National Park Service Cave and Karst Resources Management Case Study: Great Smoky Mountains National Park

As discussed in the National Parks Service’s (NPS) Directors Orders/Natural Resources Management Reference Manual #77 and the 2006 NPS Management Policy Handbook, implementing a management plan specifically for cave and karst resources within a national park is paramount to afford these resources appropriate protection. With support from the Federal Cave Resources Protection Act and the National Park Service Organic Act of 1906, management actions protecting caves has begun to place significant importance outside the traditional cave environment onto a broader karst landscape. The need to understand and protect the karst environment and caves as a karst resource has taken a much larger role in the scientific literature and has increased interest in its federal management application. Proactive management through the use of holistic karst wide management plans and programs is shown to provide superior measures for resource protection when compared to the shortcomings associated with reactive cave focused management. The use of Great Smoky Mountains National Park (GRSM) as a case study supports the need to develop and implement a proactive cave and karst management plan specific to their resources. Management decisions with regards to cave and karst resources currently follow the park's general directives and Superintendent's Compendium. GRSM’s caves and karst areas represent unique resources, such as extensive vertical relief and rare biota, requiring special management in order to effectively protect them and to manage those who study and recreate within them. Characteristics such as these necessitate holistically addressing management of these resources.

Alternative Electricity Market Systems for Energy and Reserves using Stochastic Optimization

This thesis presents a model that simulates and solves power system dispatch problems utilizing stochastic linear programming. The model features the ability to handle single period, multiple bus, linear DC approximated systems. It determines capacity, energy, and reserve quantities while accounting for N-1 contingency scenarios (single loss of either generator or line) on the network. Market systems applying to this model are also proposed, covering multiple real-time, day-ahead, and hybrid versions of consumer costing, transmission operator payment, and generator remuneration schemes. The model and its market schemes are applied to two test systems to verify its viability: a small 6-bus system and a larger 66-bus system representing the Ontario electricity network.

Alternative Models to Analyze Market Power and Financial Transmission Rights in Electricity Markets

One of the main concerns with the introduction of competition in the power sector is the strategic behaviour of market participants. Computable models of strategic behaviour are becoming increasingly important to understand the complexities of competition. Such models can help analyze market designs and regulatory policies. In this thesis, further developments on the modelling and analysis of strategic behaviour in electricity markets are presented. This thesis work has been conducted along three research lines. <br /><br /> In the first research line, an oligopolistic model of a joint energy and spinning reserve market is formulated to analyze imperfect competition. Strategic behaviour is introduced by means of conjectured functions. With this integrated formulation for imperfect competition, the opportunity cost between generation and spinning reserve has been analytically derived. Besides, inter-temporal and energy constraints, and financial transmission rights are taken into account. Under such considerations, competition in electricity markets is modelled with more realism. The oligopolistic model is formulated as an equilibrium problem in terms of complementarity conditions. <br /><br /> In the second research line, a methodology to screen and mitigate the potential exacerbation of market power due to the ownership of financial transmission rights is presented. Hedging position ratios are computed to quantify the hedging level of financial transmission rights. They are based on the actual impact that each participant has in the energy market, and on the potential impact that it would have with the ownership of financial transmission rights. Thus, hedging position ratios are used to identify the potential gambling positions from the transmission rights bidders, and, therefore, used to prioritize critical positions in the auction for transmission rights. <br ><br /> In the last research line, alternative equilibrium models of markets for financial transmission rights are formulated. The proposed equilibrium framework is more natural and flexible for modelling markets than the classic cost-minimization markets. Different markets for financial transmission rights are modelled, namely: i) forwards, ii) options, and iii) joint forwards and options. Moreover, one-period, multi-period and multi-round markets for forwards are derived. These equilibrium models are proposed to analyze the bidding strategies of market participants. The potential impact of bidders on congestion prices is modelled by means of conjectured transmission price functions.

Investigating the Feasibility of Establishing a Biosphere Reserve on the Northeast Coast of St. Lucia

The feasibility of establishing the northeast coast of St. Lucia as a UNESCO-designated Biosphere Reserve was investigated. A Biosphere Reserve is a concept of sustainability that attempts to harmonize development, the welfare of the people, and the maintenance of a healthy ecological system while learning how to manage socio-ecological systems on the ground (UNESCO 1996a). The west coast of the island is heavily concentrated with commercial, tourism, and residential developments while the northeast coast of the island consists largely of dry forest and small, rural communities. The northeast is thus seen as the next frontier for development. However, in contrast to the west coast, conservation and habitat development in the dry forest on the east coast of the island remains possible because large scale tourism development is still in the planning stages there. This research investigates the feasibility of designating the northeast coast of St. Lucia as a Biosphere Reserve as one possible approach to sustainable development especially with regard to biodiversity conservation, tourism, and rural livelihoods. The dry forest is understudied in St. Lucia as are the concepts of sustainable development. The investigation of this study can highlight the sustainability deficiencies that could potentially hinder a biosphere reserve designation. Thus, this research focus and its findings have the potential to address a matter of key concern in St. Lucia’s sustainability planning efforts. Two hundred and fifty individuals participated in interviews and surveys which constituted the potential stakeholder groups of a Biosphere Reserve. They included community members, civil society, government officials, tour operators, tourists, developers, and private land owners. Qualitative analysis within the context of a sustainability framework revealed various themes pertinent to the designation of a Biosphere Reserve. The use of the statistical program NVIVO and Microsoft Excel were employed for such analysis. The results were analyzed using a combined sustainability framework of the Gibson sustainability assessment criteria (Gibson et al 2005) and the ecosystem-based approach (UNESCO 2000) which is promoted by the Conference of Parties of the Convention on Biological Diversity (2000). The conceptual framework is the product of conceptualisation prior to the analysis of results as well as having emerged from the analysis as a piece of grounded theory. The sustainability criteria embraces the principles of socio-ecological integrity, precaution and adaption, livelihood sufficiency and opportunity, socio-ecological civility and democratic governance, inter- and intra-generational equity that must be integrated to achieve overall positive benefits towards sustainability (Gibson et al 2005). The ecosystem approach and the sustainability criteria overlap significantly however there are areas where they complement each other. The ecosystem approach espouses adaptive management principles to foster learning within unpredictable socio-ecological systems and promotes decisions that employ precaution but that also lead to better understanding of socio-ecological systems (UNESCO 2005). The ecosystem approach also espouses using economic incentives to protect biodiversity in opposition to market distortions that often undervalue ecosystem services. Major findings of the analysis included the weakness of the development process on the island; its lack of rigorous policies, the absence of a national land use plan and low public participation; all hindrances to sustainable development and to proper environmental management. Attempting to compete internationally while trying to maintain the island’s natural, cultural, and human resources has become an exceedingly difficult challenge and the island has often resorted to the high-density mass tourism route for economic development while the ideal aspiration has been for low-density, environmentally friendly and socio-culturally acceptable tourism. Furthermore, mass tourism impacts negatively on the environment and the majority of the economic benefits are repatriated to the countries of origin. Hence, there seems to be a disconnect between the relevant authorities who have the power to implement acts, laws and plans with the technocrats who prepare those plans and who are involved in research as well as with civil society and the general public who have concerns about the environmental toll and the overall direction of the tourism sector. People need development within their communities and see the dry forest as suitable for large scale development, more than likely of the tourism form. The ecosystems on the northeast coast which include the dry forest, mangroves, beaches, and the marine environment provide considerable ecosystem services to the people and to the island, such as natural hazard regulation, the provision of food, fuel, erosion control, water purification and waste treatment as well as the cultural services of sense of place, inspiration, and recreation. The northeast coast is therefore not yet ready to be designated a Biosphere Reserve as it must overcome certain challenges that impede sustainability. The major arguments point to the need for stronger policies for conservation, land use development, and equitable economic benefits for all from the tourism industry. The resolution of many of these issues lies in the structural changes of governance, constitutional reform, empowering the local citizenry through the building of human and social capital, and the creation of a democracy that is more participatory. Civil society and local governance are very weak within the communities and must therefore be built up in order for people to develop a sense of ownership and control over the development of their surroundings. People must be sensitized and educated about the dry forest as an important ecosystem that needs preservation. These are grand feats that will require a lot of time, vast amounts of effort, and a common vision before the designation of a Biosphere Reserve can be contemplated. Based on the research outcomes a preparatory phase of no less than 10 years to make the northeast coast an area suitable for a Biosphere Reserve is recommended. During this period of time significant gains should be made towards sustainable community economic and social development, environmental education concerning northeast coast ecosystems of the dry forest mangroves, and coastal systems, communities should be educated on Biosphere Reserves, small-scale sustainable tourism should be undertaken as well as other economic development initiatives in other sectors such as agriculture.

In the paper, we apply a methodology that determines a corporate value by using cash reserves as the main variables. We examine the model by employing two empirical approaches to compare the corporate value computed from the model to the market value. We find that there are slight differences between the stock value and shareholder value. Therefore, we may use the facts that we find to construct optimal trading strategies to exploit small price differences.

CITIZEN PARTICIPATION IN FOREST SERVICE PLANNING IN ARIZONA

The purpose of this study has been an investigation of citizen participation in USDA Forest Service land management planning for the Coronado National Forest (CNF) in southeastern Arizona. Using an interdisciplinary approach, this research combined concepts from the fields of sociology, political science, natural resource planning and management to develop methods for obtaining citizen input, promoting ethnic minority participation, and following Forest Service use of public comment in the planning process. Data from existing questionnaires and a short questionnaire developed specifically for planning forums were used to investigate forms of participation, determine which publics participate and ascertain levels of interest in natural resource planning. Participation on the CNF core planning team provided observations on use of the publics' input. Despite a 20 percent Mexican-American population surrounding the CNF, there was essentially no ethnic minority participation in planning forums designed to gather public issues. Data support the thesis that minorities did not participate because they did not generally think that natural resource questions were important and did not support land planning. Ethnic minorities will come to meetings when they are directly affected, despite a low sense of efficacy. Ethnic minorities had equal access to information about planning forums; however, very few were on the mailing list because they did not respond to a letter inviting them to be on the CNF mailing and generally did not answer requests for public comment. The Forest Service used the public comments received as the basis for writing issue statements which set the parameters for integrating land and resource planning. Results were reported back to the public for review and issue statements were subsequently revised as a result of citizen and other agency comment. Citizen participation is one way to overcome skepticism of the Forest Service resource management performed in the name of the public interest. Different syles of decision-making imply different roles for citizen participation. Elections are decided by voting and legislative votes are influenced by lobbying. In a bureaucracy, incremental decision-making suggests citizen participation in order to map the political terrain, satisficing encourages interest group negotiation, and the synoptic approach wants facts from the publics. To count votes when decisions are being made to satisfice adds irrelevant data that frustrates both decision-maker and public. Comprehensive and useful public comment can be obtained from a structured process that is appropriate to the decision-making style the agency is using. Citizen views are part of the decision, but so also are economics, legal requirements, and resource constraints. Only in elections do a majority of citizens who vote, win. Bureaucratic decisions are not so neat in terms of popular will. But that is inherent in a government run by three branches, the legislative, executive, and judicial, in a complex society.
