To Work Together or Not? Examining Public-Public Program Collaboration Between Head Start and the Virginia Preschool Initiative

This dissertation investigates public-public program collaboration (PPPC) between Head Start and the Virginia Preschool Initiative and asks why and how, and to what extent PPPC occurs between these preschool programs. To frame an understanding of PPPC, the dissertation assays collaborative process dimensions, collaborative management techniques, and degrees of collaborative activity. In-depth interviews with Head Start and VPI administrators result in the analysis of 16 Head Start-VPI dyadic relationships and places the focus of this research on the micro-level actions of the program administrators. Each Head Start-VPI dyad is assigned a degree of collaborative activity along a continuum ranging from no relationship (one dyad), cooperation (four dyads), coordination (six dyads), or collaboration (five dyads), and is assessed in terms of the presence or absence of the collaborative process dimensions of governance, administration, organizational autonomy, norms of trust, and mutuality. Qualitative comparative analysis (QCA) is used to identify the underlying process dimensions that comprise collaboration at the varying degrees of collaborative activity. Collaborating dyads generally are found to exhibit all of the process dimensions, where the no relationship and cooperating dyads exhibit relatively few of the process dimensions. Coordinating dyads typically have strong structural dimensions but weak mutuality, or strong social capital dimensions, but weak administration. The dissertation shows how public administrators engage the collaborative management techniques of activating, framing, mobilizing, and synthesizing, and finds variation in management techniques across types of collaborative activities. It also argues for activation activity to include "history of collaboration" stories and identifies six framing types that intersect at being collaborative or non-collaborative in focus and mature or immature. The dissertation concludes with recommendations for current preschool administrators and future scholarship. / Ph. D.

Changing Mindsets: A Case Study of a Community of Practice between Charter and Traditional Public School Leaders in the School Leaders Network

The purpose of this study was to examine the essential elements of a community of practice intended to increase communication and collaboration between traditional public and charter school leaders. Members of the Los Angeles Cohort of the School Leaders Network participated in this study. This case study triangulated observation, interview, and document review data to identify the factors that were most beneficial to this particular community of practice. Drawing on the research of communities of practice, constructivism, and leadership theory, these factors were articulated into five domains with the hope that, with further research, this framework could influence the creation of additional communities of practice between traditional public and charter school leaders. This framework, including indicators and action steps to aid in creating a community of practice, identified five key factors: knowledge, relationships, authenticity, constructivism, and leadership. The convergence of these five domains pointed to two key take-aways: Communities of practice must create a risk-free environment in which sharing can occur so that participants can use storytelling as a vehicle for the exchange of ideas. Essential in creating this environment is the influence of a skilled facilitator who can drive these conversations. Ultimately, in sharing stories and building community, these communities of practice are meant to further the cause of a socially just education for all students regardless of the type of schools they attend.

Private-Public Collaboration in Sweden’s Civil Preparedness

Recent developments in Sweden’s security policy have prompted the rearmament of the total defence. The total defence comprises both military and civil defence. The civil defence, in conjunction with crisis preparedmess, forms Sweden’s civil preparedness. However, the civil preparedness has been assessed as inadequate in meeting the requirements arising from recent developments in external security policy. Additionally, Sweden’s imminent NATO membership imposes further requirements on civil preparedness. The operational activities within civil preparedness are predominantly carried out by private entities, necessitating private-public collaboration. Nevertheless, existing regulations and competing interests pose substantial obstacles to sustained and iterative collaboration. This thesis employs a comparative nested case study, analysing two sectors of operations coordinated by the Swedish Post and Telecom Authority. These sectors demonstrate varying degrees of collaboration in civil preparedness. By utilizing Emerson & Nabatchi’s (2015) collaborative governance theory, this thesis identifies that drivers prompting collaboration play a significant role. Specifically, legal and policy frameworks are assessed to be the most crucial factor. The cases exhibit unique characteristics, thereby providing a reasonable test the of collaborative governance theory’s eligibility. This thesis acknowledges certain limitations in the theoretical assumptions due to technological advancements. Consequently, further assessment of the theory is encouraged, as it may require refinement to adequately address new forms of incentives for collaboration resulting from emerging threats.

The current university organizations have assumed responsibility for the connection between the university and society and promote the process of public-private agreements, as developed between the Pontifical Catholic University of Peru (PUCP) and the National Scholarship and Educational Credit Program (PRONABEC) of the Government of Peru, in order to promote, and develop, their experience in the training of teachers of the Public School Magisterial in order to improve the teaching performance and the quality of learning in students.This article presents some guidelines developed during the execution of the President of the Republic Scholarship (2014-2015) and which in various ways explain the vocation of service and commitment to educational development, which PUCP has been carrying out since its founding as a university institution.In this regard, the University devoted resources and resources beyond what was agreed in the signed agreements, assuming the mission as a proper process of University Social Responsibility (USR) in a positive experience that far exceeded the expectations projected for the benefit of educational quality of teachers and students of the country. / Las organizaciones universitarias, como la Pontificia Universidad Católica del Perú (PUCP), han asumido con responsabilidad la labor de conexión entre la universidad y la sociedad y promueven el proceso de convenios público privados, como el desarrollado con el Programa Nacional de Becas y Crédito Educativo del Perú (Pronabec), para favorecer y desarrollar su experiencia en capacitación de docentes de la Carrera Pública Magisterial con el fin de mejorar los rendimientos docentes y así contribuir a la calidad educativa de los aprendizajes.La Beca Docente Presidente de la República contribuyó en la formación personal y académica de docentes de la carrera pública magisterial peruana, quienes, a través de un concurso de mérito, accedieron a conformar una elite de profesionales que se benefició de la valiosa contribución que aportaron las universidades participantes del proyecto, en especial, la Pontificia Universidad Católica del Perú, que puso a disposición de los alumnos becarios de Maestría, las competencias y capacidades que exige la educación y sociedad actuales.
