Online communication of Public Leisure Services

Through the assistance of the Internet, public organizations can create lasting relationships with citizens in an individualized and interactive manner. The purpose of this study was to obtain a preliminarily understanding of the Web Presence of public leisure service agencies (PLSA) in Canada. Currently very little is known about the use of Internet Communication within PLSA. A stratified random sample of ten Canadian municipal Web sites helped to generate 100 content units from which a quantitative content analysis was conducted. Utilizing a marketing perspective, the analysis assessed the marketing communication efforts, design, electronic service quality, and interaction standards of these sites. Findings suggested that the evidence of marketing and communication efforts were quite limited while the design and navigational features, although basic, were well executed. The results indicated that most PLSA online communication is rather limited, focusing on providing basic information regarding programs, services, facilities and events. In the future, this is expected to change. In general, PLSA appear to recognize the importance of online communication. However, a re-definition of communication strategies may be needed for better implementation. It is suggested that these strategies should encompass the underlying goal of creating a relationship with citizens.

With the help of qualitative and quantitative research the analysis of actual situation in area of PR techniques applied in chosen company was realized. The synthesis of acquired information and results was realized. On the basis of this the suggestions and recommendations for improvement of situation in PR in choice company were devised. The thesis contains the assets of the suggestions.

Esta tese tem como propósito analisar as transformações propiciadas pelas tecnologias de informação e comunicação, na relação entre o Estado e a sociedade. As últimas décadas do século XX, foram marcadas por um ciclo de evolução/revolução do conhecimento científico, baseado nas ciências da comunicação e informação, em que, não só os modos de produção foram modificados, como também a mentalidade e as práticas sociais. O novo cenário informatizado alterou a maneira como o cidadão pensa, conhece e apreende o mundo, desenhando uma nova cidadania, o que levou o governo a adaptar-se a essa realidade apresentando-se com uma outra face: o Governo Eletrônico. Na etapa atual, o governo tem utilizado, preferencialmente, essa tecnologia para disponibilizar serviços como compra e licitação eletrônica, emissão de documentos e pagamentos de tributos. No entanto, outras etapas ainda precisam ser cumpridas para permitir o aumento e a qualidade da interatividade entre governo e cidadão. A pesquisa analisou a trajetória das transformações tecnológicas e sociais do Brasil, concentrando-se nas estratégias de comunicação do Governo Eletrônico da Prefeitura de São Paulo, como referencial para o incremento da participação cidadã. / This paper has the focus to analyze transformations promoted by information technologies and communication, about government and society. The last decades of twentieth century, reported by an evolution/revolution cycle of scientific knowledge, based on communication and information sciences, on that, even production ways were updated, as mental and social practices as well. A new scenario computerized changed the way our citizen think, know or learn the world, showing a new citizenship, which demanded the government to upgrade itself to this reality showing with another status: The Electronic Government. On current step, the government has been using, mainly this technology to offer services as purchase and electronic licitation, documents release and tax payments. However, other steps are still need be accomplished to allow the increase and the quality of interaction between government and citizen. The survey analyzed the way of social and technological transformations in Brazil, focusing strategies of communication of Electronic Government of Sao Paulo City Hall, as reference to increase the citizenship participation.

Les politiques publiques environnementales cherchent à impacter des comportements de consommation. Néanmoins, la relation causale entre l’action publique mise en œuvre et le changement de comportement se caractérise par des discontinuités. Elle doit donc être approfondie en combinant l’angle d’analyse des politiques publiques et du processus de décision du consommateur. En effet, ce dernier dépend également d’autres déterminants psychosociaux et d’autres facteurs contextuels. L’impact spécifique des instruments des politiques publiques doit cependant pouvoir y être distingué. Notre étude sur la politique publique environnementale française visant à l’acquisition de voitures à faibles émissions de carbone permet de comprendre l’impact des instruments des politiques publiques sur le processus de décision d’achat du consommateur. En effet, l’attitude envers les instruments de l’action publique produit des effets sur le processus de décision du consommateur. Cet impact n’est pas direct, mais il modère les relations causales entre les principaux déterminants du comportement. Ces effets modérateurs dépendent de la nature psychologique ou structurelle des instruments des politiques publiques qui impactent des relations spécifiques du processus de décision du consommateur / Environmental public policy tools aim to impact consumer behavior. Nevertheless, the causal relationship system between the implementation of a public policy and behavior is full of disconnections. Thus, it should be deepen with the combined analysis of public policies and consumer decision process. Indeed, this latter also depends on others psychosocial determinants towards behavior and other contextual forces. The impact of public policy tools need to be distinguished among them.Our study on the French environmental public policy aimed at acquiring low-carbon emission cars focuses on understanding the impact of public policy tools on consumer buying decision process. Indeed, the attitude towards public policy tools affects consumer decision process. It results that the impact is not so direct but it moderates the relationship between the main determinants of behavior. These moderation effects depend on the psychological or structural nature of the public policy tools which impacts specific relationships of the consumer decision process
