The 1986 election of W.N. Vander Zalm as leader of the B.C. Social Credit party

This thesis is a review and analysis of the selection of William N. Vander Zalm as the third leader of the British Columbia Social Credit party on July 30, 1986. It examines in detail the events and circumstances which allowed the last candidate to enter the most contested leadership race in Canadian history to win the convention. This thesis incorporates an overview of the British Columbia Social Credit party, its traditions, leaders, and criteria for selecting its leaders. The sixty-nine day campaign is chronicled and the other eleven candidates and their campaigns are examined. In addition to reviewing the public and private record on these matters, several interviews were conducted. This thesis also benefits greatly from the analysis and articles on the Social Credit leadership contests produced by the University of British Columbia’s Political Science department. Personal observations are also incorporated into this paper, as the writer was a voting delegate. (I have been a Social Credit party member since 1981. At the leadership convention I supported Vander Zalm on all four ballots. While I readily acknowledge my political biases, I nevertheless have endeavoured to write a balanced academic account of this event). The Vander Zalm victory contradicts much of the conventional wisdom on the organization and conduct of successful leadership campaigns. The Vander Zalm campaign effort was poorly organized with no real strategic planning. The campaign finances were modest. The candidate had little caucus support and no endorsements from the party elites. Furthermore, the candidate did not enter the contest until it was half over and eleven other candidates were already in the race. How then did he win? In this thesis, I argue that the Vander Zalm victory was the result of four factors, all linked and all essential to his success. First, Vander Zalm himself offered a populist style and persona many delegates found attractive. Second, the party’s antiquated constitution provided only one delegate category, those selected directly by the membership. This not only prevented manipulation or control of delegate categories (as seen in other party contests), but ensured that several long-time party activists who were predisposed to the Vander Zalm candidacy would emerge as delegates. Third, Vander Zalm’s candidacy was boosted greatly by polls during the campaign showing him to be the party’s best hope to lead them to victory in the upcoming provincial election. And finally, many delegates saw a vote for Vander Zalm as a means to repudiate the modernization and isolation of the party and government seen during the last years of outgoing Premier W.R. Bennett, and return the party to its populist origins.

This thesis analyzes the Social Credit party leadership selection process with particular focus on the 1991 leadership convention. Thus, as the 1991 leadership convention closed the party was more divided than when the year's leadership politics had begun.

This thesis highlights a new approach to the programs and agenda of the Shi`ite representative body in Lebanon known under the acronym AMAL. The period studied is from 1969--1984. Previous studies have drawn insufficient attention to the important and quintessentially Islamic relation between religion and politics for this particular community. This relation becomes a focal point for this thesis. / Here, I study and tell the story of how a politically and socially marginalized sector of a society awakened unto itself and sought change in its political, social and economic position. This change involved a reaffirmation of specifically Shi`i doctrines, beliefs and motifs which helped this community assert themselves with a new identity during this fifteen year period.

Bullets to ballots : the Lebanonization of Hizballah

In the span of two decades, Hizballah has evolved from an armed resistance movement against Israeli occupation into an efficient political party and---by extension---into a permanent fixture on Lebanon's mainstream political stage. The present analysis traces the evolution of the party from its inception and assesses its performance vis-a-vis the major players of Iran, Israel and Syria. Factors including the characteristics of the movement and the Shiite community itself, the shifting position, interests and policies of various regional actors, and the changing domestic conditions in Lebanon were isolated in order to adequately explain the behaviour and development of Hizballah. As a result, such alternatives to cultural factors (i.e the "Islamic variable") were found to be stronger explanatory factors rather than the Islamic factor. Ultimately, the essay illustrates that Islamic considerations are secondary, if not tertiary, when political decisions are to be made in different contexts. Rather, it is the interests of the more powerful actors that govern the organization's next move, in addition to the aforementioned variables. On the basis of such assumptions and findings, conclusions were finally drawn regarding Hizballah's future developments and its prospects following an Israeli withdrawal.

Liberal party activists in British Columbia

The purpose of this thesis is to describe and analyze the nature and role of Liberal Party activists in the political life of British Columbia. As activists are at the central core of political parties, describing these activists is essential for understanding parties and the political process in general. The description and analysis are based on the results of a survey of the 1987 Liberal leadership Convention conducted by several members of the Political Science Department at the University of British Columbia, including the author. The resulting information was collated and analyzed then compared with the accepted wisdom concerning Liberal supporters in British Columbia. This thesis reveals the Liberal Party activists in British Columbia to be quite typical of activists found in other parties in Canada. As a result of the party's centre position in the polarized politics of this province, it does tend to attract activists disenchanted with this style of politics. This results in a heterogeneous collection of beliefs amongst activists. The success of the federal Liberal Party and the importance of many federal issues for Liberal Party sympathizers encourages provincial activists to adopt a federal oriented perspective on politics. The political economy of South African foreign direct investment in Mozambique: a case study of Mozal and its implications for development in Mozambique and Southern Africa

Philosophiae Doctor - PhD / The MOZAL aluminium smelter in Maputo is the largest-ever foreign direct investment in Mozambique. South Africa's state-owned Industrial Development Corporation (IDC) owns 24% shares in MOZAL and the Development Bank of South Africa (DBSA) and Eskom provided road and power supply infrastructure to ensure the success of the smelter. BHP Billiton is the majority shareholder, the other being Mitsubishi. MOZAL is the flagship of South Africa's foreign policy for regional integration in southern Africa and economic reconstruction in Mozambique: a practical manifestation of the African Renaissance. This thesis is a case study of MOZAL as an example of cross-border industrial development and its implications for development in Mozambique. Using an eclectic multidisciplinary Critical Global Political Economy (critical GPE) theoretical framework, a survey of relevant literature and a series of selected open interviews, it examines how development based on the assumptions of industrialisation and neo-modernisation espoused by the governments and private sector champions of MOZAL impact on class, gender, environmental and social justice in Mozambique. The research identifies the socio-economic development dimensions of MOZAL for Mozambique and how the cost and benefits are distributed among the various social groups and actors directly and/or indirectly involved with the MOZAL aluminium smelter. The main findings are that MOZAL as a private sector FDI project is a qualified success. On the positive side, it contributes to economic growth. However, the benefits to Mozambique are exaggerated and are not broadly distributed. On the negative side, it contributes to increasing the economic dependence of Mozambique on the South African economy. Instead of narrowing the development gap, the smelter has contributed to increased differentiation between companies in South Africa and Mozambique and, within Mozambique, between the Northern and Southern regions, as well as among MOZAL employees and the majority of the population in Maputo. The implications are that the development benefits from foreign direct investment cross-border industrial development projects may, at least in the short-term, lead to uneven regional integration and development enjoyed by a few. / South Africa
