Rio Revuelto: Irrigation and the Politics of Chaos in Sonora's Mayo ValleyBanister, Jeffrey Milton January 2010 (has links)
The irrigation landscape known today as Distrito de Riego 038 (southern Sonora's Mayo Valley) issues from historical struggles to construct an official order--set forth in maps, plans, and in a kaleidoscopic array of programs--out of a highly differentiated world of signs, symbols, places and peoples. This dissertation tracks and analyzes those struggles, beginning with nineteenth-century military efforts to map and colonize the valley, and ending with recent attempts to "devolve" control over the irrigated landscape to "water users." The lower Rio Mayo basin is the ancestral home of the Yoreme, or Mayos, an indigenous group for whom agricultural development--and colonization more broadly--has brought a loss of autonomy, of control over the Rio Mayo floodplain and its surroundings. Entwined with this process, particularly since the late nineteenth century, was the federalization of the river itself, and, over time, the entire hydrographic basin.In part because of the fluvial nature of water--or, rather, the implications of its unpredictability for the squest to tame it--even quintessentially modern complexes like Distrito 038 develop dependencies on and become deeply reworked in the engagement with a less-than-modern world. The district is, in many respects, quite obviously a space of capitalist-state hegemony. And yet, people have always done what they must to simply get by, to access resources any way they can for livelihood and production. Thus, while programs created to centralize/federalize hydraulic governance may have ensured a functional hegemony at certain critical moments and in particular places, the everyday micro-politics of access and allocation constantly chaffed against this process. Emergent around state-led irrigation, then, have always been counter-territorial projects, struggles to create autonomous spaces of resource access and use, and sites for alternative geographical and political imaginaries.

Dilemmas of regional governance : sub-national territorial politics and river basin management in the USA, France, China, and IndiaMoore, Scott Michael January 2013 (has links)
This dissertation identifies and explores the dilemma of regional governance, namely how to address political and economic challenges which occur at the meso-, as opposed to local, national, or international scale. Drawing on a large body of theoretical work on decentralization and federalism, this dissertation addresses the question, how do different institutional arrangements for political, fiscal, and administrative decentralization influence the capacity of political systems to capture regional-scale externalities? It does so by examining the responses of four different political systems, two federal and two unitary, to the problem of capturing economic externalities through River Basin Management (RBM), a quintessential regional issue. RBM outcomes are operationalized in terms of efficacy of capture of both water quality and quantity externalities which occur within inter-jurisdictional river basins. Through close historical analysis of six paired case studies across the four country cases, the dissertation argues that the capacity of political systems to capture regional-scale externalities depends on the ability of sub-national jurisdictions to pursue localized preferences, which is in this dissertation referred to as sub-national territorial politics. These politics are most prevalent in federal systems, which typically accord sub-national territorial jurisdictions with greater political power and fiscal resources. These political systems feature fewer and weaker regional governance institutions, and generally less effective regional-scale externality capture, than their counterparts. This dissertation contributes to a growing "sub-national turn" in comparative politics in two ways. First, it identifies the geographically-rooted interests which often shape sub-national actor preferences, particularly with respect to natural resource issues. Second, the dissertation discerns the lack of political incentives for central governments to resolve disputes between sub-national administrative jurisdictions, particularly in the federal systems in which these units are the basis for political representation at the national level.

<p>By presenting case studies from the village of Mahenye in Zimbabwe and the five villages of the Okavango Community Trust in Botswana, the study looks beyond the objectives, discourse and contests of policy and undertakes an investigation of what actions rural people are undertaking inside the institutions established by policy makers, and of governance outcomes at the local level. These case studies reveal that unfettered devolution can lead to elite capture and the perpetuation of poverty / that rural communities themselves have agency and the ability to exercise it / and that there is limited and shrinking political space in both countries which is reducing opportunities for rural communities to engage with political processes. The Botswana case studies demonstrates that an imported and imposed devolutionary initiative which lacks links to higher levels of governance can reduce political space at local levels. The Zimbabwe case study demonstrates that political space may be more effectively created through decentralisation. The lesson drawn from these case studies is that institutional arrangements and roles should be determined by context specific issues and circumstances and move beyond the structural determinism that has characterized much of the CBNRM debate to date. The study concludes with policy recommendations. These include the need for recognition of the synergy between CBNRM and democratisation as mutually reinforcing processes and the need to be context-specific...</p>

Water Ties: Towards a Relational Understanding of Water Governance Networks in Tanzania and EthiopiaStein, Christian 10 July 2019 (has links)
This interdisciplinary thesis studies the diverse multi-stakeholder networks that are constitutive of contemporary water governance. It examines collaborative governance networks from a relational perspective in two case study watersheds in Tanzania and Ethiopia. Collaborative and networked governance approaches are increasingly promoted to address complex water challenges, but relatively little is known about how the everyday collaborative relationships (i.e. collaboration practices) among the multiple actors involved in the development, management and use of water, shape contemporary water governance processes. In this thesis, I advance, based on intensive fieldwork data collection, a conceptual and methodological framework for studying collaboration networks pertaining to watershed management. I examine local collaborative governance networks in two watersheds, in Ethiopia and Tanzania, from a relational perspective, using complementary qualitative and quantitative social network research methods. The thesis explores the opportunities and limitations of such collaborative governance networks in their concrete functioning, thereby contributing to a more context-sensitive, and nuanced, understanding of the role of governance networks and collaborative governance approaches in the management of water and related resources.
