Using Brownfields to Think Green: Investigating Factors that Influence Community Decision-Making and ParticipationStair, Charissa Ruth 01 January 2011 (has links)
Brownfield restoration and remediation is a growing concern across the United States. Brownfields are vacant or abandoned properties with real or perceived contamination. Successfully restoring these properties requires strong stakeholder collaboration, including the local community. The purpose of this study was to explore the complexities of creating a community garden on a residential brownfield site located in a low-income, high-minority neighborhood and to gain a better understanding of how a community based project develops and impacts individuals from the community. Specifically, the study investigated who chose to participate in the project, what motivated individuals to become involved and remain committed, and how individual's understanding of the project's risks and plans changed throughout his/her involvement. The case study followed 17 participants through the first year of the Emerson Street Garden, a brownfield restoration project in the King Neighborhood of northeast Portland, Oregon. Findings showed that individuals were attracted to different styles of outreach materials based on their own personality and preferences. The desire to improve the community was an important motivation for all the participants but personal motivation was not connected to knowledge retention. While the Emerson Working Group was successful at distributing knowledge to all its members, individual's flexibility to new ideas was critical for continued involvement in the working group. In conclusion, the study found that a "one-size-fits-all" method for engaging community members in urban restoration and renewal projects does not exist; however, there are best practices that can be applied to most situations. Implications for practice and further research are discussed.

Public hearings on the choice of termination of pregnancy : a case of Limpopo Provincial LegislatureHarmse, Jocelyn Lavern January 2014 (has links)
Thesis (MPA.) -- University of Limpopo, 2014 / The aim of the study was to determine whether Members of the Limpopo Provincial Legislature misrepresented members of the public in the policy and decision making process. The Choice on Termination of Pregnancy Amendment Act, No. 213 of 2008, when passed in Parliament, might have had good intensions, but has instead led to unintended consequences. Both qualitative and quantitative research methods were used in this study. Questionnaires were used to collect the primary data from MPLs, staff of the Limpopo Legislature and members of the public in districts of the Province while the secondary data was collected from online databases and through literature reviews.
A random sampling method was used to collect primary data for this research by using various data collection methods such as questionnaires, face to face and telephone interviews. The collected data was captured in Ms Excel 2007, and then analysed and presented using graphs and tables.
Results of this study indicate that the majority of people in Limpopo were not in favour of the bill in question. This was evident in the video recording that was taken at the public hearing held in the Vhembe District where the emotions and expressions including the language used by members of the public was witnessed. The Committee Report that was tabled in the House by the Chairperson of the Committee stated that all districts in the Province were not in favour of the bill. It also became evident that indeed MPLs did not debate the report in the House and also did not consider inputs of the masses made during public hearings before a provincial mandate was given to Permanent delegates at the National Council of Province (NCOP) to vote in favour of the bill.
It can thus be concluded that MPLs can take a decision on a bill even if the masses are against it. This clearly indicates that the voices of the people are indeed heard since public hearings are conducted, but all is merely done to comply with the Constitutional mandate.

The objective was thus to phantom this topic and come out with necessary findings and recommendation of the targeted population in the process under investigation had been provided.
The study covered reading of both the primary and secondary sources, group focus interview of people with disabilities, interview of the assistant head men, ward committee member residing in Malemati, the mayor, the municipal manager and the IDP manager Data was collected in the manner as explained in the above paragraph following the quantitative approach.
Necessary recommendations have been made in this regard.

<p>Beginning in the 1990s, sustainability indicators have rapidly been developed in different political contexts to measure progress towards reaching sustainable development. Previous research has largely focused on developing models and criteria for defining indicators in order to identify scientifically sound systems. However, sustainability indicators represent more than pure aggregated data; they represent values. This thesis takes its departure in seeing indicators as socially constructed, and aims to explore the role(s) indicators play in governance for local sustainable development. The traditional environmental policy discourse characterised by rationality and efficiency became challenged in the 1990s by the Agenda 21 discourse, emphasizing the need for citizen participation for environmental governance. Notions of efficiency and participation are, however, often in conflict since achieving participation is time consuming and efficiency requires results within short time frames. Thus, a tension in governance is created which is especially apparent at the local level and in politics relating to sustinable development.</p><p>In this study, Sweden is seen as an extreme case in terms of implementing sustainable development policies. Swedish local authorities have been at the international forefront in developing sustainability indicators. Here, the work surrounding seven different sustainability indicator systems in three Swedish municipalities is analysed. The overall research question relates to the tension in governance: Are the sustinability indicators driven primarily by efficiency or participatory claims? The analytical framework combines two different, yet linked theoretical approaches: an institutional approach, which captures the organizational arrangements of the indicator systems; and a discourse inspired approach, shedding light on underlying notions and ‘problem’ representations embedded in the indicator systems. Interviews with politicians and local officers and written material serve as the main empirical sources.</p><p>The analysis shows that local sustainability indicators vary to a great extent regarding their scope, which implies that sustainable development is interpreted differently depending on the local context. In general, goals linked to ‘soft’ issues like democracy, awareness raising and learning tend to be less indicated than ‘hard’ issues such as pure natural scientific measures. Oftenmost, participation is interpreted in its ‘weak’ form, that is stakeholders and citizens are being informed about political decisions taken or are invitated to attend meetings. Many politicians express concern abut participatory methods that aim for empowering citizens, claiming that this is in conflict with the idea of representative democracy. Surprisingly, the more participatory driven indicator systems have not become established in the municipal organisation despite the involvement of many different stakeholders in the developing process. In contrast, the more efficiency driven systems, have been internally anchored but involved very few external stakeholdes in the process. These latter systems are therefore most likely to be used and implemented. In general, politicians’ trust in expert knowledge in policy making is high and it is difficult to involve citizens in that process. Also, because work with sustainable development issues in general, and indicators in particular, is largely seen as projects rather than processes, the efficiency ideal prevails in local policy making – maybe not in rhetoric, but certainly in practice.</p>

<p>The thesis studies one method, focus group discussions, for public participation in the starting of implementing the European Community Water Framework Directive at a catchment level. Focus group discussions can be used as a method for bringing relevant stakeholder-groups into the discussion and evaluation of different possible solutions to problems of managing local waters in order to lower nutrient emissions and stop eutrophication. Of special interest in the study is the participants’ development of collaboration and collaborative learning in the focus groups. Also of interest is their change in attitudes during the focus group process and their will to participate in similar settings. The thesis assesses the results of three questionnaires responded by focus group participants in a study carried out by the Swedish Water Management Research Programme, VASTRA. The participants represent stakeholders in Rönne å catchment in Skåne, and also the results from ten focus group discussions with the same participants.</p>

<p>The birth of democracy in South Africa in 1994 not only meant the end of apartheid, but also served as the catalyst for community participation in the affairs of local government. Despite the creation of an enabling environment, i.e. the adoption of the concept of Developmental Local Government and Integrated Development Planning Framework to ensure the participation of communities, public participation remains contested today and still does not achieve its expected results. A range of problems besets public participation in governance and development planning. Accordingly, this thesis presents a case study of the barriers to meaningful public participation as well as exploration of the context and extent of public participation in Ward 28, Elsies River, Cape Town, South Africa. The investigation examined the link between public participation, development planning and service delivery. In order to achieve the stated aim, the researcher employed a combination of quantitative and qualitative methods including secondary analysis, observation, informal interviewing, focus group discussions as well as the administration of a structured questionnaire to various stakeholders. Based on the empirical results of this research, the study provides a number of developmental guidelines and public participation recommendations to enhance planning and service delivery, especially in poor communities.</p>

A critical analysis of the role of stakeholders and the various influences they may have in water management will also be examined. The methodology follows a historical study approach. A thorough document review will be done of the policies and related materials around BMCs, where events will be constructed from the findings. Interviews will be conducted for verification purposes, to verify the desktop findings and to assimilate any conflicts of opinion that might have not been documented.</p>

Planning for multiculturalism: a comparison of approaches in two metro-Atlanta citiesPienta, Alison Jo 27 August 2012 (has links)
Over the past two decades, the Atlanta metropolitan region has seen a large increase in its immigrant population, particularly in the city's northern suburbs situated in Gwinnett County around the famously multi-ethnic Buford Highway corridor. The suburbs of Norcross and Duluth have experienced a particularly large influx of immigrants from Asia and Central and South America. Once predominantly white bedroom communities, the cities' racial and ethnic make-up are now heavily defined by their Asian and Hispanic populations. Many residents and business owners are foreign-born or second-generation immigrants, and the number is growing. Despite this significant demographic shift, little attention has been paid to how multiculturalism fits into the planning process and how they are affected by local planning procedures and priorities. The cultural and linguistic divides found in Atlanta's continuously-diversifying social landscape remain largely unexplored and unaddressed in conventional planning practices.
This research looks at demographic data and planning initiatives in Gwinnett County, and the cities of Duluth and Norcross in particular, to determine the extent that Asian and Hispanic populations are represented and involved in the planning process. An examination of public participation and community involvement in issues relating to land use, housing, and transportation is used to assess the degree of inclusion in planning and measure the extent to which increased cultural diversity is addressed in the region and in the two cities. I will argue that if the Asian and Hispanic populations are not engaged in planning processes and if their needs are not accounted for in city plans, there could be a resulting negative impact on those populations and the city in which they live.

Study on effects of resident-perceived neighborhood boundaries on public services accessibility & its relation to utilization: using Geographic Information System, focusing on the case of public parks in Austin, TexasCho, Chun Man 30 September 2004 (has links)
One of the most important issues in the study of Urban-Service Distribution is the choice of the unit of analysis. Because of the ready availability of various data at the level of residence units, census tracts have been the spatial units most commonly selected. In some cases, municipally defined service districts have also been selected, and they are, in fact, only the aggregates of several neighboring census tracts. The problem encountered in the current study is the fact that Census-based Neighborhoods such as census tracts and the aggregations of census tracts frequently do not correspond with commonly recognized neighborhoods experienced informally in daily life, and they do not match local residents' perceptions of their neighborhoods as social areas.
The primary purpose of this study was to investigate the effects of Resident-perceived Neighborhood Boundaries (as the alternative unit of analysis to conventionally-used Census-based Neighborhood Units) on the accessibility to public parks based on equity consideration and its relationship to park utilization. The study also addressed whether the neighborhood boundaries perceived by the actual residents may exhibit more actual neighborhood construct than Census-based Neighborhood Units when the relationship between park accessibility and utilization is considered.
First, the results indicate that when Resident-perceived Neighborhood Boundaries are adopted, there is no significant change, either in accessibility measures or in the equity of public park distribution among neighborhoods of different social strata.
Second, there was no significant relationship between parks accessibility and utilization, which means that even though a park may be closest to a household, it is not always true that the household will choose to use that park.
Third, it was confirmed that the relationship between park accessibility and utilization was significantly affected by some utilization factors. That is, travel distances to the parks were significantly affected by different types of utilization factors and, according to the classification of park type, the affecting utilization factors were different.
Lastly, as the spatial unit of analysis, Resident-perceived Neighborhood Boundaries do not significantly enhance the strength of the relationship between public services accessibility and utilization compared to using Census-based Neighborhood Units.
