Recognizing the Failing Layers of International Institutions during the Genocides in Rwanda

<p>This thesis aims at finding the reasons for the genocide in Rwanda, not only in the history of the country, but also the reason why the international institutions failed to prevent it. The thesis begins with a historical background of Rwanda where key actors in the conflict are presented and in the end presents an explanatory model which is based upon the facts gathered during the thesis. The model aims at explaining why the genocide happened and it is built up of layers. These layers have their background in Rwanda’s history and also international institutions, such as the UN. The layers of importance which led to the genocide are: Rwanda’s colonial past, the Arusha Accords and the mandate of UNAMIR (failure of the United Nations), a uni-polar world, increasing poverty, and the assassination of President Habyarimana. There were few available strategies in the standard arsenal of international political means that could have been used to stop the genocide, both before it broke out, but especially after it had begun.</p> / <p>Uppsatsen ämnar hitta de bakomliggande orsaker till folkmordet, inte bara i Rwandas historia men också varför internationella instutitioner, så som FN, inte bidrog till att förhindra folkmorden. I det fortlöpande arbetet med uppsatsen har en modell utvecklats vilken ämnar förklara vad som hände, och som är byggd på den information som framkommit under arbetets gång. Modellen bygger på ett flertal lager av händelser. Dessa lager bygger på händelser som inte bara rör Rwandas historia utan också på vad de internationella institutionerna bidrog med i konflikten. De identifierade lagren som ligger till grund för konflikten är Rwandas koloniala bakgrund, Arusha Accords och mandatet för UNAMIR, en unipolär värld, ökande fattigdom samt mordet på President Habyarimana. Folkmordet i Rwanda 1994 pågick under tre månader och är ett av de mest brutala folkmorden som har utförts under modern tid. Under dessa tre månader dödades ca 800 000 personer och takten i mördandet i Rwanda var fem gånger högre än vad dödandet var under Förintelsen. Till en början trodde omvärlden att det var ett inbördeskrig i Rwanda, vilket var en lögn. Den tidigare forskningen kring folkmordet i Rwanda 1994 bekräftar att FN som organisation misslyckades med att genomföra sitt uppdrag i Rwanda – men det visade sig också att vissa medlemsländer i FN kunde ha agerat annorlunda. Syftet med studien är att med utgångspunkt i FN-dokument undersöka hur Frankrike, Belgien och Rwanda agerade under och efter folkmordet i Rwanda 1994. Studiens källmaterial bestod av officiella FN-dokument som har publicerats i sin helhet i boken The United Nations and Rwanda 1993 – 1996 som FN utgav 1996. Studien präglades utav en kvalitativ textanalys, vilket syftar till att undersöka och analysera vad som faktiskt står i källmaterialet. Resultatet utav studien visade att både Frankrike och Belgiens ”icke-agerande” resulterade i att folkmordet i Rwanda inte stoppades tillräckligt fort. Både Frankrike och Belgien har en historia i Rwanda, vilket borde ha spelat en stor roll i hur de båda borde ha agerat. Resultatet visade också att Rwanda inte kunde sätta stopp för folkmordet själva eftersom Rwandas dåvarande regering var i konflikt med RPF. Det hade behövts ett agerande från FN, men speciellt från Frankrike och Belgien. Detta eftersom att de två medlemsländerna hade vetskap om bakomliggande orsaker till varför folkmordet utfördes under 1994.

Vortex of Genocide: Banyamulenge Identity Formation in Pursuit of the Genocidaire, Zaïre (1996- 1997)

Genocide is conventionally seen through the mutually exclusive characterisations of perpetrators and victims. Attempts to understand this phenomenon in the 1990s postcolonial African Great Lakes region suffer from this same limitation. This dissertation critiques the limiting binary of perpetrator and victim identities. By examining the messy formation of identities in genocide, this research demonstrates that the latter are layered and fluid. Using relational sociology, identities are examined through the narrative analysis of interviews with Banyamulenge soldiers who participated in the early 1990s Rwandan Patriotic Front (RPF), and the short-lived Alliance des Forces Démocratiques pour la Libération du Congo (AFDL). These soldiers witnessed first-hand the violence and devastation of the Rwandan civil war and 1994 genocide. The AFDL, under Rwandan leadership, went on to obliterate 233,000 Rwandan refugees spread across Zaïre form 1996 to 1997. A heuristic device of a vortex is used to conceptualise a process of identity formation framed by three features of genocide, namely narratives of insecurity, destructive crises, and intermediate space. RPF and Banyamulenge narratives, power relations, and relational journeys are traced through an exploration of the networks and histories of these features. Banyamulenge soldier identities are formed in movements through this vortex with each experience of genocide. Such movements resulted in violence against the refugees. A specific relation to the idea of the enemy as a guilty genocidaire was constructed through the deployment of multiple narratives. Quantifying Localized Muscle Fatigue of the Forearm during Simulations of High Pressure Cleaning Lance Tasks

Localized muscle fatigue (LMF) has been proposed as a surrogate measure to injury, since the onset of fatigue is rapid rather than months or years required to the onset of work related musculoskeletal disorders (WMSDs). The objectives of this study were to estimate LMF and quantify muscle activity of select forearm muscles during simulations of high pressure cleaning lance tasks common in the chemical production industry. Twenty participants, twelve males and eight females, with no musculoskeletal injuries and meeting criteria for upper extremity fitness, performed the simulated task. Independent variables studied include work height (shoulder, waist, and knuckle), lance orientation (parallel to the operator and parallel to the ground), and duty cycle (33, 50, and 67%) based on task analyses of actual work tasks. Dependent variables included mean RMS and rates of change in mean RMS, mean and median power frequency, MVE, and subjective ratings of fatigue. Repeated measures ANOVA was used to test the main effects of the independent variables and appropriate interactions. In general it was found that working at waist height, at higher duty cycles, and with the lance oriented parallel to the operator resulted in higher fatigue measures. Subjective ratings of fatigue were not well correlated with objective measures, similar to findings in previous studies. The simulated task was found to be extremely fatiguing and modifications to task design or job rotation schedules are required to reduce risk associated with injury development. / Master of Science

ANALYZING THE IMPACT OF PHOTOVOLTAIC AND BATTERIE SYSTEMS ON THE LIFE OF A DISTRIBUTION TRANSFORMER

This degree project presents a study case in Eskilstuna-Sweden, regarding the effect of the photovoltaic (PV) systems with battery energy storage system (BESS) on a power distribution transformer, and how they could change the transformer lifespan. For that, an extensive literature review has been conducted, and two MATLAB models were used to simulate the system. One model simulates the PV generation profile, with the option of including battery in the system, and the other one simulates the transformer loss of life (LOL) based on the thermal characteristics. Simulations were using hourly time steps over a year with provided load profile based on utility data and typical meteorological year weather data from SMHI and STRÅNG. In this study, three different scenarios have been put into consideration to study the change of LOL. The first scenario applies various levels of PV penetrations without energy storage, while, the other scenarios include energy storage under different operating strategies, self-consumption, and peak shaving. Similarly, different battery capacities have been applied for the purpose of studying the LOL change. Thus, under different PV penetrations and battery capacities, results included the variation of LOL, grid power, battery energy status, and battery power. Moreover, results concluded that the PV system has the maximum impact on LOL variation, as it could decrease it by 33.4 %, and this percentage could increase by applying different battery capacities to the system. Finally, LOL corresponding to the battery under peak shaving strategy varies according to the battery discharge target. As different peak shaving targets were used to control the battery discharge, and hence, study the impact on the transformer and estimate its LOL.

Ambiguous space : representations of forgiveness in Left to tell: discovering God amidst the Rwandan Holocaust (2006), Inyenzi : a story of Love and genocide (2007) and God sleeps in Rwanda : a journey of transformation (2009)

This study aims to interrogate the representations of forgiveness in post genocide Rwandan fiction. The novels analysed are Inyenzi: A story of Love and Genocide (2007), Left to Tell: Discovering God Amidst the Rwandan Holocaust (2006) and God Sleeps in Rwanda: A Journey of Transformation (2009). Inyenzi: A story of Love and Genocide represents romantic love as the possible beginning of reconciliation between the Tutsi and the Hutus after and the devastations of the genocide. Left to Tell: Discovering God Amidst the Rwandan Holocaust reveals that the individualistic portrayal of forgiveness is important to create communication between antagonistic ethnic groups. God Sleeps in Rwanda: A Journey of Transformation demonstrates that forgiveness and reconciliation have the possibilities of being attainable on a national level through political reforms. The narratives succeed in portraying the representations of forgiveness but due to the subjectivities of the authors, the historicity of the genocide is undermined thereby compromising the foundations for forgiveness. This study suggests that future research on post genocide Rwandan could analyse creative works on forgiveness but focussing on the issue of restorative justice / English Studies / M. A.
