coletadas e processadas de modo a atender às metas delineadas por uma estratégia traçada pela Organização. O objetivo principal deste trabalho é desenvolver um modelo para implantação de um sistema de indicadores. Como objetivos secundários pretendem-se: identificar os principais modelos de gestão baseados em indicadores de desempenho; dentre os modelos de gestão, levantados, adaptar um método de implantação e realizar uma aplicação rápida no departamento de logística em uma empresa de mineração. Para tanto, buscou-se um embasamento teórico a partir dos seguintes modelos de avaliação de desempenho: Gerenciamentos pelas Diretrizes (GPD), Capital Intelectual, Modelo Quantum, Rummler & Brache, Sink & Tutle e Balanced Scorecard (BSC); de onde se concluiu que os modelos mais adequados para a realização do trabalho seriam o GPD e o BSC, visto que, este leva em conta não apenas perspectivas financeiras para a avaliação de desempenho. / In less than two decades, a new competitive world has emerged and put stringent fresh performance demands on all organizations. In this environment, executives require significantly better measures to direct strategy and business performance than ever before. They need measures that go behind the financials to drive change, show competitive position, improve business processes, and better predict future. This study tries to present a model to help organizations to manage its processes improvement, in an effectiveness and efficiency way, trough the use of a performance measurement system, from the way it is structured, identified and measured, till the correct using of the data collected and processed to attend the targets defined by the organization strategy. The main target of this work is to develop a model of implementation of a management system. As secondary targets is intended to: Identify the main models of key performance indicator management based; among these studied models, choose which one is more suitable to be used and fast implementation in logistic department in a mining company. In order to do this, it was looked for theory based upon the following performance evaluation models: Policy Management (PM), Knowledge Capital, Quantum model, Rummler & Brache, Sink & Tuttle and Balance Scorecard (BSC); which was conclude that the more adequate model to do this work was the PM, and the BSC, since it consider other perspectives besides than just the financial perspective in order to evaluate the performance.

O Programa Nacional de Alimentação Escolar constitui uma das mais antigas políticas de alimentação e nutrição em vigência no Brasil. O programa de caráter inovador, criado em nível local no município de São Paulo na década de 1930, ensejou a instituição do programa nacional em um processo evolutivo permeado por inúmeros avanços e retrocessos em termos de gestão pública. Atualmente, face ao fenômeno da transição nutricional no Brasil, vislumbra-se significativo potencial de contribuição às políticas públicas de alimentação e nutrição direcionadas ao escolar no Brasil. O programa de alimentação escolar do município de São Paulo assume importância ímpar pelos seus aspectos culturais, históricos e sociais; no entanto, verifica-se ausência de literatura acadêmica sobre avaliação do programa, em qualquer nível de governo, em qualquer período, desde sua criação até atualmente. O presente estudo analisou características nutricionais dos cardápios oferecidos no programa de alimentação escolar às crianças em escolas públicas de ensino fundamental do município de São Paulo pelo cálculo do Índice de Qualidade da Refeição (IQR), sob dois diferentes modelos de gestão da política pública (gestão direta e gestão terceirizada) em três períodos recentes (2005, 2008 e 2012). Foram verificadas diferenças significativas entre cardápios oferecidos em ambos os modelos de gestão, assim como redução da qualidade nutricional dos cardápios ao longo do período analisado no caso do modelo de autogestão. É necessário incentivar a revisão periódica de ações de políticas públicas em alimentação e nutrição para promover sua evolução, via monitoramento contínuo dos resultados obtidos. No entanto, isso torna imprescindível analisar indicadores que apoiem um processo de retroalimentação do ciclo de políticas públicas, de forma a viabilizar propostas de contínuo aperfeiçoamento das ações de governo. / The National School Feeding Program is one of the oldest food and nutrition policies still ongoing in Brazil. The innovative nature of the program, created at the local level in the city of São Paulo in the 1930s, led to the establishment of the national program in an evolutionary process permeated by numerous advances and setbacks in terms of public policy management. Currently, due to the phenomenon of nutritional transition in Brazil, it represents significant potential to contribute to public policies on food and nutrition directed towards schoolchildren in Brazil. The school feeding program in São Paulo assumes unique importance due to its cultural, historical and social aspects; however, there is no academic literature on the program evaluation at any level of government since its inception until nowadays. The present research analyzed nutritional characteristics of the menus offered by the municipal school feeding program to children enrolled at basic education level in public schools at the city of São Paulo using the Meal Quality Index (MQI), under two different management models of public policy (direct management and outsourced management) in three recent periods (2005, 2008 and 2012). There were significant differences between menus proposed at the two management models of the program, and, moreover, there was a reduction in the nutritional quality of the menus offered by the direct management model throughout the period of analysis. It is necessary to incentive periodic revision of actions in public policies on food and nutrition to promote its evolution, through continuous monitoring of the results attained. However, it becomes imperative to analyze indicators that support a feedback process in public policies cycle, in order to enable proposals for continuous improvement of government actions.

To do so, proceeded to a literature search / exploration on the topic in question. Then there was a case study, supplemented by a field survey of qualitative character. From the confrontation of the data submitted by the authors surveyed on issues related to work and observation in the environment studied, we could understand the importance to be given by all segments of society, including businesses and schools to: the concern with building a working model best suited to the holistic characteristics of the worker, respecting your physical, intellectual and psychological, while ensuring and enhancing human dignity, avoiding diseases such as stress, so common today and most of the time caused by man's distance from himself and his social group. The demands of contemporary work apart the man most of those realities that include the place and in a reality permeated with aggressive and strong demands of competitiveness that are striking features of the new models of management in a globalized world. The case study can be seen that management models are demanding, given the need to stay in the business market, also can be seen that the possibility of flexibility in the conduct of the many demands of work, by managers and or responsible for the administration still appears as a factor for minimizing the stress, but does not alter this reality. With regard to field research, research on the meaning of work in the lives of workers, shows that they attach great part of the meaning of his work for the maintenance of social status and belonging that the work gives them. This led us to intensify the belief that there is removal of the meaning of work and that this factor contributes increasingly to the development of diseases and empty. Program Evaluation and Policy Management in Australian Central Agencies

Of the many components of reform to Australian government administration in the 1980s, the introduction of systematic program evaluation is perhaps one of the least examined. This thesis seeks to assess the Federal Labor Government's evaluation strategy as an instrument for enhancing what are here termed the policy management capacities of central agencies. It proceeds in two steps. First, the thesis traces in detail the development of program evaluation policy in Australian federal government from the effectiveness reviews of the Coombs Report of 1976 to the current evaluation strategy, and argues that, despite competing purposes for it, evaluation was intended primarily to serve decision making in central government. This policy aim was cemented by the economic crisis of the mid 1980s and framed around budgetary issues by its steward, the Department of Finance. Second, in order to assess the impact of the evaluation strategy, the thesis develops a framework for analysing program evaluation as one instrument for strengthening the core policy management functions of central agencies. In this context, policy management is essentially a coordination task. The contribution of evaluation to two aspects of policy management-resource coordination, and policy development and coordination-is examined. The findings confirm that attempts to formalise evaluation processes have had a variable impact- central budgetary processes remain dependent on relatively informal assessment procedures, although recent attempts to enhance policy coordination through the evaluation of policy advising processes have proved potentially to be more influential. In conclusion, the thesis argues that the evaluation strategy represented a credible attempt to better inform policy making in central government, but suffered for want of clear policy design and firm execution that resulted in only a marginal impact on these processes.

A Logic-Based Methodology for Business Process Analysis and Design: Linking Business Policies to Workflow Models

Today, organizations often need to modify their business processes to cope with changes in the environment, such as mergers/acquisitions, new government regulations, and new customer demand. Most organizations also have a set of business policies defining the way they conduct their business. Although there has been extensive research on process analysis and design, how to systematically extract workflow models from business policies has not been studied, resulting in a missing link between the specification of business policies and the modeling of business processes.Given that process changes are often determined by executives and managers at the policy level, the aforementioned missing link often leads to inefficient and inaccurate implementation of process changes by business analysts and process designers. We refer to this problem as the policy mismatch problem in business process management. For organizations with large-scale business processes and a large number of business policies, solving the policy mismatch problem is very difficult and challenging.In this dissertation, we attempt to provide a formal link between business policies and workflow models by proposing a logic-based methodology for process analysis and design. In particular, we first propose a Policy-driven Process Design (PPD) methodology to formalize the procedure of extracting workflow models from business policies. In PPD, narrative process policies are parsed into precise information on various workflow components, and a set of process design rules and algorithms are applied to generate workflow models from that information.We also develop a logic-based process modeling language named Unified Predicate Language (UPL). UPL is able to represent all workflow components in a single logic format and provides analytical capability via logic inference and query. We demonstrate UPL's expressive power and analytical ability by applying it to process design and process change analysis. In particular, we use UPL to define and classify process change anomalies and develop algorithms to verify and enforce process consistency.The Policy-driven Process Design, Unified Predicate Language, and process change analysis approach found in this dissertation contribute to business process management research by providing a formal methodology for resolving the policy mismatch problem.

Investigation of Decision Processes in Chemical Substitution Decision Making

In recent years, new regulatory guidance has spurred organizations to replace hazardous chemicals with safer alternatives. The factors and influences that shape decisions to transition to safer chemicals are of interest to decision scientists. Previous studies have examined the role that various factors, such as regulation, health impacts, and environmental impacts, have played in shaping such decisions. However, two key research gaps have been identified. First, existing semi-quantitative-based studies do not adequately capture the complexity of decision-making. Second, no in-depth qualitative study of a current substitution process, elucidating decision-making mechanisms at various stages of the design process, has yet been performed. The current research addresses these gaps. The first component of the study is an extensive survey of product and chemical manufacturers to elicit potential tradeoffs concerning final product design and redesign decisions. Such tradeoffs are characterized by a set of six factors affecting product design, which are further disaggregated into thirty-three attributes distributed across these factors. Statistical methods including Bayesian Dirichlet modeling and Principal Component Analysis were used to show: 1) two factors were statistically significantly different than other factors, 2) how features such as company size and time of decision affected factor weighting, and 3) that nine principal components explain 79% of the variance in the attribute scores. The second component of the study was a phenomenological assessment of a current substitution process: replacement of cadmium with Zn-Ni for aircraft components, undertaken by the U.S. Navy and Air Force. This study synthesized existing research in cognition, decision-making, and knowledge management. Semi-structured interviews were conducted with participants representing engineering, environmental, safety, and management disciplines. Qualitative analysis was used to identify and characterize the underlying mechanisms guiding the decision process, including external/internal influences, organizational structure and inertia, and innovative team problem solving. The results from this research contribute to theoretical knowledge in decision-making and cognition, as well as practical knowledge for organizations and policymakers. The broader implications of this research study include a realization that decision tradeoffs vary based on decision contexts, indicating that sector-specific future policy and guidance efforts are needed.

Service Policy Management for User-Centric Services in Heterogeneous Mobile Networks,

The Session Initiation Protocol (SIP) is a signaling protocol for IP-based media services that will be the de facto standard for future media-over-IP services. Since SIP User Agents (UAs) support a limited number of service types (usually one or two), we assume that the future user will need to operate several UAs simultaneously. These UAs will constitute the user's personal service network. In this thesis, we investigate architectures for policy-based management of this network so that it can be used in an efficient manner. To achieve this, we propose a new SIP entity, called the SIP Service Manager (SSM), which lies in the core of the management system. Finally, we evaluate our proposal by implementing one version of the SIP Service Manager. / Session Initiation Protocol (SIP) är ett signaleringsprotokoll för IP-baserade mediatjänster som kommer att bli "de facto"-standard för framtida "media-över-IP"-tjänster.
