Regionalist Party Electoral Outcomes and the Supply-Side of Party Politics

This dissertation addresses two important questions: what constitutes regionalist party success and what factors explain this success? Regionalist parties are political parties that compete within a confined geographic region and focus on gaining greater political autonomy. This differentiates them from mainstream parties who prefer to emphasize traditional left-right political issues and compete across the entire country. I argue that to better understand the electoral outcomes of these parties, their results need a more nuanced categorization: breakthrough, failure, and persistence. Breakthrough occurs when a party has a large surge in support. Electoral failure happens when a party suffers a precipitous decline in vote shares, diminishing its political relevance. Persistence results when a party replicates its previous electoral outcome with minimal change. I used a supply-side and demand-side theoretical framing to consider the influences on regionalist party outcomes. Demand-side or “bottom-up” based theories state that political parties are primarily responsive organizations that adapt to changes in public attitudes. Thus, they must respond and closely align with the social, cultural, and economic positions of the public. I hypothesized, however, that supply-side factors best explain a regionalist party’s fate. Supply-side or “top-down” theories maintain factors outside of public demand can shape elections. These include institutional arrangements and party strategies, such as the positions the parties take and salience they give to particular issues. In this framework, the choices parties make can impact citizens’ voting. To explain breakthrough, failure, and persistence, I found three factors most relevant: the emphasis mainstream parties put on issues related to regional autonomy compared to left-right issues, the positions mainstream parties take on decentralizing power, and the positions that regionalist parties adopt regarding regional autonomy. When all of these align favorably in an election a party is more likely to breakthrough. In instances where all of them align unfavorably the probability of failure increases. Persistence is most probable when one or two of the factors is beneficial, but not all of them. I analyzed these questions using a mixed-methods approach that included multiple regression analyses and case studies of eight different elections in Scotland.

Além de contextualizarmos a obra no chamado “romance regionalista”, serão abordados, também, nesta análise, as relações dos personagens com o espaço em que estão inseridos, e como este elemento contribui para caracterizar as figuras, situando-as no contexto socioeconômico, histórico e psicológico em que vivem, além de verificar como este tipo de espaço contribui para a formação das personagens. / The present work has the goal of analyzing the representation of the narrative space in the literary work Pedra Bonita (1938), by José Lins Do Rego. Pedra Bonita integrates what is called the "cangaço´s cycle" in the writer's work, which approaches the life of the country people and their problematics, among them the religious mysticism and the cangaço. In this novel, the author takes as a starting point the life of the people of Vila do Açu and, in the second plan, the residents of Pedra Bonita. It is from this place that the author develops the narrative, involving historic and social aspects, in the narrative the characters inhabit. In this work, we discussed some of the most important functions of the space narrated in the novel Pedra Bonita. For this, it will be taken into account the relationships of the characters, such as the space they are inserted, and how this element contributes to the figure's description, placing them in the socioeconomic, historic and psichological context that they live, besides verifying how this kind of space contributes for the character's formation. ES ir ASEAN regionalizacijos procesų dinamika / The dynamics of regionalization process in EU and ASEAN

Globalių iššūkių veikiamas pasaulis nuolatos turi atsinaujinti ir adaptuotis prie besikeičiančių sąlygų. Valstybės šiame kontekste ne išimtis. Galima teigti, jog valstybės patyria didžiausią spaudimą surasti geriausią sprendimų variantą, kaip amortizuoti globalių jėgų spaudimą. Vienas iš palankiausių būdų tą padaryti, atsigręžti į regionines organizacijas. Šiai dienai sėkmingiausia regioninė organizacija yra laikoma Europos Sąjunga, o po jos rikiuojasi ASEAN. Visgi mokslinių tyrimų, lyginančių šias dvi organizacijas, nėra daug dėl to, kad yra nusistovėjusi nuomonė, jog ES yra n=1 atvejis, o didelė dalis klasikinių regioninių teorijų yra kilusios iš Europos intelektinio paveldo. Naujojo regionalizmo teorija meta iššūkį ir teigia, jog ES gali būti palyginama ir turi būti lyginama, kadangi tik taip galima suprasti regioninių procesų mechanizmus. Išanalizavus šių dviejų regioninių organizacijų regionalizacijos procesų kaitą buvo atrasta. ES ir ASEAN regionalizacijos procesų kaita yra beveik vienoda savo pradžia, dominuoja saugumo tematika. Yra visiškai skirtinga savo funkcionavimu, ES ryški institucionalizacija ir supranacionalinių institucijų skatinimas. ASEAN vengimas bet kokių institucionalizacijos formų ir neformalumo skatinimas. Thus there are pressures to innovate and adapt to changing conditions. State in this context is not an exception. It can be argued that the states have been experiencing far greater pressures to find the best solutions to amortize global pressure. One of the most favorable way to do that, turn to regional organizations. To date, the most successful regional organization is considered to be the European Union, followed by ASEAN. However, the research comparing these two organizations is not much on the fact that there are well-established opinions, that EU n=1 case and a large part of the regional classic theories originate from the EU intellectual heritage. The new regionalism approach throw a challenge to claim that the EU can be compared and should be compared, because it is the only one way to understand the processes of regional mechanisms.The analysis of these two regional organizations regionalization processes shift have shoved that. Esta tese investiga a trajetória e a produção artística do artista norueguês radicado no Paraná, Alfredo Andersen (1860-1935) a partir de uma perspectiva históricosociológica. Nascido em Kristiansand, no sul da Noruega, o pintor teve sua formação artística realizada em ateliês particulares em seu país e na Academia de Belas Artes de Copenhagen, na Dinamarca, então locais periféricos em se tratando de Europa. A análise da sua fase norueguesa auxilia na compreensão da construção de seu esquema, em particular pela presença em sua juventude do movimento nacionalista, que trouxe para o artista, de um lado, uma visão do nacional ligada ao folk e, de outro, uma forma de ver a paisagem como um elemento identitário. A tese busca reinterpretar também sua vinda para o Brasil e sua fixação em Paranaguá, comparando as condições e alternativas que se apresentavam ao artista na Europa e as oportunidades que pode ter vislumbrado no Brasil. Rapidamente acolhido pelo meio local, Andersen desenvolve uma obra vasta e é considerado pai da pintura paranaense, mito que este estudo buscou desconstruir com o apoio de uma sociologia das biografias do pintor, que trouxe à tona os principais interessados em alçá-lo a essa condição. Meanwhile, his landscapes, which led to him being considered by the historiography as a regionalist, has proved a fertile ground to see his ambivalent relationship with paranismo, and the construction of an alternative solution within his marines. With his social experience marked by the condition of beeing a foreigner and by the marriage with a native, the genre scenes were rich documents to the apprehension of his position in the local field and are perhaps the richest of the painter.

Symbolic Exchanges: Haiti, Brazil and the Ethnopoetics of Cultural Identity

This work is a comparative study of the influence of the pan-Africanist discourse of ethnographers Dr. Jean Price-Mars of Haiti and Dr. Arthur Ramos of Brazil, and its impact on the respective literatures and cinemas of the two nations. Beginning in the first quarter of the 20th Century, and stemming from a developing auto-ethnography undertaken by the two scholars, a growing concern over defining cultural identity inspired a generation of writers to appropriate ethnographic methodology and apply it to their fictional works. The discourse of representation, which looked to popular sources for inspiration (Haitian Indigénisme and Brazilian Regionalismo, or which rebelled against literary conventions (modernists of both nations), gave rise to a contentious dispute over a State-sanctioned national identity versus a cultural identity spearheaded by the literati. In looking at the battle over signification, I examine the development of an ethnopoetics in the works of such writers as René Depestre, Jean-Baptiste Cinéas, Jacques Roumain, Jorge Amado, Rachel de Queiroz, Mário de Andrade and others, that is persistently used to subvert and oppose the official discourse of the State and its allies. Following the model provided by the Indigénistes, Regionalists and Modernists, and utilizing the framework of French filmmaker Jean Rouch's conceptualization of ethnofictions, the final chapter of the dissertation examines the blurring of the lines between narrative cinema and documentary as a counterdiscursive strategy in Haitian and Brazilian films.

Principios de la Arquitectura Regionalista aplicados en un Mercado Artesanal para la integración e interpretación arquitectónica en Lambayeque / Principles of Regionalist Architecture applied in an Artisan Market for the integration and architectural interpretation in Lambayeque

Lambayeque es un departamento norteño que se caracteriza por su cultura ancestral. En él se desarrolló la civilización Sicán, por ende, heredó una tradición artesanal que sigue desarrollándose actualmente. Sin embargo, no existe un equipamiento adecuado para exponer y comercializar artesanía. Así mismo, la deficiente distribución y localización de centros de venta artesanal ha provocado la desvalorización de esta actividad. Por otro lado, los artesanos lambayecanos se encuentran afectados por las lluvias del Niño Costero que ha ocasionado la perdida de sus talleres, herramientas de trabajo y acceso a materia prima. Según el Ministerio de Comercio Exterior y Turismo del Perú (MINCETUR), registraron 266 artesanos damnificados en la región. Por lo tanto, el estado está desarrollando un plan de contención e inversión para la recuperación de sus centros de trabajo. Asimismo, en Lambayeque existe 3993 artesanos escritos en el Registro Nacional del Artesano esto quiere decir que la actividad es rentable y es el sustento de muchas familias. Por consiguiente, esta investigación se basa en el estudio de los mercados de producción artesanal con el fin de determinar el adecuado funcionamiento y diseño, ya que en su mayoría son espacios que han sido adaptados para esta actividad. Conjuntamente aplicando los principios de la Arquitectura Regionalista para la integración e interpretación arquitectónica de Lambayeque se logrará el desarrollo de un mercado cultural. / Lambayeque is a northern department that is characterized by its ancestral culture. The Sicán civilization developed there, and therefore, inherited a tradition of craftsmanship that continues to develop today. However, there is not an adequate equipment to exhibit and commercialize handicrafts. Also, the deficient distribution and location of centers of artisan sale has caused the devaluation of this activity. On the other hand, the artisans of Lambayeque are affected by the rains of the Niño Costero which has caused the loss of their workshops, work tools and access to raw materials. According to the Ministry of Foreign Trade and Tourism of Perú (MINCETUR), 266 artisans were affected in the region .Therefore, the state is developing a containment and investment plan for the recovery of their workplaces. Likewise, in Lambayeque there are 3 993 artisans written in the National Registry of the Artisan this means that the activity is profitable and it is the sustenance of many families. Therefore, this research is based on the study of the markets of artisan production in order to determine the adequate functioning and design, since most of them are spaces that have been adapted for this activity. Secessionism on the Rise: Frames, Media Bias, and Strategies of Political Parties in Catalonia (2010-2014) and Scotland (2012-2016)

Increasing calls for regional independence are being made in several European countries, and such calls are accompanied by growing public support for secessionism. Over the last decade, Catalonia and Scotland have enjoyed the highest level of political mobilization for secession in the European Union. This research highlights the role of the media in changing attitudes toward independence and studies regionalist parties' strategic choices to understand their electoral success at the regional elections at a time of fast growth of independence sentiments among the population. This study employs different methods: process tracing to focus on the specificities of the independence process in a view to understand how the secessionist agenda transformed the cases; frame analysis of media links the theoretical arguments and their representation in the public discourse; content analysis of regional parties’ electoral programs via Regional Manifesto Project approach helps to define the strategic choices of regionalist parties which brought success to their secessionist agenda at the regional elections; most-similar cases comparative analysis allows to identify commonality and differences between the cases of Catalonia and Scotland. This dissertation uncovers how: the media communicate regionalist arguments to the audience; the media justify independence claims; regionalist parties strategize their secessionist programs. First, a strong pro-region bias is the main feature of media coverage. Secondly, saliency in influenced by the political process as a largely exogeneous factor, but the framing process may also influence reality by giving particular meaning to the major political events and by framing them as political opportunities or as having transformative power. Third, the political competition structure contributes to the strategic choices of political parties. My research contributes to the framing literature by considering the role of diagnosis, prognostic, and motivational framing in the independence discourse. It highlights the extent of pro-region message flows vis-à-vis pro-center and neutral messages in media communication. My analysis contributes to previous research on regionalist parties by making an in-depth case study to differentiate between subsuming and blurring strategies adopted by secessionist actors.

He sat on the principles that discussions on the construction of teacher identity pervade the formation of the citizenship of their subjects and the design of the teacher as subject who professes and share knowledge, values and articulates theory and practice in training contexts changing / A presente tese teve como propósito apresentar os resultados do estudo sobre o currículo das escolas estaduais do Ensino Médio do estado de Roraima, de como esse currículo contemplou o ensino da Literatura Regionalista e de que maneira ela se materializou no cotidiano escolar, de modo que os resultados nos possibilite traçar indicativos para a formação continuada de professores Para isso, realizou um estudo bibliográfico sobre currículo e como ele é discutido nos referenciais de ensino; conceituou Literatura Regionalista e a cultura escolar; verificou como o ensino da Literatura Regionalista se materializa no currículo escolar; estabeleceu relação entre o currículo pensado e o currículo executado no que se refere ao ensino de Literatura Regionalista nas escolas estatuais de Ensino Médio de Roraima e estabeleceu indicadores para a formação continuada dos professores do Estado de Roraima que contemplem a Literatura Regionalista. Teve como lócus de pesquisa oito escolas estaduais de Ensino Médio regular nas sedes dos municípios de Boa Vista, por ser capital; Bonfim e Pacaraima, fronteiras com a República Cooperativista da Guiana e a República Bolivariana da Venezuela, respectivamente; Caracaraí, por ser cidade porto; Rorainópolis, considerada cidade dormitório. Os sujeitos da pesquisa foram os professores formados em Letras e que trabalham com Literatura no Ensino Médio e os alunos do terceiro ano do Ensino Médio das respectivas escolas estaduais. Para operacionalização a pesquisa teve como proposta metodológica a abordagem qualitativa em um estudo de caso múltiplo. A construção do marco teórico apoiou-se em autores como: Feldmann (2009), Garcia (1999), Sacristán (1999), Tardif (2011), Yin (2010), Bardin (2011), Cândido (2006), entre outros. Diante dos resultados apresentados verificamos a necessidade de uma formação continuada em Literatura Regionalista para os professores de Letras que trabalham com Literatura nas escolas estaduais do Ensino Médio de Roraima. A pesquisa assentou-se nos princípios de que as discussões sobre a construção de identidade do professor perpassam pela formação da cidadania dos seus sujeitos e pela concepção do professor como sujeito que professa e compartilha saberes, valores e articula teoria-prática em contextos formativos em mudança

Enveredar por este recorte de pesquisa nos permitiu entender o envolvimento dos sujeitos da investigação com agremiações e correntes literárias como a Academia dos Rebeldes (AR) e o movimento regionalista nordestino. Para tanto, analisamos os romances do escritor Jorge Amado, que tomaram o realismo dos regionalistas como referente para a criação de suas obras, como também o realismo socialista enquanto modelo estético - imposto pela União das Repúblicas Socialistas Soviéticas (URSS) aos Partidos Comunistas (PCs) e consequentemente a seus escritores e artistas. Na última parte da pesquisa debruçamo-nos sobre a atuação dos comunistas no debate sobre os problemas de classe, raça e as questões étnico-religiosas no Brasil. Para tanto, analisamos o processo de organização do II Congresso Afro-Brasileiro realizado em Salvador em 1937 e seus resultados. Demonstramos que a inserção dos temas em questão estavam em diálogo com as diretrizes do Partido Comunista do Brasil (PCB), que se esforçava por inserir o negro na classe proletária brasileira. Nesse sentido, entendemos que as discussões alimentadas por Jorge Amado, Edison Carneiro e Aydano do Couto Ferraz em jornais, revistas e livros ou mesmo nos anais dos congressos afro-brasileiros estavam a serviço de um aprofundamento das ideias promovidas pelo partido sobre o “negro proletário”. Palavras-ch / This research aimed at investigating the actions of communist intellectuals in the state of Bahia in the late 1920s to the early 1937. By making this research on this temporality it allowed us to understand the involvement of the subjects of our research with literary associations such as the Rebel Academy (AR) and the Northeastern regional movement. In order to do so, we analyze the writings of the writer Jorge Amado, which took the realism of the regionalists as a reference for the creation of his works, as well as socialist realism as an aesthetic model – imposed by the Union of Soviet Socialist Republics (USSR) and consequently to their writers and artists. In the last part of the research, we focus on the communists' role into the debate about the problems of class, race and ethno-religious issues in Brazil. Therefore, we analyze the process of the organization of the II Afro-Brazilian Congress held in Salvador in 1937 and its results. We have shown that the issues in question were in dialogue with the guidelines of the Communist Party of Brazil (PCB), which endeavored to insert the Negro into the Brazilian proletarian class. In this way, we understand that the discussions proposed by Jorge Amado, Edison Carneiro and Aydano do Couto Ferraz in newspapers, magazines and books or even in the annals of the Afro-Brazilian congresses were at the service of a deepening movement of the ideas promoted by the party on the "black proletarians". / FAPESP: 2014/12349-0
