The use of Polokwane Municipal Library services : a case of study of Moletji Public Library

Public libraries are drivers of access to information and knowledge, regardless of age, gender, race and political inclination. Entities such as public libraries have the role to play in providing informational, educational, recreational and cultural needs of the communities that they serve, but if they are challenged by issues such as underutilisation of some of their services, it calls for a prompt reaction. The study employed a descriptive survey research design. A questionnaire was used to collect data from library users at Moletji Public Library. Two-hundred and forty questionnaires were distributed, two-hundred and sixteen questionnaires were returned and were found to represent a 90% response rate which was usable for the analysis. The study found out that most users in Moletji Public Library preferred reading space and Internet over lending materials, and as a result, circulation statistics declined. Challenges such as walking a long distance to the library, limited resources, lack of space, noise and outdated books were also discovered by this study. The study provides Polokwane Municipality with valuable evidence of the underutilisation of services and resources at Moletji Public Library. It also suggests areas for improvement including training of personnel as well as more library infrastructure in previously marginalised communities. The study recommends that more computers and more space be provided and that libraries should keep up with the ever-changing needs of library users by conducting more studies about the needs of library users. Digitalization of library services as a magnifying factor towards improving public library services in Limpopo

This is of utmost importance since we are moving towards the 4th industrial revolution. Public libraries need to upgrade their systems to ensure that the service rendered is digitalised. Failure to digitalise libraries may lead to public libraries being obsolete and library staff may lose their users. The purpose of this study is to examine the digitalisation of library services as a magnifying factor towards improving public library services in Limpopo public libraries. The quantitative research approach was used to conduct this study. The questionnaire was used to collect data from Limpopo public library staff population. Convenience sampling techniques were used to select libraries in all five districts in Limpopo Province, which are Capricorn, Mopani, Vhembe, Waterberg and Sekhukhune. The instrument used to collect data from all library staff was a self-administered questionnaire. Eighty-seven questionnaires were distributed, filled, interpreted and analysed. Findings revealed that the library staff have a positive attitude towards digitalisation. The study also found that library staff do have the necessary Information and Communication Technology skills. Most libraries lack ICT systems and operate under financial constraints. The study recommends that training should be implemented more than once a year in public libraries and that it should be relevant towards the library staff needs. The government should also finance libraries for promotional and maintenance of ICT systems to ensure that a positive attitude is held up high by the library staff.

The users' perspectives towards the role of public libraries in bridging the digital divide in Ngaka Modiri Molema District

Thesis ((M.A. (Information Studies)) -- University of Limpopo, 2016 / This study investigated the users‟ perspective of the role played by public libraries in bridging the digital divide in the rural-urban communities with specific reference to Ngaka Modiri Molema District libraries, in the North-West Province, South Africa. The research methodology utilized in this study is a descriptive survey in design and quantitative in nature, through a questionnaire as a data collection tool, distributed to hundred (100) library users selected through quota, convenience and accidental sampling methods. Twenty (20) library users belonging to each of the five public libraries in the district participated in the study. It is revealed that public libraries in the Ngaka Modiri Molema District are playing a significant and crucial role in bridging the digital divide. This is due to the fact that the library users have indicated that they are able to conduct research, send and receive e-mails; they are able to type their personal and academic documents and even play computer games with the library computers and the internet. Based on these findings, this study recommends that district municipalities and the provincial government should continue to provide the public libraries with computers connected to the internet to all the libraries in Ngaka Modiri Molema District and to train the public librarians to be able to impart computer skills to the communities. Public librarians should also initiate computer orientation courses to provide basic skills to those who are computer illiterate in the communities.

Determinants of turnover intentions of librarians at the city of Johannesburg libraries : implications on provision of library services

Organisations are confronted with the challenges of managing, controlling and putting in place retention strategies to mitigate against high turnover intention. This is also the case with public libraries. The purpose of this study was to investigate the determinants of the turnover intention of public librarians at the City of Johannesburg Libraries (COJLIS) in the Gauteng province of South Africa, with a view to developing a retention strategy. Turnover intention can bring devastation to the organisation and can also lead to negative consequences such as decreased morale and productivity, shortage of skilled and qualified librarians, direct and indirect costs to library organisation and loss of knowledge. This quantitative research study utilised the conceptual framework to investigate demographic, personal and organisational factors influencing turnover intentions of librarians. The conceptual framework for the present study incorporated aspects of a theory or theories, concepts from the literature, personal experiences, knowledge of the context and models The aspects of theory or theories and concepts from the literature on employee turnover “content” and “process” models such as Mobley (1977), Jerome (2017), Nair, Mee & Cheik (2016), Perez (2008), Spector (2005), Spector (1997), Price and Mueller (2000) and Price (2001)were modified to suit this study for public librarians at COJLIS. Mobley’s (1977) turnover process model was germane to this study, as it theorises a linear sequence consisting of the following: “dissatisfaction, thoughts of quitting, evaluation of subjective expected utility of job search and costs of quitting, search intentions, evaluation of alternatives, comparison of alternatives and present job, intentions to quit and quitting”. The constituents of the conceptual framework are demographics factors (age, tenure and job designation level), personal factors (job satisfaction and organisational commitment) and organisational factors (payment and fringe benefits, location of workplace, working environment: flexi working hours, perceived alternative employment opportunity, promotion and recognition, personal interaction, supervision and leadership, training and opportunity to utilise skills) as well as turnover intention. This study employed the census method and adopted the cross-sectional survey design method to collect data from 174 librarians working in 89 public libraries and three support sections at COJLIS. Data collection involved the use of a closed-ended questionnaire, as well as analysis documents such as strategic plans and human resource policies. Quantitative data were analysed using the Statistical Packages for Social Sciences (SPSS) according to the objectives of the study. The researcher conducted a linear regression test to find the instance of correlation between personal and organisational variables, and librarians’ intention to leave their workplace. The findings revealed that demographic determinants (age, tenure and job designation level) are significantly related to turnover intention. Tenure was a highly significant predictor of turnover intention. The major findings to this study were a negative and significant relationship between payment and fringe benefits, working environment: flexi working hours (work-life balance) promotion and recognition towards turnover intention. The study concludes that COLIS may be able to reduce turnover intention through the improvement of factors such as payment and fringe benefit, working environment: flexi working hours (work-life balance) promotion and recognition which would lead to increased job satisfaction and organisational commitment. It is recommended that in order to mitigate turnover intention and increase retention, the talent retention policy, strategy and initiatives should be developed which could incorporate the variables (e.g. payment and fringe benefits, promotion and recognition and training to develop and utilise new skills) of the suggested conceptual talent retention model for COJLIS. A further study to validate a newly developed retention model in COJLIS is recommended. / Information Science / M. Inf.

A further responsibility of the public library is to supply information to the community to assist decision making and successful community development. To complicate matters, this shift in emphasis in the public library's objectives has to be managed and brought to fruition under the following conditions: a difficult financial climate, an extended corps of users with changing requirements, and technological challenges. To manage these challenges to the public library, it is essential that human resources be utilised as well as possible in accordance with their expertise and abilities. Employees find themselves in three environments, namely the job content environment, the job context environment and the external environment. A variety of factors which can influence the performance, and therefore the utilisation of employees are present in these environments in which they have to fulfiltheir task.The theory underlying the utilisation of human resources has been studied and an integrated model for human resource utilisation has been developed. This was followed by an empirical study to identify the factors which influence the utilisation of human resources in public libraries in South Africa. From the empirical investigation four factors were identified which can influence the utilisation of human resources in public libraries, namely: • the general attitude of the employee to the task and the profession of public librarianship • training and development of employees • information technology • career management Only the first factor emerged positively from the study, while the other three performed negatively. To enable public library management to remedy the deficiencies identified with the help of these factors, an integrated human resources utilisation model is proposed. Integration of indigenous knowledge into the services of public libraries in South Africa

Documented value of indigenous knowledge (IK) in the lives of communities raises the need to facilitate its accessibility. Public libraries in South Africa can play an important role in facilitating access to this knowledge by integrating it into their services. Apart from positively contributing to the quality of lives of indigenous communities, integration of IK would result in the provision of inclusive and transformed library services. The purpose of this study was to explore how public libraries in South Africa may integrate IK into their services. Located within the critical theory paradigm, a qualitative multiple-case study was conducted among four purposefully selected provincial library services in South Africa. Directors of the selected provincial library services were interviewed. Collection development policies of the selected libraries were also analysed to determine the extent of their alignment with the provision of IK. Atlas.ti. was used to analyse data thematically. Findings revealed that libraries have not integrated IK into their services. Furthermore, collection development policies were not aligned to the provision of IK. Factors contributing to non-integration of IK in public libraries included the perception that librarians did not seem to regard IK as within their purview but rather an aspect for archival institutions. Non- alignment of policies to IK integration, content that is not accessible to indigenous communities and dwindling funding for library services provision also emerged as contributory factors. It was concluded that the hegemony of western knowledge continued to marginalise IK, possibly contributing to its non-integration. A framework based on principles of community involvement, inclusivity, access and transformation was recommended for integrating IK into services of public libraries. It was recommended that public librarians, as stakeholders in the transformation of library services need to engage in the IK discourse in order to enhance their ability to provide inclusive services. The importance of involving communities in defining IK according to their contexts to enable meaningful integration into library services was highlighted. A need to expand the study to other provinces in South Africa to determine librarians’ understanding and views regarding integration of IK was identified. / Information Science / D. Litt. et Phil. A model for enhanced functionality of public libraries as hubs of information for rural community development: Mutale case study

PhDRDV / Institute for Rural Development / Providing access to knowledge and connecting it to the needs of individuals as well as grassroots community have always been at the centre of the mission and purpose of public libraries. Numerous studies conducted in various parts of the world have shown that public libraries are the anchor of the lives of communities where they are established. These studies have revealed that information needs may not be the same for different age groups and for different genders. For that reason many countries have been investing in the establishment of community libraries. In South Africa, a community libraries conditional grant was introduced in 2007 to build capacity for public libraries through building additional libraries and renovating existing ones so that they provide information that will satisfy information needs of all community members. However, there are still concerns about the functionality of public libraries and need to strengthening their capacity so that they adequately address community information. This study was conducted on rural community libraries in Mutale located in the Vhembe District of Limpopo Province, South Africa. The main objective was to develop a model for enhanced functionality of public libraries for rural community development. The study was conceptualized around the ecological framework (Asselin and Doiron, 2014). The specific objectives were: to identify challenges faced by the library in providing services to adults, youth and children: to establish if information needs of adults, youth and children varied due to age, and to assess the level of satisfaction of adults, youth and children with the services of the local public library. The study used an exploratory sequential mixed method design with the qualitative phase preceding the quantitative phase. The qualitative phase had two phases. In the first, phase fourteen key informants were purposefully selected and engaged in face-to-face interviews as well as one focus group. Qualitative data from this phase were analysed using atlas.ti version 8. Results distilled showed that the library was hampered by centralized library services which were run from the district level, insufficient funding, inadequate library operating hours and lack of ICT support. In the second phase, a total of 150 adults, youth and children were purposefully selected and engaged in face-to-face interviews as well as focus group discussions. An interview guide complimented by camera, and voice recorder were used to collect data from the respondents. Atlas ti version 8 was used to analyse the data. The results showed that information needs of the community were not fully met by provisions in the library. A variety of information resources expected to satisfy the needs of adults, youth and children respectively include increased number of computers with internet connection, extended library opening hours including Saturdays , stakeholder engagement to be recognized, the extensive marketing of the library for it to be used by the community and the need to improve the amenities and library infrastructure. Results obtained in the qualitative phase of the study informed the second quantitative phase . During this phase, an evaluative survey was conducted with adults, youth and children. Convenience and snowballing techniques were used to sample 176 respondents. A questionnaire with a Likert-type ranking scale was used to collect data. The International Business Machines, Statistical Product and Service Solutions (IBM SPSS) version 24 was used to analyse the data. Chi Square and Crammer’s V tests were performed on the data. It was established that more female (59%) than male (41%) respondents used the library. Of the respondents engaged 26% o were children; 30% were youth and 55% were adults. In terms of travelling to access the library services 32% of the respondents travels less than two kilometers while 68% travel more than two kilometers. This indicates that the majority of the users have a challenge of accessing the library due to distance. The majority of the respondents (70%) did not use the library frequently, with only 30% being active library users. Significant differences in accessing library services were observed according to age in terms of “Current books on all subjects”, “Major reference works such as Encyclopaedias and dictionaries”, “Books on arts and crafts”, “Audio-visual materials” and “Electronic databases”. No significant differences according to gender were observed on all aspects on availability of materials except for “Children’s materials”. Only the perception on availability of “Current books on all subjects” showed a moderate relationship across age (based on the Cramer’s V value >.3). However, on all the aspects where the results showed an association by age and gender the relationship was deemed weak as demonstrated by Cramer’ V values (<.3). Generally, all the respondents (adults, youth and children) were not satisfied with the ICTs, availability of information and available services and amenities. Chi-square tests showed no significant associations between age and perceptions on ICT resources of an ideal library, available services, available amenities, marketing of library services, availability of materials in the library and type of information needed to make informed decisions. These results imply that for the library to provide unhindered services, there must be an enabling environment for the smooth running of the library. There is a need for government to review the policy of running the libraries from districts, as this negatively impacts on opening hours, acquisitions of materials and ICTs support. The library needs to do a periodic survey of the information needs of the community so that it responds by providing relevant and current resources. The study proposed a conceptual model that will enhance the functionality of libraries and to enhance their capacity to offer better services to their users. The proposed model is anchored on nine broad areas which are strengthening human resources, funding, access and accessibility, partnerships, infrastructure, ICTs, management, stakeholder consultation and periodic users’ surveys. Thus, if these interventions are heeded to, there is a higher possibility that the library will be more functional and better positioned to close the information gap. The study contributes to the body of knowledge through provision of a conceptual model which highlights factors that hamper smooth provision of library services, and offers pillars (components of the model) that can enhance the functionality of public libraries in rural areas. It further contributes by highlighting those services regard by users to be important for maximal usage of libraries. This study was unique in that as at the time of completion according to the investigator’s knowledge no other study on rural public libraries has looked into the functionality of libraries funded by the conditional grant using a variety of methods, different perspectives through engaging key informants, factoring in the different age groups and bringing in the gender perspective in a single study. Use of different computer assisted software packages (Atlas version 8 and SPSS version 24) over and above the thematic content analysis to analyse the data was also unique as most other known studies only used thematic content analysis for their qualitative data. Based on the findings it was concluded that decentralized services to local municipal level could reduce many of the challenges that hinder libraries from providing smooth and quality services to their communities. Improved materials collections to satisfy individual and communal information needs, user friendly opening hours as well as engaging the community in library decisions could go a long way in ensuring the library is recognized as a community development hub that fulfills its mission of keeping the community informed. It was therefore recommended that the policy on the running of public libraries should be reviewed with the view to decentralize the running of public libraries to local municipalities,. More still, policy on library funding should be reviewed, library opening hours should be extended, better trained ICT technicians should be placed in local libraries, librarians should be appointed on a permanent basis, and a comparative study of all libraries in Vhembe should be conducted to gauge if the community is deriving any benefits from the provision of computers and access to the internet through “Mzansi Online” project. / Staff Capacity Development

The library as place : a study of the experiences and perceptions of community libraries users in the Moretele Local Municipality

My research focused on who uses the libraries, for what purpose the libraries are being used, and patrons’ perceptions of the libraries. Data was collected using three methods namely interviews, observations in the form of seating sweeps and written patron surveys. The data collected show that the libraries play an important role in the information and social needs of the communities. They are highly valued for the resources they provide such as study space, books and photocopiers. The libraries are also greatly utilised by local communities, especially UNISA students, and function as public and third places. As public spaces they offer the community a space to meet, work together and discuss issues that are of importance to the community. As third places, the libraries offer ideal places for people, especially the youth, to play and socialise.
